This piece of music has been produced during World War Two (1941) as a propaganda and fund-raising piece for the people of Alexandria in Egypt. It has both Greek and British backing with the headings on the cover in both languages. The music is a march and the title suggests that victory is on the way so the emotions are being stirred to keep up the morale. Egypt in World War Two was still under British influence and Alexandria is a port in Egypt at the mouth of the Nile River. In 1941 British battleships were based in the Alexandria harbor and two of them were disabled by Italian Navy divers. Hence it is not clear why it was the Hellenic (Greek) Red Cross raising funds for Alexandria through the sale of this music which was produced in that city by the Moharrem Press (founded 1938) and composed by Lena Bonfiliou, probably a Greek person. It is not known if this piece of music was bought in Australia or brought back to Australia by an Australian military person during World War Two.This is an interesting piece of music. Its connection to Warrnambool is not known but it is an example of the type of music produced during World War Two to help the war effort. This is a four page piece of music, ‘On the Road to Victory’ (a march) with a front cover, a blank end page and two pages of musical notation. The latter pages have black printing on white pages. The front cover has both Greek and English printing and a colour image of four British and Greek flags resting on a gun carriage with armaments underneath and indications of an explosion. There is a red stamp on the cover (Hellenic Red Cross). The pages are in good condition. This book belonged to the Warrnambool solicitor, Con O’Mahony (1863-1920). In 1883, he won the University of Melbourne Bowen Prize for his essay on the Federation of the Australian colonies. His prize, ten volumes of the ‘Lives of the Chancellors’, is today in the possession of the Warrnambool and District Historical Society. O’Mahony had a legal practice in Warrnambool in the Royal Chambers in Kepler Street at the end of the 19th century and the beginning of the 20th century. He was initially in a partnership with Messrs E.W. Klingender and Murray, then ,when this partnership was dissolved, he continued the business under the name of O’Mahony and later O’Mahony and Murray. He was actively involved in the management of the Warrnambool Mechanics’ Institute and was a member of the Warrnambool Hospital committee. The item here described shows O’Mahony’s interest in bridge-playing, a popular pastime at that time. This book is of some significance as it belonged to Con O’Mahony, a well-known lawyer in Warrnambool in the early 1900s. It also shows the interest in bridge-playing as a pastime during that period. This is a small hard cover book of 112 pages. It was published in 1901(eighth edition) and contains seven chapters on how to play bridge, a scoring table and an index. The last three pages are advertisements for other books on bridge. The cover is yellow with the title of the book, the author’s name and the publisher on the front cover contained within a scroll pattern with four coloured images of the four kings from a pack of cards. The back cover has a list of the British Chess Handbooks published by George Routledge & Sons Ltd. It gives details of the subdivisions – plan number, street, section number, allotment number, date, owner, solicitor and Titles Office number. The book is completely filled and today this information would be held in the Warrnambool City Council offices per electronic data storage. Warrnambool, founded in 1847, became a Municipality in 1856, a Borough in 1863, a Town in 1883 and a City in 1918. Subdivisions of land in the city continue to be made regularly for housing and business purposes.This book is of great historic interest because it details the subdivisions in the City of Warrnambool from 1935 to 1977. It shows the continuing growth of the city, particularly after World War Two. It will be a very useful resource for researchers. This is an exercise book with a black cardboard cover and red binding. This badge was produced to celebrate a gathering of past and present residents at Port Fairy in 1921, with the event officially called ‘Back to Port Fairy’. Port Fairy is on the Princes Highway, 28 kilometres west of Warrnambool. By 1921 Europeans had settled in Port Fairy for about 85 years, with John Griffiths setting up a whaling station on Griffiths Island in 1836 and James Atkinson establishing the town area in the early 1840s. Atkinson called the town Belfast and it was known by this name until 1887 when the name reverted to Port Fairy. The Back to Port Fairy celebrations in 1921 ran from November 10th to November 19th. A month before, in October 1921, the Glaxo factory, a prominent business in Port Fairy for many years, had been established.This badge is of minor interest as a memento of a celebration at Port Fairy in 1921 and is retained for display purposes.This is a metal badge with red edging, red lettering and a grey-coloured image of boats at the Port Fairy wharf. This is a supplement issued by the Weekly Times newspaper in 1896 to commemorate the opening of the Warrnambool Industrial ad Art Exhibition in November 1896. The exhibition ran for three months in the Warrnambool Town Hall/Mechanics Institute area with some temporary buildings. The attendance was recorded as 70,000, making it one of the biggest events ever held in Warrnambool. There were displays, competitions, concerts and operas and sporting and cultural events. The exhibition was historically important as being the time and place when the earliest surviving sound recordings made in Australia were produced by Tommy Rome on an Edison phonograph. The supplement came from the estate of Bruce Morris, the editor of the Warrnambool Standard from 1946 to 1968 and an important Warrnambool historian.This paper, although tattered is a most important souvenir of the Warrnambool Industrial and Art Exhibition of 1896-7, a significant event in Warrnambool’s history. Elizabeth Simkin 1988 Entrant No. 149 Ref: Series 34, Items 39, 111-113 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. Robyn Price 1988 Entrant No. 73 Ref: Series 34, Items 91, 92 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it.
