Book, Ballarat College of Advanced Education Annual Report, 1980
In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. In the early years of the 20th century adequate technical education was lacking and became a focus in the Victorian Parliament. After much debate and discussion among politicians and educationalists, the 1910 Education Act No 2301 was passed, making possible the establishment of new technical schools to address the dearth of skilled trades people. In July 1912 Collingwood Technical School opened in the modified bluestone buildings at 35 Johnston St, originally built in 1853 as the Collingwood Town Hall and Court House. Within three weeks, there were 57 boys enrolled - studying preliminary carpentry and pattern-making, plumbing, engineering, sheet iron work and bricklaying. They attended two hours a night on three evenings a week. In 1913, the school opened its doors to juniors and took residence in new permanent buildings erected on the site. It was classified as a trades school by the State Education Department. Two years later courses in electrical wiring and electrical and mechanical engineering were introduced. In 1988 Preston College of TAFE and Collingwood College of TAFE merged to become Northern Metropolitan Institute of TAFE (NMIT). Medal - Numismatics, 'Dead Man's Penny' for Edwin Joseph 'Ted' Cannon, c1919
The Dead Man’s Penny is a commemorative medallion which was presented to the next-of-kin of the men and women from England and the Empire who died during World War One. The Dead Man’s Penny was accompanied by a letter from King George V, stating ‘I join with my grateful people in sending you this memorial of a brave life given for others in the Great War’.[http://nma.gov.au/blogs/education/2010/11/14/dead-mans-penny/] Popularly known as the "Dead Man’s Penny", because of the similarity in appearance to the somewhat smaller penny coin. 1,355,000 plaques were issued, which used a total of 450 tonnes of bronze, and continued to be issued into the 1930s to commemorate people who died as a consequence of the war. [http://en.wikipedia.org/wiki/Memorial_Plaque_(medallion)] It was decided that the design of the plaque was to be picked from submissions made in a public competition. Over 800 designs were submitted and the competition was won by the sculptor and medallist Edward Carter Preston with his design called Pyramus, receiving a first place prize of £250.[http://en.wikipedia.org/wiki/Memorial_Plaque_(medallion)] They were initially made at the Memorial Plaque Factory, 54/56 Church Road, Acton, W3, London from 1919. Early plaques did not have a number stamped on them but later ones have a number stamped behind the lion's back leg. [http://en.wikipedia.org/wiki/Memorial_Plaque_(medallion)] Ted Cannon's plaquette does not have a stamped number. Ted Cannon was a gifted artist and cartoonist who studied at the Ballarat School of Mines Technical Art School. During the Battle of Pozieres on the Western Front Ted Cannon worked with the Scout Platoon sketching the enemy's gun emplacements. Ted proved invaluable to the Brigade and brought he came under the attention of the Australian High Command. On 13 September 1916 Ted was given a special assignment for General C.B.B. White. Ted was sent out forward of the Old Mill at Verbrandenmolen (in the Ypres Salient) to draw a panorama of the German lines in the area from Hill 60 to The Bluff. It was a hazardous task and Ted was warned to be careful. Tragically he was sniped by an enemy machine-gunner and sustained severe abdominal wounds. Stretcher-bearers rushed him to the 17th Casualty Clearing Station where he was operated on by the doctors at 8.30 that night. With little chance of success, but ever resilient, Ted remained conscious almost to the end. He died early in the morning of the 14 September 1916. His body was buried in the large Military Cemetery at Lijssenthoek. The effects of the late Ted Cannon were returned to his parents. These were an autograph book, three brushes, prayer book, housewife, whistle, book, hymn book, curios. It is not known how the 'Dead Man's Penny' came into the ownership of the donor, but it is thought that it may have been left in a house owned by the donor's mother. Next to Lady Britannia is the deceased solider’s name, with no rank provided to show equality in their sacrifice. Edwin (Ted) Cannon was born at Ballarat on 30 July 1895, the only son of Edwin and Florence Cannon. He studied art at the Ballarat School of Mines Technical Art School. Ted displayed a talent for industrial design but it was his black and white work that 'drew' most attention. His cartoons and caricatures, heavily influenced by Phil May, were of a particularly high standard. During the Ballarat Exhibition of 1913 Ted's work was singled out for notice and he was awarded First Prize. After completing his art course Ted was employed as an assistant teacher at the Ballarat Technical Art School, before taking a position as cartoonist with the Ballarat Star newspaper at the end of 1914. With the war raging in Europe Ted discovered a darker aspect for his artwork, but, still, he could not resist depicting Turkey as a full-feathered, fez-wearing bird. In 1915 Ted was awarded the prestigious Victorian Education Department Senior Technical School Scholarship. Only months into his scholarship, Ted volunteered for the AIF. A keen member of the local 71st "City of Ballarat" Regiment Ted was already primed for a life in the army. He embarked from Port Melbourne on 23 November 1915 with reinforcements to the 6th Infantry Battalion bound for Egypt. The map maker, Ferdinand M. Krause, was a professor at the Ballarat School of Mines. This land was printed form the Crown Lands Department, Melbourne. Coloured map of the County of Grenville. The edge has been taped. The scale is 40 chains to 1 inch. The map is accompanied with a foolscap sheet printed by the Mines Department in 1898. It is a Report on the Parish of Smythesdale by F.M. It is not known which building these plans belong to. Since there is a Heat Treatment Room and a number of vices it may be a metalwork room, and may be related to Repatriation classes after World War One. Document, Indenture Between Robert M. Serjeant, Joseph Flude and the Trustees of the Ballarat School of Mines regarding Letters of Patents for the Benefit of the Ballarat School of Mines, 1877, 04/03/1875
R.M. Serjeant was listed as a mining manager and Joseph Flude as a metallurgist. In 1875 they were both living in Ballarat. The patent number is A.D.1875, 4th March. No 2031. According to the patent the hearth of the furnace is in the form of a cone revolving horizontally. The feed is supplied to the apex of the cone by an archimedian screw. The crown of the furnace comprises a double covering or roof with an intermediate chamber for receiving heated air. The inner covering is pierced to admit of the heated air being brought into contact with the pyrites on the face of the revolving hearth. The discharge of the roasted substance is affected by means of a scraper at the base of the cone. It was claimed that this was a new mode of introducing heated air, and the exclusion of flame during the operation of roasting pyrites. The self-acting charge and discharge of the furnace and the peculiar construction of the hot air chambers, and the use of perforated bricks through which the supply of air is affected were also new. The extraction of the gold from pyrites and the utilization for commercial purposes of other substances connected with pyrites are peculiarly important to Ballarat, because were a simple and inexpensive method devised there are millions and millions of tons of quartz that would then be made remunerative. With this thought in their minds two scientific gentlemen invented the school of mines self-acting rotatory furnace. This, for lack of funds, has not been completed as yet, but the amount in hand for the purpose is daily increasing, and it will eventually be an accomplished fact. It is in contemplation also to erect machinery shops in connection with the school, and it is purposed to con struct a steam-engine to do at once the work of the pyrites treatment and the ma chine room. A model shaft and mine too are being prepared for on the reserve, so that practical mining of the most thorough character may be taught on the ground.'Large indenture on red bordered vellum. Henry J. Hall was an teacher Freehand Drawing and Model Drawing at the Ballarat School of Mines. In 1889 he reported to the Ballarat School of Mines Council that this class was never established for the cultivation of Art (as generally understood) or the making of pictures but with an idea of assisting artisans - of both sexes - and persons connected with mechanical industries, in acquiring lightness of hand, and facility in the use of a black-lead pencil so as to be able to place legibly and intelligibly upon a sheet. For many years Henry Hall advertised private tuition in Drawing, Painting and Perspective, at 'Ferndale', 25 Eyre Street. Handwritten letter on paper with the address 'Ferndale, 25 Eyre Street, Ballarat' printed at the top. The handwritten letter is from Henry J. Hall to Andrew Anderson, President of the Ballarat School of Mines. Handwritten in ink "March 19th 98 Andrew Anderson Esq President School of Mines Dear Sir I am informed by the registrar of the School of Miens that you are desirous of despensing [sic] with the services of Drawing Instructor at that Institution. The reason assigned being dis-satisfaction expressed by the inspector regarding "the quantity and quality of the freehand work done during the year. Before any definite action is taken, might I ask in justice to myself and the students whose work is thus maligned, that I be allowed a personal interview with Mr Monkhouse in order to ascertain the grounds of his complaint, and afford me an opportunity of vindicating my position. In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. The photograph shows the students outside the school building. Musical instruments, trophy and shield are shown. When World War 1 began, the school formed a 16 piece Bugle Band. A squad of Junior Cadets led by Mr A Williams and later Mr H Wakeling competed at the South Street contests. This image was taken for the purposes of illustrating Jack Harvey's book 'Eureka rediscovered'. According to the State Library of Victoria catalogue the work is an over-painted photographic print, photographed by an unknown photographer from the painted canvas by Izett Watson and Thaddeus Welch, which was exhibited as a painted cyclorama in the 'Battle of Waterloo' Cyclorama building, Fitzroy, ca. 1891. This artist may by Beryl Ireland, who was a miniaturist and studied at the National Gallery of Victoria Art School in the 1870s. The Davey Paxman Experimental Steam Engine was purchased as the result of a bequest from Thomas Bath. The 'substantial sum' was used to build an Engineering Laboratory. The Ballarat School of Mines Council minutes of 08 November 1901 record: - Plans for [the] proposed building were submitted ... and ... it was resolved that a temporary building for an Engineering Laboratory be put up.' This laboratory, as an existing building, is first mentioned in the Ballarat School of Mines President's Annual Report of 1901, presented on 28 February 1902, reporting 'the erection of a building 67ft long by 33 ft wide' This report also lists all the equipment that would be accommodated in the Engineering Laboratory, including the experimental steam engine and boiler. The experimental Davey-Paxman steam engine arrived in Ballarat towards the end of 1902. The Engineering Laboratory was opened on 14 August 1903 by His Excellency Sir Sydenham Clarke. This engineering laboratory remained in use till about 1945. By 1944 preparations were under way at the Ballarat School of Mines to expand existing facilities, to be ready for the influx of returned soldiers. A new Heat Engines laboratory was built, this time of brick construction, replacing the previous corrugated-iron shed. In the early stages the steam engine was used to drive an overhead transmission shaft for machinery in the adjacent workshop. Later the steam engine was moved to a space that became the Heat Thermodynamics Laboratory. At the end of 1969 the engine was relocated to the Thermodynamics Laboratory at the then Ballarat Institute of Advanced Education (BIAE) Mt Helen Campus. It was donated to Sovereign Hill in 2006. According to the research of Rohan Lamb in 2001 around five experimental steam engines were made by Davey Paxman, and three of these had similar configuration to the Ballarat School of Mines Steam Engine, however, each of these was also unique with different valve arrangements. The list, which was on a scrap of paper in a folio held in the Essex Archives, confirmed that one was sent to India. The Ballarat steam engine can be dated to late 1901 to early 1902. Zig Plavina was responsible for moving the steam engine to Mount Helen, and worked on it as a technician for many years. He observed the following: * The condenser is driven by the low pressure engine. * The following arrangements are possible: i) the high pressure engine alone, exhausting to atmosphere. Condenser not used, crankshaft flanges not coupled. ii) crankshafts coupled, mains pressure (120 psi) steam supplied to high pressure engine, partially expanded steam delivered to low pressure engine (Tandem operation). Choice available re exhaust steam: either to the condenser or to atmosphere. iii) crankshafts not coupled, reduced pressure steam supplied to low pressure engine. Exhaust steam - either to the condenser or to atmosphere. * Valve arrangement - a choice of Pickering cut-off or throttle governor. Ruby Lonie was Senior Clerk of the Ballarat School of Mines (SMB) Administrative Staff. Always known as Miss Lonie, her sole position was at SMB where she worked between May 1914 and May 1960. When the SMB Registrar, John Robinson, died in 1935 the question of who would fill the position became a matter of urgency. The temporary answer was Miss Lonie, who was the senior clerk on the Registrar's staff. The permanent position was looked upon as an exclusively male preserve. At Miss Lonie's retirement function SMB President, M.B. John, noted that Miss Lonie had joined the staff in 1914 and had 'done a tremendous job since that time, and for many years had been the Registrar's "Right Hand Man". Twenty Four years after having acted as Registrar the current SMB Registrar, F.F.Ferguson recognised Miss Lonie's assistance and her extensive knowledge of the history and the administrative procedures of the School. He added 'I have noted on many occasions Miss Lonie's kindly interest in people in times of sickness or difficulty and her willingness to help.' Current and former staff members were keen to acknowledge Miss Lonie. Former Principal Dick Richards said 'That Miss Lonie had been in this one job all her life is a great tribute to the school, and the Council is conscious of her devoted service.' The Principal, Mr Arblaster, on behalf of himself and the staff presented Miss Lonie with a gold watch and wished her well in her retirement. In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. The photograph shows the Albert Steane, the first Headmaster, with other members of Staff outside the Dana Street Primary School where the Junior Technical School first began. Harold Brocklebank Herbert (16.09.1891-1945) Harold Herbert was one of the first pupils at the school starting in 1891, commencing as a 15 years old he studied Applied Design and Architecture at the Ballarat Technical School of design attached to the Ballarat Fine Art Galery, transferring to the Ballarat Technical Art school attached to the Ballarat School of Mines. He was a certificated Art Teacher with the Victorian Education Department. His talents were identified by Ballarat’s Ponsonby Carew-Smith who rose to become Art Inspector with the Victorian Education Department. His teaching career included being appointed Principal of the Sale Technical Art School in 1898. Harold Herbert undertook further studies in England returning to Ballarat with all new entrepreneurial ideas. He worked at the Ballarat Technical Art School between 1915-19. Harold Herbert was involved with the design of the Ballarat Arch of Victory, and was responsible for the reproductions in ‘The Education Department’s Record of War Service. Had been principal of the Sale Technical Art School since 1898, and had undertaken further studies in England returning to Ballarat with all sorts of entrepreneurial ideas. In 1924 the Ballarat School of Mines Students’ Magazine reported “We are perfectly safe in claiming on behalf of our school, that no institution of its kind has turned out a greater number of men and women students who have since “made good” while some have achieved enviable prominence in the world of art. Amongst these later, the most brilliant is Harold B. Herbert whose work is so widely and justly appreciated throughout Australia and whose achievements are watched by his old school with the greatest pride. He commenced at the School when he was about 15 years of age, and followed a course of training very similar to what most students are doing the most valuable qualities shown by him during his career as a student were a passion for drawing and a capacity for taking pains, so essential in all artwork. He was appointed as Assistant Art Teacher at Ballarat on completion of his course, and later assistant in the office of Art Inspector. All of his spare time was devoted to out-door sketching and commercial drawing and he showed an ability in practical design for various crafts quite equal to the ability he has since displayed in depictive art. His return to this School as senior master and his departure to devote himself entirely to fine art are quite recent happenings with which all students are familiar. The wonderful exhibition he held in Melbourne on return from a sketching trip abroad has place him amongst the leading artists of Australia. Upon his death in 1945 the Ballarat School of Mines Student's Magazine recorded: "The death of the famous water-colour artist, Harold Herbert, will be a distinct loss to art in Australia. he was educated at the Ballarat Art School which it was situated in Sturt Street, and the gave promise of becoming a famous artist then. his talents were recognised, and in water-colour work he quickly made a name for himself. his landscapes in water-colour are in the principle galleries of the world, and many of them are to be found in the Ballarat gallery and in other provincial galleries. In 1941 he was appointed official war artist for the COmmonwealth, and he served in the Middle East and Syria. Exhibitions of his war pictures have been seen at different times in Melbourne."Portrait of a young man in a suit.
