Ski-Horizon is the official journal of the Federation of Victorian Ski Clubs which began publication in 1949. The were 26 original member clubs which included Albury Ski Club, Bogong Ski Club, Myrtleford Ski Club, Tallangatta and District Ski Club and Wangaratta Ski Club. Two pioneers of Falls Creek, Tom Mitchell, M.L.A., and Martin Romuld were Vice-Presidents of the Federation.This Journal is significant because it documents the early development of skiing in Victoria.The journal features stories and events chronicling developments in Victoria and internationally. This is a set of 16 photographs taken in 1985* during 4th Field Survey Squadron’s deployment on Operation NERVOSE 85 in the Northern Territory. Operation NERVOSE 85 was mounted by 4 Fd Svy Sqn in the EAST ARNHEM, VICTORIA RIVER DOWNS AND DALY WATERS areas from 26 May to 18 Sep 85. The aim of Operation NERVOSE 85 was to finalise the horizontal and vertical control for mapping at a scale of 1:50,000, to field check 40x 1:50,000 preliminary maps and to obtain mapping photography in support of the RAAF TINDAL redevelopment project. *Note –These photos were most likely taken in 1985, contrary to the ‘1987’ date annotated on the negative sleeves. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. The most common technique to measure fuel moisture content in Victorian forests until recently was the Speedy Moisture Meter. Originally developed in England during the 1920s for measuring moisture in wheat and other grains it was adapted for Australian forest fuels in the 1950s. Fuel was first ground using a Spong mincer, often attached to the bullbar of a vehicle, and a small sample placed into the Speedy together with a measure of calcium carbide and then sealed. A chemical reaction created gas pressure which was read on the external dial. There were important techniques with cleaning, mincing and using the chemicals with the Speedy to give reliable readings, but it was quick, inexpensive, robust, portable and practical in the field. It was used routinely before igniting a fuel reduction burn or measuring fuel moisture differentials on slash burns. This is a set of three photographs of personnel from the Detachment - Army Survey Regiment taken in front of its main map production building at Bonegilla, Victoria in c1973. This cartographic map production sub-unit of the Army Survey Regiment operated in buildings owned by the School of Military Survey from 17th of June 1970 to the 30th of September 1985. A total of 800 topographic maps ranging in scale from 1:25,000 to 1: 250,000 scale were completed. A major focus of production in the 1970s was the cartographic completion of the Papua-New Guinea 1:100,000 map series and the Flexiflow quality control system was developed as a tool to coordinate production. The Flexiflow system comprised a series of job plans and charts linked to a task allocation to resource magnetic planning board. Using critical path analysis and task prioritisation, complex job planning was efficiently scheduled, and re-prioritisations readily made. Reproduction requirements were effectively coordinated by way of weekly courier to the Army Survey Regiment at Bendigo. Supervisors and technicians fully embraced the system as they could understand their role, others around them and the positive production achievements. WO1 Bill Boyd (who does not appear in this photograph) was the technical warrant officer for 11 years at the Detachment was awarded the OAM, the Order of Australia Medal for leading the development and the implementation of the Flexiflow system. By mid-1982, production of maps at these scales was undertaken digitally on Bendigo’s AUTOMAP 2 system and the Detachment reverted to production of small-scale large format RAAF aeronautical charts. Detachment personnel managed to produce 18 charts in the following two years, which was an impressive achievement for the staff, given major differences in format, specification and scales. Development of digital production of aeronautical charts in 1984-85 led to gradual reduction in production output and contracting out production was instigated to meet the shortfall and as a consequence the Detachment closed in September 1985. Crumps Dairy (Milk Pasteurising Depot) was located at 6 Benson Street, Surrey Hills on the corner of Weybridge Street until c1973. It was demolished after it had been badly vandalised. The business closed after cartons replaced glassperishables including milk, bread, meat and fruit and vegetables bottles for sale of milk. It was one of many small local facilities for processing and delivering milk that existed from the early 1920s. Eric William Walker Crump (1903-1981) headed the family business. Also involved were Kevin Eric Crump, Eric William Scanlan. NB/ Also held in this collection is a copy of a project by Chatham Primary School student, Susanne Pascoe, dated 1956 which includes photos of the dairy's operations. An oral history by Dave Croft, a driver for the dairy, who lived close by, is also relevant. The account also mentions 'Towt'. Canterbury Oliver Towt (1890-1962) was another dairyman whose premises was on the corner of Chatham and Mont Albert Roads.This is material evidence of business practice c1920s-1960s when accounts for goods received, especially perishables, were often hand-delivered on a weekly basis, with monies owed collected at the door. A paper account printed red on cream (discoloured) paper with the details of the date, account holder and address typed in and the amount owed hand-written in blue ink. Built in 1953, the Rice House was leading Melbourne architect Kevin Borland's first commssion and was one of two houses of its kind. The design of the shell-like structure was inspired by the Arch of Ctesiphon, built in the second century south of Baghdad. Cement with a waterproofing agent was applied in layers to a form of regularly spaced timber arches covered in hessian. This ctesiphon system was developed in the United Kingdom by engineer J.H. de Waller in 1947. Commissioned in 1951 by Harrie and Lorna Rice, after Harrie, then an art student, met Borland at The Age Small Homes Service. Borland suggested they buy land in Eltham because at that time it was the only council in Melbourne that would grant a permit for such an innovative house. Covered under Victorian Heritage. This house was the first of three such structures built in Victoria, of which only one other remains, although substantially altered.2 It is the Wood House and supermarket, at the corner of Cleveland Road and High Street Road, Ashwood, designed by Robin Boyd in 1952. The Rice House demonstrates Kevin Borland’s innovative and experimental work. It is an outstanding example of the post-war period of experimentation in domestic architecture in Melbourne – by Robin Boyd, Kevin Borland and others – for The Age Small Homes Service from 1947 to 1953. This was partly an expression of late-Modernism and also necessitated by the post-war shortage of building materials. In Eltham, the post-war shortage of building materials largely resulted in mud-brick houses. Examples of Borland’s public work include contributions to the Olympic Swimming Pool in Melbourne and the Preshil Junior School in Kew. After more than 50 years of living in the house, Harrie and Lorna Rice still love it. Facing north-east with large windows overlooking the garden and two courtyards, it is well lit and benefits from a through breeze. The couple commissioned the extraordinary house after Harrie, then an art student, met Borland in 1951 at The Age Small Homes Service. Harrie was so impressed by the recently graduated Borland’s enthusiasm, that he asked him to design them an interesting house for a low budget.3 The unusual design presented several hurdles for the young couple before they could construct it. Borland suggested that they buy land in Eltham, because at that time it had the only council in Melbourne that would allow such an innovative house. Another hurdle was to gain finance for this remarkable house. The State Savings Bank Manager refused finance on the grounds that it was ‘unliveable’ and a ‘disgrace’. Fortunately, through a family connection, the couple borrowed money from the National Bank. But they discovered years later, that the bank’s evaluation stated the two ‘concrete sheds’ were of no value!4 The house built in off-white concrete, consists of two sections. The main house has four arches supported by brick and concrete walls that create a series of inter-connected rooms. Inside, the ceiling follows the roofline. Originally this section was only ten square metres, because of building restrictions at the time. But in 1973 Borland added two rooms and a carport. The second structure of two arches was originally a garage and a studio for art teacher Harrie Rice. To accommodate the growing family, in the mid 1950s, Borland converted the second structure into two children’s bedrooms, a kitchenette, a bathroom and a living room. The two structures were originally linked by a covered way of suspended draped-concrete, but this collapsed in the 1980s. The design has several maintenance problems. Cracks developed where two halves of the shells were joined. Then the material sprayed over the cracks became brittle, causing leaks. Fortunately Harrie found another material he could use. The valleys between the arches collect water, requiring annual painting with a waterproof material to prevent leaking. Lorna framed the house with native and exotic plants, which provide privacy and as a bonus, the garden attracted the rare Eltham Copper Butterfly.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
