The Kiewa Hydroelectric Scheme is the largest hydro-electric scheme in Victoria and the second largest in mainland Australia after the Snowy Mountains Scheme. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. Lake Guy was named after Mr. L.T. Guy Mr L.T. Guy was placed in charge of Hydro investigations in 1923 and became the resident engineer for the Kiewa Valley Hydro Scheme in 1938. He was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. Lake Mulwala is a man–made reservoir created through the construction of the Yarrawonga Weir across the Murray River, is located between Bundalong and Yarrawonga in Hume region of Victoria and Mulwala in the Riverina region of New South Wales, in eastern Australia. The weir was constructed in 1939 to provide water for irrigation of the surrounding district. The weir also serves as a crossing of the Murray between the two towns. David Reid (1820-1906) was a pastoralists and politician. He left school at 16 and after meeting the overlander John Gardiner he decided to look for land south of the Murray River. Equipped by his father with some 500 head of cattle, 2 bullock wagons and teams and 6 assigned servants, he reached the Ovens River on 8 September 1838. David settled at Currargarmonge, near Wangaratta. At the end of 1843 he took up land near Yackandandah. In 1847 he took up a section of the family run of which Woorajay (Wooragee) formed a part. He built the first water driven flour-mill in the district on his Yackandandah run in 1845; his woolclip of 1848 was one of the first to be handled by R. Goldsbrough and was claimed to come from sheep descended from stock imported in the 1820s from George III's flock. Going into politics, he held the Legislative Assembly seat of Murray from October 1859 to May 1862. David Reid was a highly regarded grazier and local politician who was significantly involved in settlement around the Yackandandah area. The Captain Cook bicentenary was commemorated in Australia in 1970. The British explorer Lieutenant (later Captain) James Cook sailed and charted the East Coast of Australia in 1770, and claimed the Eastern Seabord of the Continent for the British Crown. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The townships of Mount Beauty and Bogong Village were constructed by the Victorian State Electricity Utility Commission (SEC) from the 1930’s to the 1950’s to house workers on the Kiewa Hydro Electric Scheme. At its peak the Kiewa Scheme employed around 4000 people. Although the towns were built as temporary accommodation for the workers and their families, many stayed and even retired there after the scheme had finished. The Bright Council, now the Alpine Shire took over the control of the township in 1960 and today Mount Beauty is one of the most complete company towns in Victoria.The SECV provided several standard designs for the housing of workers and management in Mt Beauty. At the completion of the scheme the housing was retained and Mount Beauty now exists as one of the best examples of a company town in Victoria.There are many examples of the original houses remaining around the town. On Feb 3rd 1948, the Mt Beauty State School was opened with 28 pupils in all grades up to VII. Classes began in the SECV Recreation Hall, which was converted to classrooms during the school week and returned to a recreation hall on weekends for motion pictures and social occasions for SECV workers and their families. A new school building was opened in 1950 on the current school site, with an enrolment of 170 primary and secondary students. A further extension of 4 buildings was added in 1951 with a population increase to 303 students. In May 1953, the status of the school was raised to Higher Elementary School with a total of 403 students. In 1958, the school population rose to a high of 617 students with 436 in primary and 181 in secondary. In 1964, the status of the secondary section of Mt Beauty HES was raised to a High School and was moved to separate facilities in the west of town in September 1964 Pictorial history of children who attended Mt Beauty Higher Elementary School in 1960. The Birkebeiner Nordic Ski Club was formed in September 1977 when a group of enthusiasts met to discuss the idea. The club, located in Mount Beauty has conducted many activities and programs for its members and other cross country skiers at the Falls Creek Ski Resort, Alpine National Park and the Bogong High Plains. Club objectives are to promote the development of cross country racing, ski touring and associated activities. To assist in searches for persons lost in bushland areas and to maintain a Search and Rescue group. It also provides its members with opportunities for skiing and social activities. The Birkebeiner Nordic Ski Club constructed a clubhouse at Falls Creek for the use of members in 1996. The club has conducted the annual Kangaroo Hoppet since 1991. Since its inception, the Birkebeiner Nordic Ski Club has been active in promoting cross country skiing including racing and touring in the Falls Creek, Alpine National Park and the Bogong High Plains areas and have actively participated in search and rescue in the alpine region. Birkebeiner members have represented Australia at five Olympic Games. Skippy and Toni St Elmo were responsible for early developments at the Falls Creek resort and for promoting a love of skiing. They left Melbourne in 1945 and settled at Falls Creek and moved into the first building constructed of corrugated iron and timber at Falls Creek in 1946. They were Falls Creek’s first workers with Toni employed by the State Electricity Commission to record weather-related data up to the construction of the Kiewa Hydro-Electric Scheme. In 1957, Toni was involved in building the first rope tow called Nissen on the same route as the Summit Quad. He also established the Nissen Ski School with ski instructor Milan Kovacic and was involved in the building of the resort’s first ski club Bogong in 1949. Toni taught Skippy to ski and she practised on the High Plains where she and her husband lived. Skippy St Elmo won many ski races during the 1950’s and represented Australia in New Zealand.Skippy and Toni St Elmo were pioneers of the Falls Creek area, promoting local ski sports and tourism. The played an important role in opening up the Falls Creek area and developing its sporting potential by establishing the first ski school, ski lifts and early lodge facilities. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. Construction of Clover Power Station commenced in July 1941 and both turbines were in service by May 1945.Clover Power Station and Junction Dam were part of the Kiewa Hydro Electric Scheme constructed by the State Electricity Commission of Victoria. SECV official photographers took photographs of most stages of construction of the Hydro Electric Scheme and referenced each photo with a number and dating system as an historical record and for reference for other projects. The arrival of explorers Hume & Hovell in 1842 brought about the widespread clearing of land in the valleys for pastoral uses and the displacement the original inhabitants in the high country which became a boon for cattlemen due to extensive lush summer grazing for cattle. High country cattlemen built a variety of huts for shelter and storage, when driving cattle up to the plains in summer, during mustering and bringing the cattle down from the mountains before winter closed in. These same huts now provide shelter from the elements for hikers, bush walkers and skiers. Wallace’s Hut is the oldest of the Cattleman’s huts still standing in the Alpine National Park and is classified under the National Trust. Due to their age and the ravages of the elements, including bush fires, many of the huts have been destroyed, or are falling into disrepair. Groups of willing volunteers are now working to preserve as many of the huts as possible with restoration or rebuilding.The numerous cattleman’s huts of the Alpine National Park and the colourful characters who erected them represent a significant part of the history of the high country area and early cattle grazing, which has been the theme for many poets and film-makers alike. They also have a significant role in the early days of the SECV when they were used by surveyors and other workers for shelter and temporary accommodation. More recently the huts have functioned as shelter for hikers and skiers caught out in the elements and a refuge along the long trek for bush walkers. They are a popular attraction for tourists and feature prominently in much of the tourist information of the region. In the mid to late 1930’s survey outposts were established to plot the early stages of the Kiewa Hydro Electric System for the SECV in the Bogong High Plains. Before any roads were built, the old cattleman’s tracks were used with packhorses to deliver supplies, wages and mail and collect timesheets and correspondence from the workmen and dam builders living in canvas tents and at the outlying survey posts. The trip up the mountain was long and hard and dangerous for both horse and man Most of the men of the survey teams were not bush-men and were often ill equipped for the harsh weather and living conditions of bush camping, often arriving in their city clothes ready for work. The tent city at Bogong was destroyed by bush fires in 1939 after which an access road was built from Mt Beauty to transport building materials for more permanent dwellings for workmen. Pack horses continued to be used for transporting goods etc. to workers further up the mountain.Without the work of horsemen and their pack horses providing supplies and communications for outlying outposts, surveying and early planning for the Kiewa Valley Hydro Electric scheme could not have gone ahead and the dams and power stations which support the system could not have been constructed. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.Pictorial history of the early years of Bogong Village including one photo taken following the devastating fires of 1939. A start on the construction of Bogong Creek race line was made at the commencement of winter in 1948. Work proceeded in the following years when work on the High Plains was not practicable. In January, 1951 the special trimming machine, the special slip form and concrete mixing and placing equipment was put into service. A shortage of cement caused some delays as well as a sudden financial recession. The race line was completed and put into service in 1952.An historical record showing the machinery used during this time, the number of workers and supervisors involved and the mountainous terrain where they worked. It also demonstrates the OH&S of the period with workers mostly in street clothing with no hard hats or other safety equipment. S. K Pearce owned shops in Mt Beauty and Tawonga. The postcard was used for tourism to attract visitors to the Mt Beauty township and the Kiewa Scheme on the Bogong High Plains. Organisations that Dorothy Anderson belonged to included many items to represent their clubs eg. badges, spoons, activities eg. crocheting. Dorothy lived in Tawonga indicating that those clubs existed in the town/area and were typical of regional areas of the time. These items were the property of Tawonga Citizen, Mrs Dorothy Anderson, who passed away in 2014, aged 90 years. She belonged to local clubs which existed in the area and acquired memorabilia belonging to those clubs and activities thus giving an insight into the life of women in regional towns. The North-Eastern Dairy Company was established on 14th December 1892 as a butter factory and built in 1893. In 1928 a new butter factory was built and a milk products factory in 1952. Whole milk sales commenced in 1951, with pasteurised, homogenised milk in both bottles and cartons being sold in the 1980's. Devondale / Murray Goulburn was established in 1950. Cartons enabled the safe transportation and storage of milk. The North East Dairy Company enabled the dairy farmers in the Kiewa Valley to send their milk and milk products eg. cream to the factory at Kiewa. The factory bought its own cream carting vehicles during WW1. The 'full cream / homogenised / pastuerised / milk' is an example of the milk available in the 1980's as many different varieties of ingredients followed in later years.Blue, red & white waterproof sealed cardboard box used for storing fresh milk from the Kiewa factory 'Murray Goulburn'. The High Plains Cattlemen's licenses expired in Aug. 2005 ending a 170 year history of alpine grazing in Victoria and Australia. This journal, No. 29, is published by the Mountain Cattlemen's Association "caring since 1835" and has articles and histories of the families and their activities. The Country Women's Association of Victoria was a popular widely known organisation throughout Australia. The CWA aimed to improve health, welfare and education for women and children in the country.Each town / area in the Kiewa Valley had an active CWA. The Tawonga branch commenced in Feb. 1946 and often combined activities with other branches in the Kiewa Valley. One of their activities may have been to play cards.Green cotton square tablecloth for a fold-up card table. It has an yellow with a little bit of white embroidered circle / emblem in one corner. Inside the circle is "Victoria' and CWA (on top of each other as per the CWA emblem.) Bogong Village became a tourist town after the State Electricity Commission of Victoria sold it upon the completion of the Kiewa Hydro Electric Scheme.Bogong Village was built by the SEC as a town for its employees on the Kiewa Hydro Electric Scheme. Postcards were available at tourist destinations to promote the resort by enabling visitors to write to friends and family.The Kiewa Hydro Electric Scheme hastened the development of Falls Creek as a popular destination for skiers. Roads, buildings including accommodation & chalets, ski clubs, snow vehicles, ski tows etc enabled visitors to live and ski in the snow. The Victorian Environmental Assessment Council and the former Environment Conservation Council (ECC) and Land Conservation Council (LCC) have completed 36 land use investigations over more than 35 years, including 27 regional reviews. They provide a framework for use of Public Land in Victoria. The Land Conservation Council was established by the Land Conservation Act 1970. It makes recommendations to the Minister for Conservation with respect to the use of public land. Notices showing the boundary of the study area ... published in the Victorian Government Gazette Sept. 1973. A descriptive report was published in July 1977. Submissions (1538) on the future use of public land were received & included those representing a wide cross-section of the community.
