Councilor James Baird was elected as a member of the first Ballarat Shire Council in 1863 becoming the first Shire President for 1863-64,and was on council until 1865.He was then re-elected to council in1868 until 1887.He then served three more terms as President 1874-75 ,1875-76, and 1879-80.This original photo is of the first President of the newly formed Ballarat Shire. On 16th November (monday)1863, it was declared that the Ballarat Road Board District to be a Shire known as the Shire of Ballarat.This document was signed and sealed by Colonial Governor Charles H.Darling. The declaration was published in The Government Gazette on tuesday 24th November 1863. Strathfieldsaye was first incorporated as a road district on 20 August 1861, and became a shire on 17 September 1866.Strathfieldsaye Council was suspended on 20 July 1993, with a commissioner appointed, after allegations of the council being divided and unworkable.On 7 April 1994, the Shire of Strathfieldsaye was abolished, and, along with the City of Bendigo, the Borough of Eaglehawk, the Rural City of Marong and the Shire of Huntly, was merged into the newly created City of Greater Bendigo. (source Wikipedia). Strathfieldsaye was divided into three wards, each of which elected three councillors; Axedale Ward, Mandurang Ward, Strathfieldsaye Ward. William John Taylor (1853-1921) was born in Little Eltham and lived his whole life in the town. He served as a Councillor for the Shire of Eltham 1890-191, which included one term as Shire President. He was a Justice of Peace and also a member of the Rechabite Lodge. He had a family of four daughters and one son. This photograph was taken in April 1915 when he was 62 years old. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book ,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Tom farmed the family property with his father and brothers, and later the Ferris Road property which continued with his son Ian. His childhood interest in horses began with the draft horses kept at the bluestone stable and barn at Darlingsford. When the stables were empty in the late 1980s visit, he vividly recalled the names of the horses he had handled in his youth. When the draft horse became obsolete with the introduction of tractors and trucks this interest continued with the breeding and training of harness racers. Darlingsford Drafts and Ponies. The July 1973 appeal's target was $500,000, which with government subsidies aimed to pay for a nine-story building alongside stage one - a combined ten-storey teaching, research and medical centre. The new block was planned to provide the Austin Hospital with 218 additional beds, eight extra operating theartres and a comprehensive range of medical, diagnostic, therapeutic and anciliary services. The hospital conducted a door knock appeal in the Heidelberg and Eltham districts on Sunday July 22.
