Draft report of the Steering Committee (Residences) dated 29/3/74 on the accompanying note, which was addressed to Hugh (Legatee H. Rodgers) and signed Allan Q. (Legatee A. Quayle). The Steering Committee was in favour of demolishing and re-building Blamey House in stages: 1. constructing motel type units on SW corner of the site, 2. Demolishing Blamey House 3. Moving occupants in from Stanhope 4. Moving occupants from Harelands to Stanhope and selling Harelands. The plan would also provide future accommodation for widows in the long term. These recommendations were never implemented. See also Cat. The Board discussed the financial implications and resolved: (i) Residences sub-committee were asked to make a firm recommendation regarding the widows and residence children, (ii) Widows' Accommodation sub committee were asked to complete their study of providing accommodation for widows, (iii) Steering Committee-Accommodation for Widows was asked to look at the need for widows' accommodation, and (iv) Planning Committee was asked to coordinate the reports of the above sub-committees for presentation to the Board. Legacy staff numbers when this document was written in 1990 were 28 full time staff and 5 part time. In 1982 there were 31 full time and 1 part time. The report discusses increasing the hours of a clerk/typist, not re-appointing a person to replace The Senior Pensions Advocate and a new appointment with computer skills. Wages increased by 53.3%. The wage increase was in line with award rates. Salaries rose by 51.8% from June1983 to April 1990. The report also discusses staff leave, work environment, staff morale and adequacy of office equipment. The future (3-5 years) was discussed in regard to pensions, welfare, housing accommodation for widows and handicapped dependants and fund raising. The report makes recomendations to the Board about matters that were discussed earlier in August 1984 (refer to item 00926). The report also notes that change is not always accepted - it takes courage to make change. It is essential to carefully explain the reasons why to all involved with Legacy activities. The change should be done in an orderly manner. The task force makes 23 recommendations to take Melbourne Legacy into the future. Freehand drawn graph, page 1, shows decine of active Legatees to number of widows from 1980 to 2000.Melbourne Legacy accepted that "it would be morally wrong to suddenly and with little warning drop a responsibility". Melbourne Legacy could also see the need for change to survive into the future, and that it was necesary that all those who would be affected by these changes should be made awareof them. A report by the Future Requirements Committee dated 11 October 1978. The Committee members were(Chairman): I.W. Anderson, E. Cohen, A.N. Kemsley, L.D. King, J.M. Poulton, R.L. Simmons The Committee notes that its recommendations would probably be resisted by some Legatees but were necessary to meet the changing needs of dependants. They highlighted cancelling the supply of firewood, cessation in 1978 of the Badge Day appeal in Melbourne and the special Christmas promotion, and the Christmas Garden Party at Government House. Boys and Girls classes to be phased out, and Blamey House and Stanhope residences to be closed in 1979-80, with dental care to cease in 1980. A report submitted by the Sub-Committee appointed at the meeting of 20th April 1956 to be considered on 1st May 1957 at the Melbourne Town Hall meeting. Legatee James Gillespie advised that the original author selected to write the biography of Sir Stanley Savige had withdrawn, and Legatee Gillespie offered four alternative authors for the Committee to choose from. Part of the paperwork chronicling the early planning for the biography, which was eventually written by W.B.
