In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. So it is a great pleasure for me to install Dr Hemming as the fifth Chancellor of the University of Ballarat." St Patrick's Catholic Church Elaine closed in 2013. Originally known as "Stony Rises" Elaine could once claim the largest Catholic church congregation in the Meredith parish, due to the extensive mining activity in the area. At the time the population of the district supported three hotels and 4 churches and the town was served by a water supply from a reservoir at Lal Lal. Elaine in common with other rural communities has lost many of the services that were once available, but it still retains a well maintained Catholic church and Public Hall as well as a Hotel, Post Office, General Store and Service Station. (http://www.parishofmeredith.org.au/elaine_h.html, accessed 04/03/2014) The St Patrick‘s Church at Elaine was opened on Sunday 28th, November, 1909 and a report appeared in the Advocate on December 4th, 1909. "On Sunday last the Very Rev.Dean Phelan, V.G., blessed a new church at Elaine, in the parish of Meredith. The church, which was built by a local firm, Messrs. Smith Bros, is a weather-board building on brick foundations, and gives a clear seating accommodation of 50 feet by 25 feet, independent of sanctuary, sacristy, and porch. After the ceremony, which commenced at 11 o‘clock, the pastor of the parish, Rev.M.Murphy, celebrated Mass, and the choir from St.Joseph‘s, Meredith, sang in a highly creditable manner portions of Weber‘s Mass, also a hymn to St.Patrick, under whose patronage the church is placed. The financial statement made by Fr.Murphy showed that the entire cost of the building, alter, seats, etc, was $1103.10; that $620 had been subscribed previous to the opening, and over $140 received on Sunday, including $20 from his Grace the Archbishop, and $10 each from the Dean and Fr.Murphy. After Communion the Very Rev.Dean Phelan preached on the necessity of a church as a dwelling place for God in His Eucharist Presence. Taking for his text, “Behold the tabernacle of God with men: He shall dwell with them, and they shall be His people; and He Himself with them shall be their God.” In doing this work, I am pleased to learn that you have not only received material assistance from some who do not kneel at this altar, but that the authorities of the Presbyterian Church have given you their organ for the Mass today. This generous action deserves our special thanks and is in striking contrast with the anti-Catholic prejudice shown in other quarters. It reminds me of the action of Hiram, King of Tyre, when he heard that Solomon was about to build a house to the God of Israel. Not only did he offer cedar-trees from Libanus, but skilled men to carve the wood, and sent his trained sailors to assist in bringing from the mines of Ophir four hundred and twenty talents of gold for internal decoration. According to The Geelong Advertiser on 25 July 1928: One of the largest congregations that has ever been in St.Patrick‘s Church attended on Sunday last, the occasion being the consecration of a memorial window to the memory of James Connell, who died in his 25th year in February last. Deceased was the youngest son of Mr. and Mrs. John Connell, respected residents of Elaine. He was loved and respected by all sections of the community, and was closely connected with all sporting bodies. Friends of the deceased and the family were present from Ararat, Stawell, Ballarat, Melbourne, Geelong and all the surrounding districts, also members of other denominations. A few noticed were Cr.C.C.Austin, Mr.H.Young, Mrs.A.Bowers, Mrs.Gray, Mr.and Mrs.R.Norgate and others. The stained window was made by Brookes Robinson in Melbourne, bearing the image of St.Patrick and the inscription thereon “To the undying memory of James Connell, who died 3.2.28 R.I.P.” The beautiful window was kindly placed in position by Mr.Bill Smith, Meredith. High Mass with full ceremonies was offered by Rev.Fr.F.Conlon,P.P., Meredith, with six alter attendants from St.Josephs School, Meredith. The Meredith choir, with Mrs.R.Grant organist, assisted by Miss K.Johnson (violin) rendered beautiful music, the principal parts of the singing being capably handled by Mrs.Thos Brady, Father Conlon took as his text, “Blessed are the dead who die in the Lord. From henceforth now, said the spirit, that they may rest from their labors, for their works follow them.” With well chosen remarks Fr.Conlon touched feelingly on the many qualities of the late member. First as a good son; secondly as a good citizen and sportsman; thirdly as a good child of the church. The Sun News-Pictorial, also known as The Sun, was a morning daily tabloid newspaper in Melbourne, Australia, established in 1922 and closed in 1990. It was part of The Herald and Weekly Times stable of Melbourne newspapers. For more than fifty years it was the Australian newspaper with the largest circulation. This special edition was issued as a souvenir of the coronation of Queen Elizabeth 11. The coronation of Queen Elizabeth II as monarch of the United Kingdom, Canada, Australia, New Zealand, the Union of South Africa, Pakistan, and Ceylon took place on 2 June 1953 at westminster Abbey. He died at an early age - 47 years - June 7 1912, leaving his wife, Elizabeth and seven children. The eldest son, Victor Rowland lawless volunteered for service in WW1 but did not leave Australia because of illness. The second son, Edward Vincent Lawless (b 1895 d 1917) worked for McCoy & Co. in Orbost, coachbuilding, undertakers, general blacksmiths and farriers, prior to enlisting in WW!. He was trained as a signaller and was sent to France where he was killed in action on 9.10.1917. Elizabeth Lawless worked as a ladies' nurse (midwife) in Orbost prior to leaving the district in 1920. Johann Gottlieb Benjamin Siegert (1796 - 1870) was born at GroB-Walditz in Silesia, Germany. He studied medicine at the University of Berlin, then the capital of Prussia. The young doctor joined the 2nd Regiment of the Prussian army, one among the allies who fought against the French Emperor Napoleon Bonaparte. He saw active service as army surgeon under the command of General von Blücher. . Dr. Siegert relied on the herbs and plants of the region for his cures. The two men were invested by the Queen at Buckingham palace as Knights, a prestigious honour for Australian soldiers, who for another 20 years would have no official recognition by the Australian government through the 'Order of Australia.' Taken in 1944 in Bonegilla, Victoria by Captain E.C. Johnston, this photograph depicts soldiers of the 1st Australian Corps Signals training battalion releasing carrier pigeons from a portable loft for their daily exercise.The 1st Australian Corps Signals was a branch of the Australian Imperial Airforce that was active during World War Two. One of the tasked carried out by 1st Australian Corps Signals was to send messages through the use of carrier pigeons. Carrier pigeons were most commonly used by the Allied Forces to send messages from the front line trenches or advancing units. Edgar Charles Johnston (1896-1988) was an aviator and public servant. In WW1 he served with the Australian Imperial Force, and later joined the Royal Flying Corps. For his service in the Royal Flying Corps he was awarded the Distinguished Flying Cross, which assisted him in becoming the assistant director-general in 1939 of the Commonwealth Department of Aviation. This photograph was donated by Mrs Nancy Mason, daughter-in-law of the last owner, Arnold Mason, who had been given the photograph by Mr. Mac Fordham, who was Chief Engineer of the SS Edina. Both men had been Engineers in WW I. The configuration of the SS Edina in the photograph is post 1890. ABOUT THE S S EDINA The three masted iron screw steamer SS Edina was built in Glasgow, Scotland, in 1854 by Barclay and Curle. She was adorned with the figurehead of ‘fair maid of Judea’. The many years of service made SS Edina famous world-wide as the longest serving screw steamer. (The term screw steamer comes from being driven by a single propeller, sometimes called a screw, driven by a steam engine.) SS Edina’s interesting history includes English Chanel runs, serving in the Crimean Ware carrying ammunition, horses and stores to the Black Sea, and further service in the American Civil War and later, serving in the western district of Victoria as well as in Queensland and carried gold, currency and gold prospectors Australia to New Zealand. SS Edina had the privilege of being an escort vessel to H.R.H. the Duke of Edinburgh during his visit to Australia in 1867. In March 1863 SS Edina arrived in Port Phillip Bay, Melbourne and was bought by Stephen Henty, of Portland fame, to work the cargo and passenger run from Melbourne – Warrnambool – Port Fairy - Portland. After a short time of working the run from Australia to New Zealand, with passengers and cargo that included gold and currency, she returned to her Melbourne - Warrnambool – Port Fairy run, with cargo including bales of wool produced in the western district of Victoria. This photographic postcard of the SS Edina was taken after the 1890’s due to the style and configuration of the vessel. There is a black and white photograph of the same image also in our Collection (RN 3192). It is most likely that both of the photographs were donated by the same person because the people mentioned in the inscription on the black and white photograph’s reverse side connect with two of the people mentioned in the letter on the reverse of the coloured photograph. * RN 3192; Black & White photograph - inscription: "Donated by Mrs. Nancy Mason, Bay View. This black and white photograph was taken when the SS Edina was as port at the Gellong Wharf in Moorabool Street. The Port of Geelong had many wool sheds alongside the wharf - wool was a major export product. ABOUT THE S S EDINA The three masted iron screw steamer SS Edina was built in Glasgow, Scotland, in 1854 by Barclay and Curle. She was adorned with the figurehead of ‘fair maid of Judea’. The many years of service made SS Edina famous world-wide as the longest serving screw steamer. (The term screw steamer comes from being driven by a single propeller, sometimes called a screw, driven by a steam engine.) SS Edina’s interesting history includes English Chanel runs, serving in the Crimean Ware carrying ammunition, horses and stores to the Black Sea, and further service in the American Civil War and later, serving in the western district of Victoria as well as in Queensland and carried gold, currency and gold prospectors Australia to New Zealand. SS Edina had the privilege of being an escort vessel to H.R.H. the Duke of Edinburgh during his visit to Australia in 1867. In March 1863 SS Edina arrived in Port Phillip Bay, Melbourne and was bought by Stephen Henty, of Portland fame, to work the cargo and passenger run from Melbourne – Warrnambool – Port Fairy - Portland. After a short time of working the run from Australia to New Zealand, with passengers and cargo that included gold and currency, she returned to her Melbourne - Warrnambool – Port Fairy run, with cargo including bales of wool produced in the western district of Victoria. The Warrnambool Steam Packet Company purchased SS Edina in 1867; she was now commanded by Captain John Thompson and Chief Engineer John Davies. She survived several mishaps at sea, had a complete service and overhaul and several changes of commanders. In 1870 SS Edina was in Lady Bay, Warrnambool, when a gale sprung up and caused a collision with the iron screw steamer SS Dandenong. SS Edina’s figurehead was broken into pieces and it was not ever replaced. SS Edina was re-fitted in 1870 then was used as a coastal trader in Queensland for a period. She was then brought to Melbourne to carry cargo and passengers between Melbourne and Geelong and performed this service 1880-1938. During this time (1917) she was again refitted with a new mast, funnel, bridge and promenade deck, altering her appearance. In 1938, after more collisions, SS Edina was taken out of service. However she was later renamed Dinah and used as a ‘lighter’ (a vessel without engine or superstructure) to be towed and carry wool and general cargo between Melbourne and Geelong. In 1957, after 104 years, the SS Edina was broken up at Footscray, Melbourne. Remains of SS Edina’s hull can be found in the Maribyrnong River, Port Phillip Bay. This artifact is a large brass bell. It was retrieved from the Schomberg wreck by local divers in the 1970s. Its location at the wreck site was described as "found on the west side towards the stern" the vessel remains lying on a north-south axis, with the bow pointing towards the shore as a result the bell was assessed from this position to have formed part of the cargo. The view that this was not a ship's bell belonging to the Schomberg is gained from two other 'Schomberg Bells' in the Flagstaff Hill collection, both of which have the vessel's name prominently etched into their outer surface. Additional indications indicate that this bell was not intended for maritime use due to the bell's rounded 'bell-curve' shape suggesting it was melodically tunable. Also the detailed basket-type fittings on the bell dome that would allow the bell to be suspended by ropes rather than just bolted to a yoke. The bell is currently on display at Flagstaff Hill, categorised as a church bell part of the Schomberg's cargo that was intended for use in a church within the Victorian colony. As the Colony of Victoria became more established, and its population expanded with the Gold Rush and other emigration from Britain, the demand for regular religious services and permanent church buildings also grew. We will never know if this bell was a specific order or part of an enterprising bell founder's consignment of general stock to a wholesale supplier in Melbourne. A cargo manifest for the Schomberg has unfortunately never been found. The shipwreck of the Schomberg is regarded as of significance to Victoria and is registered on the states Heritage list (S 612). The Schomberg wreck has great historical significance as a rare example of a mid 19th century large, fast clipper ship intended to transport cargo and passengers between England and Australia. The vessel that carried this bell represents the marine advances made in an attempt to break established sailing records between Europe and Australia. Flagstaff Hill holds a noteworthy collection of artefacts from the Schomberg shipwreck. The collection as a whole is primarily significant because of the relationship the objects have archaeologically, not only to highlight the story of the Schomberg ship and later it's wrecking but have an important potential to interpret the story and progression of maritime shipping in the 19th century. The church bell has a standard bell-curve shape and is dull bronze in colour. A large brass bell, plain and without visible maker marks, but with traditionally intricate basket-type cast fittings for suspension from a yoke by a number of ropes or chains. Approximately 3/8 of the bell’s outer surface bears a thin layer of marine growth and limestone accretion, and there is some minor pitting and spots of light verdigris over the remainder. The bell mouth, or lip, is slightly compressed-in in two places. It was retrieved from the wreck of the Schomberg. Sir Edmund Herring had a military career before becoming the Chief Justice of Victoria in 1944. Sir Edmund served as an artillery officer with the British Army in World War One and was awarded the Military Cross. While he returned to the Law between the wars, becoming King's Counsel in 1936, he continued his military associations through Australian Militia Forces, rising to colonel by the start of the Second World War. At the outset of WWII Herring was appointed as Commander of the Royal Artillery for the Australian Sixth Division. Herring saw service in North Africa and Greece and was in charge of Australian Northern forces in 1942, afterwards working with General Blamey in Papua New Guinea. Sir Edmund was appointed Chief Justice, straight from his army command in 1944. As Chief Justice he quickly established the Law Reform Committee and after the war oversaw the extension of the Supreme Court buildings, with the creation of new Courts. He was considered an able administrator, but his refusal to appoint Joan Rosanove a Queen’s Counsel throughout the 1950s, did not sit well with many legal practitioners. After his retirement from the Bench, he continued in his many public activities, including trustee of the Shrine of Remembrance and the Australian War Memorial and a member of the Melbourne Grammar School Council, as well as Lieutenant Governor of the State of Victoria, a position he held from 1945 to 1972. Herring was also an outspoken social critic; between the wars he had been a member of the White Guard, who were a far right group acting against communism. During the Cold War period of the 1950s, Herring spoke out in favour of the British Empire and the American alliance. The portrait of Sir Edmund Herring is the second one that Sir William Dargie (1912-2003), completed of Sir Edmund; his first effort in 1944/45 won the Archibald prize. Dargie won the Archibald prize a record eight times. His fame as a portrait painter was not without controversy, as he was considered ‘safe’ and the favourite of conservative sitters, particularly as many of his Archibald winners were of ‘Captains of Industry’. While no Archibald prize was awarded for this portrait, it is an interesting counterpoint to Dargie’s 1944/45 portrait. This is a portrait of Sir William Irvine, not in his judical robes, but those of Lt Governor of the State of Victoria. Irvine was a member of the Victorian Legislative Assembly from 1894 to 1904, as well as Attorney-General , he was later Premier. Retiring from state politics after a particularly bruising encounter with the Railway Unions, he entered federal politics as the member for Flinders. He became Federal Attorney General in the period 1913-1914. During World War One Irvine campaigned strongly for the introduction of the complusory military service (conscription) until being elevated to the bench in 1918. With his appointment as Chief Justice, he became a lieutenant governor in 1919, and was acting Governor for the state of Victoria for a period of nearly 3 years in the early 1930s.
