This is a set of three photographs of an Open Day held at the AHQ Survey Regiment, Bendigo c1958. It’s evident in the background of these group photos there were displays of field surveying equipment. It is known an Open Day was held on the 2nd of November 1958. As the CO LTCOL Lindsay Lockwood MID is positively identified, it’s highly probable these photos were taken at that time. LTCOL Lindsay Lockwood was the CO of the AHQ Survey Regiment from 1951 to 1962. As the longest serving commanding officer of the unit, there was many changes implemented under his command. He decided an Open Day was the best way for the local community in Bendigo to gain an insight into the unit’s important role as Defence’s map production agency, its technical equipment, and its economic importance to Bendigo. It also gave them an opportunity to tour through historic Fortuna Villa. In the background of photo .1P above the man on the right is a sign with the following text: ‘STAR OBSERVING EQUIPMENT.’ LTCOL Lindsay Lockwood’s period as CO is covered in more detail in pages 48-49 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. This badge would perhaps be attached to the uniform or blazer of a member of the Warrnambool Surf Life Saving Club. This club was established in 1930 with Fletcher Jones (President) and Bon Nutt being notable early members. A ladies’ club was also formed in 1930. As Warrnambool has a bathing and surf beach and is situated on a coastline with many popular surf beaches the Warrnambool Surf Life Saving Club is an important group with a proud history of service to the community. The current clubhouse, built by members and other volunteers in the 1950s, includes a public restaurant today. This badge is interesting as a memento of the Warrnambool Surf Life Saving Club, an important club in Warrnambool’s community. This is a diamond-shaped cloth badge. The Community Centre was built in the early 1950’s as an all-purpose hall for the social and recreational use of the workers and families employed on the Victorian state government Kiewa Hydro-electric scheme. The hall was originally called Mt Beauty Recreation Centre and later changed to Mt Beauty Community Centre. It has been the heart of the community for over 65 years and had a heritage listing put on it around the year 2000. The Alpine Shire secured a heritage grant and the hall was restored to its former glory in 2000. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Bogong Village was built by the SECV in 1940 for the workers of the Kiewa Hydro Electric Scheme. In 1971, 30 houses were furnished for use as holiday homes for SEC personnel throughout the State. From 1989 to 1993 the houses were restored & renovated.During the 1990s the buildings in the village had been leased to private owners. Many of them rented their houses for tourists. The Commissioner's lodge was on the other side of the Mt Beauty - Falls Creek road, above Bogong Village. Wally Baldwin ran it in the 1960's.It was destroyed by the 2003 bushfires.These papers present a history of 'the Commissioner's lodge' and Bogong Village in the 1990's. The Progress Association was an active community group in 1963/64.Papers advertising Bogong Village & the Lodge for accommodation with rates 1997/1998. Mrs Nesta Drew is a longtime resident of Tawonga having operated a dairy farm with her family on the Kiewa Valley Highway in Tawonga. She grew up in the area and attending local schools and raised her own family there, until selling up the family home and moving into an aged care facility in recent years. Some of her family still reside in the local area. Mrs Drew is a well known community figure in the Tawonga area with links to many social and family groups. She has a very strong historical connection to Tawonga and has been a reliable source of anecdotal local historical knowledge. CWA Tawonga 1946 - 1988 collection of its written history. The C.W.A. aimed to improve the health, welfare and education of women and children in the country. The book gives examples of all activities the members were involved in over the years and their involvement with other CWA groups in the North East of Victoria. Flagstaff Hill is a maritime museum which draws on the rich maritime history of the region. It is situated overlooking Lady Bay in Warrnambool and is designed to represent the town of Warrnambool in around the 1870-80’s As well as paid staff on site it enjoys a large volunteer group who do various tasks around the village from tours to maintenance and recording of information. This badge recognises the contribution of one such volunteer. This trophy, donated by Camperdown Apex Club, was awarded to members of the South Western District for Dinner Notice Excellence. The winners listed on the trophy are Gerard Ryan, Camperdown, Desi Pekin, Cobden, Dale Alexander, Camperdown, Tim Fitzpatrick, Terang, Leigh Parker, Terang, John Berger, Terang, Kevin Dwyer, Koroit, Maree Fenton, Terang, Grant Picone, Terang and Darren Williamson, Colac. The dates range from 1991 to 2002. Apex Clubs are service clubs that provide people with the opportunity to volunteer within their community. Members are aged between 18 and 45. The first Apex Club was formed in Geelong in 1931 and Warrnambool Apex Club was the fifth club formed in 1931. It went into recess in 1941 and was re-established in 1952. The club closed in 2011. This trophy is retained as it comes from the Apex Clubs of the South West District and Warrnambool Apex Club, now closed, was a member of this group. This is a wooden trophy consisting of a wooden base with a wooden plinth with two wooden columns on either side. The columns have a gold-coloured strip running along the entire length of the columns. On top of the plinth is a gold-coloured holder for a pennant or flag. The base and the plinth have gold-coloured metal name plates. All of these contain inscribed names except one. Emmanuel College is the result of the amalgamation of St Ann's girls' college and Christian Brothers' College boys' school in 1991. Mother Philomene Maguire arrived in Warrnambool and commenced a Convent of Mercy and school with the consent of the then Bishop of Victoria, Bishop Goold. The school opened in Wyton House in Botanic Road. Brother Egan arrived in 1902 and set up a Brothers' group and school and 104 boys enrolled. Since its inception in 1991 Emmanuel College provides a broad education for students to Year 12 level. This name badge belonged to Rosemary Isaac, a member of the South Western Branch of the Embroiderers Guild of Victoria. The badge, designed by long-time member Rita Williams, shows a Norfolk Island pine tree and a fence line. The South Western Branch of the Embroiderers Guild of Victoria was formed in Warrnambool in November 1974. Its first major project was the making of a patchwork quilt for the Lighthouse Keepers cottage at Flagstaff Hill. This was presented to the Warrnambool and District Historical Society at a meeting of the Embroiderers Guild attended by Historical Society members and representatives of Flagstaff Hill Maritime Village in October 1976. These are badges or pieces of insignia that would have been worn on the collar or cap of members of the Victorian Volunteer Corps. This organization was formed in Victoria in 1867 with the object of fostering in young men leadership, discipline, loyalty and initiative through training programs and community service. The Victorian Volunteer Corps was established in Warrnambool in 1868 and units were initially based at the Warrnambool State School and the Warrnambool Grammar School. Later groups were formed in other schools and competed against each other in rifle shooting competitions, marching and parade skills etc. The Warrnambool groups were trained and assisted by members of the local adult Volunteer Corps. Today cadet groups are sponsored by the Australian Army and there is revived interest in Warrnambool in school cadet groups. These insignia items have no known local provenance but are of historical interest as mementoes of the Volunteer Cadet Corps that operated in Warrnambool from the late 1860s through to the early 20th century. .1 This is a bronze-coloured metal badge with gold lettering, a crown on top, a cross with stars in the middle section and laurel leaves around the outer edges. The two clips at the back are for attachment of the badge to a collar or cap. .2 as above except that this badge has been damaged and somewhat flattened. The Country Women’s Association of Australia advances the rights and equity of women, families and communities in Australia through advocacy and empowerment, especially for those living in regional, rural and remote Australia. The Country Women’s Association of Victoria was founded in 1928 and the Warrnambool Branch was founded in 1931. The branch has given assistance through the years to the Red Cross, Baby Health Centres, the Warrnambool Hospital, bush fire relief, mental health and aged care and it has regular displays of country arts and crafts. In 1961 the C.W.A. Centre and Rest Rooms were opened in Kepler Street, Warrnambool. In 2016 the group celebrated the 85th anniversary of its founding.This booklet is of interest to researchers and others wanting a brief outline of the history of the Warrnambool Branch of the Country Women’s Association. OPENING OF THE VIEWING PLATFORM AT KANGAROO GROUND Nillumbik Council has advised that the viewing platform at Kangaroo Ground 27km NE of Melbourne is to be opened to the public on Wednesday, March 26th 2008 (Melway 271 , G10). The function of the platform is to provide shelter adjacent to the War Memorial Tower whilst allowing all people to enjoy the stunning panoramic views. From the platform you. can see the Dandenongs, the city of Melbourne, the You Yangs, Mount Macedon, the Kinglake Ranges and the Mt Baw-Baw Ranges where the Yarra River starts. This landscape covers all the ancestral lands of the Wurundjeri and some of the wider Kulin nation land. The platform has been given the name Moor-rut, a name which described the fertile soils of the Kangaroo Ground area in contrast to the poorer (Silurian) country of its surrounds, which the Wurundjeri knew as 'Nillumbik' or less rich country. The full 360 degree view can be seen from the adjacent Tower of Remembrance which has 53 stairs. The viewing platform however can be accessed by wheelchair. Inside the viewing platform there are eight double sided interpretive panels giving the history and information regarding this special area. The viewing platform's interpretive panels set out the Aboriginal and European history of the area and also the geology and the local flora and fauna, so that the casual visitor comes away understanding more about this significant part of Victoria. The concept of the viewing platform is part of the refurbishment project for the Kangaroo Ground War Memorial Park which has taken place since 1997 with the active approval and financial assistance of the Nillumbik Shire Council. This project has been guided by an Advisory Committee with volunteer community representatives from the local Historical Societies, the Country Fire Authority, the Returned Services League and the Wurundjeri people. Other allied groups such as the Nillumbik Reconciliation Group have been called upon for their expertise. The initial idea for the viewing platform came from Dean Stewart when he was the caretaker while living at the park. He discussed this idea with local author Mick Woiwod and Harry Gilham of Eltham District Historical Society when they were planning the refurbishment of the War Memorial Park in 1996. When the committee was formalised by the Nillumbik Council in 1997, Nicholas Pelling, representing the CFA and RSL, joined the group. Dennis Ward, local architect, then volunteered to develop the concept plan for the refurbishment of the park and later drew up the plans for the viewing platform. The Kangaroo Ground War Memorial Park and its Tower of Remembrance is located on one of the highest locations in the Yarra Valley. The Tower of Remembrance is a unique war memorial constructed from local stone standing 14 metres high. It was built in the style of a Scottish watchtower reflecting the strong Scottish influence of the first European settlers of the district from the 1840s onward. The park was opened in 1921 and the Tower of Remembrance was dedicated in 1926 recognising the local people who served in the First World War. Those who served in the Second World War were recognised by plaques dedicated in 1951 and more recently those who served in Korea, Borneo, Malaya and Vietnam by plaques unveiled in 2001. The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. PART 2 – ENVIRONMENT (07:18-14:44) Peter Brock (with Bev Brock in background) at St Andrews market discusses his childhood growing up in the district and the environment and the values it instilled upon him and his own family. The Brocks have been in the district since the 1860s. Nillumbik Shire responsible for managing three catchment areas; Diamond Creek, Arthurs Creek and Watsons Creek. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Clifton Pugh’s funeral at Montsalvat and his legacy at Dunmoochin near Cottlesbridge with artists in residence, at the time, Chicago artist Charles Reddington who discusses the benefits of the experience. An unidentified female artist also talks about the program and why people are drawn to the area. Artist Ming Mackay (1918-2009) interviewed talking about the people she mixes with on “the Hill”. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway.
