Initially the Eltham War Memorial Trust had invited the Lieutenant Governor of Victoria, Lieut-General Sir Edmund Herring to perform the opening ceremony however he was not available. Two articles that relate to the Legacy appeal in 1977. The appeal was opened by the Governor of Victoria, Sir Henry Winneke. The articles were cut from the newspaper and pasted into a scrapbook. The Memorial Hall commemorates those who served in World Wars One and Two. The Hall was originally erected in memory of those who served in World War One. The foundation stone was laid in 1924 by the Governor of Victoria, The Earl of Stradbroke. The hall was opened on ANZAC Day 1925. On ANZAC Day 1952, a memorial stone was added to commemorate those who served in World War Two. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day.
