Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. The Victorian Government took control of power generation in 1921, forming the State Electricity Commission (SEC). Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. Falls Creek is a ski resort in the north east of Victoria on the Bogong High Plains. Members of business's (accommodation & restaurants) formed the Falls Creek Chamber of Commerce to promote tourism 'under' the Falls Creek Tourist Area Management Committee. The Falls Creek Tourist Area Management Committee under the direction of the State Electric Commission of Victoria came into effect in 1959 and from then on building sites were leased and building and sewerage controls were applied. In 1979 the Victorian State Government had established the Ski Industry of Victoria working party with a brief report on its operation. These papers give an insight into the business of the Falls Creek Chamber of Commerce in 1984 eg. car parking, noise, closure of the resort due to heavy snow falls, the media and general development of the resort. Southern Hydro Ltd. was established in the late 1990s as a result of the disaggregation of the former State Electricity Commission of Victoria. It operates 10 power stations mainly in the north-east of VictoriaSouthern Hydro continued to encourage tourism as did the former State Electricity Commission of Victoria. This brochure is very similar to one previously published by the SECV "Victoria's Hydro Power" except only including those that it operates. Within the KHES the power stations were McKay Creek, Clover and West Kiewa. The current (2015) Mt Beauty Tourist Centre site was to be upgraded into a 'Sports Tourism Cluster' with funding from the Government and the Alpine Shire with 'In Kind' assistance from Falls Creek Resort management Board, Parks Victoria and the Local Community & Tourism Industry. This project didn't go ahead.The Mt Beauty town was handed over to the Alpine Shire in the 1960's after completion of the Kiewa Hydro Electric Scheme. This is a Victorian Municipal Directory for 1945, containing general information on all municipalities in Victoria, a Gazeteer, a Commonwealth Guide and a Water Supply Record. Municipal Directories were published annually in Victoria from 1867 on. This directory came from the Shire of Mortlake which was established in 1864 when it had an area of 2137 square kilometres. The Shire of Mortlake was abolished in 1994 and merged with other neighbouring shires to form the present day Shire of Moyne. This book is very useful to researchers as it contains much information on the City, Borough and Shire structures, the Council employees and Government employees of all the municipalities. It has, therefore, important local information on Warrnambool and the surrounding areas in 1945. This is a soft cover book of 1114 pages. It has a buff- coloured cover with red binding on the spine. The printed material on the covers is printed in black. It has a blue stamp of the Shire of Mortlake on several pages. This booklet was published on the recommendation of the Commonwealth government as part of a plan to offer protection to the people in the event of air strikes. Local councils and individuals were called to help to protect themselves in taking precautions,. The booklet itself sets out action to be taken in the event of an air raid happening, lighting restrictions fire prevention, refuge rooms and garden shelters and risks from air raids. It contains the relevant siren signals which denote different types of events and explains in detail various aspects of preparing for possible attack. There was discussion about issues such as evacuation of children should such an event occur with the focus primarily on the larger centres such as Geelong and Melbourne. From 1942 the number of air attacks increased mainly from Japan on the northern and western parts of Australia including over 60 on Darwin. Attacks continued into 1943 and it wasn’t until later in that year that the Prime Minister, John Curtin announced that the threat of invasion had passed.While the link to Warrnambool’s history is tenuous, it was a government publication to all persons in the state of Victoria in 1941.This item relates to a significant period in Australia’s history. All Australians were affected by the war. It has historical and scientific or research interest as it gives a number of diagrams and possible plans and the effectiveness of same. This glass is a souvenir of the awarding to Warrnambool of the title of Victoria’s Premier Town for the period 1979-1982. The Premier Town Awards were given by the Victorian Government to the town or city that best protected and enhanced its environment. Warrnambool won the award in 1958, 1979-1982 and 1988-1991.This glass is retained as an example of the type of souvenir sold locally to celebrate the winning of Victoria’s Premier Town Award. This book by Dr Don Edgar, a well-known Australian sociologist, educator and historian, tells of the establishment and development of art galleries in regional Victoria. This includes the Warrnambool Art Gallery, established in the early 1880s. The book documents the efforts of local groups and individuals to set up art galleries and their battles with government indifference and lack of adequate funding extending up to the present day. This book is of considerable interest as it gives details of the founding and development of the Warrnambool Art Gallery, set in the context of the establishment of other early regional galleries in Victoria. These medals were issued by the Victorian Government to commemorate the coronation of King George VI and Queen Elizabeth of Britain in May 1937. The medallions were given to Victorian school children.These medallions have no known local provenance but are retained for display purposes..1 A bronze-coloured medallion with etched letters and an image of the Coat of Arms of Victoria on one side and etched letters and an image of King George VI and Queen Elizabeth on the other side. This badge appears to have been produced late in 1918 when the Liberty League in Victoria was most active. Full details on the Liberty League have not been found but it seems the league was founded in response to the perceived restrictions on personal liberty and rights imposed in Australia as a result of Government policies and laws during World War One. By November 1918 the Liberty League had 80,000 members and there were many campaigners touring Victoria to recruit more members. It is not known how long the Liberty League existed in Australia. George Eddington arrived in Australia in 1839 and named and established property in 1841 calling the property Ballangeich after a Pass near his home town of Stirling in Scotland. It is situated 151 miles west of Melbourne and to the south of Mortlake and was originally part of the Mortlake shire, which was proclaimed 26th Jan 1864. Nearest streams are the Hopkins Riverand Lyall and Drysdale creek running through good agricultural land. This map relates to the breaking up of large runs which the Victorian government enabled through selection acts of the 1860's. The previously larger runs which were mainly cattle and sheep based were now more open to closer settlement and a greater variety in farming.The lots range in size from approximately 50 acres to around 600 acres.Some areas are set aside for reserves. By 1886 the population of Ballangeich had grown to around 600 with an hotel, three state schools and a church.Tri weekly coaches ran to Colac, Warrnambool and Camperdown providing access to supplies mail and communication. This hat was part of the uniform of the Country Fire Brigade. The organization now known as the Country Fire Authority was established in 1945 as a volunteer and community-based organization providing fire fighting and emergency services in regional and rural areas in Victoria. Today the organization includes career fire-fighters and funding is partly provided by a levy included in local Council rates. The owner of this hat is not known. During his experience year he worked as a builder's labourer on the new Eltham Library construction project. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council.
