The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Photograph - Black and White - cable tram lighting battery workers
Photograph shows a group of five cable tramway employees with a cart containing batteries to supply power for lights in Melbourne Cable trams. This lighting was introduced by the Tramway Board (TB), the forerunner to the MMTB during 1917. A motor generator at each car house or depot provided the power to charge the batteries which were then placed in each tram for the day. Reference - The Commonwealth Engineer 1/8/1917 - Reg Item 2568. The equipment was provided by the General Electric Company. The cart has the letters "TB CH" possibly indicating Clifton Hill Depot and the batteries are lettered "NE" and then given a number. Photo date unknown - 1917 to 1940. Photograph - Black and White - demolishing cable tram track Smith St and Queens Parade 1954/55
The photograph shows the demolition or removal of the cable tram track at the intersection of Smith St Gertrude St. Fitzroy. The workmen are excavating the former cable tram track The inbound cable tram track remains in position. The 1955 Annual Report notes that work commenced following the completion of the Queen's visit in March 1954 and that all work was done by day-labour. The track was opened to service in late June 1955. The second image is from a Melbourne and Metropolitan Board of Works plan (part) No. 1217 - Collingwood for the intersection, obtained for reference from the State Library of Victoria Collection of MMBW Plans. It shows the layout of the cables and the large sheave pit that the cable itself passed around. The trams were required to drop the cable from the grip prior to the entry to the curve and then coast around. The photograph shows the demolition or removal of the cable tram track at the intersection of Smith Street and Gertrude St Fitzroy, 1954/55. Photo shows the workmen excavating and demolishing parts of the massive infrastructure needed at this curve to enable cable trams to pass around the sharp curve, still one of the sharpest on today's Melbourne tram system. The outside cable tram track remains in position. The MMBW plan shows a large cable sheave pit on the outside of the curve. Photograph of the opening of the Fitzroy Northcote & Preston Tram on April 1, 1920, by the Melbourne and Metropolitan Tramways Board who had taken over the Trust on 2/2/1920. Shows tram No. 4 being used as one of the opening trams at the Preston depot in Miller St. In the background is St Georges Road. The Trust conducted a trial run using tram No. 1 one week before the Trust was taken over by the MMTB. Reference identifies Miss Alice Membrey cutting the ribbon from the driver’s cab of FNPTT No 4 – opening day at Miller Street, 1 April 1920. Alice Membrey was the daughter of Mr George Membrey, MMTB Board Member. Envelope for collecting expired or about to be expired Scholars' Concession Tickets from students. Listed the number of tickets collected, the number sections the ticket was valid for, Conductor, Outfit Number and Date. It would appear that in the 1950's and perhaps earlier, that conductors had to collect if possible the concession passes from school children on the last day of term. In the collection (Reg Item 937), is a Scholar's Concession Ticket for the First term of 1956, which expired on 11-5-1956. Newspaper - Derailment of tram 121 at Riversdale Road level Crossing, Herald Sun, 8-9-1928
Newspaper Clipping - from the Melbourne Herald Sun Pictorial newspaper - 8/ 9/1928 about the derailment after running through the catch points of a maximum traction tramcar at the Riversdale Road level crossing the previous day 7/9/1928. The front bogie or truck has been torn from underneath the tramcar. On the rear is a report of a boxing match in Winnipeg the previous Friday, between NZ born Bert Brown and Vic Foley. A web search (boxrec.com/boxer/90347) accessed 1/11/2016 shows the match took place on 6/9/1928. A check with The Sun microfilm at the State Library shows the paper was published on 8/9/1928 Study of the photo, discussions with Norm Cross, particularly with regard to the positioning of the numbers; can see "12", the 2 being centred in the panel, indicates the other number could be a "1". Consultation with the record cards indicate it is most likely tram 121. See images i3. Released back in service 21/3/1929 after relatively expensive accident repairs. Catch points were installed at tram tracks at rail crossings to deliberately derail a runaway tram when a train is approaching or is on the crossing. Occasionally the catch point does not close after the train has passed. Two of these plates were produced to be used on trams for drivers undergoing their first day of training from the Hawthorn Tram Depot. The 6th Image is of a cutting from The Sun 5 Dec 1969 shows the purpose of the L plate in position on tram 603. Photo shows the Tramcar allocation board - in the Geelong depot. Shows the four bogie cars in operation or available on the day the photograph was taken. Shows that some of the Meadowbank-built trams and bogie trams had already left the depot. One of a set of photos was taken between 15/2/1956 and 3/3/1956 when services operated only between Belmont and North before the final closure of the Belmont route on 25/31956 and that bogie tram 31 is not shown on the board, having gone to Ballarat on 15/2/1956 - see item 5554. Booklet, Australia's second Air Mail. The aviation Career of Basil Watson 1893-1917, 2017
This booklet relates the life of Basil Watson. It tells in detail his early life, background, his home built aeroplane, his display flights and his tragic death and the story since. This year marks 100 years since one of Australia’s pioneering aviators, Basil Watson arrived in Warrnambool and delivered the first airmail to the town. Basil Watson was born in Bendigo in 1894. His interest in aviation which began at a young age, took him to England at the commencement of WW1 where he worked at Brookland in aviation workshops and as a test pilot. Despite crashing and suffering injuries he was not deterred. He returned to Australia and by 1916 Basil had built his own plane. He soon took to the air performing tricks and barnstorming to the delight of onlookers. His connection to Warrnambool lies with his delivery of the first airmail to the town, an event which was filled with much excitement. Basil Watson, pioneer aviator landed his 50hp home built aeroplane on the racecourse on Saturday January 27th 1917, after a flight from Point Cook. The trip of 166 miles took just under two hours, and set a record non-stop cross country flight for Australia. Watson was heartily welcomed by the Mayor, to whom he delivered three letters, the first aerial post to Warrnambool. One of the letters, from the Mayor of Melbourne Sir David Hennessy to the Mayor of Warrnambool is now in the W&DHS collection: I have much pleasure in sending you greetings by aeroplane piloted by my friend, Mr Basil Watson. I hope when the cruel war is over and victory crowns our efforts, we, over the Commonwealth, will be able to fly from one State to the other. With best wishes for the New Year. Yours truly, DV Hennessy. Basil Watson was unfortunately killed two months after his historic visit to Warrnambool. While participating in an air show at Point Cook, the plane he way flying that day crashed into the sea. This booklet tells the story of an interesting part of Warrnambool and Australia's aviation history. It has special significance as it enlightens two significant items in our local collection, namely the letter which he delivered and the seat from his aircraft.A small 29 page booklet with blue and white photograph of Basil Watson in his aeroplane. Diaries of Tim Burstall November 1953 to December 1954. Tim Burstall lived in Eltham. Tim Burstall, the celebrated director of Stork, Alvin Purple and numerous other definitive 'ocker' comedies, is credited with shaking the moribund Australian film industry out of its torpor. But long before that, in the early 1950s, he began keeping a diary to record the world of the group of 'arties' and 'intellectuals' he was living among in Eltham, then a rural area outside Melbourne, where cheap land was available for mudbrick houses and studios, and where suburban rigidities could be mercilessly flouted. Burstall was in his mid-twenties, with two young sons and an open marriage with his wife, Betty. Eager to become a writer, to go against the grain, he kept a record almost daily-of the parties and the talk in pubs and studios, about art and politics and sex, of Communist Party branch meetings and film societies, of political rallies and the first Herald Outdoor Art Show. Somehow, while holding down a public relations job in the Antarctic Division and juggling his love affairs and obsession with the beautiful, brainy Fay, he wrote 500 words almost every day. Betty, according to the diaries, kept the show on the road, feeding friends after the pub, milking goats and working in her pottery making bowls and mugs, which Tim sometimes decorated at weekends. These Memoirs of a Young Bastard, as Burstall dubbed himself and them, are among the most evocative Australian diaries of modern times. Burstall can write. He has an eye for the telling detail, an unerring ear for cant and pomposity and, most endearingly, an ability to mock himself-always from the perspective of a bloke of his generation. Photo shows W1 class tram 475 in Collins St near Spencer Street, with a Mont Albert destination on a very hot day. All the sun louvers in saloons are drawn. The tram has been fitted with route number boxes which is painted the same colour as the roof. A gentlemen in a white suit is walking across to the tram carrying a Gladstone Bag. In the background are Victorian Producers, Sepplet House and a warehouse. The photo is dated January 1930. One of a pair of posed photographs of Car 7 in Corio Tce. prior to opening day. The tramline curves to the right into the depot whose entrance lies between Blakiston & Co on the right and the MESCo's offices on the corner of Yarra St., to the left. Note its ornamental turret, removed in the 20s. The carefully arranged poseurs are employees of the Company, recognisable from the other photographs. The second photograph (Item No. 8617 - large print on wall in board room) shows the opposite end of the tram with the Geelong Club and Mac's Hotel in the background. The same characters are aboard, differently arranged. Early 1912. This photograph was taken on the day of the school concert c.1908 and is a companion photograph to the one of the "Misses Barry's cantata group". (See registration nos. 1138, 1507, 1625 and 2018-17 - in this photograph, which mostly shows the girls' group, some of the boys can be seen in the background.) The boys are unidentified, although it is believed that the boy in the dark cap (front row) is Eric Nicholls, and other boys may include Horace Ball and Alec Thompson. The teachers are two of the Misses Barry (on RHS and LHS, in light-coloured clothing), and Miss Mary Rankin (in centre, dark dress). Note: An article in the Ballarat 'Courier', 24 August 2001 (copy of article kept with photograph), identifies the Barry sisters as Miss Lena (Helena) Barry on the left, and Miss Gertrude Barry (wearing glasses) on the right. This article also names B. The people in the photograph are not identified, and the photograph is undated, however J H Morgan is known to have owned and operated the Linton "Economic Store" until 1930, so the photo may have been taken in the 1920s.Enlarged black and white copy of original photograph which has been mounted on white card.
