Melbourne Legacy
Film, Legacy
30 min colour and sound 16mm film, severely faded, beginning with an interview with a Vietnam widow and going on to explain the help Sydney Legacy gave to bereaved families including outings, health, etc. Lionel Long, who was a Legacy ward, is interviewed and sings one of the ballads he was famous for in the 1960s. A Widow's Club meeting is shown and a party of the Northern Suburbs Progressive Twenties who raised money for Legacy. They were smoking, drinking, and eating what looks like cheerios and slices of bread in a large room hung with streamers and balloons and dancing to pop music. Junior Legatee Karen Miller was interviewed about her experience travelling to Switzerland to represent Australia at the Swiss Bank Centenary, Switzerland, with a boy from NSW, going on to stay with a Legacy family in London for a week. The functions of Legatees are explained as a Legatee is shown with one of his families. Also interviewed is a practising solicitor who attributes his qualification to the help he got from Legacy. Girls are shown rehearsing for their debutante presentation and the film segues to the actual presentation with the Governor Sir Roden Cutler, Governor of NSW, and his wife. Legatees are shown cutting, trucking and delivering firewood to widows. Photography by Frederick Richardson; sound by Peter Willesee; Executive Producer Michael Willesee; produced and edited by Bob Lawson. A Trans Media Production. This film has been digitised to preserve its content. Melbourne Legacy gratefully acknowledges the support of the Victorian Government and Public Record Office Victoria for making this possible.A visual record of Sydney Legacy in the 1960s giving an overview of the work they did.A film in a blue plastic canister produced about the activities of Sydney Legacy in the 1960s.Label of 'Colour Film Pty Ltd, client Trans Media Colour print' handwritten 'Copy No 3'activities, widows club, junior legatee, operation firewood, sydney legacy -

Album, Kenneth Bailey, Art Therapy Sketchbook : Kew Mental Hospital, 1952-1969
Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenneth Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by ***** as a “gift for looking after him”. Herbert Chambers retired from the Kew Asylum in c.1970 after working there for almost thirty years. The Kew Historical Society has been the recipient of a number of important collections relating to the Kew Mental Hospital and the Children's Cottages, Kew, including their former incarnations. This is an important donation in this context as it includes five sketchbooks by a patient in an art therapy program at the Hospital. Art therapy programs were introduced by Dr Eric Cunningham Dax to Victorian asylums in the 1950s. The sketchbooks contain incomplete drawings and finished artworks. The donor believes that the patient who created the sketchbooks suffered from Schizophrenia. The sketchbooks are historically significant as representative examples of works created by patients in the program and for what they reveal about how mental illness may be manifested in a patient's artworks. The most significant repository of comparable works is held by the Dax Centre at Melbourne University. One of five sketchbooks with illustrations by Kenneth Bailey, a patient of the Kew Mental Hospital in an art therapy program, during the 1950s or 1960s. It is presumed that the record was kept by Herbert Joseph Chambers, a member of staff between c.1945-70. The names in the book, including some of their aliases are arranged alphabetically. The prices are listed in pre-decimal currency, (i.e. before 1966). Photograph, Speaking Contest 1996, 1996
From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. These photos are from the first National Final on 17 October 1996. They show President Ray Ward congratulating the winner, Ross Ditcham from Flinders Christian Community College. Also Commonwealth Bank's Glenn Haslem presenting prize money. A guest speaker was Channel 7's sports presenter Jim Wilson. Other commended students were Simon Winkler and Penny Mayes and Luke Raffin. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the State, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland. On 11 November 1996 the first National final was held with contestants from six states."A record of the Junior Plain Speaking contest that has been run by Legacy since 1988.Colour photo x 11 of Junior Plain English Speaking contest State Final in 1996 and an article in the Answer.legacy promotion, speaking contest, answer, jpesa -

Photograph, Peter Pidgeon, Victorian Labor Government Press Release announcing planned upgrades to Hurstbridge line rail services and protection of historic Railway Trestle Bridge, Panther Place, Eltham, 1 August 2018, 1 Aug 2018
Announcement by Premier Daniel Andrews, Minister for Public Transport, Jacinta Allan and Member for Eltham, Vicki Ward mad alongside the Eltham Railway Trestle Bridge. MEDIA RELEASE "More Trains And Fewer Delays On The Hurstbridge Line" https://www.premier.vic.gov.au/wp-content/uploads/2018/08/180801-More-Trains-And-Fewer-Delays-On-The-Hurstbridge-Line-1.pdf Commuters on the Hurstbridge line will have more trains, more seats and fewer delays with a re-elected Andrews Labor Government to continue its massive upgrade of the Hurstbridge line. The Andrews Labor Government said it would deliver locals in Melbourne’s north-east more peak hour train services and less time stuck at boom gates, and we have. The first stage of the Hurstbridge Line Upgrade has been delivered – six months early and on budget. This includes the new Rosanna Station, duplicated track between Heidelberg and Rosanna and the removal of the dangerous level crossings at Alphington and Rosanna. There’s more to do and only Labor will deliver the next stage of the Hurstbridge Line Upgrade to give local commuters more train services and a more comfortable commute. The $530 million project will include a brand new train station at Greensborough and the duplication of three kilometres of track between Greensborough and Montmorency, and 1.5 kilometres of track between Diamond Creek and Wattle Glen to allow more train services during the morning peak. This will allow trains to run every six and a half minutes at Greensborough, every 10 minutes at Eltham and Montmorency, and every 20 minutes at Hurstbridge, Diamond Creek and Wattle Glen – as well as two extra Hurstbridge express services. Locals on the Labor Government’s new Mernda line will also get five extra train services during the morning peak, with a major upgrade of the Clifton Hill junction where the Mernda and Hurstbridge lines connect. Labor will also protect the Eltham Trestle Bridge – the last remaining timber bridge on Melbourne’s electric train network – which has local heritage protection and is an important part of the area’s character. The Liberals will leave this bridge to rot and demolish the nearby childcare centre and football club with their under-cooked and under-costed promise to upgrade the Hurstbridge line. Only Labor will protect this important piece of Melbourne’s history with planning work to be carried out for a long-term solution as part of the project. Stage two of the Hurstbridge Line Upgrade will create more than 950 jobs, with construction to start in 2020 and finish by 2022. Quotes attributable to Premier Daniel Andrews “We said we’d upgrade the Hurstbridge line and remove dangerous and congested level crossings at Rosanna and Alphington and we did – but there’s more to do.” “Only Labor will deliver the next stage of the Hurstbridge Line Upgrade with a new Greensborough Station and more trains, more often.” Quote attributable to Minister for Public Transport Jacinta Allan “The former Liberal Government promised new train lines but didn’t deliver a single kilometre of track – now they’re promising a half-baked upgrade of the Hurstbridge line with rubbery figures that don’t add up.” Quote attributable to Member for Eltham Vicki Ward “As a fifteen year old hopping on Red Rattlers at Eltham I wanted to do something to make the Hurstbridge line better. It’s taken me a few decades but finally our line will offer the frequency of services that are expected and needed in a 21st century city.”Born digital image (qty 27)jacinta allan, minister for public transport, panther place, premier daniel andrews, press announcement, railway line construction, trestle bridge, vicki ward mp for eltham, victorian parliament -
Flagstaff Hill Maritime Museum and Village
Plaque - Commemorative, circa 1928
This commemorative plaque refers to the religiously themed window situated in the western (weather) wall of the St. Nicholas Mission to Seamen’s Church building in the Flagstaff Hill Maritime Village. It was crafted circa 1928. ABOUT THE WINDOW The window, to which this plaque belongs was once known as the Dr Connell Memorial Window, which was a feature of an external wall adjacent to the Women’s Children’s Wards of Warrnambool Hospital. Honorary Doctors had played a significant role in the operation of the hospital between the years 1900 to 1939. One of these doctors was Dr. Connell, who passed away in 1928. A paragraph in the book ‘A History of the Warrnambool Base Hospital’ by Forth and Yule describes the role of the Honorary Doctors - “At the start of the period the senior-part time medical officer was replaced by the junior resident medical officer and control of beds and the right to operate were given to the honorary medical officers...and these men dominated the Warrnambool medical world in the years before the Second World War.” Dr. Connell leased ‘Ambleside’, 192 Koroit Street, in the early 20th century, following Dr Teed who had previously run his medical practice there. In 1914 Dr Connell purchased the property and continued his private practice there until his death in 1928. He also took a prominent part in hospital work, both as physician and surgeon, and often acted as spokesmen for the Honorary Doctors. According to colleague Dr. Horace Holmes’ subsequent notes, it was after the close of the First World War, and the following years of the world-wide pneumonic influenza epidemic, that Dr. Connell himself contracted pneumonia and died. His family and friends then recognised his work by gifting the memorial window in his honour to the Hospital. By the mid-1970s the old wards at the hospital had been replaced and there was no obvious place for the window. Discussions between the previous and past Hospital managers, the Anglican Diocese, and Flagstaff Hill Planning Board, led to its installation in its present position in St Nicholas Seamen’s Church. It was installed without the bottom section of stained glass, which was inscribed as a memorial to Dr. Connell. St NICHOLAS SEAMEN’S CHURCH, Anglican Church Flagstaff Hill’s Mission to Seamen was opened in 1981. Its conception was partly motivated by the offer of Stained Glass Memorial Windows from the local Warrnambool and District Base Hospital, which was undergoing multi-storey development in the late 1960’s and early 1970’s. The Manager/Secretary at the time was keen to see the historical windows installed in an appropriate location. The chapel was designed by a local architectural draftsman in conjunction with members of the Planning Board of Flagstaff Hill, and built by Mr Leon Habel. The vision of the designers included the hope that the church be used for formal worship such as weddings and funeral, and for multi-denominational special services such as War commemorations. The design is based on the ‘Mission to Seamen’ buildings in both Portland and Port Melbourne. These types of buildings were often erected to house social and worshipful activities for seamen. The materials used in the building include sandstone recycled from nineteenth-century buildings demolished in Warrnambool and American slate tiles retrieved from the 1908 wreck of the FALLS OF HALLADALE. Most of the chapel furnishings came from the Williamstown Missions to Seamen, which was consecrated in 1946 but later decommissioned. These artefacts range from the altar cloth to the hymn board and include a visually stunning round stained glass widow called ‘Christ Guiding the Helmsman’. However the provenance of this particular artefact, large western window, is local. This plaque is significant because of its association with stained glass memorial window is of local, historical and social significance, linking local history and heritage with one of Warrnambool's doctors, Dr. Egbert John Connell (d. 1928), who gave 30 years of dedicated, medical service to the local citizens.Plaque, opaque, pale green glass rectangle mounted on white timber board and held in place with six decorative silver coloured clasps. Five rows of printed, capitalised text are fixed on the top surface. The plaque is companion to the commemorative, stained glass window installed in the St. Nicholas Mission to Seamen's Church at Flagstaff Hill. (The window was previously known locally as the Dr. Connell Memorial Window.)"A TRIBUTE TO / EGBERT JOHN CONNELL, M.B.B.S. / WHO FOR 30 YEARS RENDERED DEVOTED AND / VALUABLE SERVICE TO THIS INSTITUTION / OBIIT APRIL 4th 1928, A.D."flagstaff hill, warrnambool, shipwrecked coast, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, great ocean road, chapel window, stained glass window, warrnambool and district base hospital, st nicholas mission to seamen’s church, williamstown mission to seamen, dr egbert connell, ambleside warrnambool, leon habel builder, falls of halladale slate, memorial window, commemorative window, dr connell, commemorative plaque, plaque, edgar mcconnell -

Photographs – Photographs of staff from Tawonga District General Hospital & Alpine Health – Set of 13 colour photographs
In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Kiewa Valley House nursing home was officially opened on March 6th, 1985, with a new lounge extension opening in May, 1993. Prior to this, residents had to travel to Beechworth, Wangaratta or Wodonga for care. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance. Many SEC workers and their families have received high medical care at Tawonga District General Hospital and Alpine Health and/or as residents of Kiewa Valley House over the years. A number of family members of SECV workers as well as other dedicated staff have provided high quality medical attention and support in all three facilities as nursing staff, support staff and volunteers. Many past staff members and their families still remain living in the Kiewa Valley area Set of 13 colour photographs of past nursing staff and support staff from Tawonga District General Hospital, Kiewa Valley House & Alpine Health 1. Scales, Imperial, Spring, 'Salter Household Scale’ 28lb, c1920
In the 18th century, spring scales appeared. To produce these scales, a manufacturer would use the resistance of a spring to calculate weights, which could be read automatically on the scale’s face. The ease of use of spring scales over balance scales is what led most post offices to outfit their clerks with spring postal scales. One of the most common types of spring scales was the kitchen scale—also known as a family or dial scale. Designed for horizontal surfaces, these scales used the weight of goods in a pan at the top of the scale to force the spring down. Such scales were common in early-20th-century households and were sold by Sears and Montgomery Ward. Many had flat weighing surfaces but some were topped by shallow pans. Companies such as Salters, Chatillon, and Fairbanks made both. SALTER HOUSEWARES began in the late 1760 in the village of Bilston, England. At this time Richard Salter, a spring maker, began making 'pocket steelyards', a scale similar to the fisherman's scale of today. By 1825 his nephew George had taken over the company, which became known as George Salter & Co. and later established a large, well equipped manufacturing site in the town of West Bromwich. The business thrived throughout the 1900s, and in 1972 the company was purchased by Staveley Industries Plc. In 2002, the management team at Salter Housewares Ltd, backed by Barclays Private Equity, bought the company out from the group, to concentrate on its consumer businesses. In 2004 was sold to the US-based HoMedics company, and in 2006, Salter Housewares USA and Taylor Precision Products Inc (also owned by HoMedics) merged.Salter Brand No. 46 Household Spring Balance Kitchen Scales made of green painted metal with a white large clock face dial marked in 1oz graduations and with a shallow metal bowl placed on the flat top connected to the mechanism. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. From: Glen Eira Heritage Management Plan (1996) - Vol 2 by Andrew Ward and Associates The widening of Dandenong Road during the late 1980's has resulted in the destruction of the houses in the path of the roadworks and the construction of a high fence serving as a visual barrier between that thoroughfare and the remaining houses. Where comparatively large villas once stood on spacious allotments, only "Wisteria" survives at No. 135 Normanby Road. Adopting forms and timber enrichment characteristic of the American Queen Anne style, it has this in common with the largely reconstructed timber villa at no. 11 Normanby Avenue and to a lesser extent, 746 Inkerman Road. Normanby Road retains its comparatively opulent Edwardian character in a mature landscaped setting with spacious gardens and mature planes parallel with the railway reserve which, on account of the low lying ground in its vicinity has a high embankment commencing on the alignment of Malvern Grove and continuing to Caulfield Station. The earliest villas are Edwardian. From Caulfield Heritage Management Plan 1996 by Andrew Ward In 1888, C. Hume owned lots 61, 62 and 63 in the Kooyong Park Estate, on the northwest corner of Gladstone Parade and Clarence Street. In 1889 Thomas B. Jackson, architect, of Shoobra Road, purchased the land and in the same year built a ten roomed brick house on lot 63 and part lot 62. Jackson leased the property to William Dalrymple in 1890. By 1894, the property was owned by P. Langwill and leased to James Ainslie, an accountant. By 1899, Frederick Henriques had moved into the house, which was known as ''Nulmore". In 1910, the house was vacant. In 1920, it was leased to Augustine Barbeta who continued to live there in 1930. By 1934, the house was renamed ''Brampton". ''Nulmore" is locally important as an unusually imposing Elizabethan influenced villa in Caulfield, comparing with nos. 34 and 25 Gladstone Parade. Its link with local architect Thomas B Jackson is of interest. Document - Folder, Margaret Stevens Nursing (Clinical Experience) Folder, 1981-1986
Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed. In 2004 was sold to the US-based HoMedics company, and in 2006, Salter Housewares USA and Taylor Precision Products Inc (also owned by HoMedics) merged.
