Appeal against Eltham Shire Permit granted for a propsed ...In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. The courthouse was originally designed by architect John J. Clark. Since its days as a courthouse and adjacent holding cells, it's been occupied as government offices, an Anglican church, a plant nursery and a restaurant. The building had become fairly run-down with some inappropraite changes according to David Wagner of Atelier Wagner, who in conjunction with partner Jacqui Wagner worked with present owners toi breathe new life intoi the building. ... A day at Montsalvat ...Montsalvat Youth Photography Prize 2023 The Montsalvat Youth Photography Competition 2023 was opened to young people aged 14 - 18, based in Victoria. Entrants were invited to explore the grounds, buildings, people, and activities of Montsalvat – to capture its essence and bring their own imagination to the process. First Prize: $1000 sponsored by Future Leaders The winner’s work printed and framed by Montsalvat for display in the Barn Gallery for a three-week exhibition slot. Second Prize: $500 Ten artists were shortlisted and placed on rotational display on Montsalvat’s website and screened in the Barn Gallery for a three-week digital exhibition. In sponsorship with Eltham District Historical Society, the shortlisted works were also to be catalogued and preserved, providing a permanent display of work for young photographers. ... Australian Landscape Art; A fine collection; The Daily ...AUSTRALIAN LANDSCAPE ART. A FINE COLLECTION. The late Mr. Walter Withers was one of the little band of landscapists that Included Streeton Condor, who pioneered the "plein-airiste" movement In Victoria thirty years ago. Mr. Withers had been trained in Paris, but practically all his artistic life was spent in Australia, and examples from his easel are to be found in all the leading Australian galleries. He belonged to a brilliant little coterie of men whose works have since been eagerly sought for at ever-rising prices. And now collectors have an opportunity of acquiring examples of his art for a thoroughly characteristic collection of his work, both in oils and in water-color, will be open to-day In the fine art gallery at Anthony Horderns', in George Street. The collection includes 28 paintings in oil by the late Mr. Walter Withers, and 32 of his water-color drawings, while smaller collections by his daughter, Miss Margery Withers, and by his son, Mr. Meynell Withers, are also added. Among the landscapes in oils by the deceased artist may be seen examples of many moods, and also many phases of his artistic development. At different times he was a realist, a romanticist, an idealist. In his fine picture "The Easter Moon" the emotional appeal to the homing instinct is direct and compelling. This delightful work, low in tone and charming in its feeling of repose, suggests the sentiment of Gray's "Elegy." Entirely different in range, intention, and feeling, are two brilliantly-painted pictures entitled "The Young Gardener," and "The Dividing Fence," Mr. Withers here displays an unusual gift for placing effective notes in an admirably harmonised color scheme. "Sunlight in the Forest" is a pastoral poem in color. Most of these pictures were painted in the Eltham or Warrandyte country, while the "marines" are impressions at Phillip Island or on the shores of the bay. The artist was well equipped with technical knowledge and experience. His pictures are full of air and sunlight, and his realisation of cloud-forms is most convincing. The watercolor drawings which he did in the full maturity of his powers have, a softness, richness, and depth of color quite unusual. His son, Meynell Withers, shows a collection of landscapes of striking merit, recalllng his father's handling of color and selective taste In composition. Miss Margory Withers shows a charming group of watercolor portraits, and also some meritorious landscapes. The pictures have been hung with fine artistic discrimination in the grouping of the subjects, and so skilfully that in each group an essential harmony of tone has been preserved. They lived during a time of conflict and famine. This story follows the movements of their son, Richard, and daughter, Anne, who migrated to Australia. The marriage of Anne to Tobias Butler and Richard's life establishing his farm on the Yarra River in the 1850s are explored. Marriage, children, deaths and a murder in 1861 are changes forced on the family. Richard's son, Patrick, marries a young Bridget Carrucan but when the global recession of the 1890s decimates Patrick's businesses he heads to the arid Western Australian goldfields to 'make his fortune'. Not Just a Pretty Place, Aleks Danko (2000), Lennister Farm ...Not Just a Pretty Place acknowledges the cultural significance of this site for the residents of Nillumbik Shire and for the Wurrundjeri community. Historically the confluence of rivers have particular importance as these were sites where rituals and ceremonies took place. The carved bluestone form presents an oversize river pebble that echoes the spirit of the water and draws attention to this location as a meeting place an landmark.
