This ledger was used bt the Shire of Orbost local government to record Country Roads Board accounts 1950's and 1960's. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. The Country Roads Board was the government authority for the construction and maintenance of main roads in Victoria between 1913 and 1983. It was succeeded by the Road Construction authority on 1 July 1983 and later merged with the Road Traffic Authority on July 1 1989 to form the Roads Corporation. James Cameron, an Orbost farming pioneer and Member of the Legislative Assembly, fathered the Country Roads Board. This ledger is a hand-written record of accounts for the Orbost Shire local council. It pre-dates computer records. The Orbost Shire Council no longer exists having been absorbed into the East Gippsland Shire Council.A heavy brown coloured ledger with covered wooden covers. it has steel metal binding. Inside are strips of paper marking pages. It contains blue ink hand-written records of monies in/out (?) to Shire of Orbost Council. These boards were establishe in the mid-late 19th century and generally dealt with disputes about fencing, water rights, general land enquiries and the opening or closing of local roads.This document is a record of local land issues in the late 19th century. Instrument - Optical, Binoculars, 1878 (estimated)
This pair of brass binoculars was presented to Tom Pearce in recognition of his heroic efforts at the wrecking of the Loch Ard and saving Eva Carmichael. They were presented to him by the Lady Mayoress of Sydney on 27th July 1878 on behalf of the colonists of New South Wales "In recognition of his gallant conduct on the occasion of the wreck of the Loch Ard". Tom (Thomas) Pearce was born in Ireland in 1859 and arrived in Melbourne two years later; he considered himself as Australian. Before sailing on the Loch Ard he had been at sea for three years as an apprentice sailor and had already experienced one shipwreck. Tom was on the deck of the Loch Ard with Captain Gibb throughout the night of May 31st 1878. It was mistakenly thought they were 150 miles (240 km) southwest of Cape Otway. By 2:00 am on June 1st, the wind was blowing "pretty fresh" but a thick haze remained and, when it eventually cleared, the land was so close the unsuccessful battle to save the Loch Ard began. After the ship struck Mutton Bird Island Tom and five others were sent to the lifeboats. Conditions were very dangerous as waves broke over the decks and they were all washed away. Tom found himself in the stormy waters and under a lifeboat, which had also been washed into the sea. After being swept into the gorge Tom left the boat and swam into shore; he was alone. Eva Carmichael, a passenger on the ship, had been snatched from her bed just before dawn and into the chaos, confusion and terror of the shipwreck, with rigging and rocks raining down. Thrown into the sea, she afterwards said: "God taught me to swim in my distressful plight, for I never swam before". Clinging to a spar, she was swept into the gorge and saw Tom Pearce walking along the beach. Upon hearing the cries of Eva, Tom swam out and with great difficulty brought her to the shore and placed her safely in a cave where he made a bed of grass and shrubs and gave her brandy to revive her. She sank into exhausted unconsciousness. Tom then scrambled to the top of the high cliff and after walking for some time he stumbled upon workers from Glenample Homestead. They rode back to the homestead for help but Tom insisted on returning to Eva. When Eva awoke she found herself alone, "cold, weak and terrified with the wild waves before me, and caves and cliffs around me" and upon hearing strange noises, which she imagined to be made by the local indigenous people, she hid. The noises were made by the rescue party from Glenample Homestead. After eventually discovering Eva they hauled her up the cliff in the darkness of night, “a work of great difficulty and danger” and took her to Glenample. Sadly, Tom and Eva were the only survivors of the 54 people on board the Loch Ard. Tom’s rewards for his bravery included the Gold Medal of the Humane Society, a gold watch and £1000 from the Victorian Government, a set of nautical instruments, (which included the binoculars) from the people of Sydney and £60 from the people of Warrnambool. He was also presented with a Bible by a “Friend of the Loyal Orange Institution of Victoria, Protestant Hall Melbourne” in August 1878. Coleman Jacobs composed the music "The Young Hero Schottische" and dedicated it, by permission, to Mr Thomas R. (Tom) Pearce. The sheet music was published in 1878 by Mr Roberts, professor of dancing and was on sale for 3/- (3 shillings) in aid of the "Loch Ard" fund. Tom Pearce went on to join the Loch Sunart on her return to England, only to be wrecked again off the Irish coast in January 1879. Tom left the Loch Line in 1883 and the following year married Edith Gurney Strasenbergh, the sister of his friend Robert who had died on the Loch Ard. They had three children, unfortunately, two of the male children were to die at sea. In 1895 Tom obtained his first command as Master of The Larne, a vessel with the Royal Mail Steam Packet Company. He remained with the company until he died in Southampton, England, on 14th December 1908. Tom Pearce never saw Eva Carmichael after he had fare welled her some 30 years before. Eveline Victoria Berta Carmichael was born in 1859 in Mountrath, Queens County, Ireland. After recovering from her ordeal in August 1878 Eva returned to Ireland and in 1884 married Thomas Achilles Townshend, a Civil Engineer. They had three sons, all of whom had successful military careers, and when Eva’s death notice appeared in the Melbourne Argus It read. "Townshend on 8th April 1934 aged 74 at her residence in Bedford, England, Evaline Victoria, widow of the late Thomas Archilles Townshend, C.E. of Co. Cork, Ireland. Mrs Townshend was the Eva Carmichael who, with the late Tom Pearce, were the only two survivors of the ship Loch Ard, which was wrecked near Port Campbell on June 1st 1878." The binoculars are significant for their association with the wreck of the Loch Ard and the only two surviving members of that wreck Tom Pearce and Eva Carmichael. Flagstaff Hill’s collection of artefacts from Loch Ard is significant for being one of the largest. The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. The assemblage of items from the wreck is of historical significance in that they are associated with the worst and best-known shipwreck in Victoria's history. Pair of brass marine binoculars in a wooden box On the left hand eye piece, on the underside, is an engraved inscription and another engraved word. On the right hand eye piece there is another small inscription and on the underside there is a small green mark. The binoculars have a pattern of embossed tiny circles on the outside. Some of the patterning is very shiny due to wear and rubbing, there is a brass ring on the underside of the binoculars for the attachment of a lanyard. The wooden box has a hinged lid and on the front of the box in the centre is a lock, and at either end are two hooks and eyes. The box is split across the top for about 3/4 of the length. Marking on the left underside reads, 'Presented on behalf of the Colonists of New South Wales By the Mayoress of Sydney on 27th. July 1878 to Mr Thomas B Pearce. In recognition of his gallant conduct on the occasion of the wreck of the "Loch Ard"'. Underneath this inscription is engraved 'Sydney'. Two copies of a pamphlet for the ceremony of the Third Ordnance Services Unit ‘Exercising the Right of the Freedom of Entry to the City of Caulfield’ held on 23/10/1983. The pamphlet includes a brief history of the unit’s association with the City of Caulfield, a list of individuals holding posts within the Unit, text of the scroll conferring the Freedom of Entry on the Unit, a program of the ceremony, a brief history of the Royal Australian Army Ordnance Corps including the Unit’s use of 75 Kooyong Road as their premises, a brief history of the City of Caulfield from 1937-postwar years, and an explanation of the tradition of conferring Freedom of Entry to a city. This file contains three items concerning Sir John Monash. 1/A two-page letter distributed at a rare book week event on the 22/07/2014 to the Glen Eira Historical Society from Michael Headberry. The letter requests support for the John Monash Sculptural Commission by the Monash Pioneers, who are seeking to erect a bronze full figure portrait of Sir John Monash, Monash University’s namesake. Monash is connected to the city of Glen Eira, as Monash University has a campus in Caulfield and there are a number of streets named after him. The letter discusses the life of Monash and his many achievements. Details in another two pages are also given of the statue to be erected and there are two photos of a wax model of the proposed statue; plus a donation form. 2/An article by Dana McCauley dated 17/05/2015 entitled ‘Push to rename Ports’ about Caulfield lawyer and Liberal Kate Ashmor. The article discusses how she wants the electorate of Melbourne Ports to be named after Sir John Monash due to him being one of the most prominent Victorian Jews. There is a photo of Ashmor in fron of a statue of Monash. Newspaper not known. 3/An article from the Leader on the 30/06/2015 entitled ‘Exhibit’s unique view on Jews in WW1’. The author is unknown. The article discusses an exhibition at the Jewish Museum of Australia about the social history behind the Jewish support of the war effort. Equipment - Tally Board, 1860s
The boards each have instructions adhered to each side, printed in four languages (English, French, Dutch and German). At the beginning of a shore-to-ship rescue the instructions are sent to the distressed vessel after the first rocket line was received by them. The stranded people on the vessel follow the instructions to assist the life saving rescue crew in saving their lives. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. Rocket Rescue Method - Rocket rescue became the preferred lifesaving method of the rescue crews, being much safer that using a lifeboat in rough seas and poor conditions. The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The rescue crew wore scarlet, numbered armbands and worked on a numerical rotation system, swapping members out to rest themThis pair of tally board is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Members of the Marriott family arrived in Port Phillip in 1857. However it was John and Jane Marriott who in 1876, (after toiling hard since their arrival in1871, for very little gain), first leased, then purchased in 1882, 30 acres with a four-roomed house in East Boundary Road, in the area then called East Brighton. (Now known as East Bentleigh). The land they purchased had previously been a part of the 1841 Dendy Survey. Over the following years, John and his four sons with hard work and determination became prosperous vegetable growers and purchased further land in the area. Following John's retirement and subsequent death in 1903, the land was passed to his sons, and then onto the Marriott grandchildren. The family continued to remain very prosperous and successful vegetable growers. This lovely photo of Geoff Marriott bears testament to just one of the many families steeped in the tradition of vegetable growing which significantly contributed to the prosperity of the Shire, and its subsequent development into the City of Moorabbin. The photograph of Geoff Marriott of the Marriott family represents a typical example of the MANY early market gardening families, some names less prominent, but who with their labours contributed to the prosperity and the development of the community of the Shire of Moorabbin. This group of early pioneers, over many years, were a singularly important group responsible for the growth of schools, churches, the Mechanic's Hall, and were active in local government. ... becoming the first Local Government Authority. Col. William Mair ...A Map drawn in 1852 that shows the 5,120 acres that formed Dendy's Special Survey of 1841. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave Dendy the right to choose land in Port Phillip for the "bargain basement" price of only £1 per acre for 5120 acres, (an area of 8 square miles). The Special Survey also included the right to "the shipment of a worker for every £20 spent on land, whose free passage was paid by the Crown, equalling a total of 100 workers ". Accordingly Dendy sold his English holdings and paid the required £5120 and arrived in Melbourne in February 1841. However by this time land in the new colony was selling for £5 - £40 per acre. Because Henry Dendy possessed the order from the Colonial Office in London he was able to successfully oppose Governor LaTrobe's attempts to alter the price of the land. Dendy appointed Jonathan Were, (an entrepreneur, who had arrived in 1839), as his Manager and who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Were and Dendy pitched their tents in the area now known as ' Park St, Brighton' and sank a well near the corner of 'St Andrew's St and Wells St'. By 1845 J.B Were and Company had bought almost half of Dendy's land and Were built himself "Moorabbin House" in Were St Brighton made from stone, quarried from local cliffs. It was still standing in 1924. Legend records Moorabbin is named after the Aboriginal word for ' Mother's Milk ' The soil is very fertile and well supplied with water especially in the area called 'East Brighton' - now known as Bentleigh and East Bentleigh - By 1850 the area had developed with numerous market gardens, dairy farms, fruit gardens and vineyards supplying food for the growing population of Melbourne.This Map shows the birth of the Brighton and Moorabbin area. On 18th January1859 Brighton was proclaimed a Municipality and a Borough by October 1863. Meanwhile, following a Petition, the area of East and South Brighton, incorporating Mordialloc, Cheltenham, Mentone, Sandringham and Oakleigh separated from Brighton to form the Moorabbin District Roads Board becoming the first Local Government Authority. Col. William Mair was elected as the first Chairman of the Moorabbin Roads Board. Moorabbin Shire 1871 developed further and was declared a City in1934. In 1962 the City of Moorabbin celebrated one hundred years of self local-government. The celebrations commemorated those who helped form the City of Moorabbin and to recognise their achievements. In May 1862 the Moorabbin district, which included Sandringham, Mentone and Mordialloc was made a Road Board District, on 27 January 1871 it was made a shire and then on 29 November 1934 Moorabbin was proclaimed a City. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much - loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items have become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. Journal - Record Book, Meteorological Observations, 1947-1948
This bundel of twenty pages of meteorological observations covers the period between March 1947 and April 1948 but there are some gaps. The bundle includes handwritten records on pre-printed forms from the Commonwealth Government and brief records on plain paper. There are calculations for monthly totals of information such as rainfall, and there are some comparisons between the years. One of the forms has handwriting in three directions, which is quite unusual. Readings were recorded daily for barometer, temperature and wind. There was also a section for comments on Exceptional Phenomena such as storms and fog. . It was one of the many duties of the Lighthouse Keeper or his Assistant to keep these records and make the mathematical calculations required by the Government. Information gathered from Lighthouse Keepers' letters tells of the large amount of time taken for this detailed work and the lack of payment made for such a responsibility. The quite detailed record for May, June and July 1947 were signed by C Carrington, Harbour Master for Warrnambool. Captain Carrington was responsible to the Harborus Board. He was responsibilite for the fortnightly training of the Warrnambool Lifeboat Crew on the practice of lifesaving and using the Rocket Rescue equipment. These Meteorological Observations are an important accurate record of the local weather since the late 1899s. They are part of Flagstaff Hill's Meteorological Observations collection of over seventy record books dating from the late 19th century. The collected information gives a picture of the weather patterns for the months and seasons, which then allows for warnings of events out of the normal or extreme, such as forecasting floods or droughts.Meteorological Observations for Warrnambool March 1947 to May 1948. A bundle of unbound sheets of paper joined at the top left corner with a metal fastener. The pages are ordered from most recent on top to the oldest on bottom. The older records are on pre-printed forms and include many handwritten details. The more recent records are handwritten on plain paper. There is a line for each day of the month and lines for calculations at the bottom of the page. The handwritten Information includes readings for Barometer, Temperature, Wind and Rain. Opening Paragraphs: This re-submission was compiled to bring to the attention of the authorities many aspects relating to the preservation of the Bendigo Whipstick which were not so apparent at the time of the earlier submission. In fact the 19721 submissions was mainly aimed at having reserved forest (which lie a opposite extremities to the Whipstick scrub) declared Forest Park. It is the central belt of Whipstick scrub that is of scientific interest and considered unipue and which we were primarily concerned in preserving and retaining as one viable ecological unit.
