Situated originally on the corner of the Dalton Street road reserve west of Main Road (now present-day Wingrove Park Trail), the former Jarrold Cottage (White Cloud) was purchased by Lena Skipper following Thekla Jarrold's death in 1943. It was built by William Jarrold in the early 1850s and was here that he married Hannah Coleman in 1856. The Bootmaker's shop was built by Thekla Jarrold in 1930 for use by her friend, John Clark, a local photographer who had boarded with the Jarrold family since about 1910. In 1930 he changed profession to a bootmaker and leather worker. Also visible is a kerosene streetlight and Jarrold family cottage The pond was drained by Council in 1932 due to claims of mosquitoes though locals such as Thekla Jarrold and John Clark disputed this and protested to Council about the draining. It was in this news article that Thekla stated she had lived there 39 years and John Clark 22 years without cause for concern. Part of a presentation by Peter Pidgeon to the Society, 13 August 2022 showcasing a series of photographs taken by John Henry Clark over the period 1895 to 1930. John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. The railway was commenced in 1900 and passed through the middle of the Shillinglaw farm. The line to Eltham opened in 1902. This view shows the the new Catholic Church, St Mary's in Henry Street (near Main Road, then Maria Street) and Shillinglaw Cottage visible in background past where Eltham Town Park and later the Eltham library (1994) was built. This building is a fine example of a very early small brick country court house which retains its furnishings and has important associations with the early history of the Eltham township. It was used for Eltham Road Board meetings in the 1860s and later to provide additional school accommodation. It is the oldest public building remaining in Eltham and forms an important group in historic and streetscape terms with the adjoining former police residence. The survival of the furnishings (of unknown origins) is of particular significance given the building's age. This building, and the former police residence beside it, were constructed as a result of a petition by five Eltham residents in 1857. The nearest police were at Heidelberg eight miles away or at the Caledonia Diggings 21 miles away. After the construction of the Court of Petty Sessions at Eltham in 1859-60 (which was designed by the Public Works Department and built by a Mr Duncan for a cost of 536 pounds), it was used for a variety of purposes. Eltham Road Board meetings were held there until 1868 when the board was transferred to Kangaroo Ground and as the Road Board Secretary's office, until this was transferred to Wingrove Cottage in 1867. It was used as an overflow for the Dalton Street School in 1875. According to National Trust records, the Eltham Court House is a relatively rare building type. There are only six other known examples of similar small brick country court houses in the state which have small projecting entry porches and a gabled form. Sending postcards to family and friends including short messages was a common form of communication in the early 20th century from 1905 to the 1940s. Many were collected and kept in albums. This scene is viewed looking north along Main Road from near Bridge Street. The old Baker’s shop (Burgoyne’s store) on the corner of York is on the right. Also visible is the footpath dug by hand c.1906 between Yoirk Street and Bridge Street. On the left is ‘Derril’ or more commonly known as the Gahan House after it was purchased by Walter Ernest and Alice Miriam Gahan in 1924, on the western side of Main Road near the present-day site of Shillinglaw Cottage where they remained till about 1960 when Walter died. The house was demolished in 1968 during the widening of Main Road. In the distance on the bend is the Shillinglaw cottage with the Shillinglaw trees out front of the cottage. On the eastern side at the top of the hill (visible immediately to the left of the bakery) is the new St Mary’s Catholic Church on Henry Street near Main Road. Built in 1891 for Head Teacher John Brown. His predecessor and the school's first Head Teacher, John Clark, lived in his own house 'Shoestring' in Metery Road, adjacent to the school. At the time of this photograph, the building was being used for before and after school care. Its present-day (2023) use is for school administration offices. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. Victorian Heritage National Trust of Australia (Victoria) State significance Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p65 A demand for better police protection resulted in the building of the Eltham Courthouse and the police residence beside it. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Craig Price 1988 Entrant No. 148 Ref: Series 34, Items 37, 38, 109, 110 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. Andrew Peel 1988 Entrant No. 28 Ref: Series 34, Items 11, 60-63 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. Twenty members were enrolled, and eight more shortly afterwards. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. Eltham Gateway, The old Bootmaker's Cottage adjacent to Whitecloud Cottage, 701 Main Road, Eltham The bootmaker's shop was operated by John Henry (Harry) Clark from about 1930. Clark was originally a photographer along with his brothers William (Will) Charles Clark and Clement Kent Clark. They operated as Clark Bros Photographers based at 25 Thomas Street, Windsor (Prahran) from about 1895 to 1915 at which point the premises was demolished.. Brother Clement died in 1912. By 1916 Harry was living and working as a photographer in Eltham and was recorded on the electoral rolls as a photographer up to and incliiding at least 1928. By 1931 he had changed proession to Bootmake and again continued on Main Road, Eltham South as a Bootmake at least until 1954. He died at St Vincent'e Hospital in Dec 1956. It is believed non of the brothers married.
