Royal District Nursing Service (now known as Bolton Clarke)

This Certificate was presented to Trained nurse, known as 'Nurse' in those days, Nettie Osborne on completion of six months employment with Melbourne District Nursing Society (MDNS). This is the only example of a MDNS Nurses certificate in the RDNS collection. In 1913 the MDNS Nurses had their board and residence, uniforms, bicycles and laundry expenses provided. Newly employed Nurses were paid £50 a year for her first six months. At the end of a year her salary was increased by £5, and later she earned £60 a year. .Following the founding of the Melbourne District Nursing Society (MDNS) in February 1885 to care for the sick poor in Melbourne, subsequent meetings were held to form a Committee and to draw up a Code of Rules of the Society. It was decided that only nurses who had attended a Hospital Nurses Training School and were fully qualified would be employed by the Society. After interviewing several candidates, it was on the first of May 1885 when the first Trained nurse, known as 'Nurse' in those days, Mrs. Ferguson, was employed by MDNS with a salary of £100 per annum. She was employed for three months initially, but this was soon extended, "on the understanding she will make arrangements to live in the more immediate vicinity of her district". A Doctor agreed to assist the Nurse with advice at any time. In rotation, a member of the Superintendence Sub-Committee supervised the Nurse’s visits and could assist to alleviate some poor social conditions they found. A second Nurse, Mrs. Joanna Cannon was employed by MDNS six months later, with a trial period of six months which was extended. They were the stalwarts of the Society in the early years, Nurse Cannon remaining with the Society for four years and Nurse Ferguson for five years, though both had a short break due to illness through the heaviness of the work. Nurses salaries were reduced to account for the cost of uniforms, and then when establishments were rented by the Society and the Nurses could now live in the Nurses Home. The Nurses worked in the now CBD, ie from Spencer Street to Spring Street and from Victoria Parade to Flinders Street. From its inception the Society was at the forefront of health care. They liaised with Doctors and provided high quality trained nursing care; educated their patients in the curing and prevention of disease; teaching the importance of cleanliness, fresh air and good nutrition, both by verbal instruction and demonstration, even supplying soup and milk when needed. At that time they walked the streets and lane ways amid the slums of inner Melbourne carrying their nursing bag containing lotion, ointments, powders, liniment, bandages, dressings, a case of spirits, and the Nurse's own clean apron, soap and small towel. They supplied equipment on loan, such as earthenware hot water bottles, splints, urinals, bed pans, bed cradles, feeding mugs, and air-cushions as well as providing blankets and clean bed linen, and nightdresses as necessary. They provided nursing care to a range of people, often in destitute situations, some lying on rags on the floor as they had no bed, others with just a bed and maybe a thin blanket, a chair and nothing else. Their ages ranged from babes, children, adults to the elderly. The Nurses gave medications as ordered, dressed wounds e.g. to the injured, and surgical cases, and to those with leg ulcers; attended to patients with ‘surgical ailments’ such as ‘hip disease’; gave care to those with acute illnesses such as bronchitis, pleurisy, pneumonia, measles, and scarlet fever, as well as those with chronic illnesses such as consumption (tuberculosis), heart disease, arthritis, cancer, debility, neuritis and paralysis. As the work increased a third Nurse was employed but this was arduous work, particularly in the heat of summer and many nurses only remained with the Society for several months. A Trained Midwife was employed in August 1893. The work was arduous, particularly in the heat of summer. Permission to use bicycles was given to the Nurses in 1898 and the Society decided to purchase their own in 1903. A business man offered ‘new free wheel’ bicycles at £13 each which included maintenance for one year. Bells and wooden frames were added, at a cost of £5 per frame, so the Nurses could carry extra equipment. Nurses’ bags were strapped to the handlebars. Soup was made for those in need 2-3 times a week and if patients could not arrange to have it collected the soup was delivered by the Nurses on their bicycles. The use of bicycles caused a change in uniform, with white pith helmets, and veils covering them and tied under their chin, now being used; straw hats were worn in summer. Over the years the Nurses complained that their veils became wet in the rain and asked for a change of uniform but this did not occur until 1921. Bicycles continued to be used in inner areas until 1945. Public transport was also used over the years, in conjunction with a Motor Auxiliary from 1929 to 1971. MDNS began with its own small fleet of vehicles in the early 1950s which gradually expanded into a full fleet.The coloured Certificate is made of white paper attached to a buff card forming a boarder. It is in gold print on the white background which has a thin gold border. In large bold script are the words "Melbourne District Nursing Society" In between the words "District" and "Nursing" is a red Maltese cross which extends above and below the writing. Underneath this, in smaller capital letters, are the words "For Nursing Sick Poor In Their Own Homes"/. Below this in bold script are the words "This is to Certify that"/. Under this, written in black handwriting, is "Nurse Nettie Osborne"/; below this in script is "has acted in the capacity of District Nurse", then in black handwriting the words "Six Months"/. The next two lines read "having fulfilled her Duties to the satisfaction of her Committee, /"and appreciation of her Patients". The Certificate is signed in black by Mary Leeper, Vice President; Kate Hood; Hon. Treasurer; C.M. Tatham Hon. Secretary, and has Date; 8th July 1913 in black handwriting. On paper attached with tape to the back of the Certificate, is a copy of a photograph of two unidentified people. [Possibly Nettie and her husband]. Newspaper - Article, The real story of the Great Escape, 1977
Three press clippings about guest speakers at Legacy luncheons in 1977. Bill Fordyce was the only Australian survivor of the Great Escape from Stalag Luft III, a POW camp in Poland in World War 2. Also Professor Lance Townsend speaking on the salaries of doctors, and Mr Johnson, secretary of the Melbourne Cricket Club speaking about cricket. The items were cut from the newspaper and pasted into a scrapbook. For many years Legacy kept scrapbooks of press clippings that related to their work and publicity. "This item was found in a suitcase of rubbish along Axe Creek Road, Longlea, in the mid 1970s. It has been stored in my photo album ever since. Code's had a property along Axe Creek/McIvor Highway and there is a Code's Lane there now. Anecdotal, and possibly quite untrue, they had a vineyard and were wiped out by phylloxera." Ledger, Warrnambool Municipal Common, Circa 1865
This cash book contains entries which relate to the everyday operation of the Borough Common which predates the establishment of Warrnambool as a town. All ratepayers had the right to graze their cows on the common, with the cows being collected every morning by the herdsman and walked to the common. Entries relate to items such as eradication of thistles, repairs and erection of stock yards, burying of dead stock, purchase of bulls and clearing of waterholes. Salaries were paid to E. Margetts, D Allan, T Raingill, and M T Read. Auditors were James Dickson. After WW1 parts of the common were allocated to soldiers’ settlement blocks ranging from 18 to 30 acres. Other parts remained with the Crown for Municipal uses and part became the Warrnambool Golf Course. These ledgers are administrative records of the Warrnambool Friendly Societies Park Trust. One contains Minutes of meetings from 1931 to 1947 and the other is an Accounts Book with records of payments for salaries, insurance, rentals, ground improvements etc. from 1908 to 1947. Some inserts in the ledgers date back to the early days of the Trust. In 1871 the Friendly Societies of Warrnambool (benefit societies which mainly offered members heath cover, including the Oddfellows, Foresters, Hibernians,, Rechabites, Sons of Temperance, Druids and Protestant Alliance) established a sports ground in Warrnambool. This included facilities for cricket, football and Athletics Carnivals and other public demonstrations and meetings and was administered by a Trust with members representing each of the Friendly Societies. Today the area is a major sports facility and still has the name Friendly Societies Park but it is now administered by the Warrnambool City Council. These items are of considerable historical interest as they contain much detail about the early history of the Friendly Societies Park Trust and give researchers valuable information on the work of benefit societies in the late 19th and early 20th centuries in Warrnambool and also on a major sports facility still existing in Warrnambool. .1 Ledger of 380 pages with a black cover and beige leather spine and corners. In the Sydney Morning Herald, Tuesday 27 April 1937, page 12: "The C. B. Pedersen was built in 1891. It has visited Australia several times, the most recent occasion having been in 1935, when It was anchored in Port Phillip Bay, Victoria, for several weeks, awaiting a suitable cargo. At length the master, (Captain Hjalmar Dahlström) announced that, as no cargo could be obtained he would be prepared to carry passengers in a voyage to Gothenburg, via Torres Strait. Eight persons, including three women and a small boy were accepted as passengers, and signed on as members of the crew at salaries of 1/ a month". Artist Violet Teague was one of the passengers. She painted during the voyage and exhibited her work in 1938. Built in 1891 the C.B Pedersen, a four-masted steel barque (2142 tons) was used as a training Barque. The ship foundered in April 1937, the crew was saved. Several photographs of the C.B. James Richmond was born at Hamilton ,Lanarkshire in Scotland on 24th November 1840.He migrated to Australia at age 21, on the sailing vessel "City of Melbourne", arriving 23rd July,1862.He made his way to the Ballarat district and secured a position as head teacher at Weatherboard Hill State School. On 25th April 1866 he was selected as the first full time Shire Secretary, at a starting salary of 250 pounds per annum, (the previous position having only been part time). On February 26th 1867 James married Annie Dobson and they had four sons and two daughters. Their residence was a dwelling attached to the original Shire Offices at Learmonth.During his term he took on various other roles. In July 1873 "Richmond Park" on the foreshore of Lake Learmonth was named in his honour.James Richmond died on 29th December,1879 (while still in office),from a severe attack of rheumatic fever at age 39, leaving Annie to raise their six children.First fulltime Shire Secretary of the Ballarat shire,1866-1879. Legacy staff numbers when this document was written in 1990 were 28 full time staff and 5 part time. In 1982 there were 31 full time and 1 part time. The report discusses increasing the hours of a clerk/typist, not re-appointing a person to replace The Senior Pensions Advocate and a new appointment with computer skills. Wages increased by 53.3%. The wage increase was in line with award rates. Salaries rose by 51.8% from June1983 to April 1990. The report also discusses staff leave, work environment, staff morale and adequacy of office equipment. The future (3-5 years) was discussed in regard to pensions, welfare, housing accommodation for widows and handicapped dependants and fund raising. Location to be checked TBA There were a number of suggestions as to how to maintain current activities and not employ extra staff. This document discusses the many options available to Melbourne Legacy in matters such as:- A) Disposal of Legacy House (293 Swanston St, Melbourne), redeveloping the existing site, selling the building and remain as a tenant or moving to another location. Many variations of these options are discussed. B) Whether Legacy luncheons would or should continue, would any of the above options reduce widow visits to Legacy House. C) Matters that would influence the sale price and/or costs of alterations. D) Reasons for/against various options E) Recommendations. There are 5 recommendations in total. The above items are followed up by some observations during the discussions but not central to the brief. A precis of items from submissions relating directly or indirectly upon the disposal of Legacy House A report regarding salary and staffing levels levels, the number of committtees, staff organization and Legatees interactions with staff employed by Legacy. This is followed up by several recommendations. At the time entering the above information 14/9/2018 Legacy House has not been sold but some of the floor space has been rented out. Much of what is discussed in this report (August 1984) is about making the Legacy dollar go further and any positive/adverse effects on the primary purpose of taking care of the widows and the efficient running of Melbourne Legacy. In 1935, the CB Pedersen arrived on the 13th of April after 198 days at sea. The ship left on the 18th June (date written on the photograph) after two months in Melbourne. In the middle of the 1950s a project was launched to appoint a chaplain to Ballarat's three technical school - Ballarat Junior Technical School, Ballarat Girls' Technical School and Ballarat North Technical School. A Committee was formed at a public meeting on 13 March 1957 - Ballarat Technical Schools Chaplaincy Committee. They needed to raise 1250 Pounds from contributions raised by the schools This was the required amount to pay the annual salary for a chaplain. Response was excellent and in December 1957 a cheque for 1266 Pounds, 4 Shillings and 5 Pence was sent to The Council for Christian Education in Schools. On 28 May 1958, Rev Norman Lee was commissioned as the Chaplain of the Ballarat Technical Schools at a service in the Civic Hall, conducted by the Very Rev, Sir Francis Rolland, with the Director, Major-General A H Ramsay, representing the Education Department. Working over three schools and the need for the Committee to raise 1200 Pounds each year, put a lot of pressure on resources. 00354.1 Letter dated 8th April 1943 from Holmbush Committee to Captain Bert Frank and Mrs Frank confirming their appointment as Housemaster and Matron of Holmbush at a salary of £6 per week plus board and quarters. A copy of the Duties and rules of Conduct were enclosed but are not found here. 00354.2 Letter dated 10 April 1943 from Mr B Frank accepting the positions. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. A detailed list of duties broken into 4 parts; dealing with the occupants, the maintenance of the interior of the property, the maintenance of the exterior of the property and the catering and ordering of supplies. Also shows the conditions of employment, the salary was £5 a week with board included. The annual leave was 2 weeks a year. It was anticipated that a couple would manage the property so it outlines the days off per week could be taken together if proper supervision was arranged. The first manager was Mr Bert Frank and his wife was appointed Matron. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Snapshot in time of tall ship and the relaxed clambering about the rigging by sailors. The C.B. Pedersen is also referred to as a Training Ship for Swedish seamen and cadets. A reference in Annual reports and in Jottings from our log notes that classes in Swedish amongst other languages were offered by the LHLG to members and some of the earliest photographs note Swedish sailors relaxing.
