Photograph - Digital Photograph, Marguerite Marshall, Jelbart Barn, 93 Arthur Street, Eltham, 11 November 2006
Situated at the top of the hill in Arthur Street, the former Jelbart residence and barn were part of a major change that transformed Eltham's character in the late 1960s. Built from the mid 1940s through mid 1950s when Eltham was a rural community, the Jelbrat residence and barn are all that remain of a family property of some 250 acres (100 ha). With growing population pressures, in the late 1960s, owners Ron and Yvonne Jelbart decided to subdivide their property creating the Woodridge Estate in the early 1970s, a major factor towards the transformation of Eltham to the suburb it is today. The Jelbarts had moved to Eltham in the early 1940s when they purchased a poultry farm in New Street, now Lavendar Park Road. (The local Black Friday bushire of January 13, 1939 had started at C.A. (Clarrie) Hurst’s Eltham Poultry Farm and Hatchery in New Street.) Jelbart was primarily a businessman importing office machinery but desired farm beef and dairy cattle so the couple purchased the virgin bushland at what was then at the end of a dirt road, Arthur Street. With post war shortages of most building materials, they followed the example of the Eltham Artists' Colony (later called Montsalvat) and built thier home from mud-bricks and recyclked materials. The barn was first to be completed in 1945 which they made their home whilst building the main residence. It took eight years to complete the two buildings. Both the main residence and the barn are now separate homes, and along with the remaining property being sub-divided further in 1998 are now part of the Kinloch Gardens Estate at 93 Arthur Street. Photograph, Steam locomotive J-521 with the Royal Train on the Wharf Spur line during a visit to Echuca by the new Governor of Victoria, His Excellency Sir Rohan Delacombe, c.May 1963
In this picture The Royal Train is passing through a railway crossing along the Wharf Spur line. The train has been shortened comprising steam locomotive J-521 and tender to which is attached the State car. The State car is in the design of the Spirit of Progress. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. The ‘platform’ was a special creation for such purposes, located on the wharf spur line that ran behind the Echuca Civic Centre. The large notice board commemorates the Queen’s visit on March 5th, 1954 for which the platform was initially built. From time to time it would get spruced up with pot plants, fresh paint and repaired hand rails for formal functions. George attended the Civic Reception held for the Governor. Photograph, Stuart Tompkins Studios, W. D. Birrell, Town Clerk [Kew] 1936, c.1938
In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of W. D. Birrell - Town Clerk of the City of Kew from 1936 -. The mounting and framing of the photograph follows a typical layout or style in that it each is framed in dark wood, glazed, and laid down on an inscribed board. William George Page was Shire and City Engineer in Wodonga from 1965 until 1989. When he arrived the Shire of Wodonga had a population of 17,000 people. In 1966 Wodonga was selected as a city for special growth assistance. In 1972 Bill Page presented a new Town Plan to the Wodonga Council. Over the ensuing years he dedicated himself to bring this plan to fruition. He often had to argue and campaign with the Albury-Wodonga Corporation to push for the interests of development in Wodonga. This included winning a planning appeal to allow the saleyards to be relocated to Bandiana on the outskirts of Wodonga. Bill Page retired on health grounds in July 1989. The Council honoured him with a farewell dinner and renamed the saleyards at Bandiana the W.G. Page Saleyards in his honour. The Mayor , Cr Valentina Gillard, said "Every development in Wodonga in the past 24 years has a bit of Bill Page in it". William Page died 3 months later at 58 years old. This image depicts an important centre in the development and support of the livestock industry around Wodonga. An aerial photograph of the W. G. Sculpture, Margaret Baskerville, Sir Thomas Bent, 1913
Arguably Margaret Baskerville’s most famous work, the bronze statue of politician and land speculator Sir Thomas Bent was Baskerville’s first public commission and a significant turning point in her career. Originally located in the centre of the Nepean Highway, in Brighton, it became somewhat of signpost for many Melbournians until it was relocated to the corner of Bay Street in 1980.The statue of Sir Thomas Bent is of historic and social significance to the State of Victoria. The statue is historically significant for commemorating Bent's long, active and infamous political career in Victoria. He was responsible for many important speculative ventures both within his electorate and in the wider context of Victoria. Although not without thought for personal gain, Bent was a committed advocate of public utilities, railways, roads, tramways and gasworks. The statue is historically significant as the first large public commission given to a woman sculptor in Victoria. This work helped the sculptor, Margaret Baskerville, preserve her name as Victoria's first professional woman sculptor. The statue is socially significant as testimony to the late nineteenth century land boom and the financial and political corruption and scandals that accompanied it. https://vhd.heritagecouncil.vic.gov.au/places/12614bronze and granite thomas bent, politician, mayor, premier, bust, sculpture, margaret baskerville, speaker, member of parliament, member of lower house, local government, councillor, brighton, public art, bayside -

Book, The Prose Works of H W Longfellow
This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Equipment - Platform Scales
Large platform scales such as these ones made by W. & T. Avery were used for weighing goods for trading and passengers' luggage. They would be used in places such as railway stations, shipping ports, customs offices and ticketing offices. Often fees would be charged to customers according to the weight of their goods and luggage. Items would be placed onto the large horizontal platform then weights would be added to the weighing bar until the bar leveled to being horizontal. The weights would be added together and the total of the weights would be used for the final figure. These scales were made in Birmingham, England, by the British company, W and T Avery. The company had its origins in the early 1700s but only became known as W and T Avery when the brothers William and Thomas Avery inherited the scale-making business from a relative, Joseph Balden, on his death in 1813.
