The portable lock up at Eltham is not original to the site. The date of construction is unknown. It is a pre-fabricated design and each of the timber panels are individually numbered on the inside surfaces. It is amongst a large group of portable locks up,categorised as 'Portable Lock Up - Timber - Later' and also known as the "Casterton style", based on the only known plan for portable lock ups, built for the Casterton Police Station, in 1907. The later portables have been in use since the 1880s. It is not known how many lock ups of this type have been constructed in Victoria. At least 50 examples have been documented around the state. Also titled: Eltham Shire "As We Are"The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. As the following report reveals, the project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this the writer, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable. As the photograph on the front page of this pamphlet suggests, the ‘Home & Family Week’ activities may have been inspired by the Coronation of Queen Elizabeth in England. The program for the week included exhibitions, speakers, musical entertainments, a church service, children’s films, public meetings, discussion groups and a youth tea. A committee was formed in Warrnambool to organize the week’s events and the Chairman was Mr Lindsay Anderson.This program is of interest because it gives us details of an event that was staged in Warrnambool in 1953 – Home & Family Week. Many of the speakers and chairpersons for the activities of Home & Family Week were well-known people in the Warrnambool community at the time – Dr H. Holmes, Edith Jacobs, Rupert Philpott, Mrs J.O. Tait, Dr Brauer, Mr E. Willison, Arnold Westgarth etc. This is a pamphlet - one sheet folded in two to make six pages. It has the program for Home & Family Week held in Warrnambool in 1953. The program has blue printing on a beige background. The front page has a photograph in blue and white tonings of Queen Elizabeth, Prince Philip and their two children.
