Document, Topic 1 - "How wide the beam?": Introductory statistical paper
1973 comprehensive statistical survey of likely numbers of Legatees, widows and children projected for 15 years, by W.K. Roberts, an Actuary at AMP, Melbourne. This was commissioned in order to consider the future of Legacy at a meeting in Hobart on March 24, 1973. The paper is identified as Appendix E, but the document it is appended to is missing. For the first time figures included the post 1945 conflicts, making the decline in child numbers more gradual, increasing the widow numbers more steeply, and predicting that Legatee numbers would be maintained until 1983 with the caveat that their capacity would change as they aged. Ltd., Architects & Town Planners, to Legatee A. Quayle, Chairman of the Housing Steering Committee. The plan (01677.2) is undated and unnumbered, but produced by the same architects and sitting next to the letter in the file. The letter refers to a Drawing No.5 and sets out the difference in accommodation and areas from Drawing No. 1. It is unclear whether the plan is No.1 or No.5. At this time Melbourne Legacy was considering demolishing Blamey House and developing the site to build units to accommodate senior children initially and ultimately widows. (Cat. No. 01676). Documentation dated January 1974 obtained by Legatee Trebilcock as a member of the Steering Committee (Residences) which had been formed to advise on the future of the Melbourne Legacy residences. See also Cat.No. 01676. The document describes the location and the buildings in detail and advises that Stanhope appears to be satisfactory for its purpose and easily converted to a co-ed facility. The photocopied plan is also dated January 1974, but the definition is poor. Items were compiled in a folder with documents pertaining to the residences. Berg dated 4th October 1974 to A.Quayle, Esq., Chairman of the Housing Steering Committee in which Legatee Berg confirms the completion of the Stage Two design for Blamey House. The plan was to be submitted to the Board of Management. Costs of $170,000 were estimated and the plans would also have to be submitted to Kew Council, which Legatee Berg undertook to do. Fragment cut from the minutes of the Board meeting on 20/11/74, headed 'Blamey House Re-development', which recorded the presentation by Legatees Berg and Quayle to the Board for the redevelopment of Blamey House. The Board discussed the financial implications and resolved: (i) Residences sub-committee were asked to make a firm recommendation regarding the widows and residence children, (ii) Widows' Accommodation sub committee were asked to complete their study of providing accommodation for widows, (iii) Steering Committee-Accommodation for Widows was asked to look at the need for widows' accommodation, and (iv) Planning Committee was asked to coordinate the reports of the above sub-committees for presentation to the Board. Legacy staff numbers when this document was written in 1990 were 28 full time staff and 5 part time. In 1982 there were 31 full time and 1 part time. The report discusses increasing the hours of a clerk/typist, not re-appointing a person to replace The Senior Pensions Advocate and a new appointment with computer skills. Wages increased by 53.3%. The wage increase was in line with award rates. Salaries rose by 51.8% from June1983 to April 1990. The report also discusses staff leave, work environment, staff morale and adequacy of office equipment. The future (3-5 years) was discussed in regard to pensions, welfare, housing accommodation for widows and handicapped dependants and fund raising. This document from 1987 is an estimate of the number of widows to be in the care of Legacy from 1987-1995. Both WW1 and WW2 Widows are included in the study. The projected totals show a marked decline in WW1 Widows and a marked increase in WW2 widows.The figures show a dramatic decline in WW1 widows due to ageing, and a marked increase in WW2 widows due to their husbands deaths through ageing,war related injuries. The report makes recomendations to the Board about matters that were discussed earlier in August 1984 (refer to item 00926). The report also notes that change is not always accepted - it takes courage to make change. It is essential to carefully explain the reasons why to all involved with Legacy activities. The change should be done in an orderly manner. The task force makes 23 recommendations to take Melbourne Legacy into the future. Freehand drawn graph, page 1, shows decine of active Legatees to number of widows from 1980 to 2000.Melbourne Legacy accepted that "it would be morally wrong to suddenly and with little warning drop a responsibility". Melbourne Legacy could also see the need for change to survive into the future, and that it was necesary that all those who would be affected by these changes should be made awareof them. A report by the Future Requirements Committee dated 11 October 1978. The Committee members were(Chairman): I.W. Anderson, E. Cohen, A.N. Kemsley, L.D. King, J.M. Poulton, R.L. Simmons The Committee notes that its recommendations would probably be resisted by some Legatees but were necessary to meet the changing needs of dependants. They highlighted cancelling the supply of firewood, cessation in 1978 of the Badge Day appeal in Melbourne and the special Christmas promotion, and the Christmas Garden Party at Government House. Boys and Girls classes to be phased out, and Blamey House and Stanhope residences to be closed in 1979-80, with dental care to cease in 1980. A report submitted by the Sub-Committee appointed at the meeting of 20th April 1956 to be considered on 1st May 1957 at the Melbourne Town Hall meeting. Legatee James Gillespie advised that the original author selected to write the biography of Sir Stanley Savige had withdrawn, and Legatee Gillespie offered four alternative authors for the Committee to choose from. Part of the paperwork chronicling the early planning for the biography, which was eventually written by W.B. This plan was for the sale of parcels of land from the Lerderderg Park Estate property in 1911. Advertising for the sale appeared in the Bacchus Marsh Express newspaper through July of 1911. The property was situated only a few kilometers from the township of Bacchus Marsh. The agents for the sale were L. A. Fairbairn & Co.Lerderderg Park Estate was a significant and early colonial property in the Bacchus Marsh area. This plan provides details about the first time the property was subdivided for sale. It is therefore documents an important moment in the history of this property and the broader trend of the subdivision of older and larger properties in the district.A single page paper plan showing allotments of land for sale from the Lerderderg Park property owned by John Wills. The parcels of land for sale are coloured in red.The Lerderderg River and Pyke's Creek Irigation Channel shown on the plan are in blue ink. The rest of the plan is a dark cream or beige colur with the text in black ink. The plan has been extensively annotated with hand-written notes indicating the names of people who purchased the various parcels of lands and the prices paid for those lands. Part of the top of the plan containing some text appears to be missing. The plan is pasted into a bound volume containing 76 maps or plans in total. Top: Have received instructions to Sell, account Mr John Wills, his renowned LERDERDERG PARK LANDS, so well and favourably known throughout the Commonwealth. In areas from 3 acres to 1276 acres. Every lot is either rich lucerne land (or portion now under lucerne) with some higher land adjoining Railway Station, and 2 Milk factories within 2 miles, absolutely the finest land in Victoria. This blank book was used by the Silvan Progress Association. Minutes of the first meeting were taken Sat March 1th 1916 and the last minutes were held in the Library Mechanics Hall on 5th Oct. 1922. The book is filled with Minutes of the monthly meetings and has three paper insertions - a Mont De Lancey Wine List with three wines and their prices per bottle. A second quite damaged paper is: Wandin ? Progress Association Inaugurated 26th Oct 1912. The meeting was held Jan 11, 1913. It lists the monthly meetings and minutes taken up to March 28 1913. The third document is a copy of 13 typed pages from the Shire of Lillydale to Mr. S. Bradley, Hon. Secretary, Silvan Hall Committee, Silvan suggesting to the Committee that the attached plan for the maintenance and betterment for the hall be forwarded to the Public Health Department for approval. It includes a list of names of Guarantors and witnesses.A large red, blue and cream wavy lined paper patterned covered Norman Bros., Minute Book with burgundy tape on the spine.
