Media Release 29 January 2016 Advocate of Racism to burn at Eureka Dawn A cardboard effigy of Senator Pauline Hanson, will burn at the Ballarat Eureka Stockade Memorial next Eureka Dawn 3 December. For eight years now effigy burning has become an integral and flamboyant part of the annual 3 December Eureka remembrance, part of the Reclaim the Radical Spirit of the Eureka Rebellion program organised by Dr Joe Toscano, medical practitioner, broadcaster on Melbourne community radio 3CR and Australia's best known anarchist.

This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. Mawul Rom Project: Openness, obligation and reconciliation Morgan Brigg (Universtiy of Queensland) and Anke Tonnaer (University of Aarhus, Denmark) Aboriginal Australian initiatives to restore balanced relationships with White Australians have recently become part of reconciliation efforts. This paper provides a contextualised report on one such initiative, the Mawul Rom crosscultural mediation project. Viewing Mawul Rom as a diplomatic venture in the lineage of adjustment and earlier Rom rituals raises questions about receptiveness, individual responsibility and the role of Indigenous ceremony in reconciliation efforts. Yolngu ceremonial leaders successfully draw participants into relationship and personally commit them to the tasks of cross-cultural advocacy and reconciliation. But Mawul Rom must also negotiate a paradox because emphasis on the cultural difference of ceremony risks increasing the very social distance that the ritual attempts to confront. Managing this tension will be a key challenge if Mawul Rom is to become an effective diplomatic mechanism for cross-cultural conflict resolution and reconciliation. Living in two camps: the strategies Goldfields Aboriginal people use to manage in the customary economy and the mainstream economy at the same time Howard Sercombe (Strathclyde University, Glasgow) The economic sustainability of Aboriginal households has been a matter of public concern across a range of contexts. This research, conducted in the Eastern Goldfields of Western Australia, shows how economically successful Aboriginal persons manage ?dual economic engagement?, or involvement in the customary economy and the mainstream economy at the same time. The two economies sometimes reinforce each other but are more often in conflict, and management of conflicting obligations requires high degrees of skill and innovation. As well as creating financially sustainable households, the participants contributed significantly to the health of their extended families and communities. The research also shows that many Aboriginal people, no matter what their material and personal resources, are conscious of how fragile and unpredictable their economic lives can be, and that involvement in the customary economy is a kind of mutual insurance to guarantee survival if times get tough. Indigenous population data for evaluation and performance measurement: A cautionary note Gaminiratne Wijesekere (Dept. of Families, Housing, Community Services and Indigenous Affairs, Canberra) I outline the status of population census counts for Indigenous peoples, identifying information on Indigenous births and deaths, and internal migration estimates. I comment on the ?experimental? Indigenous population projections and question the rationale for having two sets of projections. Program managers and evaluators need to be mindful of limitations of the data when using these projections for monitoring, evaluating and measuring Indigenous programs. Reaching out to a younger generation using a 3D computer game for storytelling: Vincent Serico?s legacy Theodor G Wyeld (Flinders University, Adeliade) and Brett Leavy (CyberDreaming Australia) Sadly, Vincent Serico (1949?2008), artist, activist and humanist, recently passed away. Born in southern Queensland in Wakka Wakka/Kabi Kabi Country (Carnarvon Gorge region) in 1949, Vincent was a member of the Stolen Generations. He was separated from his family by White administration at four years of age. He grew up on the Cherbourg Aboriginal Reserve in the 1950s, when the policies of segregation and assimilation were at their peak. Only returning to his Country in his early forties, Vincent started painting his stories and the stories that had been passed on to him about the region. These paintings manifest Vincent?s sanctity for tradition, storytelling, language, spirit and beliefs. A team of researchers was honoured and fortunate to have worked closely with Vincent to develop a 3D simulation of his Country using a 3D computer game toolkit. Embedded in this simulation of his Country, in the locations that their stories speak to, are some of Vincent?s important contemporary art works. They are accompanied by a narration of Vincent?s oral history about the places, people and events depicted. Vincent was deeply concerned about members of the younger generation around him ?losing their way? in modern times. In a similar vein, Brett Leavy (Kooma) sees the 3D game engine as an opportunity to engage the younger generation in its own cultural heritage in an activity that capitalises on a common pastime. Vincent was an enthusiastic advocate of this approach. Working in consultation with Vincent and the research team, CyberDreaming developed a simulation of Vincent?s Country for young Aboriginal and non-Aboriginal persons from the Carnarvon Gorge region to explore Vincent?s life stories of the region. The use of Vincent?s contemporary paintings as storyboards provides a traditional medium for the local people to interactively re-engage with traditional values. Called Serico?s World, it represents a legacy to his life?s works, joys and regrets. Here we discuss the background to this project and Vincent?s contribution. A singular beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land RG Gunn (La Trobe University) and RL Whear (Jawoyn Association) Samples from a beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land were analysed for radiocarbon and dated to be about 150 years old. An underlying beeswax figure was found to be approximately 1100 years old. The Dreaming Being Namarrkon is well known throughout Arnhem Land, although his sphere of activity is concentrated around the northern half of the Arnhem Land plateau. Namarrkon is well represented in rock-paintings in this area and continues to be well represented in contemporary canvas-paintings by artists from the broader plateau region. We conclude that representations of Namarrkon in both painted and beeswax forms appear to be parallel manifestations of the late Holocene regionalisation of Arnhem Land. ?Missing the point? or ?what to believe ? the theory or the data?: Rationales for the production of Kimberley points Kim Akerman (Moonah) In a recent article, Rodney Harrison presented an interesting view on the role glass Kimberley points played in the lives of the Aborigines who made and used them. Harrison employed ethnographic and historical data to argue that glass Kimberley points were not part of the normal suite of post-contact artefacts used primarily for hunting and fighting or Indigenous exchange purposes, but primarily were created to service a non-Indigenous market for aesthetically pleasing artefacts. Harrison asserted that this market determined the form that these points took. A critical analysis of the data does not substantiate either of these claims. Here I do not deal with Harrison?s theoretical material or arguments; I focus on the ethnographic and historical material that he has either omitted or failed to appreciate in developing his thesis and which, in turn, renders it invalid. The intensity of raw material utilisation as an indication of occupational history in surface stone artefact assemblages from the Strathbogie Ranges, central Victoria Justin Ian Shiner (La Trobe University, Bundoora) Stone artefact assemblages are a major source of information on past human?landscape relationships throughout much of Australia. These relationships are not well understood in the Strathbogie Ranges of central Victoria, where few detailed analyses of stone artefact assemblages have been undertaken. The purpose of this paper is to redress this situation through the analysis of two surface stone artefact assemblages recorded in early 2000 during a wider investigation of the region?s potential for postgraduate archaeological fieldwork. Analysis of raw material utilisation is used to assess the characteristics of the occupational histories of two locations with similar landscape settings. The analysis indicates variability in the intensity of raw material use between the assemblages, which suggests subtle differences in the occupational history of each location. The expansion of vineyards and horticulture in the Beechworth district followed gold rush prosperity in the mid-1850s, with nearly ninety acres of gardens and small farms under vineyards by 1865. There were 400 Chinese market gardeners and hawkers in the area in 1868. These are samples of the material used at the Fletcher Jones Factory in Warrnambool to make garments for men (suits, trousers, shorts) and women (suits, slacks, skirts, shorts). Fletcher Jones Clothing Factory was a key industry in Warrnambool from 1948 to its closure in 2005. The business was founded by David Fletcher Jones (1897-1977), a clothing manufacturer and retailer who worked as a hawker in the Western District following service with the A.I.F. in World War One. In 1924 Fletcher Jones opened three shops in Liebig Street selling men’s wear, hosiery and linen and operating a small tailoring business. He moved his shop to another location in Liebig Street and began to concentrate on men’s trousers production. In 1946 he opened a shop in Collins Street in Melbourne and eventually had stores and factories all over Australia. In Warrnambool he opened his factory at Pleasant Hill in Flaxman Street in 1948 and became a major Warrnambool employer, with over 1000 employees at one time. He transformed his business into a co-operative, with the name, ‘Fletcher Jones and Staff’ registered in 1947. The business diversified into other ranges of clothing for men and women but failed to compete with cheaper overseas clothing imports and the factory and shops were closed in the early 21st century. These pieces of material are of some interest as examples of the materials used in one of the most important businesses in Warrnambool and one that was of national significance for many decades. The Fletcher Jones label was well-known throughout Australia and Fletcher Jones himself was a prominent person in Warrnambool’s history, not only for his business interests but also for his philanthropy, his advocacy of business co-operatives and his support for many Warrnambool institutions. The Fletcher Jones Factory Gardens are still today a feature of Warrnambool and a tourist attraction. These two packets contain samples of materials used at the Fletcher Jones factory in Warrnambool. One packet (VC000690.1) contains four pieces of woollen material, one grey striped, one grey weave, one navy and one green, red and white tartan. The new Mission was launched in 1906 with a long planned and much needed new central building opened in 1907 on the Australian Wharf. Mr Darvall, in his time produced a handwritten 40 page epitomised history, drawn from annual reports and was exceptionally meticulous in his efforts to cross reference related correspondence, press clippings, report material and documents. The Sailors and Soldiers Fathers' Association was established in the First World War and appears to have had branches in most states. The group was active (and often outspoken), involving themselves with hospital visits, repatriation issues, employment of returned servicemen and the establishment of returned servicemen’s rights relating to principles such as pensions and housing. There appears to be a close co-operation between this group and the Returned Sailors and Soldiers Imperial League of Australia in forming a group with strong lobbying abilities. Similarly, they were active in raising funds to build Memorials after the war. The Association remained active after the First World War in pursuing returned soldiers’ rights. They appear under a slightly different name during the Second World War (Sailors, Soldiers and Airmen’s Fathers' Association) but their goals were identical........The Sailors and Soldiers Fathers' Association, established during the First World War, was active in fundraising, establishing memorials and advocacy for issues such as the repatriation and employment of returned servicemen. Max Robinson (1934-2018) designed this record sleeve for the World Record Club in 1961. Robinson studied for a year at the Melbourne Technical College (RMIT University), and in his early career worked for Peter Clemenger and the graphic designer, Max Forbes. He produced a number of striking record covers for the World Record Club in the late 1950s and early 1960s. Robinson’s work is familiar to many Australians – he designed the new $10 note in 1993, which featured Banjo Paterson and Dame Mary Gilmore. The World Record Club’s operated in Melbourne from 1957 until 1976; it was a mail order service, and its art director, Geoff Digby commissioned young designers and artist to design the record sleeves. It is regarded now as one of most representative collection of Australian designers’ work of its period, and highlights the years of transition from ‘commercial art’ to ‘graphic design’. When the Harcourt Valley was the subject of route selection /environmental effects survey in connection with the upgrade of the Calder Highway into Freeway the Harcourt Valley Heritage Committee enumerated and researched the unique collection of granite homes to be found in the valley. The publication gives a short account of the builders and illustrates the various techniques of building in stone. Advocacy by the Harcourt Valley Heritage Committee ensured the retention, in the face of demolition threat, of a unique collection of homes, many owner-built and of vernacular architecture.
