In June 1987, the government directed the LCC to carry out a special investigation of the social, recreational, cultural and ecological values of rivers and streams in Victoria, and to make recommendations on the use of these rivers and how their identified values can best be protected. Notices announcing the commencement of the investigation were published in the Victoria Government Gazette and in Victorian newspapers in November 1987. A descriptive report was published in September 1989. The Council received 75 submissions following the publication of this report. After considering these submissions, the Council formulated its proposed recommendations, which were published in November 1990. The Council received 177 submissions commenting on the proposed recommendations. The Council published its final recommendations in June 1991. While welcomed by many, the study cut across the interests of other groups and was perceived to be particularly threatening to water authorities. The investigation resulted in a legislated system of 17 heritage rivers (with significant natural, recreational, scenic and heritage values) and natural catchment areas across Victoria.

In July 1922 Rev. W. McBride of the St Andrews Presbyterian Church, Mortlake had a meeting with the Garden sub-committee to discuss how the 500 pounds sterling bequest from the Late Thomas Montgomery could best be spent. His suggestion was that the money should be spent on either a kiosk, pavillion or recreation hall and pavillion combines with kitchen and fireplace was agreed to with exact site to decided at a public meeting. Cr Montgomery, a local businessman and a councillor, had loved the gardens and had assisted to transform the area from a swamp into a thing of beauty. The design was chosed by his widow who had seen a smilar design in King's Park whilst in Perth so the plans were obtained from that City. The work was carried out by Archibald Cluny McDonald and completed in September 1924. With soil sourced locally this work reveals some of the area’s history - the text running around the perimeter was written by former resident Val Wilson, a snippet of her recollections of growing up in the area in the 1950s. The arrows and text act like a compass to orientate this site with greater Melbourne. Purchased in Lancashire, England. Arrived in Australia in 1951.Mrs. Popkop[ lived in Box Hill for 27 years , then for 18 years in Scott Street Mitcham before moving to Tweeds Heads in 1998. Mrs Popkop thought she may have had to live in the outback where there would not be any power, hence the hand operated machine.|When we were given the machine it was in very poor condition. Ted Arrowsmith worked on it diligently and finally got it in working condition.|Then we had to get the bobbin to work. As we were not familiar with this type of bobbin, it being the torpedo type, Frances Warren took it to the Ringwood Sewing Centre, 17 Melbourne Street Ringwood and Barry Ford was able to show her how to thread the bobbin..|After a lot of trial and error 2with the tension we finally got the machine to sew a seam. Plaque commemorating D.L. Palmer, Musician to the Blind, 1882-1955. David Palmer was a music teacher and Director of Music at the Royal Victorian Institute for the Blind (R.V.I.B.) for over 40 years and conducted the R.V.I.B. choir and orchestra. The orchestra had about twenty musicians, all of whom were vision impaired, and was popular with the public for dances and events. Mr Palmer and the other music teachers would transcribe over a thousand sheets of music every year for the orchestra into Braille. Created by sculptor Andor Mészáros (1900-1972), this plaque was located in the foyer of Ormond Hall. During an interview with Australian Women's Weekly (28/10/1959, p7), the sculpturor - Andor Meszaros - said that he worked with half-closed eyes to create the memorial. It shows a profile, with wavy lines that sweep across the eye and around the ear to represent how one sense will become more importance when another is lost. It is an account of Savige's life, his war service and his role in Legacy. Legatee Armstrong was a good friend of Savige. The moving address described General Savige's life and service career, and how he formed Legacy in 1923 at the suggestion of his former Commander, Major General Sir John Gellibrand. He said at the time of his death the late General had been a member of Legacy for 30 years, and had been chosen to represent Legacy at the Coronation of Queen Elizabeth. The slogan "Lest YOU forget" was used with an image of the statue of Simpson and his donkey rather than a personality. The main time of year for fundraising is September when Legacy holds 'Badge Week'. Often there is a celebrity who gives his or her time as 'Personality of the Year'. The State Electricity Commission Sub-Branch of the RSL convened a commemoration service for Sir John Monash on Sunday 16 April 1972, which took place at the equestrian statue of Monash at the Shrine. The MC was Legatee D.J. Simonson (President 1970 and great nephew of Sir John), who also laid a wreath on behalf of Melbourne Legacy, and the address was given by Dr. J.A.L. Matheson, Vice Chancellor of Monash University. Matheson spoke of the establishment of the University in 1958 and how appropriate it had been to name it after Monash, comparing the struggle to create a world class university with Monash's struggles on the Western Front. Appropriately Monash had been chairman of the constructing body of the Shrine. In 1923 he was approached to become the first President of Legacy, a position which he declined as he was heavily involved as the Chairman of the State Electricity Commission. An address delivered by Legatee Brian Armstrong (according to handwritten note on Envelope L.6) at the graveside of Sir John Monash in Brighton Cemetery on 24th October 1937, six years after Monash' death. In it he mentions how he, Armstrong, was one of "the great Company of junior officers and men who carried his orders into effect." and quotes from the message sent by Monash to all the men of the Australian Army Corps before a battle on 8 August 1918 when "for the first time on the western front we fought as an Australian army, with the green grass beneath our feet and a retreating enemy in sight." Legatee John Henry Brian Armstrong was President of Melbourne Legacy in 1937, and rose from Private to Lieutenant in the AAMC 22nd Btn. He was wounded at Dernancourt 25.4.1918 and Herleville, becoming a P.O.W. 18.8.1918. He was discharged as medically unfit 2.8.1919 and became a solicitor, serving as a Legatee for 54 years. The Presidents Fund was created in 1932 by a donation from Legatee Walter W Berry from his late father's estate "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. These letters record the first donation of £50 and discussions with Legatee Walter Berry about how the donation was to be used. Also a copy of the letter of 24 February 1933 when President Kemsley wrote to the Howard and Georgina Berry Trust Fund formalising the use of the donations. This document was in a folder labelled President's Fund Origin and Authorisation with many other documents that included correspondence, receipts of donations and material about when money was given to help appropriate cases. A French flag that was flown in Rouen, France on Armistice Day in 1918. The note says it was donated to Legacy by Matron H. E. Tait RRC. There are no details how she came to have the flag or why she gave it to Melbourne Legacy. From the AWM Matron HE Tait is Helen Elizabeth Tait, from Maffra who had trained at the Alfred Hospital and joined the Australian Army Nursing Service. She was awarded the Royal Red Cross (2nd Class) for her service in World War One. Her full record is available from the National Archive of Australia. It shows she was serving at the 1st Australian General Hospital in Rouen in November of 1918 when the war ended. RRC is The Royal Red Cross (RRC) which is a military decoration awarded in the United Kingdom and Commonwealth for exceptional services in military nursing. After the war she returned to Melbourne and was Matron of Melbourne Grammar School. From the vantage point of the colonised, the term 'research' is inextricably linked with European colonialism; the way in which scientific research has been implicated in the worst excesses of imperialism remains a powerful remembered history for many of the world's colonised peoples. Here, an indigenous researcher issues a clarion call for the decolonisation of research methods. In the first part of the book, the author critically examines the historical and philosophical base of Western research. Extending the work of Foucault, she explores the intersections of imperialism, knowledge and research; en route she provides a history of knowledge from the Enlightenment to postcoloniality. Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes.The subdivision plan for the Clutha Subdivision is one of the largest in the Society’s collection. The plan includes a map of the proposed allotments, photographic views to the north and south, and information about the kinds of buildings that could be constructed on the allotments. The subdivision was bounded by Studley Park Road, and Carson, Stevenson and Edgecombe Streets. Two new streets, Mackie Court and Younger Street were created as part of the subdivision. The subdivision took its name from ‘Clutha’, the home of John Carson, who was to become Mayor of Kew in 1863. A Report to the City of Boroondara outlined how: ‘The Clutha estate was progressively developed from 1940, with new houses under construction on the Studley Park Road, Carson and Edgecombe Street frontages by 1941. By 1943, directory listings were available for all addresses with the exception of Mackie Court. Building ceased after the government’s prohibition on civilian building was enforced from 1942, with little change in listings until the 1950s when the remainder of the subdivision was developed’."H"subdivisions - kew - studley park, clutha subdivision, studley park road

Set of 2 run number plates used for the vehicle identification system used in the AVM. Item was pushed into a slot of a reader which then recognised the identification through the series of holes on the left hand side. Fitted with metal strips, riveted on, to enable the card to be slotted into the holder by the crew member and then withdrawn when not required. Understood that the tram carried one of these at one end and then another without the holes at the other end. Number has been engraved into the plastic sheet and then painted in black. Used to identify the depot and "run number" or timetable that the tram was running on, two in each tram, to enable monitoring by inspectors and crews. System introduced by the MTA during the second half of the 1980's. These two particular plates have details on how to be used in trams and they were used for transporting trams to and from the workshops.
