Walter John Howell was born in the Buckland Valley 30.11.1871 he died in Bright 13.05.1930. Walter "Watty" ran his Blacksmith shop opposite the Alpine Hotel (corner of Anderson and Wood sts) from 1893 until his death in 1930. He was also proprietor of the Ovens Valley Coach Factory in Ireland Street, near the site of the present library, for a numberof years before World War 1. From 1893 he resided in Cobden Street (no.37) The medals were for attaching to a watch chain and were presented by his grandsons, Keith Edwards and Ron Howell (both born in Bright) in November 1994 The Medals were presented by the Bright Fire Brigade which has been a local volunteer organisation scince the C1870s The Howell family were one of the first families to settle in the Buckland Valley and many descendants live in the local area Reference to the Ovens Valley Coach WorksQuarto size ridgid card with information regarding the medal hand written in black ink. Two silver medals with inscriptions, one shield shape and the other round with a star in the center, sash and small horse shoe on the top, medals are stitched to the cardboad and taped on the reverse side.Two medals, both silver, one is shield shaped with a fire reel cart inscribed on the front and inscription "B.F.B. ANNIVERSARY 11-5-94 four men won by W. Howell" and number 65. The second one in round with with a star in the center, with a small horse shoe and sash on the top, inscribed on the front, "B.F.B. Anniversary best of eight men W. Howell 11-5-94", the reverse is blank except for a small 69.

This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Established a Municipality in 1855, and Created a Borough 1863. Population in 1875 4,500. Warrnambool is the nearest Port to Melbourne on the Western Seaboard, being about 160 miles distant. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interest. Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS. The Blackman family were early settlers in Moorabbin Shire A4 paper printed both sides x1. Gas light and candles were in common use because Electricity did not come to Bentleigh until 1916 and several Fire Brigades were formed in the Shire. The Daylesford Fire Brigade carriage was locally built by White and Oldham, wheelwrights and carriage makers to the design of Captain Henshaw. Their premises was behind the Victoria Hotel, and American by origin.Photograph of the first ladder carriage bought by the Daylesford Volunteer Fire Brigade, built locally, and designed by Captain Henshaw. The carriage stands in Victoria Street (now Central Springs Road) and shows the former Daylesford Post Office on the right. The building on the left was the Bank of Victoria, later the Belvedere Hotel, and in 2012 was Kookla. Other buildings include Victoria Building, Church of England (Anglican), Stanbridge Hall.The carriage shows ten canvas water buckets hanging on hooks, a long ladder and two hoses hang from hooks on the lower section of the four wheeled carriage. Honorary Secretary, 1935 Member, Agricultural Engineering Society Australia c1960-1985 A successful grower of wheat, oats and barley, he planted experiment plots and held Field Days on the “Darlingsford” property. He later diversified into other grains and sheep (wool and meat). He took a enthusiastic interest in agricultural engineering and was keen to introduce innovative ideas that improved the productivity of farms and farming practices. In the mid 1950 he conducted trials during harvest on the family property of the original mechanical hay fork built on a British Bedford truck by Bill Gillespie. This design was further refined in collaboration with the Gillespie brothers and resulted in the construction the hydraulically operated tractor mounted hay fork. The innovative design of the hay fork created interest from far and wide and was quickly taken up by farmers because it significantly reduced hand labouring of loading sheaves of hay with a pitch fork. His father established chaff mills in Melton, Rockbank, Parwan, Diggers Rest in the first decade of 1900 and in 1915 went into partnership with JR Schutt to establish the Schutt & Barrie Pty. Ltd. Chaff Cutting and Flour Mill in West Footscray. When it ceased trading in 1968 the directors were: Ernest W Barrie and Thomas L Barrie, R, A, and M Schutt. Electricity was subsequently turned on at dusk on 20th December 1939. Honorary Secretary, 1935 Member, Agricultural Engineering Society Australia c1960-1985 A successful grower of wheat, oats and barley, he planted experiment plots and held Field Days on the “Darlingsford” property. He later diversified into other grains and sheep (wool and meat). He took a enthusiastic interest in agricultural engineering and was keen to introduce innovative ideas that improved the productivity of farms and farming practices. In the mid 1950 he conducted trials during harvest on the family property of the original mechanical hay fork built on a British Bedford truck by Bill Gillespie. This design was further refined in collaboration with the Gillespie brothers and resulted in the construction the hydraulically operated tractor mounted hay fork. The innovative design of the hay fork created interest from far and wide and was quickly taken up by farmers because it significantly reduced hand labouring of loading sheaves of hay with a pitch fork. His father established chaff mills in Melton, Rockbank, Parwan, Diggers Rest in the first decade of 1900 and in 1915 went into partnership with JR Schutt to establish the Schutt & Barrie Pty. Ltd. Chaff Cutting and Flour Mill in West Footscray. When it ceased trading in 1968 the directors were: Ernest W Barrie and Thomas L Barrie, R, A, and M Schutt. November 19, 1975, Page 2 OBITUARY Ex-Captain C E BARRIE Over 50 firemen attended the funeral of Ex- Captain Edgar Barrie of Melton Fire Brigade who died at the age of 62 on Thursday 16th October, 1975. Edgar was a volunteer fireman for 33 years, all of this service with the Melton Rural and Urban Fire Brigades. He joined the rural brigade in February 1942 was Secretary 1942 until 1965 when he became Captain as position he held until 1973. He was the urban brigade’s first Captain when it was formed in 1970 and held this position until 1971. The fire service runs in the Barrie family, brother Bon was Captain of the rural brigade from 1953 to 1965 relinquishing the position to become Group Officer of the Mt Cottrell Group, a position he still holds. Another brother Tom has been a member since 1941, nephew Peter has been a member since 1962 and Edgar’s son Vivian has been a member since 1971. Firemen, led by Snr. A/C/O Max Taylor, A/C/O Harry Rothsay, R/O Arthur Haynes and retired R/O Jim Dinsdale formed a guard of honour at the church and cemetery. A/C/O Rothsay read the Fireman’s Funeral Ritual at the graveside. Edgar who was a farmer, leaves a wife and four children. Sympathy is extended to them in their loss. Written during the 1960s when surfing was burgeoning across Australia’s coast and Phillip Island surf beaches had become extremely popular, few management strategies were in place to control interaction of the public with the delicate flora and fauna of the coastal environments. There were few good access tracks, car parks, bins, toilets etc at coastal/surfing hotspots around the Phillip Island coast. A number of management issues occurred with the influx of surfers. These included dune erosion caused by surfers climbing dunes to see the surf before going on the beach; informal parking on wildlife habitat; numerous access paths from wherever cars were parked down to the beach cutting through habitat; illegal camping on foreshores; illegal lighting of fires on beach and in dunes; surfers’ dogs let out of the car while surfers were out on the water. The dogs were uncontrolled. Certainly some surfers behaved responsibly, as is almost invariably the case these days. However, in that era of this article few people understood the delicate nature of the coastal environment and that it need to be protected through public education, infrastructure and enforcement of regulations. As now, most rural Fire services were run by dedicated volunteers who faced many challenges in their roles as Country Fire Authority firefighters. However, it was not uncommon for visitors and locals to also assist with fire-fighting efforts.The article is significant in containing quotes from both sides of the discussion who were directly involved in coastal fire incidents on Phillip Island in the 1960s. It also indicates the large number of surfers visiting Phillip Island beaches, the volunteer nature of the firefighting service and the extra challenges they faced on Phillip Island as a visitor destination. The anonymous university student surfer who is quoted, also describes possible causes of the fires, methods he and his fellow surfers used to extinguish the fires and raise the alarm, and the way they assisted the volunteer firefighters . The spraying units were manufactured in Australia by REGA Products. Ltd. in 1926. They established themselves as leaders in the production of agricultural and horticultural spraying machines, including smaller knapsacks. Knapsacks were quickly adapted to a range of applications and were widely used by the C.F.A (Country Fire Authority). They were also widely used for defence during World War II. REGA was later purchased by the Garrard family and still operate as part of Garrads Pty Ltd. This sprayer was one of the units used by the C.F. A. in Wodonga. The Country FIre Authority was established in 1945 following a Royal Commission into the 1939 Black Friday fires which recommended a single firefighting authority for country Victoria, bringing together the Bush Fire Brigades, Country Fire Brigades and Forest Commission. The first fire brigade, the Wodonga Urban Fire Brigade was formed in 1891 and registered in May 1893. Since that time its volunteers have provided ongoing support to the Wodonga and District communities through events such as urban fires, bushfires and other emergency situations. This item is representative of the Wodonga Country Fire Authority and its many volunteers.A knapsack sprayer designed to be used for spraying insects. Brigade Magazine is issued to members of the Victorian CFA. The Spring edition of 2016 includes an article to acknowledge 21 years of service by the Falls Creek CFA. The article was written by Joy Nowakowski on behalf of the Falls Creek CFA with information provided by the Falls Creek Historical Society. Falls Creek Fire Brigade protects Falls Creek Village from fires throughout the year and supports other brigades to fight bushfires nearby and further away. In 2016 the brigade had 23 year-round volunteers. At a celebratory function at Falls Creek in June 2016, alpine pumper and brigade snowmobiles were on display. Falls Creek’s alpine pumper was the first of its kind in Australia. It had a pumping capacity of 4,000 litres a minute and its tracks enabled it to access areas of the village and ski fields. Until 2016 Falls Creek Village has been threatened by two major fires, the worst being in 2003 when CFA crews saved the village and the adjoining ski field infrastructure right at the boundaries. Snow making equipment was used to create a water/fog barrier that helped stop the fires from taking the village. The team that saved the village was considered heroic Support for fighting fires at Falls Creek dates back to 1956 but this support came from Mount Beauty, 30 kilometres down the mountain. Falls Creek locals were concerned by this, so used six available hydrants and a canvas hose to fight any fires on the mountain. In 1964 the SECV gave the village a trailer which could be used with both wheels and skis for summer and winter operations. But this trailer only lasted two years. In the early 1970s, the village was given a 2,000-gallon Ford Blitz 4WD truck, and additional equipment was quickly acquired by the village including a new locally-constructed trailer with a pumper unit. In the 1990s, a change in land status meant the Falls Creek area became the responsibility of CFA. The Warrnambool Fire Brigade was formed in 1863. The first fire engine house was in Liebig Street and carters were required to carry water to fire scenes. In 1889 the Council built a new Fire Station on Liebig Street and Warrnambool hosted its own Annual Demonstration in 1894. In 1891 the volunteer brigade became part of the Country Fire Brigade. The Fire Station relocated to Raglan Parade in 1915 and then to Timor Street in 1961. In 1989 the Brigade moved back to Raglan Parade. This booklet is a memento of the State Championships that were held in Warrnambool to mark 150 years of community service to Warrnambool by the Warrnambool Fire Brigade.
