ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people. There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future, Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. This analog voltmeter is quite a large (industrial type) apparatus which permits the easy monitoring of electrical variations within the large SEC Victoria Hydro Scheme's electrical generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years. This voltmeter is very significant to the Kiewa Valley as its use was introduced during the Kiewa Hydro Scheme. Although only a small apparatus it was part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both an industrial and a larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley. This analog volt meter has two metal rods protruding from the "back" of instrument with screw on points for the negative and the positive leads allowing the "current" to flow across the calibrated resistors to indicate on the "face" side the strength of the voltage "power". The "face" of the instrument has a zero point and then five evenly graduated marks from Zero to the "100, 200 and 300" marked points of measures. A large "V" below these pointers indicates that they represent levels of voltage. Three small screws hold the "face" in place. This transformer lamp system, which has a dial to transform 240 volts to a minimum of 32 volts was used by electrical technicians to inspect internal parts of the large generators (even in small confined spaces). The reason for the reduction of the 240 volts to the 32 volts was for the safety of the inspector. Maurice Keppel, from Ireland, was one of the first landholders in the newly surveyed town of Marysville in 1864. He and his wife ran the successful Keppel’s Australian Hotel. Two of their sons, John and Jerry, established a farm and opened up the surrounding high country. Melbourne Water inherited many of its water assets, such as reservoirs from its predecessor the Melbourne Metropolitan Board of Works (MMBW). They have served the organisation well and have long been celebrated for both their natural beauty and engineering ingenuity. In the nineteenth century Victoria’s fundamental need for water infrastructure went beyond merely functional solutions and reflected the English ideal of the romance and beauty that was embodied in expanses of water. The MMBW further enhanced this notion by incorporating beauty and function in to the Classical and Italianate designs of its infrastructure such as pumping houses and reservoir outlet towers. The reservoir gardens and picnic areas were landscaped with ornamental stonework, exotic trees, decorative flower beds, fern glades pools and rose gardens. All features of the water supply system became widely celebrated as beauty spots that continue to be very popular to this day with tourists and locals alike.
