The Wangaratta Historical Society Inc. (WHS) was established in 1959 and moved into its present home in the 1970s. Wangaratta in North East Victoria has a population of over 27 thousand people and is situated at the junction of the King and the Ovens Rivers. Agriculture has always been a big part of its history as well as education, health and manufacturing. The museum was originally a fire station built 1895 and included living quarters for its staff. The building is owned by the Rural City of Wangaratta who are great supporters of the WHS The museum was bequeathed 10,000 glass negatives from the late 1800s to the 1950s these were by the Vine & Thelma studios of mostly, portraits, weddings and historical photos. Also owned by the WHS is the Maianne Gibson crazy patchwork quilt made by a Wangaratta woman in the 1890s and now Heritage listed. This Quilt is housed in an specially controlled conditions. The Wangaratta Historical Society Museum was accredited in 2012 under the Museums Accreditation Program.

This gown was worn by Shirley Falkinder (nee Ogden). She was the principal nurse educator and lecturer at the Ballarat Base Hospital from 1973-1985 when nurse education was hospital based. She was seconded to prepare the Accreditation document for a three year "Diploma of Applied Nursing", which commenced at the Ballarat College of Advanced Education in 1986 and she retired in 1989. Shirley continued her interest in the education of nurses and became the Vice President of the Ballarat University College Council in 1990 and President in 1991.A black polyester and wood academic gown with a wide red (edged with white) silk lapel. Across the shoulders and below the back yoke there are padded pin tucks which form gathers. The long sleeves reach to within 8 cm of the hemline of the garment. The museum houses an extensive collection. It provides educational programmes for schools and other groups. There is a unique collection of 19th century guild banners representing Weavers, the Shoemakers, and the Carpenters. Trade banners also represent the Brick and Stonemasons, Farm Labourers and the Boyne Fishermen. The Old Drogheda Society founded in 1964 by a group of concerned citizens for the preservation of Drogheda's historical monuments and the collection and recording of historical material relating to the town and surrounding area established the award winning museum. The Museum was opened in 1974 and in 2013 achieved full accreditation by the Heritage Council.

Marion Rosalie Mapperson, 1920-1946, was the daughter of the Mr and Mrs C Mapperson and was born in a home mission parsonage where she grew up to realise the presence and power of Jesus Christ. She became a fully-accredited local preacher then joined the staff of the Methodist Homes for Children at Cheltenham from there she began her training to be a Methodist Deaconess. Her funeral service was held at the Palmerston Street Church, Carton; it was conducted by the Warden of the Deaconess Institute, the Rev A W Pederick and Rev D W Risstrom. In late 2007-2008, regulatory authorities in Victoria were considering the possibility of education providers from the Vocational Education & Training (VET) sector (e.g. TAFEs and RTOs) receiving accreditation to offer bachelor-level nursing and midwifery qualifications. The Australian Nursing Federation (Victorian Branch), the peak industrial and professional body for Victorian nurses and midwives, resisted these moves, arguing that the approval of VET providers to offer Bachelor programs would have an adverse impact on the supply of registered nurses into the Victorian health workforce. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. Australian Rules football had been played in the Bacchus Marsh area from at least the 1870s. The first meeting to form a club was held in Bacchus Marsh in 1874 but it was not until the 1880s that regular matches were played in the district. In 1912 it was decided by representatives from a number of football clubs in the district to form a football association to better organize and promote the development of the game in the district. Hence by 25 May 1912 the Bacchus Marsh District Football Association was formed comprising the following clubs: Bacchus Marsh, Deer Park, Melton, Parwan, and Maddingley. This image shows the delegates from the various clubs to the newly formed association. The individual people in the image have been specifically identified but the clubs they represented have not. The unnamed umpires in the image have been identified by the honorary historian and statistician of the Australian Football League Umpires Association, David Flegg. Left, Fred Lucas (Goal Umpire), centre, Evan James (Field Umpire), and right, James Smith (Goal Umpire). The date of this image is 9th August 1913. Newspaper reports in the Bacchus Marsh Express on 9th August confirm the participation of these umpires in a Bacchus Marsh versus Melton match on this date. The match took place at Maddingley Park, which appears to be the location where the picture was taken.This item has historic and social significance as an image of one of the early sporting administrators of Bacchus Marsh and District. It is a typical example of group photographs of this era. It is evidence of the transition of football from a social informal setting to an organised activity and signals the growth of importance of sport, in this case Australian Rules football, as a cultural and social activity central to the Australian ethos. This object features a key with a labelled tag attached to it. It was once the key to the well-known Nepean Hotel. Also known locally as 'The Castle', likely due to its grand size and turret-like tower, the Nepean Hotel was officially established in 1872 by James Sandle Ford (https://poi-australia.com.au/points-of-interest/australia/victoria/portsea/approximate-site-ford-family-nepean-hotel-c-1870-pt-nepean-rd-near-fitzjohns-crt-portsea-mornington-peninsula-vic/). Born in 1811, Ford was only nineteen years old when he was sentenced to seven years transportation for 'Machine Breaking' in 1830. (https://nepeanhistoricalsociety.asn.au/james-sandle-ford/). He arrived in Van Diemen's Land (Tasmania) in 1831 and served five years of his sentence, before being pardoned in 1836. Ford met and married Irish immigrant Hannah Sullivan in 1841 in Sydney. The following year, the couple settled in Point Nepean. Ford is often accredited with the naming of the town of Portsea - after Portsea in Hampshire, UK - and spent a lifetime establishing himself throughout the area. This included: lime burning, dairying, horse judging and breeding, and the cultivation of land and livestock. The hotel was demolished in 1971. This object is significant as it is important in relation to the development and prosperity of the area of Point Nepean. A door key with a rusted surface. One end of the key features a single set of teeth with three notches. Attached to the other end is a rounded handle with a hole through the middle. Looped through the hole is a piece of thin, rusted wire. The wire is looped through both the key and a hole in a white square-shaped tag. Printed on the tag are the words: 'CAIN'S HOTEL PORTSEA'. He led the push to get the first formal safety education curriculum and was pivotal in getting the Graduate Diploma in Occupational Hazard Management at Ballarat College of Advanced Education. Information Resources The Graduate Diploma in OHM started in 1979 and was the first Occupational Health and Safety tertiary course in Australia. Since then it has continued to attract students at a national level even though similar courses were offered elsewhere. The map on Page 2 shows the extent of enrolments. The Courses Review Process is outlined and VIOSH is now able to define its own procedures and processes for reviewing its post-graduate programs.This is being managed by a small internal project management team. In the early 1880s the Ballarat School of Mines Council introduced a three year course of training under the professors to qualify students in the following professions: 1. Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. By the 1890s the professorial staff had drawn up a curriculum leading to an Associateship of the Ballarat School of Mines. The first two years work was to be common to all courses, but in the third and subsequent years the student wold be devoted to a specialised branch of study. The Associateship was to be conferred in one of another of the following Courses: Agriculture, Civil Engineering, Electrical Engineering, [Geology], Metallurgy and Mining Engineering. All were three year courses except for Agriculture which was two years. Each course was conducted in accordance with a prescribed curriculum and syllabus. During the 1910s there was an expectation that candidates for the Associate course should have attained the age of sixteen, and have received preparatory training equivalent to University Matriculation at least in the subjects of Elementary Mathematics, English Grammar and Composition, or have passed through Junior Technical School. In 1960 an new procedure for admission to graduate status as Associates was introduced to the Ballarat School of Mines where Associateship would be conferred at a public ceremony. After 01 July 1976 graduates of Ballarat College of Advanced Education and Ballarat College of Advanced Education were admitted in major studies relating to mining for Australian accreditation and overseas purposes. Lindsay F.J. Hillman was born in Ballarat in 1910, and attended the Ballarat Junior Technical School. He became a cadet in Electrical Engineering Laboratory at the Ballarat School of Mines where he gained eventually gained a student Teachership for diploma studies at the School. Hillman was particularly active and excelled in a wide range of sporting interests and in student activities. In 1928 and 1928 he was awarded the Ballarat School of Mines Honour blazer by the Old Boys' association for all round athletic ability, leadership and scholarship. After spending two years with the Melbourne City Council Electric Supply Department gaining industrial experience Hillman was awarded his Diploma of electrical engineering in 1931, returning to the School in 1932 to teach apprentices and senior students. Hillman was appointed lecturer in Engineering Design and Graphics in 1937, lecturer in Engineering Design and Civil Engineering in 1944, Lecturer-in-Charge of Mechanical and Civil Engineering in 1948 and Head of the Electrical Engineering Department in 1949, a position he held until his retirement in 1973. In 1975 Lindsay Hillman was appointed to the Council of the Ballarat School of Mines and played an active role in school affairs.As Vice-President of Council from 1981 until his death in 1991 Hillman took a leading part in the implementation of many of the major building projects on the Lydiard Street Campus. The L.F.J. Hillman Award was established by the Ballarat School of Mines Council in conjunction with and through the generosity of the Hillman family in honour of the late Lindsay Frederick John Hillman. James Henry Steward (1817–1896) established J.H. Steward in London in 1852. As “Head Optician” he would have been a qualified oculist but little is known about the founder’s early life and scholastic achievements. However, given the variety of disciplines for which he undertook he was also an accredited instrument maker,he clearly was a gifted scholar and quickly gained professional recognition in a full range of fields for an instrument maker of his day. J.H Steward became incorporated as J.H. Steward Limited on 1st February,1913. The business grew from modest beginnings. Steward would sell pocket watches and assorted items at the annual competition days of "The National Rifle Association of the United Kingdom(NRA)" from a stall. As the governing body for full bore rifle and pistol shooting sports in the UK. The Association established in 1859 with the aim to improve the shooting skills of the newly formed corps of volunteers to meet the perceived threat of an invasion by the French. J.H. Steward advert first appeared in the NRA competition program of 1865. The NRA meetings were held at first on Wimbledon Common, Surrey until 1889. Then because of pressure by the local community, the NRA along with its buildings and its flourishing meetings moved further south to Brookwood, Surrey. By now the Steward operation had grown from a modest stall into a large marquee selling various optical and scientific instruments at these meetings. Throughout its long trading history the J.H. Steward company and many members of the family maintained strong ties to the NRA and competition shooting events. The NRA records show that at the end of the 19th century the NRA bestowed a Life Membership on 7 Steward family members. First presented by J. H. Steward Ltd. in 1902 was the “Steward Trophy” that is still an annual competition for teams of four from any rifle club affiliated to the NRA. There is also evidence that many family members were fine shots.The item was made by a significant instrument manufacturing company that concentrated during the middle 19th century on supplying the British military. This items pattern & design is still available as a reproduction, available on the internet. However this original seems unique as the writer cannot find another for sale or in a collection to date. The assumption is that this type of compass was made for the British artillery units given the sun dial. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. THE AUSTRALIAN TRUST OF CONSERVATION VOLUNTEERS, ONE OF 14 INDIVIDUALS AND ORGANIZATIONS, TO RECEIVE UNITED NATIONS ENVIRONMENT AWARD NAIROBI, 1 June 2000 - The United Nations Environment Programme (UNEP) announced today that the Australian Trust of Conservation Volunteers of Australia (ATCV), has been elected to the prestigious ranks of its Global 500 Roll of Honour for outstanding contributions to the protection of the environment. ATCV is one of 14 individuals and organizations to receive this honour in 2000. Founded in 1982, ATCV is a national, not-for-profit community organization, whose mission is to attract and manage a force of volunteers in practical conservation projects for the betterment of the Australian environment. ATCV completes more than 4000 week-long conservation projects in urban, regional and remote areas of Australia each year. Activities range from bush regeneration, tree planting, seed collection, endangered species protection, weed control, flora and fauna surveys, walking trail construction, fencing, environmental monitoring and the protection of world heritage areas. ATCV community participation has resulted in more than 1.8 million trees being planted in 1999, and in more than 7.3 million trees planted over the past 10 years. Community involvement totalled 200,000 project days in 1999 and more than 700,000 days since 1989. To encourage the involvement of young people, ATCV developed and manages the federal government-funded programme Green Corps. Green Corps is a six-month traineeship for 17 to 20 year-olds, which incorporates conservation projects and accredited training.
