The Kiewa Hydroelectric Scheme is the largest hydro-electric scheme in Victoria and the second largest in mainland Australia after the Snowy Mountains Scheme. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area. Thomas Stoddart (1828 - 1905) bought 12 white marble statues during a visit to Italy. Stoddart arranged for them to be shipped to Victoria and placed on pedestals of Sicilian marble and on bases of Victorian granite. These statues were unveiled in the gardens on Queen Victoria's birthday, 24th May, 1884. His intention was for the statues to adorn and add interest to the gardens. Roman goddess of flowers is watering flowers at her feet and is dressed in a classical garment. Flora is considered by many to be the masterpiece of the twelve because of the fi ne detail which creates such a pretty picture in stone. This portrayal of the Roman goddess of flowers shows her watering a pot of luscious blooms with a basket of flowers on her arm. A description in the newspaper near the illustration (page 210) reads as follows: "Eltham is a pretty little township on the Yarra Flats road, about 14 miles east north east of Melbourne, from which place there is communication by way of Heidelberg. It has a population of nearly 400 inhabitants, but in addition it is the centre of a large district extending over about 203 square miles, having a population of 2344. The land in the district is mostly used for grazing purposes, although as a rule the small farms grow a good deal of wheat, oats and other agricultural produce. A large quantity of fruit, especially raspberries and strawberries, is also produced, the rich alluvial flats along the creek upon which the township is situated being very well adapted for that purpose. Gold has also been found in the vicinity of the township, but not in remunerative quantities". Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. This is a photograph of McKillop's Bridge probably taken just after its rebuilding. The current McKillop’s Bridge was built by the Country Roads Board in two stages between 1931-36, during which its height was raised after the original bridge superstructure was washed away in record floods of January 1934, prior to its original official opening. In its reconstructed form the original concrete abutments were turned into additional piers and the welded-steel trusses were cantilevered back over them to meet the new higher road approaches. "McKillops Bridge was Heritage listed due to its social and technological significance – the steel trusses' arc-welded construction technique was a pretty big deal in the 1930s. One of the most common centre draft kerosene lamps one can find in the USA and Canada is the Rayo. Large and sturdy, simple to use, but also notorious for being a fuel hog. This lamp was made by Bradley and Hubbard Metalworks in Chicago also Bradley and Hubbard made the “Perfection” brand lamps that look like the Rayo and are pretty much the same lamp with all parts interchangeable. The Rayo was given away to customers for free as a promotional item by the Standard Oil Company. The lamp’s huge appetite for fuel meant a hefty increase in sales of kerosene for the company and increased profits. The Rayo is a classic centre draft lamp that uses a widely available tubular wick that measures 62mm flat. It employs a simple and reliable mechanism for securing wicks in the burner along with a brass tube with many small teeth at its end. All eight photographs have been taken at a workmen's camp erected by the State Electricity Commission to house workmen during the construction of the Kiewa Hydro Electric Scheme. These were established in close proximity to various work centres - Junction Camp at Bogong Village, three camps at Mt. Beauty, West Kiewa, Clover Dam and Clover Flat, Howman's sawmill and Howman's Gap, Rocky Valley, Langford's Gap, Pretty Valley, Mountain Creek and Big Hill. These photos have not been identified as to which camp they are taken but typical of the type of accommodation for wages personnel. They followed a general design and layout. There was a mess and recreation hall as well as a building for general trading and postal facilities (this conducted by proprietors of trading stores in Mt. Beauty and Bogong). Originally the rooms accommodated 2 men but later there was a demand for single rooms - the floor size then being 10 feet x 8 feet and furnished with a bed, small table and chair and cupboard with hanging space. This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. Information Board : Not just a pretty place Newsletter No., 234, June 2017 Heritage Excursion - Saturday 1st July - Eltham Lower Park - Walk and Talk Eltham Lower Park has played an important part in the history of our area since the early days of European settlement when it was used by local residents as an informal racecourse. Prior to that its location at the junction of the Diamond Creek and the Yarra River made it an important meeting place for the Wurundjeri people. The park combines formal elements and sporting facilities with remnant bushland that is of environmental significance. It is home to sporting and horse riding clubs, popular play spaces and the Diamond Valley Miniature Railway, which attracts large numbers of visitors. The park will be the venue for our July excursion which will comprise a walk of about 3.5 km around the park and adjacent areas. Along the way we will discuss the history and natural history of the area. The path along the creek and the river provides a pleasant and scenic walk. This walk on Saturday 1st July is about 3.5 km in length and will take 2 to 2.5 hours. It will start at 2pm at the Main Road car park at the front of the park. (Melway ref 21 H 10). "MACARONI MANUFACTORY. On the pretty road to the Hepburn Mineral Springs, and not far from where the health-laden waters gush plentifully from the earth, is a two-storied brick it is that Messrs Lucini and Co, carry building, dedicated to the manufacture of macaroni, vermicelli, and the Italians' own especial delight— spaghetti. Here on operations, and Mr Lucini himself was good enough to show the writer around and explain the various proces ses of a manufacture which is little known to Australians. The finest wheat and the mineral waters fresh from the springs are utilised, and by means of a most ingenious machine, the hollow rods of macaroni are turned out in large numbers. Finally, they are packed in boxes and cases, and sent off to the prin cipal agent in Daylesford, Mr J. W. King, who in turn forwards them to all parts of the country. Mr Blackett, thv Govrnment Analyst, writes in most lau datory manner of the productions of the factory, and says that on testing them he found the various sam ples were of excellent quality, and quite equal to any of Italian manufacture. We got rain here at last and it has put us back considerably as we only worked Monday. I have been idle ever since. We will probably start again Saturday. The weather has taken up nice and fine again…. I hope it will keep up to the cut out now I have 800 sheep shorn up to date and am fifth among thirty men so I’m doing well I think. Did you get the pound I sent? I’m sending two more this time, which I drew on Saturday. I don’t like sending too much as there is a chance of it going astray. Cobran Stn via Deniliquin NSW Sunday 21st August (1911) ..I’m having a good time here, a good cook and the best of everything, no fires to lights or kettles to boil just get up and wire in but plenty of hard work. The sheep here a pretty rough but much better than Wandook. I am well among them here we had a little rain on Friday but not enough to stop us so we have got one full week in and the weather is now lovely I have been basking in the sunshine all morning and feel strong and fit as a fiddle. They are all a grand lot of men here I only knew one out of the lot but now them all pretty well now. We have a bit of a concert here every night almost. There are a few good singers here and we also had a phonograph up from the station with all the latest records. We have has two dances amongst ourselves, very boisterous affairs indeed they do make the dust fly. I have not ventured to take part in them yet and don’ think I will either. I get enough dancing all day long and besides I have to furnish the music. You ought to see them going when I rattle up the concertina they do make the dust fly. This photograph depicts a picnic for Cup Day (Tuesday 2 November 1909) organised by the Mission and the LHLG members at Orchard House. The property belongs to Mr George Higgins, engineer and his wife, Beatrice who was the LHLG Malvern branch secretary. Beatrice nee Shuter was the daughter of Charles Shuter. In the Punch published on 11 November 1909, we could read: "The pretty garden of "Orchard House," and the paddock adjoining (kindly lent by Mr. and Mrs. Singleton), was the scene on Cup Day of a most successful sailors' picnic, when Mr. and Mrs. George Higgins and the Malvern members of the Ladies' Harbour Lights Guild entertained some 110 sailors from the Royal Navy and Merchant Service. A football match, sports, and "costume" races were indulged in by the more active members of the party, while others enjoyed the unusual pleasure of sitting on the green grass under the trees. Mrs. MacLeod, Mrs. Knight, Mrs. Simon Fraser, Mrs. H. B. Higgins, Mrs. Albert Keep, Miss Ethel Godfrey, the Misses Wollaston, and a number of other ladies assisted to wait on the "tars." One "Jack," from H.M.S. Cambrian, voted it the "nicest day he had had since leaving the Old Country." Hearty cheers for the kind hostesses closed the proceedings. The evening was spent at the Institutes of the Missions to Seamen on the Australian Wharf and at Port Melbourne respectively, where prizes were distributed to the successful competitors. EDHS Newsletter No. 268 February 2023 Prior to the extension of European people into the lands of the Nillum-bik in the late 1830s the Wurundjeri people had been meeting in the area now known as Eltham Lower Park for thousands of years. Waterway junctions had a particular attraction as tribal meeting places and the junction of the Diamond Creek with the Yarra River (Birr-arung to the Wurundjeri) was one such important location in terms of aboriginal culture. The sculpture “Not Just a Pretty Place” by Aleks Danko, located near the junction of these two watercourses pays tribute to this important cultural location. The first European settlers were squatters or leaseholders and itinerants such as timber workers. Records of their early occupation are sketchy but the Eltham Lower Park area was probably included within the pastoral run established in 1841 by Henry Foley. He sold his leasehold in 1845 to Joseph Wilson who in turn sold it to Frederick Faulkner soon after. From this early history the Eltham Lower Park area has undergone many changes and has been developed to provide residents and visitors with a range of passive and active public open space, including even being used for various horse racing events. Taken in the early 1900s, the postcard depicts two girls dressed in old style, white knee length dress which was common for this period for young women. This compared to the ankle length styles which were acceptable for adult women. We can also see an example of early bridge construction and engineering, notably made from timber rather than from stone or steel, noted in the postcard as Snow's Bridge. These photos of the Bogong High Plains were all taken by Ronald George Thorn who was a cadet engineer with the State Electricity Commission. He worked on the Kiewa scheme from 1948 to 1950 doing overhead line construction and maintenance plus electrical design and drawing work.
