Final report dated April 1972 submitted by the Residences Review Sub-Committee (J.E. Chancellor. Chair, H.C.G. Rogers, G.K. Rosman) - see drafts at Cat.Nos. 01672 and 01673. The report of the Forcasting Committee, Cat. No. 01670, is included as Appendix I, and comparative costs statements 1963-1971 are included as Appendices II-V. The report gives details of the situation at that date and projected changes to the functions of the residences, occupancy rates, costs and likely trends in accommodation needs. It explores at length auxiliary and alternate accommodation such as the Salvation Army, YMCA, YWCA and church hostels, before recommending that when the number of residents over the age of 14 falls below 34 in two consecutive years Blamey House be disposed of or developed for other needs, Stanhope is converted to co-ed accommodation for over 14s, and Harelands is used as co-ed accommodation for the under 14s. Photo of Senator Barney Cooney presenting a cheque to Legacy in front of a gathering of Legacy disabled dependents. Also some of the mothers gathered to watch. Senator Cooney represented the Department of Veterans Affairs when he presented two wheelchairs and a cheque for $7,000 to President George Woodward at Legacy House. The article in the Answer newsletter mentions: 'The grant of $7,000 will greatly assist Legacy's programs by covering the cost of bus hire needed for the regular outings organised during the year and the wheelchairs will provide additional assistance allowing more Junior Legatees to participate in activities.' After the presentation the junior Legatees went to the cinema and 10 pin bowling. Every month Legacy's handicapped dependents were invited to go on outing for take part in recreational and educational activities. These programmes aimed to develop independence and thus lessen the need for reliance on others for simple routine functions. Once a year there is a two week camp this also gave the mothers some respite. The Forest Fire Danger Index (FFDI) was originally invented by the grandfather of Australian bushfire science, Alan Grant McArthur, during the 1950s and ‘60s. Alan published his landmark paper, “Controlled burning in eucalypt forests” in 1962. Leaflet No. 80, as it was known, proved a turning point for forest and fire managers across Australia. More importantly, Alan was very practical forester and wanted his work to be useful to people in the field, so after several iterations he came up with the now familiar circular slide rule called the Forest Fire Danger Meter (FFDM). The Mk 4 version first appeared in operational use in 1967. Book, The Economics of Mining (Non-Ferrous Metals), 1938, 1938
The book was used by Charles Bacon who studied at the University of Nevada in the late 1930s/early 1940s. Bacon worked at Bunker Hill Mines and Kellogg Idaho, before arriving in Australian in 1951. He worked for CN Myers, a company involved with paper converting. CN Myers was a family business (on Charles Bacon's maternal line). The Mackay School of Mines, Nevada was established in 1908. At the time of writing this mook T.J. Hoover was Professor of Mining and Metallurgy and Dean of the School of Engineering at Stanford University. Theodore Jesse Hoover, brother of the 31st President of the United States, was born in West Branch, Iowa, on January 28, 1871. He attended Stanford and received the Bachelor of Arts degree in Geology and Mining in 1901. Following graduation his professional career started with the position of assayer for the Keystone Consolidated Mining Company. After one year, he became assistant manager for the Standard Consolidated Mine, and a year later he was promoted to manager of the operation. In 1907 Hoover went to London as general manager of Minerals Separation, Ltd. This company was developing the froth flotation process for recovering minerals from ores. Hoover took an active part in the development of the flotation concentration process and authored one of the first books on the concentration of ores by flotation. After four years with Minerals Separation, Ltd., Hoover entered private practice as a consulting mining and metallurgical engineer with offices in London and in San Francisco. He was very successful and held positions of consulting engineer, managing director, director, and president of many mining companies in America, Europe, Asia, Africa, and Australia. He returned to Stanford in 1919 as Professor of Mining and Metallurgy and Executive Head of the Department of Mining and Metallurgy. His experience and ability in organization made him a natural leader. He was influential in the formation of the School of Engineering at Stanford. The School was formed in 1925 and he was made dean, a position he held until his retirement in 1936. As dean of engineering, he promoted a broad fundamental training program for undergraduate engineering students. Under his guidance, emphasis was placed upon graduate work and he was responsible for developing strong graduate engineering curricula at Stanford. While dean he continued teaching and his course, "The Economics of Mining," developed into a book which was published in 1933. He became interested in the functions of engineers and, with Professor Fish, wrote a book entitled "The Engineering Profession" which was published in 1940 and revised in 1950. In addition to his academic activities he was generous in his hospitality. Faculty and students alike enjoyed the annual field day and barbecue at his Rancho del Oso, near Santa Cruz. He was widely read and had a lively interest in all the things he encountered. He speculated on the antiquity of man and man's early production processes. To verify an idea regarding flint tools, he studied their shapes and became proficient in making arrow heads. He was also interested in wild life, and was one of the founding members of the Cooper Ornithological Society. This rectangle black and white photograph shows a bush scene with part of a suspension rope and wooden plank bridge visible in the middle of the image. It is likely this suspension bridge was used by the Tannery workers to move between the town and the Ovens Tannery located South-West of Beechworth due to its secluded bush location, the bridge likely spanned the gorge across Spring creek. The tannery itself was located alongside Gimlet Creek, about three kilometres from town, down what is now known as Malakoff and Old Tannery Road but which at the time was remote and accessed through bushland. The Ovens tannery was stablished in 1858 by Matthew Dodd and Hallahan and later Matthew and his brother Thomas Dodd in 1866 who developed it over the years. According to Doyle, 'we have little information about its early operations except the tannery itself comprised four small buildings' by 1870 ‘a small village with gardens of vines and fruit trees surrounded the tannery’ (Woods, 121), and by 1887 the Tannery employed fifteen men. The Ovens tannery was among several new businesses establishing themselves such as a foundry that brought industrial manufacturing alongside the developing township and which strengthened the economic stability of Beechworth after the receding mining surge. According to Woods (p. 121) in the 1860’s the government spent considerable sums to establish several public buildings such as the Benevolent Asylum, the Hospital and Insane Asylum to support those in need of care in the area directly after the Indigo gold rush which had left Beechworth, a fairly remote regional and newly formed township (Gold was first discovered in Beechworth in 1852) with a number of infirm and destitute people in its wake and which due to the support and establishment of these facilities ‘made Beechworth a significant social welfare centre in Victoria’ (Woods, p. 121). The tannery provided employment and connected the regional centre with other parts of Victoria and the wider colonial outposts and would have been a welcome opportunity for those seeking work after gold was no longer a source of income.A good example of the ingenuity of regional settlers to achieve what would have been a difficult and remote construction of a bridge as a means of access. This photograph shows students of Grades 5 and 6. The 19th of March 1886 proved an important day in the lives of many early settlers in the Orbost area, because on this day the Orbost State School opened. The fact that the school had first operated temporarily in a leased building, and on a half-time basis with SS2745 Jarrahmond, did not dampen the enthusiasm of the local inhabitants as they saw their offspring commence their education under the guidance of HT Campbell Mackay. However he remained in charge only until 12th of May 1886. The second HT, John Rowe, served until 1908. On 30th of June 1887, a portable room was provided; it being brought to the area by schooner. The school now had accommodation for 30 pupils; the teacher's welfare was considered because quarters of two rooms were attached. As the population increased so did the needs of the school. This was reflected in the provision of a larger classroom in 1898. During 1910-11 the first approaches were made to the Department for the establishment of a HES in Orbost and this became a reality in 1912. Orbost HES supplied post-primary education in the district until a high school was built in 1948. When fire destroyed the school in 1941 local halls were used as classrooms until a new school was built. Work was quite rapid and a new brick structure was opened by the Hon. A. E. Lind, MLA, on 13th of February 1942. This new building was a fine type of school of which both the pupils and the HT Leslie Collins were indeed proud. But Orbost continued to develop and the new school was soon overtaxed. This resulted in the erection of two Bristol classrooms in 1947. By 1950, when the school population had reached 500 pupils the opening of the new school at Orbost North was welcomed by all concerned. In 1963 the Department purchased land diagonally opposite the school and developed it as a playing area. In 1965 two LTCs were opened in November, and in October 1968 the Brodribb School building was moved to SS2744 Orbost for use as a general purpose room. Octant, Mid to late 19th Century
An octant is an astronomical instrument used in measuring the angles of heavenly bodies such as the sun, moon and stars at sea in relation to the horizon. This measurement could then be used to calculate the altitude of the body measured, and then the latitude at sea could also be calculated. The angle of the arms of an octant is 45 degrees, or 1/8 of a circle, which gives the instrument its name. Two men independently developed the octant around 1730: John Hadley (1682–1744), an English mathematician, and Thomas Godfrey (1704–1749), a glazier in Philadelphia. While both have a legitimate and equal claim to the invention, Hadley generally gets the greater share of the credit. This reflects the central role that London and the Royal Society played in the history of scientific instruments in the eighteenth and nineteenth century's. There were also two others who are attributed to having created octanes during this period, Caleb Smith, an English insurance broker with a strong interest in astronomy (in 1734), and Jean-Paul Fouchy, a mathematics professor and astronomer in France (in 1732) In 1767 the first edition of the Nautical Almanac tabulated lunar distances, enabling navigators to find the current time from the angle between the sun and the moon. This angle is sometimes larger than 90°, and thus not possible to measure with an octant. For that reason, Admiral John Campbell, who conducted shipboard experiments with the lunar distance method, suggested a larger instrument and the sextant was developed. From that time onward, the sextant was the instrument that experienced significant development and improvements and was the instrument of choice for naval navigators. The octant continued to be produced well into the 19th century, though it was generally a less accurate and less expensive instrument. The lower price of the octant, including versions without a telescope, made it a practical instrument for ships in the merchant and fishing fleets. One common practice among navigators up to the late nineteenth century was to use both a sextant and an octant. The sextant was used with great care and only for lunar sightings while the octant was used for routine meridional altitude measurements of the sun every day. This protected the very accurate and pricier sextant while using the more affordable octant for general use where it performs well. The invention of the octant was a significant step in providing accuracy of a sailors latitude position at sea and his vessels distance from land when taking sightings of land-based landmarks.Octant with metal handle, three different colored shades are attached, in wooden wedge-shaped box lined with green felt. Josiah Wedgwood (1730–95), came from an established family of potters and trained with his elder brother. He was in partnership with the leading potter Thomas Whieldon from 1754 until 1759 when a new green ceramic glaze he had developed encouraged him to start a new business on his own. Relatives leased him the Ivy House in Burslem, Stoke-on-Trent, and his marriage to Sarah Wedgwood, a distant cousin with a sizeable dowry, helped him launch his new venture. After an extensive and systematic program of experiment Wedgwood in 1765 created a new variety of creamware, a fine glazed earthenware, which was the main body used for his table wares thereafter. After he supplied Queen Charlotte with a tea set for twelve the same year, she gave official permission to call it "Queen's Ware" (from 1767). This new form, perfected as white pearlware (from 1780), sold extremely well across Europe, and to America. It had the additional advantage of being relatively light, saving on transport costs and import tariffs in foreign markets. Wedgwood developed several further industrial innovations for his company, notably a way of measuring kiln temperatures accurately, and several new ceramic bodies including the "dry-body" Stoneware, "black basalt" (by 1769), cane ware, and jasperware (the 1770s), all designed to be sold unglazed, like "biscuit porcelain". In the later 19th century the company returned to being a leader in the design and technical innovation, as well as continuing to make many of the older styles. Despite increasing local competition in its export markets, the business continued to flourish in the 19th and early 20th centuries, remaining in the hands of the Wedgwood family, but after World War II it began to contract, along with the rest of the English pottery industry. After buying several other Staffordshire ceramics companies, in 1987 Wedgwood merged with Waterford Crystal to create Waterford Wedgwood plc, an Ireland-based luxury brands group. After a 2009 purchase by KPS Capital Partners, a New York-based private equity firm. Wedgwood has always been associated with fine china, porcelain, and luxury accessories, the entrepreneur Josiah Wedgwood rapidly became successful and was soon one of the largest manufacturers of Staffordshire pottery. Wedgwood is a significant pottery manufacturer as the company is especially associated with the "dry-bodied" (unglazed) stoneware Jasperware in contrasting colours, and in particular that in "Wedgwood blue" and white that has become a trademark. Container - Box for seeds, ca. 1880s
This seed box was made for Hiram Sibley for his seed house business. He sold seeds priced by the weight or the space they took up e.g. bushel. This box allowed for seeds to be divided by type, size or even date. The box was strong and easy to cart and store. It was also a handy item to 'recycle' as a storage container for other items. The Sibley seed box is a desirable collectors' item. A large variety of sizes and shapes are still available today in various stages of condition. Hiram Sibley developed seeds that were strong and the plants that grew from these seeds produced many seeds. Varieties of Sibley seeds and plants are still advertised for sale in modern times. HIRAM SIBLEY (1807-1888) - Hiram Sibley was born in America. He had a natural mechanical ability and became skilled in many trades. He and his partner Don Watson opened a sawmill then a machine shop and foundry. He became involved with Alfred Vale and Samuel Morse and their work on the telegraph. Eventually he became the first president of the Western Union Telegraph Company. Later, after leaving Western Union in the early 1860s, Sibley bought and sold railroads, manufactured sold, ran timber mills, and became involved in farming and seed supply. In this area he used his skills to engineer seeds that were stronger and develop plants that produced more seeds. The production of seeds became his main business. He bought land cheaply and improved to soil so that he could produce seed and grain, and graze herds of cattle. He became the owner of 14 large farms. Hiram Sibley earned the reputation "as the most extensive farmer and seedsman in this country". The business of Hiram Sibley & Co. was conducted his warehouse in Rochester and his seed house in Chicago. One department of the business sold farming equipment, another department imported ornamental plants from overseas countries Sibley went on to invest a large amount of money in a bank, and to be financially involved in the community by making large donations to public services such as a library and a school of music. At one point he was the richest man in Monroe county.This box is significant for its historic connection with Hiram Sibley, who is famous for many reasons, among which is his very profitable business of seed engineering to improve the production of crops. This box also represents the value of containers used for selling products in the 1880s, being re-used for other useful purposes. The box is an example of goods imported for use in Australia. The text and images of the box are an example of 1880s advertisingBox, wooden, with two brass hinges joining lid to base. Base has two wooden partitions, divided into three unequal sized compartments. Lid's underside has label with drawings of buildings and produce, text with maker's name and description of vegetables. Although these towns were built as temporary accommodation for the workers and their families, many stayed after the scheme finished. Combined with the influx of European migrants, with their rich cultural backgrounds, all played a major part in shaping the future character of the Mount Beauty, the Kiewa Valley and Falls Creek. The Bright Council, now the Alpine Shire took over the control of the township in 1960. This relatively young town of Mount Beauty, along with the surrounding townships of Falls Creek, Bogong, Tawonga South and Tawonga, are all part of a prospering tourist area with excellent services, accommodation, food and a wide range of recreational activities available for all ages. Functional object - Camera, Box Brownie Camera, c.1930
The Box Brownie camera was developed by Frank Brownell in the late 19th century. It was marketed by Eastman Kodak of U.S.A. and was a camera with a simple lens. It provided snapshots at a low cost and was the most widely-used camera by families in the first half of the 20th century. This item was the No. 2 model which was sold from 1901 to 1935. This item was given to Olive O’Donnell when she was ten years old. The donor was Miss Florence Lake of ‘Lyndoch’ in Warrnambool. She was noted for giving presents, usually at Christmas time, to the children of her employees and other children in the Warrnambool area. Olive O’Donnell’s father worked for Miss Lake for 45 years. The property of ‘Lyndoch’ near the mouth of the Hopkins River in Warrnambool was established by a Melbourne businessman, George Rolfe, late in the 19th century and Miss Lake was one of the two stepdaughters of George Rolfe who inherited the property. Miss Florence Lake built a house at Lyndoch which today forms part of the aged care facility established when the property was sold. This camera is of interest for two reasons: 1. It is an example of the Box Brownie camera which was a very popular camera owned by many Australians in the first half of the 20th century. 2. It is an example of the type of present given to children by the Warrnambool philanthropist, Florence Lake. She resided at ‘Lyndoch’ and was well-known in the Warrnambool community in the 20th century. This is a rectangular-shaped black metal box. A metal clip acts as an opening and closing device for inserting a film. A yellow and black film is enclosed at one end of the box. A handle is on the top of the box and is attached by metal clips. Looking east along the unsealed main road heading into Eltham across the concrete bridge over the Diamond Creek circa 1939. The original wooden bridge was destroyed by flood waters in 1924. This glass plate negative was used to manufacture postcards (1:1 printing) for commercial sale by the Rose Sterograph Company and its subsidiaries. George Rose founded the Rose Stereograph Company in 1880 and was joined by Herbert (Bert) Cutts in the early 20th Century. The pair formed a lifetime working partnership and strong personal friendship. Assisted by George’s two sons, Herbert George and Walter, and later by Neil Cutts, the Rose Stereograph Company continued its operations for more than 140 years. The company was initially built on stereographs, but as cinema took over and stereographs fell out of fashion, the Rose Stereograph Company developed Australia’s first commercially viable photographic postcard business. Specialising in postcards of iconic historical moments and significant landmarks, The Rose Stereograph Company became a staple of the Australian travel industry.This remarkable collection of glass plate negatives, transparencies, and postcards – arguably Australia’s most significant photography collection outside of public hands – has been passed down through the generations, surviving war, relocation, and the harsh Victorian climate. The historic Rose Stereograph collection is the culmination of George Rose’s dream of capturing and preserving precious moments in time and remains the legacy of the Rose and Cutts families. Eltham swimming pool was opened in December 1936. It was located adjacent to Central Park. The small children's pool in the foreground was opened in November 1938. In 1905 Richard Squire was manager of the West Berry Consuls at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age." He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed. MINE MANAGERS’ ASSOCIATION. Ballarat Branch. ... Mr. R. B. Squire, manager of the West Berry Consuls, at Allendale, submitted a paper detailing what he had done tor the betterment of ventilation in the alluvial mines of Smeaton and Mary borough districts- Members gave Mr. Squire every credit for the results that he claimed to have affected; the adoption of his ideas had testified to their value to mine-owners. It was painted out, however, that for want of a thorough debate of the subject with experienced men the author had unwittingly included some general statements that required modifying in some points and extending in others, in justice to other workers among the earlier and the present-day managers of mines.
