The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. (https://www.victoriasforestryheritage.org.au/community/schools.html, accessed 26 September 2020) Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. In about 1820 Henry Pershouse Parkes, from Dudley, established the Tipton Green Chain and Anchor Works (Staffordshire). The firm’s products included cables, chains, anchors and all kinds of forgings. In 1851 some tests were carried out on the company’s chains to demonstrate the tensile strength and fibrous toughness of the iron used in their production. The iron used on this occasion was supplied by Summer Hill Iron Works. Some of the chains were exhibited at the Great Exhibition in 1851 and also at the 1855 French Exhibition in Paris, where they won a prize medal. Henry Pershouse Parkes died in 1867 and appears to have been succeeded by his son, who had the same name. In 1867 the firm produced the largest anchor in the world, at that time. It was built for Brunel’s S. S. Great Eastern to the patented design of Joseph Beterley, of Liverpool. The anchor, which weighed eight tons was twenty six and a half feet long and cast from iron supplied by Bloomfield Iron Works. It was tested at Tipton Proving House and found to be able to stand a strain of 100 tons. Henry Pershouse Parkes junior went into partnership with Alexander Stewart Ross to form Henry P. Parkes and Ross. The partnership came to an end in 1885 and the company became Henry P. Parkes & Company. In 1904 the business was sold and became H. P. Parkes and Company, under the control of N. Hingley & Sons Limited, of Netherton. In 1944 the company’s name was changed to Richard Sykes and Son Limited, then in 1947 it became H. P. Parkes & Company Limited. The business went into liquidation in 1966.The item is significant as an early example of a well known prize winning British anchor and chain maker from the mid 19th century. The company name on the anchor indicate the period of manufacture making it a significant item prized today by collectors.Anchor 5 pronged metal with loop at bottom to attach anti-snag rope. This wagon is linked to Mr Stanley James Bell via his father Mr John Bell, who owned "Warrumyea" at Wangoom. It is believed that Stanley grew up and worked for his father at this property, eventuality inheriting his father's death in 1920. This wagon was likely used at Mr Stanley Bell's property “Warrumyea” at Wangoom around 1920-1940. The wagon was donated in 1984, at which time it was noted as having a brass plate inscribed "Jas", which name Stanley was known by. Also, a painted on the wage was “S J Bell Wangoom”. Remnants of the original paint colours of blue and yellow show on the photograph, which was taken at the time of cataloguing. Mr John Bell Snr from Plymouth, England, arrived in Portland, Victoria, around 1860. He had served in the British navy as a lad for a number of years. On arriving in Australia he travelled to the Wangoom district where he lived for many years. Mr J Bell worked for 20 years as herd manager at “Wangoom Park”., for Mr F Tozer (1843-1954), one of the original pioneers of the western district. He went on to pursue dairying and general farming at his property “Warrumyea” Wangoom. Bell’s son Stanley James Bell went to the Wangoom School. His first reader from this school, published in 1909, has his name inscribed in the flyleaf “Stanley J. Bell, Warrumyea, Wangoom” and is now in the collection of the Warrnambool & District Historical Society. Stanley went on working the property “Warrumyea” and eventually purchased “Wangoom Park” in 1956, where his father had been employed years before. Mr S J Bell died in 1968.The wagon is significant for its association with the farming history of Wangoom and the Warrnambool area in general. Also, the wage is significant for its association with one of the early families that settled in the Warrnambool area and their contribution to the dairying and general farming industries that sprang from their efforts. The wagon has a good provenance linking it to Mr Stanley James Bell and is also a good example of how goods were transported using horse-drawn vehicles at the beginning of the 20th century.Four-wheeled wagon or cart,12 spokes in each wheel, wooden axle with rear hub brake. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. Clauss Cutlery’s long and vivid history started in early 1880’s when John Clauss and his younger brother Henrie established Elyria Shear Works in Elyria, Ohio. At one time the company was the largest manufacturer of scissors and shears in the world and was acquired by Acme United Corporation in 2004. John and Henrie Clauss, of German origin, started Elyria Shear Works from a one-room building in Elyria, Ohio Together with five employees, they began manufacturing scissors, shears, straight razors and serrated kitchen knives In August 1887, the Company moved to Fremont, Ohio to be near an accessible, abundant supply of natural gas which had recently been discovered. 1889, disaster struck as the plant was completely destroyed by fire, In 4 months Clauss built a new plant and was back in full operation and changed the company’s name to Clauss Shear Company. 1919 Clauss Shear merged with Henkel Company, to become Henkel-Clauss Company. Henkel Company was founded in 1906 to manufacture manicure and pedicure files, knives, shears and razors. After World War II, Clauss was unable to compete with European firms producing household scissors and shifted its focus to industrial scissors. In 1967 Clauss was taken over by Alco Standard Corporation who integrated Clauss into its existing structure to manufacture tools for industrial niche markets. Clauss made surgical scissors for eye operations, heavy duty metal cutting shears, poultry shears for gutting chickens and specialty items such as anti-acid, anti-magnetic tweezers for the electronics industry. Clauss had approximately 100 employees and produced about $18 million in annual revenues in the late 1980s, but profits continued to decline. After the arrival of the Cheltenham Railyway Station Charman Road became the main shopping centre. From 1 small shop - Mrs Meeres who sold sweets, school requisites and drapery - it proceeded to develop throughout the 1890's with various traders until the 1910 Postcards show many shops on both sides of the road, Stephen Charman, aged 21years, arrived in Melbourne in 1842 as one of Henry Dendy's Emigrants. 1852 he purchased 160 acres for £328 bounded by Charman Rd and Balcome Rd. 'The Spring' was an important water source for the local Aboriginal people and then for the early settlers. Charman's first wife Harriet and their infant child died and in 1850 he married a widow with 5 children, Mary Gettens. Their first home was made of wattle and daub and they had 7 more children. Later a weatherboard cottage was built c 1855 Together they developed a market garden and specialized in marigolds which were sold for medicinal purposes to the Melbourne Chemists - Martin & Pleasance . The first Methodist Church Services were held at Spring Grove and the Charmans donated land in 1857 for the first Chapel, Cemetery and Primary School . Mary died 1870 and Stephen married again and moved to Gippsland where he died aged 85 in 1906 Stephen and Mary Charman were pioneer market gardeners in Moorabbin Shire 1842 and were involved in the development of Church, school and community in the area now called Cheltenham. Whitmuir Hall was built 1850 using bricks hand -made from the clay of nearby Elster Creek. Early history of the 156 acre estate bounded by McKinnon, Centre, Thomas and Wheatley Roads is obscure. The gardens were laid out prior to 1850. Robert Gray Ford purchased 20 acres with mansion in 1872 for £ 1750 and it was valued at £ 25,000 in 1888 but sold after the Bank Crash 1890's for £ 5,000 in 1892. There were many owners over the years including Thomas Bent and in 1870 it was called 'Killearnan'. It is now is known as 'the Bentleigh Club and many original features have been restored and preserved . Whitmuir Hall, was a stately mansion built 1850 typical of the grandiose plans of successful early settlers. A typical leisure activity for children of this era was a doll's tea party. The Methodist Children's Home in Cheltenham was founded c1880 to provide housing for neglected children from the inner city. The Founders aimed to provide regular nourishment, a stable environment and integrate the children into the local community thereby improving their education and lives. However new settlers to Cheltenham area who were seeking a healthier and more respectable lifestyle for their families were not happy to share Church and School with the Home's Children. (see 00561) 1950's saw a new direction for the support of children and families in poor and difficult situations . The new Burwood Homes Facility opened in 1951 and children were transferred from Cheltenham in 1952.
