The meeting was attended by more than 300 people which considered the following: Motion from public meeting – Saturday 13th October, 2018 1. This meeting has no confidence in Nillumbik Shire Council's proposed process for the re-development of 895 and 903-907 Main Rd, Eltham and we deplore the cursory attention given to public consultation to date. 2. Set of two newspaper clippings pasted onto a single sheet of paper with two Punch holes on the left hand side. First clipping from The Age, p4, dated May 31, 1971 of the setting up of the BTPS by a group of young people the previous day. Has photo of a group taking a photo of the driver (Mr. Les Bird) holding the trolley pole rope. Notes that they hope to keep six trams going, tram to be operated on a voluntary basis similar to Puffing Billy, many of the group were Melbourne students and that the Ballarat contingent was consciously small. The first cutting also has a small piece on the top edge, cut out from the same newspaper referring to the article on page 4, titled "TRAMS". A document containing a speech by Colonel A. N. Kemsley, E.D. at a weekly luncheon at Legacy sometime in the early 1950s. He presented details of the initial building of the Shrine and the changes being made to commemorate the second world war, such as the forecourt and new cenotaph and flagpoles. He mentions the upcoming Anzac Day in 1953. After the first world war there was a decision made to create a memorial. Legatees were involved in the process at various times and capacities. In particular Legatee Kemsley was vocal in idea of a structure over a utilitarian memorial (such as a hospital or a park) - see letter at 01182. These notes include the resolution that passed at the Melbourne Town Hall at a public meeting: "That this meeting of citizens confirm the launching of an appeal by the Lord Mayor to establish a National War Memorial by means of a monument and that an executive committee with the Lord Mayor as Chairman with power to add and point sub-committees be formed to carry out the project." Also that 20 sites were selected for consideration in 1921. Although the St Kilda Road site was favoured early on, by 1926 there was pressure to change to a "provision of square" and Cenotaph at the intersection of Spring and Bourke Streets. Legacy Clubs voiced their opposition to this proposal by passing a resolution "That the Melbourne Legacy Club, representative of the returned soldiers in business in this city, whilst welcoming the Anzac Square Scheme as a city improvement, cannot support it as a War Memorial scheme and affirms its support for the Shrine of Remembrance in the Domain as the only War Memorial worthy of Victoria's unparalleled efforts in the Great War." The document was in an envelope with a letter dated 30 April 1971 (01182) that also outlines the efforts Legacy (especially L/- Kemsley) went through to promote the construction of the Shrine of Remembrance over a proposed square. The envelope says 'The Origin of the Shrine of Remembrance p/p Legatees Kemsley and Joynt'. And the initial 'JMBA'?. It was in a file with other documents concerning the Shrine and it's history.A record of the events that led to the construction of the Shrine of Remembrance as noted by a Legatee at the time. Jessie Imogene [Gene] Chatham ( nee Furness 1901 - 1980) was the grand-daughter of Rosanna McFadden and Alexander Poynton, the 13th child of their eldest daughter Mary Jane Poynton. Philip Chatham was her second eldest child. Rosanna married Liverpool-born Alexander Poynton in the Free Church of Victoria in 1852. According to family legend, Alexander was attracted to Rosanna’s beautiful singing voice, however his proposal was conditional: he would marry her provided the first twelve children were raised as Protestants. Rosanna and Alexander had 14 children. The thirteenth and last surviving child was brought up Catholic. Alexander is reported to have been involved in the Eureka Rebellion, placing Rosanna at Ballarat in late 1854. The family moved about the Victorian Goldfields during the 1850s and early 1860s, before selecting a 240 acre property at Illabarook which they named “The Wattles”. He was awarded an OBE in 1920 for his work on WW1 repatriation issues. Fifth child Rosanna, married the Mayor of Brunswick and their son Sir Alexander George Wales was Lord Mayor of Melbourne between 1934 – 37. Finally, eleventh son John Joseph was Lord Mayor of Perth. On August 12, 1902, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented it is made known that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he was unable to secure at Eltham a suitable house in which to carry on his business, but he was building a place near the railway station which he expected to be done in about three weeks time, at which time he would give up possession of the bakery. Mr Smallman informed the defendant, Luther Haley, that he would have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction refered to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. In June 2024 Annie Hackrath shared a memory of living in the old bakery: "My husband and I lived in the old bakery for 18 months in 1978-9 , husband Geoff used the old bakery out the back as a wood workshop, making turnery and handcrafted furniture. The front shop was operated as a “sometimes” art gallery which we called “Gouge and Grain”. There were old sheds against the back fence which we thought were probably stables from the bakery days. Lovely memories of the old place which had so much character and seemed to attract a multitude of interesting creative people! A new bridge over the Snowy River at Orbost was opened for traffic on June 20th 1922. It was designed for future joint use by road and railway traffic, but it was only used for road traffic. During the last few years the condition of an old suspension bridge [the 1893 bridge] which was the only vehicular crossing between the town of Orbost and the railway station, caused much concern. The structure was of timber, except for the wire suspension cables of its central span of about 100 feet. A design was prepared in 1914 for a permanent bridge with five spans of 85 feet composed of plate girders on concrete piers. With great increase in the price of steel work during the war, the cost of this design became prohibitive, and the need for a new structure becoming urgent, alternative proposals were investigated. As a result the present design was adopted as providing a sem-permanent bridge at moderate cost. The new bridge spans the river about 160 feet upstream from the old bridge on a slight skew, the piers being at an angle of 80 degrees with the centre line of the bridge. It has a camber of about 2 feet 5 inches in its total length of 527 feet. ( information from Newsletter March 2014 - Lois Crisp) The photograph shows Mrs James Cameron cutting the ribbon at the opening of the Orbost Pile Bridge in 1922. This second bridge, was built by the Victorian Railways and the Country Roads Board. Constructed at a cost of 35,000 pounds and used second-hand girders from the Flinders Street- Spencer Street viaduct. On July 4 1922 it was officially opened by Mrs James Cameron. Unfortunately, her husband, who had long championed the building of the bridge so that it would be ready for the railway to continue to the border, was too ill to attend the ceremony. In fact, James Cameron died on July 13 after a long and severe illness (ref. S.R.M. 20.7.1922). There is a section of this ribbon in the collection - Registration No. 366. One of only three remaining early 20th century shops in the former Little Eltham district. The bootmaker's shop was operated by John Henry (Harry) Clark from about 1930. Clark was originally a photographer along with his brothers William (Will) Charles Clark and Clement Kent Clark. They operated as Clark Bros Photographers based at 25 Thomas Street, Windsor (Prahran) from about 1895 to 1915 at which point the premises was demolished.. Brother Clement died in 1912. From about 1910 Harry was living and working as a photographer in Eltham and was recorded on the electoral rolls as a photographer from 1915 up to and including at least 1928. He boarded with Thekla Jarrold and the Jarrold family in the Jarrold family cottage (Whitecloud). By 1931 he changed his profession to Bootmaker and Thekla Jarrold built him this litrtle shop circa 1930 on the corner of her property next to the family home. He was well regarded by all as a fine leather worker and operated as a Bootmaker from his little shop at least until 1954. He died at St Vincent'e Hospital in Dec 1956. Very little public record exists of Harry in the papers either as a photographer or bootmaker, one incident was reported in 1935 when he witnessed a girl on a bike come crashing down Dalton Street and across Main Road into the pond next to his shop. This navigation cart of Lady Bay and Warrnambool Harbour was originally surveyed in 1870 but this version includes the update for magnetic variation in 1893. Since the printing of the chart several annotations have been added. These include an additional stamp dated 15-8-1910, a handwritten comment across the top of the page dated August 1910, and another handwritten comment regarding the ‘Proposed Extension of Dock’ dated 19-2-1925, plus connected drawings, notes and figures. The 1925 proposal on this chart may have been a reaction to the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. The Breakwater construction had begun in 1874 and was completed in 1890. The Victorian Government had commissioned Sir John Coode, a British harbour engineer, to present a plan to complete the Warrnambool Breakwater but his original plan was too expensive. He prepared a revised plan for a shorter structure. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay and the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). The Warrnambool Breakwater is one of the most important late 19th century maritime engineering projects in Victoria and significant in the development of Victorian coastal shipping. It is also significant for its connection with British harbour engineer, Sir John Coode. The chart is a historical record of structures existing in 1893; the Warrnambool Jetties, Warrnambool Breakwater in Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. These items were regular elements of a Scout Master's equipment. The hat badge and the woggle were specifically part of the Leader's uniform and differed from similar uniform items of younger or more junior scouts. The first proposal to form a Scouts Corps in Wodonga was raised at a public meeting in Wodonga in November 1909. One of their earliest activities in January 1910 was a march from Wodonga to Bright and return with Scouts from Albury. This first Troop was probably called the 1st Belvoir Scouts. Several other attempts were made to form Scout Troops in Wodonga over the ensuing years. In 1929 the Boy Scout Movement was taken up seriously at Wodonga by approximately 40 boys, together with 30 Cubs (juniors). However this was short-lived. Over the following decade several Scout Troops were formed but lapsed and several Wodonga boys joined the Albury Scout Troop. In 1939 Mr Ray Foster, with eight members put the Scouts on a more enduring basis. Their meeting place was a room below the Water Tower. During the early 1940s the 1st Wodonga Scouts struggled for Leaders to run the activities because so many people were caught up in the Second World War (either overseas or domestically). Mr David Mann gathered together all the small scouting groups in the Wodonga area and turned them from disorganised and disconnected groups into one scouting unit. He led the Scouts in their formative years and went on to become the 1st Wodonga Scouts first King's Scout. He had a long association with the 1st Wodonga Scouts and all the district scouting troops over the following decades. David Mann was also instrumental in the late 1940s in working for a Scout Hall to be built in Reid Street, Wodonga to secure a permanent home. A document that was part of a folder about the running of the President's Fund, that was created in 1932 "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. The document summarises the history of a fund that allowed President's to make discretionary payments to worthy causes without need to have it approved. It mentions that original and official papers about the fund have been lost so this was an attempt to record what was known. The fund was credited to the late Legatee Walter Berry of the domestic and building supplies firm, Henry Berry and Co. wth money from his late father's estate. An initial fund of £200 (?) was handed to the president with some of the following terms: 1) the funds existence was not to be published or made known, except from President to President 2) money could be loaned or granted in sums as determined by the President of the day, for the preservation of the independence of the recipient 3) The club treasurer must keep the money in a separate account 4) The only persons to be helped must be members of Legacy but no restriction on the reason (business or personal) 5) At the end of the presidential term records handed over may be 'closed' except the ones that loans were involved and the terms of the loans could be disclosed. It is known annual donations of up to £1,000 to Legacy were received from the Howard and Georgina Berry Trust for use in the Fund. See also item 01520 for another summary of the fund's history. Other pages show copies of the original letter, dated 24 February 1933, acknowledging receipt of £50 from the Howard and Georgina Berry Trust Fund to start the President's Fund with agreed terms of use. Also a proposal about payment structure outlined on 14 December 1966 by Legatee RS Isherwood, President and accepted by the Board of Management. Plus an extract of the minutes of the meeting. The cenotaph is an example of the post World War One memorialising practice of erecting monuments to commemorate the past. The location of the cenotaph in front of the former Infant Welfare Centre confuses the history of the site and obscures the ability to view the three buildings as a united complex. The site contains an architect's office in a building which was formerly a shop and dwelling dating from the 1920's. The proposal requires demolition of this building which is one of the few remaining old shops which formed the rather spread out "town centre" of Eltham. Prior to making its decision the Council obtained a report from Graeme Butler and Associates, the heritage consultants who carried out Stage 1 of the Nillumbik Heritage Study. The report summarized the historical significance as follows:- "This brick comer shop with associated residence has potential local historical significance as a late 1920's grocer's shop, now much altered and one of only a few shops of that era left in Eltham's Main Road. This significance is qualified by the many changes. The other examples are better preserved and still function as shops." With this type of expert advice it is difficult to make a strong case for preservation of the building although, of course, it is a shame to see it demolished. The report includes details of the site itself and its history based on research carried out by Carlotta Kellaway. The building dates from the late 1920's when it was owned by C.R. Nicholls. From the early 1930's it was Charles Cockroft's grocery shop and he also ran a grain store there. According to his daughter, Edna Brown, he delivered groceries around the district taking his truck as far as Kangaroo Ground. In 1950 he shifted to Traralgon. Since then several different businesses have operated from the site including a bottle merchant and produce store. Conversion to the present office use involved alterations to the shop front and rebuilding the galvanized iron store at the rear. Two documents compiled by L/ Frank Doolan about the Intermediate Legacy Club (ILC). One is dated 15 February 1947 and examines the options for the ILC future, written by Graham Billiet. The other is a confidential proposal by an unknown person that the ILC could change focus and establish a Country Club Ranch. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A record of the activities of the ILC and discussion of it's future. Eltham Police Station and Residence: A brief history 1860 Eltham Courthouse built in Main Road, together with an adjoining police residence, office, lock–up and stables. 1959 Police Department purchases a house in Pryor Street to be refurbished as Eltham Police Station 1961 Police in Eltham move into Pryor Street refurbished buildings and office. c.1961-1981 Occupied by Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Former Police Station dragged around to rear of Police Residence (prior to August 1967) to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. 1981 Shire of Eltham take over management of old Police Residence in Eltham. It remains unoccupied for a period of time whilst its future is discussed in Council. 1981-1985 Used for community job creation scheme 1985 Shire of Eltham Parks and Environment occupy the residence. Council improve the driveway but later add a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Also add a rear toilet facility between the Police Residence and former Police Station, which was doubling up as a lunch room. Council also commence discussions to re-establish a replica Police Station. c.1986 November. Former Police Station demolished; believed to have been suffering termite damage. c.1989 After some years of discussion a replica Police Station is built, based on photographs, to act as a lunch room and meeting room for Parks and Environment staff and volunteers doing community service. 1996 Eltham District Historical Society in discussions with Nillumbik Shire Council commisioners throughout the year regarding a home for the Society. A proposal put forward by the Society in October to occupy the former Police Residence. 1997 March. Eltham District Historical Society gains access to former Police Residence. 1998 July 12th. Eltham District Historical Society Inc moves into its Local History Centre, 728 Main Road Eltham (the former Police Residnce built in 1860). 2018 July. Guido Quarto Fabbro was born 21 August 1891 at Treppo Grande in the far northeast of Italy, the son of Giacomo Fabbro and Anna Geruzzi. Regina Moretti was born 6 March 1893 at Treppo Grande, Italy, the daughter of Giovanni Battista Moretti and Maria Teresa Coletti. Guido and Regina married about 1917 and they had two sons, Giacomo (John c.1918) and Maurie (c.1920). In 1925 Guido Fabbro departed his homeland from Genoa, arriving in Fremantle, Western Australia in June, travelling 3rd class aboard the ship, Caprera. Regina and their two boys followed a year later along with other family members arriving in Fremantle from Genoa 4 July 1926 aboard the Moncalieri. The Fabbro arrived in Eltham in 1933 and purchased a block of land from William West on the western side of Falkiner Street, extending to Ely and Porter Streets which had formerly been part of the West family orchard and dairy farm. As there was no fencing dividing the two properties, West served notice on Guido in December 1934 to bear half of the cost of £6. When payment was not forthcoming, West sued Guido in the Eltham Court in January 1935. Guido failed to appear and was not represented, and costs were ordered in West’s favour. Guido and Regina built a large Italianesque house on their property. The original 1860s cottage was relocated to the back of the block and was rented out (once to Alistair and Margot Knox). Guido also purchased land extending to the Diamond Creek on the eastern side of Falkiner Street and on the eastern side of Bell Street (opposite Eltham High School). The riparian soil was suitable for market gardening: Guido grew mainly tomatoes, but also pumpkins, cauliflowers, cabbages, peas, beans, lettuce, beetroot and zucchinis. Even the land surrounding the house was used. The produce was carted to Melbourne overnight for sale at the market. Guido died in 1970 and is buried in Eltham cemetery. Regina died 1986. She and their son John Patrick (Giacomo) Fabbro who died in 1984 are also buried at Eltham Cemetery. Guido’s son Maurie continued in his father’s footsteps until 2007, principally growing artichokes in later years. He died in 2009. The land on the eastern side of Falkiner Street now forms part of a Council reserve called “Barak Bushland”, the land on the western side having been sold off for residential subdivision. The Bell Street land is now public open space managed by Nillumbik Shire Council and called “Fabbro Fields”. There have been recent proposals to develop the site for sporting purposes or as a dog park or community garden. Photos taken by Hans Gregory who along with partner Pauline Steele, rented the original old 1860s William West Cottage situated behind the Fabbro family home. Hans was employed as a Youth officer with the Shire of Eltham at the time and was the last tennant on the property. The property was sold and in 1995 was developed for residential housing as the Riverview Park estate.
