On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. The Richardson family was one of the very early settler families to establish themselves in the Orbost district. Samuel Richardson was a sawmiller and farmer in Orbost. He built The Curlip, a wooden paddle-steamer of 9 tons gross and dimensions of 43 feet long, 10 feet wide and a depth of 3 feet, on the slipway at their Tabarra sawmill in 1890. The Ballarat Horticultural Society was established in 1859 by a group of thirteen men with the aim of establishing an association for all lovers of horticulture. There were many such societies throughout the colonies making a contribution to their communities. In May 1852 Richard Wicking and his younger brother Frederick followed their father’s footsteps, leaving England to pursue a new life in the distant colony of Port Phillip. Sailing on the maiden voyage of the 'Roxburgh Castle' a new purpose built ship for the long voyages from London to Australia. Arriving on August 28th 1852, having paid their own fares they were "Unassisted Passengers". The brothers spent two years in Melbourne. He spent some tome in Ballarat and became a prominent community member involved in many areas.The Richardson family was one of the very early settler families to establish themselves in the Orbost district. St Patrick's Day is celebrated on 17 March. A St Patrick's Day March was held in Ballarat. According to the Ballarat Courier of 03 February 1916 a festival was organised in Ballarat to celebrate St Patrick's Day: "ST PATRICK'S DAY FESTIVAL - There was an excellent attendance last night at St. Patrick's Hall to make a rangments for the annual celebration of St. Patrick's Day Festival. Mr A. W. Hager occupied the chair. The date allotted by the V.R.C. committee, Friday, 24th March, was accepted, and the festival will take place on that date, with the usual race meeting on the Miners' Racecourse, and entertainment at Her Majesty's Theatre in the evening. The secretary was instructed to appeal for the hearty co-operation of the different societies, and to ask for a holiday on 24th March. The amount of stakes and the racing programme were left in the hands of racing committee, whose report will be dealt with at the next meeting. The following officials were appointed to carry out the celebrations:--Chairman, Very Rev. Father Kennelly; vice-chairmen, Rev. Father Henneberry, T. J. O'Loughlin, and A. W. This book was compiled for the 50th reunions of the Ballarat Teachers' College Class of 1947. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. This is the program for the exhibitions and activities conducted by the Art Gallery of Ballarat in the winter of 2015. It includes the exhibition of the works of James Meek, of particular interest to Warrnambool as Meek was resident there for a number of years in the 19th century. The Ballarat Art Gallery is the largest and oldest regional art gallery in Australia, being established in 1884. The booklet is of interest as it shows the depth and variety of exhibitions and activities held at a regional art gallery. It includes the exhibition of the works of James Meek, a 19th resident of Warrnambool where he was well-known as a fishing company operator, a punt operator, a fisherman, a writer and lecturer and a gold prospector in the Otway Ranges. His calligraphy works are of great interest, both artistically and historically and one of his works belonging to the Warrnambool and District Historical Society was loaned to Ballarat for this exhibition. This is a booklet of 32 pages containing the program of the Art Gallery of Ballarat for Winter 2015. It contains logos of sponsors, a floor plan of the gallery, black and white and colour photographs and sketches and printed material on each exhibition. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. This opening features classical plaster pilasters with a pediment above. The Weekly Times of 22 Feb 1919 reported: "Ballarat Men Return - A few motor car owners in Ballarat have regularly met returning soldiers and conveyed them and their relatives to their homes. Most constant of all In this respect have been Messrs D. Ronaldson and J. H. Davey, and Mrs W. D. Thompson, president, and Miss , Bell, secretary, of the Welcome Home Com mittee. A body has been organised to "control the work, as parties of soldiers. are returning with greater frequency. The photograph was most likely taken upon the return of Harry Holmes of Ascot around 24 June 1919. The Ballarat Courier of 25 June 1919 reported: "ASCOT RETURN OF SOLDIERS. Four more returned soldiers from this district arrived home this week, and word motored out from Ballarat on arrival of the train on Mondayevening last. They were Lance-Corporal H. Holmes, Driver Frank Thomas, Driver S. G. Spittle, and Driver Leslie Walter, the last named hailing from Coghill’s Creek. They were all members of the A.A.S.C., and have been on active service since 1915, and up to the signing of the armistice, which occurred while they were in France. They took part in the big. operations at Villers-Bretonneux, and also at Mont St. Quentin, and spent the terrible winter of 1916 on the Somme. An informal welcome awaited them on their homeward journey in the cars, a large number of friends greeting them on the roadside, where a large bonfire had been lit in their honor. The University of Ballarat was established by the University Act 1993 and came into existence on 1 January 1994. The Act was amended in1997 to provide for the merging of the University with The School of Mines and Industries Ballarat Limited and the Winnera Institute of TAFE, and the establishment of a Technical and Further Education Division in addition to a Higher Education Division.
