The early use of the school strap is associated with Catholic boys junior boarding schools in Ireland. Some were made from two pieces of leather stitched together with a coin sewn into the striking end. It is thought the Federation University Strap was used at the Ballarat Junior Technical School, a division of the Ballarat School of Mines. Ivy Wilson was the daughter of an orthopedic bootmaker 17 Mair Street, Ballarat. Ivy studied Art at the Ballarat School of Mines Technical Art School in 1920 - 1922. The Ballarat School of Mines was established in 1870,. It was the first School of Mines in Australia. The Associateship was held in high regard and recognised throughout the world. Stanley Browning Vial is listed no the Ballarat School of Mines Associateship Roll for 1903. Printed certificate on vellum, with handwritten details. The certificate was made out to Stanley Browning Vial, and signed by President of Council Andrew Anderson and Vice President J.M. Duncan McDougall was associated with the pioneering X-rays conducted by the Ballarat School of Mines in 1896. He was in the Mendelssohn Choir, and was associated with Professor Ross from University of Western Australia. The Ballarat Courier reported on 20 July 1896:"The Ballarat Courier reported on 20 July 1896 Thanks to the energy of the staff of the School of Mines Ballarat and particularly to Messers F J Martell and Duncan McDougall the assistance of Roentgen xrays will soon be available, for the relief of suffering at this institution. On Wednesday evening 22 July 1896 a number of ladies and gentlemen witnessed a series of experiments with the Roentgen x rays." Duncan McDougall later worked at the Kalgoorlie School of Mines as a lecturer in physics and mathematics. on 19 February 1905 the 'West australian' newspaper announced: " Mr Duncan McDougall, formerly of the Ballarat, and later of the Maryborough Schools of Mines, was appointed to succeed Mr. Hart. Mr. McDougall had also charge of the branch class at Midland Junction. In both cases his work proved thoroughly good. The alterations in the trades class regulations will cause all the students in these classes to take up the study of this subject. I have every confidence that Mr. McDou gall will handle these large classes as successfully as the classes he had last year." By 1925 McDougall is being reported in the Perth Daily News: "Duncan McDougall, lecturer on electrical engineering and physics at the W.A. School of Mines, put forward a scheme for reducing the cost of mining in Kalgoorlie. He contended it was the duty of the State and Federal Governments to establish a central electricity generation plant in Kalgoorlie and supply power to the mines at not more than 1/2d a unit, at 3/4d per unit for winding only, and at 2d per unit for lighting. This microscope is thought to be associated with Chemist Erskine Llewellyn of Ballarat. Erskine E. Llewellyn studied Chemistry at the Ballarat School of Mines in 1885. It may also be associated with Palmer's Chemist in Lydiard Street Ballarat. "OBITUARY. - The many friends here and in the surrounding districts will regret to learn of the tragically sudden death of Mr Erskine Llewellyn, who for many years was associated with the firm of A. M. Palmer and Co., chemists, of Lydiard street. For some considerable time Mr Llewellyn had been associated with the U.F.S. Dispensary at North Carlton, and there, as in the case here, by his courtesy and attention to business, he made a host of friends, and his sudden demise will be deplored." With the development of tertiary education in the 1960s and 1970s the Ballarat School of Mines asked Coburn and Associates to design new buildings for the Ballarat School of Mines site, utilising the Ballarat Gaol site. The chimney extension on what was the former Carlton and United Breweries boiler house at Ballarat installed in 1972 and it is constructed of a special formulation of fibreglass reinforced plastics designed to operate at elevated temperature (ie boiler flue gas). It is thought to be one of 26 or 28 fibreglass boiler chimneys designed and installed in Victoria in the 1970s, and is thought to be one of the last to be removed. In its day the fibreglass chimney extension was at the cutting edge of fibreglass technology and is therefore well worth retaining. Removal of the chimney extension to the brick chimney outside the brewery building was deemed necessary to prolong the life of the chimney, and also because the fibreglass extension had reached end of life and posing a possible threat. According an Engineering assessment, fibreglass structures have a life expectancy of between 20 years (when fatigue loaded) and up to 100 years (static loaded). We don’t know when it was added to the chimney but believe it was most likely in the early 1970s. Given that it is subject to wind load and often observed to be moving in the wind it is likely that it will be at the end of its life. The chimney will be made good and we have the necessary planning approvals in place to undertake the works. The chimney extension was removed on 13 November 2015 in accordance with a planning permit obtained by the University. The extension is believed to have been added in the 1970s and was predominantly made from fibre glass. The structure was removed for safety reasons and to preserve the integrity of the historic brick chimney which supported it. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968.
