Provides information about the two-day enquiry held by the Victorian Transport Regulation board into the SEC operated Ballarat Tramway system. Enquiry held at the Ballarat Court House, by Messrs J Bolster, E V Field (Chairman) and J O Mactier of the TRB. Two photos show the Board and some of the attendees. Page 2 of the 3 April report; the acting assistant manager of the SEC advised that the tramway was unsafe, deaths due to collisions with trams, costs of refurbishing the tracks and tramcars and employment issues. Evidence was also given by the Mayor of Ballarat, Cr. Nicholson, Ballarat Town Clerk Mr Maddern, Barry Wilkins, H A Davis local bus operators. The Board considered whether the existing services could be replaced by private operators, or a publicly operated service, including the cost of operators. Also submissions from Mr O'Shea of the ATOMEA, Ballarat Trams and Labor Council, and Chamber of Manufacturers. One of a few service vehicles built from almost new by the MMTB rather than being a converted vehicle. Donated to the BTM in 1999 and has been an operational tram 2001.Single truck (4 wheels), special purpose tram fitted with two cabs, control equipment, air brakes, track scrubber or cleaning equipment, pump, water and air lines to clean track. Carries approx. 4 cubic metres of water. The tram was built by the Melbourne and Metropolitan Tramways Board in 1934 using the cabs from a C class tram (No. 32). It was transported to the isolated Footscray system a number of times to clean the rails there. In 1961 it received additional body bracing and repainted in the diagonal black and string (light cream) stripes. The tram became 8W during 1975 as the then new Z class trams came into service. By the early 1990's the need for the tram and the other similar cars used to "scrub" the surface of the rails was no longer. The tram was stored at Malvern depot for many years before being donated to the Ballarat Tramway Museum by the Public Transport Commission in September 1999. It has been scrubbing the rails in Ballarat since March 2001. For a detailed article see April 2008 issue of Fares Please. The Border Inn located on the corner of Main Street and Graham Street Bacchus Marsh opened in 1851 making it a very early hotel in Victoria. It was built and owned by John Pilmer. The first licensee was James Watt. The building has been added to and changed many times. It was originally a single storey building. A second storey was added in 1863 by John Pilmer. In 1866 the hotel was purchased by Edward Jones. The Jones family owned and operated the hotel until 1939. Additional second storey sections were added in 1883, 1904 and 1936. For a number of years the Border Inn was a stopping post for coaching services between Melbourne and Ballarat. The first licensee of the hotel James Watt was among the first in Victoria to offer a regular coaching service and his hotel was used for overnight accommodation by coach travellers. At the time this picture was taken coach services were still operating between Bacchus Marsh and other locations. The coach in this picture is possibly one of those coaches.This building has been documented as of state significance by Richard Peterson and Daniel Catrice in their 1995 heritage study for the then Shire of Bacchus Marsh. Their assessment of the heritage significance of the building was: "The Border Inn is of state historical significance as a pioneering pre-gold rush building, on the route to the Ballarat goldfields. It is the representative-embodiment of several historical periods and their way of life. It demonstrates a complex changing sequence of patterns of occupancy and architectural styles. Its development at this location, demonstrates the effect of a social movement, the gold rush, as a transport stopover.It is also historically significant for its association with the first rural public transport in Victoria. Locally, the hotel is significance for its association with the first meeting of municipal government, and also for its social significance as a traditional community, visitor focus and meeting place".Small sepia unframed photograph on card with gold border framing photograph. Another man is standing holding the reins of the horses. At his feet is a dog. Behind them are two male adults. One is holding a small child. Black and white photograph of tramcar 76 at Batman Avenue terminus in 1925. The tram is a single-truck California combination tram, one of 20 built for the P&MTT in 1915. The photo was taken at Batman Avenue in 1925 and shows a driver or conductor adjusting the trolley pole. The photo shows the Batman Ave terminus and Flinders St station in the background. Tram 76 was built in 1915 by the Meadow Manufacturing Co in Sydney for the Prahran and Malvern Tramways Trust before transferring to the MMTB in 1920. The J-class tram was bought by the SECV in 1931 and moved to Ballarat as tram No. 19. It operated in Ballarat until it was transferred to Bendigo in 1960 as tram No. 7, operating as public transport until 1972. It is now in operating condition at the Tramway Museum Society of Victoria in Bendigo.
