Contents: 1. Notes concerning impact upon Eltham War Memorial Garden of a proposed roundabout at Dudley Street, Eltham, September 1996 - In 1996 Nillumbik Shire Council proposed the provision of traffic lights or a roundabout to alleviate traffic concerns at the intersection of Main Road with Dudley street and Panther Place. The Society had no real concerns with Panther Place as it had no perceived impact upon Shillinglaw Cottage however survey pegs for a new road alignment to provide for a roundabout at Dudley Street were placed within the Eltham War Memorial Gardens which was significant concern. Harry Gilham, then President of the Society was on the working group with Council and the RSL to discuss this proposal. Ultimately it did not proceed and traffic lights were installed. No action occurred at Panther Place. 2. Notes pertaining to Eltham Town Focus Group and the Eltham War Memorial Trust property, c.January 1997 - These notes from Harry Gilham relate to a draft report "A Community Vision for 'The Eltham War Memorial Trust' Property Main Road, Eltham" being prepared at the request of Chief Commissioner Don Cordell, Nillumbik Shire Council, 31st January 1997. Harry handed over these notes to Jim Connor on 14 March 2010. Jim had replaced Harry as President of the Eltham District Historical Society in 2009. They also reference Stanley S. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. Born on the 5th of August,1926, Margaret Gwen Hardy was the very first Commissioner of the Melbourne Metropolitan Board of Works (MMBW) and was appointed in 1975, a major victory for women at the time. This was the first time in the 84 year history of the organisation. Hardy had also been a Lilydale Councillor and went on to become the first female Shire President. Along with her work commitments as part of the Board, Hardy was the wife of Dr. Bill and had three children, two sons and a daughter. Next door to her home in Mt Evelyn was her husband’s surgery, where Hardy also worked part-time as a Manager. Hardy was also involved with the Lilydale High School Mother’s Club, she was the President of the Mt. Evelyn Environment Protection and Progress Association, on the Advisory Council of Monbulk High School and was the Secretary of the Lilydale Citizens Advisory Service at the time. This staff newsletter highlights the historically significant achievement of Cr. Gwen Hardy becoming the first female commissioner to work at the Board in 84 years. An account of the wartime experiences of Legatee Thomas White who served a term as President in 1925. This is the story of the capture and escape of Captain Thomas White, Australian Flying Corps on the Baghdad Road, Mesopotamia (Iraq), 13/11/1915. Captain White had been ordered to cut the telegraph wires behind the Turkish Lines along with his observer Captain F. Yeats-Brown from the 17th Indian Cavalry. Although they achieved their objective, the Maurice-Farman Longhorn aeroplane was damaged on landing and could not be repaired and were subsequently captured by the Arabs and local Gendarmerie. After the Arabs had beaten them up they were taken to Baghdad, escorted by the Turks and imprisoned. On 26 July 1918 Captain White escaped with Captain AJ Bott of the Royal Air Force. After making their way by sea (under very difficult circumstances) they arrived and went ashore at Odessa on the Black Sea. Odessa at the time was occupied by Austria and German troops and the Bolsheviks (the Russian revolution was under way). On 3 November 1918 they boarded a ship for Varna where Brigadier-General Ross met them, motored to Salonika, arriving 10/11/1918, then subsequently sent to Cairo. Tommy White became the third President of Melbourne Legacy in 1925-26 (Melbourne Legacy Bulletin 19/7/1990). He also went on to be the Australian High Commissioner in Britain until 1956. A portrait of Legatee Harold Edward Cohen CMG, CBE, DSO, VD, MLC, he served in both World Wars, attained the rank of Brigadier. He was the first president of Legacy in 1923 to 1924. The portrait was in an album of photos taken in the 1940s (mostly 1945). Harold Edward Cohen (1881-1946), soldier, lawyer, politician and businessman, was born on 25 November 1881. His early interest in soldiering led to him being first commissioned in the Australian Military Forces in 1901 in the Field Artillery. On the outbreak of the First World War he took overseas the 6th Australian Field Artillery Brigade, seeing service in France and Egypt, and being awarded the CMG and DSO, and being twice mentioned in despatches. He was twice wounded in action. He was awarded the Volunteer Decoration in 1921 and the CBE in 1934. In 1929 Brigadier Cohen entered Parliament as the member for Melbourne South in the Legislative Council, and in 1935 transferred to the Assembly as member for Caulfield, which seat he held until 1943. During the Second World War Brigadier Cohen served in the Middle East as honorary Red Cross Commissioner overseas. Returning to Australia in 1942 he was appointed director of amenities, and subsequently Deputy Adjutant-General to the AMF, which post he held until his retirement in 1944. The late W.F. “Bill” Waters, Rover Commissioner of Victoria, was introduced to skiing in November 1930 at the International Scout Chalet at Kandersteg in Switzerland. He believed it would be a good activity for Victorian Rovers to be involved in to learn more about the Victorian Alps The first Rover ski trip to the Bogong High Plains was in the August of 1932 when a group of four crossed the High Plains from Omeo to Harrietville via Tawonga Huts, Cobungra Gap, Mt Loch and Mt Feathertop. In 1933 the Bogong Rover Crew was formed and in 1938 funds were collected and life memberships offered to raise funds to build a Rover Chalet for the purposes of skiing. During February and March1940, the Chalet was built at a cost of £700 using volunteer labour. It was the first ski lodge in the area and was built long before there was a road over Watchbed Creek. After the road to Rocky Valley was finished it was easier for the scouts to walk in from there instead of from Shannonvale. During the spring thaw the creek became almost impassable. Joe Holsten who was an SEC employee who worked with Martin Romuld out of Wilkinson’s Hut built a bridge across the creek made entirely from snow gums which he had to haul about 300 metres from the nearby hills. Booklet, Australian Comforts Fund (Victorian Divsion), Voluntary War Workers Record, 1918
The Australian Comforts Fund was established in August 1916 to co-ordinate the activities of the state based patriotic funds, which were established earlier in World War I. Mainly run by women, they provided and distributed free comforts to the Australian 'fit' fighting men in all the battle zones. They became divisions of the Australian Comforts Fund. The Council of the Fund comprised two delegates from New South Wales, Victoria and Queensland and one from the states of Western Australia, South Australia and Tasmania. The Executive headquarters was located in Sydney. It ceased operation on 10 April 1920 and was reconstituted in World War II in June 1940 and ceased operation again on 27 June 1946. The state bodies in World War I were: New South Wales: the 'Citizens' 'War Chest' Fund; Queensland Patriotic Fund; South Australia: League of Loyal Women; Tasmania: 'On Active Service Fund'; Australian Comforts Fund, Victorian Division; Victoria League of Western Australia. During World War II the state bodies were called : The Lord Mayor's Patriotic and War Fund of New South Wales; the Australian Comforts Fund, Victorian Division; the Australian Comforts Fund, Queensland Division; the Australian Comforts Fund, Tasmanian Division; the Fighting Forces Comforts Fund SA Inc; the Victoria League Camp Comforts Fund ( W A ) Australian Comforts Fund commissioners conducted its activities in the field, holding honorary rank as officers of the Army or Air Force.World War 1 publication for the home front with Kew listingsVoluntary War Workers Record, compiled for the benefit of the Australian Comforts Fund - 1918. The plaque of Oppy reads: Hubert Opperman was born in Rochester, his early job as a Telegraph Boy encouraged his love of cycling. Throughout the 1920’s and 1930’s “Oppy” was the dominant figure in Australian cycling. He first won the Australian Road Cycling Championship in 1924. He won it again in 1926, 1927 and 1929. At the same time he was becoming and international star. This statue is modelled on his on his stunning victory at the Bol D’Or in Paris in the same year that he was highly placed in the prestigious Tour de France. His first place in the 1265 kms Paris - Brest- Paris road race was the highlight of his sporting career. That year he was voted Sportsman of the Year by a French newspaper. In 1991 Sir Hubert attended the Centenary Celebrations of the race and was honoured with Gold Medal of the City of Paris “Oppy” retired from cycling in 1940. Typically he celebrated his retirement with a 24 hour marathon at the Sydney Velodrome breaking one hundred and one records in the process. After war service with the RAAF he entered Federal politics holding the Victoria seat of Corio for the Liberal Party from 1949 until 1967. During this period he served as Minister for Shipping and Transport and Minister for Immigration. In 1967 he was appointed Australian High Commissioner for Malta, receiving the OBE in 1952 and was knighted in 1968. This Statue was officially unveiled by SIR HUBERT OPPERMAN On his 90th birthday, 29th May 1994Oppy signing Edna Barrie's leatherbound copy of 'Melton-Plains of Promise'. . The Inscription reads - To Edna with my Melton remembrances as the place I first rode a bicycle Hubert Opperman ‘Oppy’ [ 29/5/1904 – April 1996]. Murray Comrie Collection. The house in this photo was the residence of the town police officer. The town block where the house was located was the base for policing in Tarnagulla from 1878 until the 1990s. At the time of this photo (1924), the father of these children, Angus Comrie Snr was the constable for Tarnagulla. Adjacent to this house was a lockup, office and stable (shown in THA-2019.0031). Behind the residence and outbuildings (in background of this photo) was an adjoining paddock for the police horses. This house was sold for removal in in the 1960s and replaced with a prefabricated residence and small office from Bealiba. These as well as the lockup are still in place (as of 2019), but are no longer used. There are now private residences built on the former police horse paddock. A later image of this house is THA-2019.0032. For almost 100 years the Comrie name has been involved with the Victoria Police. Angus Comrie Snr, joined the force in 1899 and served as constable in Kaniva and Avoca and then in Tarnagulla from late 1909 until 1927. His son Murray Comrie, born in Tarnagulla in 1912 also became a policeman and later a Chief Superintendent, retiring in 1972 and passing away in 1983 after a long illness. Murray Comrie's son Murray Jnr., to avoid confusion became known by his middle name, Neil. Neil Comrie also joined Victoria Police and rose through the ranks to become Chief Commissioner of Victoria Police from 1993 to 2001. The Murray Comrie Collection held by Tarnagulla History Archive was collated in the 1970s by Murray Comrie (1912-1983). The Harris blue electric trains were introduced in c1955 and followed the 'Red Rattlers'. They had a long life and were named after Norman Charles Harris, Chairman of Commissioners of the Victorian Railways, between 1940 and 1950. The first 30 7-carriage trains, known as the first series, were constructed in the United Kingdom by Gloucester Railway Carriage and Wagon Company, and delivered between 1956 and 1959. Another 30, the second series, were built by Martin & King in Melbourne, and delivered between 1961 and 1967. The trains had either two or three sets of hand-operated dual sliding doors per carriage side. Later they were fitted with power doors. Initially, until late 1978, the interiors were split into smoking and no-smoking compartments. In 1978 smoking on trains was abolished. Carriages were also designated as First or Second class until 1958, when one class travel was introduced. they had florescent lights but no heating. Most of the early carriages did not have end doors and gangways between carriages, but safety concerns led these being incorporated in the sets delivered from mid-1966. With the exceptions of the last few carriages built, all Harris trains contained asbestos insulation. The first sets contained blue asbestos, and the later sets contained white asbestos in the linings for insulation of noise and temperature. Due to the presence of asbestos, they began to be withdrawn from the mid-1980s and most were disposed of in the 1990s, by being buried at Talbot Quarry in Clayton, some having been wrapped in plastic. No original Harris trailer cars remain. A coloured photograph of a blue Harris electric train heading towards Surrey Hills station from Mont Albert station. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. Between the fire brigade station and the mechanics’ institute and art gallery a vacant block of land is being transformed a garden for carpet bedding and flowering plants. The council, which recently took over the control of the art gallery, public library, museum and mechanics’ institute, is doubling the size of the substantial stone building containing these institutions. The new building will contain a supper room for use in conjunction with functions in the town hall, adjoining, and a new reading room.” Mr Pattison, Public Librarian, says Library has a book per head of population In 1953 The Age reported an interview with the Public Librarian, Mr. R. Pattison, who said “Warrnambool has an insatiable thirst for reading. And its reading recipe contains a strong dash of fiction – 73 percent of it. Fiction makes up 10,000 of the 13,000 books in the senior section of the public library. That works out at a book per head of population. Warrnambool today is really book minded. This city has an almost insatiable thirst for knowledge as well as fiction. We’re lending 400 books a day. We supply 33 percent of the reading population of Warrnambool.” The reporter goes on to say “Warrnambool Public Library also has an ultra-modern children’s section of 3,400 books, open to every boy and girl attending school in Warrnambool. Mr Pattison hopes to show travel-talk films and install a radiogram in the children’s section “later on”. But it won’t disturb adult reading next door because the junior section is sound proof. “ Mechanics’ Institutes and Museums Mechanics’ Institutes were important sites for collecting in country Victoria … Warrnambool … all had museums attached to Mechanics’ Institutes before the end of the twentieth century” Warrnambool Mechanics’ Institute Ms Tierney said FHMV holds the collection of the Warrnambool Mechanics’ Institute in three different locations on its site. “The Mechanics’ Institute opened in 1871, was demolished in the 1960s and was one of the oldest in Victoria. “FHMV intends to create a new storage area and bring the collection together in one place which will greatly facilitate access and research. “The collection consists of books and archives dating from the 1850s to 1959s. “Some of the books are rare and valuable but it is unclear as to their relevance to the history of Warrnambool or Victoria,” Ms Tierney said. Warrnambool TAFE History South West TAFE has a long and proud history of providing technical and specialist education, with links back to the formation of the Mechanic’s Institute in 1853. Warrnambool Art Gallery’s History The Warrnambool Art Gallery began in 1886 when retired police officer Joseph Archibald opened its doors in a building behind the mechanics institute in Liebig Street. The Gallery began with an eclectic mix of artworks and museum curios. Before long Archibald mobilised public support and paid for a new gallery annex. Loans and grants allowed the Gallery collection to grow with significant early acquisitions by French, German, and Belgian artists, which were less expensive than British works. Despite its enthusiastic start the economic downturn of the 1890s brought the Collection to a halt. In 1910 the Council took control of the Mechanics Institute and ran the Gallery there until 1963 when the building was allocated for municipal offices. The Collection was dispersed on loan to galleries in Shepparton and Hamilton and not reunited until 1971. In 1986 the Gallery’s Centenary year, a permanent home was built next to the ‘Civic Green’ and named in memory of one its champions Sir Fletcher Jones O.B.E. 2016 Warrnibald Entries Joseph Archibald established the Warrnambool Museum and Art Gallery in 1886 while his son Jules Francois Archibald founded the Archibald Prize through his bequest of 1919. His aim was to foster portraiture, as well as support artists, and perpetuate the memory of great Australians. Poor video quality (noise and interference), incomplete and unedited raw footage. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Cuts to group of people standing outside front door of offices but possibly voice dub over not related ? Then the date 27 Jul 1996 on a scene flashes on screen immediately followed by an edited clip intro of title and credits with classical music track. It then opens with Jenni Mitchell driving to the Shire Offices on Saturday 27 July 1996 at 11.00am. Specific issues regarding asbestos claims are also addressed. Harry Gilham addresses the meeting on the subject of the Eltham War Memorial and Memorial Gardens and how Council believe a roundabout in the vicinity is of greater importance. Views of various artworks on display (for auction) and music performance in the Barn Gallery. Meeting addressed by Sigmund Jorgensen discussing an appeal against Council granting a permit to Dallas Howgate to develop the site and that the Minister has called the matter in to be decided by the governing council. Book cover has title "Electric Tramways of the State Electricity Commission of Victoria By-Law No. 1". Pages are numbered pages 1 to 23, revoking By Laws dated 5/9/1932 (See Reg. Item 3109). Dated 9/3/1937. Gives definitions, fares and charges, regulations re passengers, behaviour, smoking, dangerous goods, luggage and behaviour of crews. Gives schedule of fares and charges for Ballarat, Bendigo and Geelong. Fares applied from 1937 to 1949 - see Reference. Details names of SEC Commissioners, Minister in Charge of Electrical Undertakings. Copy has numerous changes marked in red ink internally and pasted in changes to the text. Has Government Printer number 6967. Given the printing number on Reg. Item 3108 is a higher number and that H. Green was the Government Printer for this book and in 1936 (See Reg. Item 3068), indicates a copy printed in 1937. A piece of paper has been pinned to the copy on page 23, giving details of where to relieve on the Sebastopol route. Written in red ink. The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.Driver George Judge standing on front of Locomotive X38 special train "Spirit of 96" The X class are a class of mainline diesel locomotives built by Clyde Engineering Victorian Railways between 1966 and 1976. X 38 was part of the second order. It entered service on Friday, 8th May 1970. X 37 and X 38 were built as replacements for the two S Class locomotives lost in the fatal Southern Aurora crash at Violet Town in 1969. It was later sold to Pacific National and rebuilt as XR550. "Spirit of 96" was a passenger train specially designed for cast and crew of the Australian 0-10 Network series “Number 96”. It was used to travel from Sydney to Melbourne for the annual TV Week Logie Awards. It was a silver, multi-carriage train with the Commissioner's carriage hooked up at the rear for VIPs. The 16 and a half-hour overnight journey, left from the centre of Sydney at 4.30 pm with a farewell party, complete with red carpet and jazz band in attendance. It featured whistle stop visits at country sidings and stations. Thousands of people turned out to see their favourite stars, before it arrived at Spencer Street station. The rail service of the time was keen to promote its overnight tourism packages, and for the journey the train was christened as the "Spirit of 96”. This miner's right is a copy from an original held by the Old Colonists' Association of Ballarat. The original was glued onto a page in a large album of photographic images of early Ballarat. Recognising their significance the Council of the Old Colonists’ Association had them removed and restored. The originals are now framed and on display in the Old Colonists’ Hall.Digital copy of an original Gold Lisense made out to William Fittall Junior.Ballarat Victoria Gold License No. 215 Jany 4 1853 The Bearer Wm Fittale [sic] Jr having paid to me the Sum of One Pound Ten Shillings, on account of the territorial revenue, I hereby License him to dig, search for, and remove Gold on and from any such Crown lands within the Dist of Ballarat as I shall assign to him for that purpose during the month of January 1853 not within half-a-mile of any Head Station, This License is not transferable, and to be produced whenever demanded by me or any other person acting under the authority of the Government, and to be returned when another License is issued. Every person digging to Gold, or occupying Land, without a License is liable by law to be fined, for a first offence, not exceeding five pounds; for a second offence not exceeding 15 pounds; and for subsequent offence, not exceeding 30 pounds. 3. Digging for Gold is not allowed within ten feet of the edge of any Public Road, nor are the roads to be undermined. 4. Tents or Buildings are not to be erected within twenty feet of each other, or within 20 feet of any Creek 5.
