Provides information about the two-day enquiry held by the Victorian Transport Regulation board into the SEC operated Ballarat Tramway system. Enquiry held at the Ballarat Court House, by Messrs J Bolster, E V Field (Chairman) and J O Mactier of the TRB. Two photos show the Board and some of the attendees. Page 2 of the 3 April report; the acting assistant manager of the SEC advised that the tramway was unsafe, deaths due to collisions with trams, costs of refurbishing the tracks and tramcars and employment issues. Evidence was also given by the Mayor of Ballarat, Cr. Nicholson, Ballarat Town Clerk Mr Maddern, Barry Wilkins, H A Davis local bus operators. The Board considered whether the existing services could be replaced by private operators, or a publicly operated service, including the cost of operators. Also submissions from Mr O'Shea of the ATOMEA, Ballarat Trams and Labor Council, and Chamber of Manufacturers. George Norman Pockett, who was awarded the certificate was the son of George Pockett , who with his brother designed a number of public parks in Melbourne. George Pockett Snr. was the first curator of the Alexandra Gardens in Kew. This framed certificate awarded to George Norman Pockett by the Town of Kew is one of two held in the Collection. The item is well-provenanced, and through the formal use of emblems and images in the design allows us to make judgements about social and cultural values in the period.Framed Illuminated Certificate: A commemorative certificate documenting the war service of George Norman Pockett of 18 Cobden Street, Kew. George Pockett enrolled at the age of 23 on 5 October 1915, as an engineer in the Australian Army. He embarked on HMAT Wiltshire A18 on 18 November 1915. His rank was that of Warrant Officer Armament Artificer in the 4 FAB [Field Artillery Brigade]. The website of the Australian War Memorial records that he was mentioned in dispatches. The formal certificate records that ‘George Norman Pockett served Australia and the Empire in the Great War and in grateful recognition of his voluntary response to his Country’s Call his name is inscribed on the Roll of Honor of the Town of Kew’. The then Mayor and Town Clerk signed the certificate. [Kew did not become a ‘City’ until 1921]. The certificate highlights emblems and symbols of Australia and Great Britain, and includes the coats of arms of the allies in the war. Leslie became a service station / garage proprietor at 352 Mont Albert Road, Mont Albert a business he took over from his father. An associated mechanical business operated under the name of Leo Green Motors, at the same address. The family lived next door at 354 Mont Albert Road, Mont Albert. Leslie's father Harry Lobb had operated at an adjoining property (350 Mont Albert Road, Mont Albert) as a fuel and ice merchant, before installing a petrol bowser to service the expanding motor car industry. Helen BURGESS (c.1927 - 08.03.2018) Born Sydney, New South Wales Helen Burgess gained a Diploma of Design and Craft, and instructed Craft in the Occupational Therapy Departments of Repatriation and Rehabilitation. In 1957 she came to Victoria, gaining a Technical teachers Certificate from the Bendigo School of Mines. Soon after moving to Ballarat in 1973 she joined the newly formed Ballarat Embroiders Guidance Group (later Embroiders Guild). She lectured in Craft at the Ballarat Institute of Advanced Education from around 1974. She retired from the Ballarat College of Advanced Education in 1982. Helen Burgess was also an office bearer with the Ballarat Field Naturalists Club. Helen retired from BCAE in 1982 as Lecturer in Art and Craft, having commenced at BIAE approx. 1974. This work was possibly exhibited at the Embroiderers Guild, Victoria - Ballarat Branch. The Bendigo mayoral chain or chain of office was donated by George Lansell in 1893 and manufactured from local gold by F Prescott. The design of modern mayoral chains (also known as a livery collar) mimics the ancient gold collar of Esses worn by the Lord Mayor of London which was bequeathed to his successors by Sir John Aleyn (who died in 1545) and which has a large jewelled pendant added in 1607. Prescott from 9ct Yellow Gold in 1893 and believed to be made from Bendigo gold, the Bendigo mayoral chain was conceived by Mr J.H. Abbott and created with financial assistance of Mr George Lansell the "Gold King" of Bendigo who contributed the central medallion. The 18 links which made up the original chain represented serving mayors to date and were gifted by ex mayors or their representatives. The main chain consists of 35 links of quatrefoil form with the name of each mayor and the years of their term engraved and filled with black enamel. Overtime, as the chain grew too long to wear, it was separated into two joining chains eventually consisting of another 34 link section, totaling 69 links. The monogram of each mayor in gold is placed in the centre of each link and the links are connected by filigree 9ct gold joining curbs, unique to this period. The engraved central 'drop' or medallion is an eight pointed form with the body being an irregular oval containing four projections and four recesses forming the eight points. The shield section depicts the Australian emblem in miniature above and larger central Bendigo Coat of Arms filled with coloured enamel. The reverse of the medallion bears Lansell's name and is inscribed with the following: / Bendigo gold field discovered in 1851/ proclaimed municipality of Sandhurst /1855 / and city 1871/ Named changed to City of Bendigo 1891, in honor of which event / Cr J. Australian Rules football had been played in the Bacchus Marsh area from at least the 1870s. The first meeting to form a club was held in Bacchus Marsh in 1874 but it was not until the 1880s that regular matches were played in the district. In 1912 it was decided by representatives from a number of football clubs in the district to form a football association to better organize and promote the development of the game in the district. Hence by 25 May 1912 the Bacchus Marsh District Football Association was formed comprising the following clubs: Bacchus Marsh, Deer Park, Melton, Parwan, and Maddingley. This image shows the delegates from the various clubs to the newly formed association. The individual people in the image have been specifically identified but the clubs they represented have not. The unnamed umpires in the image have been identified by the honorary historian and statistician of the Australian Football League Umpires Association, David Flegg. Left, Fred Lucas (Goal Umpire), centre, Evan James (Field Umpire), and right, James Smith (Goal Umpire). The date of this image is 9th August 1913. Newspaper reports in the Bacchus Marsh Express on 9th August confirm the participation of these umpires in a Bacchus Marsh versus Melton match on this date. The match took place at Maddingley Park, which appears to be the location where the picture was taken.This item has historic and social significance as an image of one of the early sporting administrators of Bacchus Marsh and District. It is a typical example of group photographs of this era. It is evidence of the transition of football from a social informal setting to an organised activity and signals the growth of importance of sport, in this case Australian Rules football, as a cultural and social activity central to the Australian ethos. It reflects the pride local districts invested in their local sporting clubs. A sepia photograph mounted on a cardboard mat, showing a group of sixteen men arranged in three rows in a park setting. A photo of a troop ship in 1917. This could be the ship Private John Basil McLean travelled to Europe on, and the signatures were his shipmates and the photo was kept as a souvenir of the voyage. Was with other World War 1 memorabilia that has come from Private John Basil McLean, 2nd Reinforcements, 37th Battalion, A.I.F. J.B. McLean (Service No. 13824) was from near Maffra, Victoria and enlisted on 22 January 1916. He embarked on 16 December 1916 on the transport "Medic" for Plymouth, UK, arriving on 18 February 1917. His full war record is available from AWM. He spent time with the Australian Field Artillery (Pack Section). At the end of the war he worked for a year at the A.I.F. Headquarters in London before returning to Australia on the 'Ceramic', arriving Portsea in 1920. A photo of the delegates and senior observers of the Intermediate Legacy Club Conference held in Adelaide during Easter 1948. The attendees came from different cities, including Melbourne, Hobart, Geelong, Perth, Sydney, Newcastle, Adelaide and Brisbane. The names include: R Cumming, E Brown, H B Murn, A Lawson, C J Merefield, L Rolls, E B Hills, K Trevaskis, C Lee, J Yeates, V A Poulson, C Dodd, F Halliday, H H Kirkwood, R A Rowe, S Deverell, W McDougall, K Bremner, R Gammon, J Byrne, W A Ford, J Couch, B Roston, A Gale, J D Harvey, B Fennell, T Rowatt, J Murray, M Mead. Background: The ILC was formed in 1929 with a total membership of 18. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy.A record of an intermediate Legacy Conference in 1948. Another copy of this photo is labelled as being 1938 which appears to be correct as it was written and framed for presentation to J G Gillespie to commemorate his year as President. The names list around the photo may not be correct either. Second from Right is Legatee Eric Harding OBE, MM, who was also a member of the Limbless Soldiers' Association of Victoria as he lost a leg as a gunner in France in WW1. He served with the Australian Field Artillery in the original Anzac Corps. Despite loosing a leg he was active enough to ride with a Light Horse Party at the head of Melbourne's 1975 Anzac Day march. A portrait of Legatee Arthur Henson Smith who was a legatee that had rejoined to serve in the second World War. His ribbon bar indicates he had served in the first World War. His Vale notice that appeared in the Bulletin on 22 January 1973 says he had landed at Gallipoli on 25 April 1915. He went on to serve with the 2nd Brigade AFA and the 3rd Army Brigade Artillery. On 1 May 1940 he enlisted with the 2/9 Field Regiment of the 2nd AIF with the rank of Lieutenant-Colonel and served in Syria and the Middle East. Arthur Smith was inducted into Legacy in 1935 and served on many committees, until he reluctantly was put on reserve list in 1965 due to illness. He died in 1973. The portrait was in an album of photos taken in the 1940s (mostly 1945).
