From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. Participants gave a four minute prepared speech and a two minute impromptu response to a topic. This programme was from the first interstate final, it was held at the Historic Chamber of the Melbourne City Council. 1995 was the first year it became in interstate event with 411 entrants in NSW, 360 in Victoria, plus 4 schools in Brisbane, ending with this Interstate Championship. The plan was for a National Final in 1996. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the State, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland. Dated 1919, the Eltham Obelisk is decorated with wreaths, most likely for what was originally known as Armistice Day though now known as Remembrance Day, 11 November. The location of the Obelisk at the corner of Bridge Street and Main Road became known as Obelisk Corner and the Bridge Street bridge was also referred to as Obelisk Bridge. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). Instituted by King George V in 1919 to mark the end of World War I and record the service given. The British War Medal 1914-20 was awarded as follows: Navy: 28 days mobilised service in Australia, at sea or overseas during prescribed periods. Army: Entered theatres of war during specified periods or left places of residence and rendered approved service overseas. Mercantile Marine: Awarded to the men and women of the Mercantile Marine who served at least six months at sea between 4th August 1914 and 11th November 1918. Licensed Pilots, Fishermen and crews of Pilotage and Lighthouse Authorities' Vessels, and of Post Office Cable Ships were also eligible. Those eligible also included members of women's organisations; persons on the staffs of military hospitals and members of recognised organisations who handled sick and wounded; and members of other duly recognised or other authorised organisations as specified in medal regulations. The qualification period of service between 5 August 1914 and 11 November 1918 was later extended to cover post-war mine clearance and service in Russia during 1919 and 1920. The ribbon has a wide central watered stripe of orange, flanked by two narrow white stripes, which are in turn flanked by two black pin-stripes, further flanked by two outer stripes of blue. The colours have no particular significance. The medal is cupro-nickel with the effigy of George V on the obverse. The reverse has an image of St George on horseback trampling underfoot the eagle shield of the Central Powers, and a skull and cross-bones, the emblems of death. Above this is the risen sun of victory. An interesting document outlining the evolution of the tradition of pausing in silence for remembrance on 11 November each year. The account outlines how King George V decreed a two minute silence be held at the first anniversary of the Armistice - originally referred to as Peace Day. The events included a letter written by Edward George Honey, an Australian journalist, proposing the idea on 8 May 1919. In it part of it says: "Should not this be the spirit of at least a fragment of our Peace Day? Communion with the Glorious Dead who won us Peace, and from the communion new strength, hope and faith in the morrow, Church services, too, if you will, but in the street, the home, the theatre, anywhere, indeed, where Englishmen and their women chance to be, surely this five minutes of bitter-sweet silence there will be service enough. Before and afterwards, sing and make merry as we will. Of one thing, I am quite certain, and the tis that our songs will take a deeper, truer note after those five minutes of remembrance We will have gathered from them strength for the morrow. God knows we need it!" The document was produced by a committee that was proposing a memorial to Edward Honey to record his role. It was forwarded too H.G. Brain, presumably a Legatee who could bring this information to Legacy's attention. Items were in an envelope with other photos and programmes from different items relating to the Shrine of Remembrance - including discussions on its location and design. Labelled 'Shrine of Remembrance S1 - S14' it was part of an old archive numbering system, that showed there has been efforts in the past to collect, order and save items of Legacy's history. Documents relate to aspects of Legacy committees from as early as 1923 to 1950. In the original archive project these documents were put together. The card (two copies) is a promotion of the Deceased Soldiers Children Welfare Committee. It is asking the Legatees where they would like to help - for instance the Junior Boys Club, the holiday camp, Big Brothers for deceased comrades sons, or with vocational placements. This shows that the legatees were being reminded of their obligation to Legacy. It also captures the part of the poem 'In Flanders Field' that relates to the Torch and a quote about Legacy's work. It is from approximately 1927. A letter dated 1966, that accompanies these cards is from Frank Doolan and it claims that this might the sole surviving example of the brochure. He says it is an 'early Legacy story' that is now nearly 40 years old. It also says : 'In those days Literary and debating amongst boys was an important part of our weekly Boys Class, under Jim Gillespie, Alan Murray, Harold Peters and Co, and we turned out some remarkable boys including Ted Kennedy, Graham Billiet, Jack Covue and Jim McGregor, and entered several of them at Ballarat South Street in this year of 1928, which was also the year of the first demonstration in the Melbourne Town Hall.' Another letter is to Legatee Joynt from Legatee J Barnes dated 18th November 1938, it mentions that the recent Clothing Committee meeting had decided it was better to approach Legatee wives directly to get donations of clothing for the junior legatees, by ringing them. It was attached to a report on the meeting of the Clothing Committee from 11 November 1938. A third letter is a a cover letter to the Chairman of Legacy (W E Orr) attached to the resolutions made at the Welfare Sub Committee meeting on 29 August 1950. Cogan is a textile artist and her work is political in nature. 'War and Peace' is about the Vietnam War and a statement about patriotism in war, of lessons not learnt, of remembrance and never forgetting. This work is an expression of her feelings towards this time and of her husband's experience who fought in this war. The Republic of Vietnam 'Vietnam Campaign Medal' is from the former country of South Vietnam (Republic of Vietnam). Established in 1966, it was awarded to members of United States, Australian, and New Zealand military forces serving six months or more in support of Republic of Vietnam military operations. The medal is issued with a device known as the 1960 Bar. The bar displays the date of 1960 followed by a dash and a blank space. The unusual appearance was caused by the government of the Republic of Vietnam stating that the 1960 bar would show the dates of the Vietnam War from start to finish, with the ending date placed on the 1960 bar after the South Vietnamese had triumphed over North Vietnam (the Democratic Republic of Vietnam). Since South Vietnam fell, and the government ceased to exist, an ending date for the 1960 Bar was never established. The Vietnam Campaign Medal is considered a foreign award by the U.S., Australian, and New Zealand governments. The joint Australian and New Zealand campaign medal awarded for service in the Vietnam War is the 'Vietnam Medal'. The obverse of this medal shows the crowned head of Queen Elizabeth II, with titles, while the reverse has the inscription VIETNAM above a symbolic representation of the ideological war in Vietnam. The RSL poppy (the Flanders poppy) has long been a part of Remembrance Day, the ritual that marks the Armistice of 11 November 1918, and is also increasingly being used as part of Anzac Day observances. During the First World War, red poppies were among the first plants to spring up in the devastated battlefields of northern France and Belgium. In soldiers' folklore, the vivid red of the poppy came from the blood of their comrades soaking the ground. The poppy soon became widely accepted throughout the allied nations as the flower of remembrance to be worn on Armistice Day. Today the RSL continues to sell poppies for Remembrance Day to raise funds for its welfare work. "War and Peace' is significant as it explores and highlights a period in history (the Vietnam War), which was contentious both socially and politically. Cogan and her family lived locally, in the Shire of Eltham during this time, and her work is a reflection of the experiences and sentiments of a section of the Nillumbik community. Textile piece. A dress believed to have belonged to a family member of Mrs. Jessie Somerville Singer (nee Watson), 1849-1935. As the dress dates from circa 1850, it could have belonged to someone from one generation previous, possibly her mother Elizabeth Watson. Jessie Somerville Singer was the second wife of Mr. Edward Singer (1829 – 1904) of 'Somerville', New Street, Brighton Beach. Edward's first wife, Maria, died in 1861; their son William died approximately 12 months later. In the 1861 census of North Bradley England, Edward was recorded as a carpenter journeyman. After these tragedies Edward, then aged 30, left England to start a new life in Australia. He emigrated as an unassisted passenger on the steamship 'Great Britain', departing from Liverpool and arriving in Melbourne in April 1863. Edward worked as a joiner and overseer for a timber merchant in Franklin Street, Melbourne. In December 1869 he bought a property at 1115 Hoddle Street, East Melbourne, between Hotham and George Streets. At some stage he also acquired 1117 Hoddle Street. He also owned another property in Rushall Crescent, North Fitzroy. On 10 July 1873 Edward married Jessie Somerville Watson, the daughter of William Watson and Elizabeth Martin. They lived at Hoddle Street for some years, later moving to Rushall Crescent, North Fitzroy before in the 1880s settling in what was then the semi-rural suburb of Brighton. Edward is recorded as working there as a joiner. The house 'Somerville' was built by the Singers in circa 1880 at 100 (now 78) New Street, Brighton. The family moved there upon Edward's early retirement and lived there until 1941. 'Somerville' was sold, the house demolished and the land subdivided in the 1930s. Edward and Jessie appear to have lived comfortably. Edward died on 30 July 1909. Jessie died on 11 November 1935. Many members of the Singer family have lived in and around Brighton since Edward and Jessie first made their home there. The donor, Mrs Dorothy Constance Cook, was Jessie's granddaughter.A silver and brown striped silk taffeta dress comprising separate bodice (.1) and skirt (.2). The dress features a high round neckline fastening down the centre front with concealed hook and eye closures with ten (two missing) decorative brown silk velvet buttons. The front and back feature a briown silk velvet ribbon that forms a v shape from the shoulder to the centre front just below the bust and centre back below the shoulder blades. From the ribbon falls a brown and silver silk fringe approx seven cms deep. The bodice is shaped and boned into the waist and finishes in a deep v over the stomach. At the back the bodice is shaped to the body finishing in a smaller curved v over the small of the back. The sleeve attaches to the bodice at the true shoulder and falls in a pagoda sleeve to the mid forearm. The sleeve is also trimmed with brown silk velvet ribbon near the base of the sleeve. The Album was compiled by Nancy McHaffie late 1990's, with the assistance of Edith Jeffery's, with her book "Garden of Memories" and extensive knowledge of Phillip Island. The Cemetery lies back from the road and is surrounded by Manna Gums, rare Peppermint Gums, Blackwoods and other native trees. In all 25 acres of land were set aside as Crown Land in the land settlement of 1868. A leaflet issued by General William Birdwood to the AIF troops just after the Armistice on 11 November 1918 to end the first world war. 'To the officers, Non-Commissioned Officers and Men of the Australian Imperial Force. It is now just four that we have been serving together, often through days of hardship and peril, and often through times of well-deserved success. During this time I hope and think we have come to know each other well and I trust we realised how rightly we have confidence in each other. No words of mine can possibly express all I feel for the magnificent work which has been done by the Australian soldier during these long four years. It is well known and recognised, not only throughout the British Empire, but throughout the world - and now we have peace in sight, and peace after a victory in which the Australian soldier has taken so large a share. Even then, with peace there are still difficult times before us. Faith in our recent foe cannot quickly be established, and it may be that some little time yet we shall be able to relax no precautions, until we are assured of the complete and honest fulfilment of our terms. Then will come the difficult time of demobilisation, and it is regarding this that I wish to make a personal appeal to every single member of the AIF in the full confidence that it will be met as every other appeal to face and tackle the strongest positions has ever been met by the Australian solider. Never has the name of Australia stood higher than it does now throughout the world, thanks to the bravery of her soldiers, and it sup to everyone one of us to see that this is maintained, and that no reproach can be cast on the Australian Flag owing to any behaviour of ours. The time of demobilisation will undoubtedly be difficult and irksome - I fully realise what great personal self-restraint will certainly be required - but if each individual of us makes up his mind to do his best during these times, realising the good name we bear, I feel confident that all will go well. I want you to remember that everything possible will be done to look after and help the troops during this period, while every energy will be strained to get men back to their homes as soon as this possibly can be done. You will have to realise, however. that there is a great shortage of shipping, and that there must be a considerable inevitable delay. Play the game, boys, during this time, as you have always done, and add still more to the deep debt of gratitude which will always be acknowledged to you by the Empire and remembered by me as your comrade and commander. The Australian Navy's first flagship, the battle cruiser HMAS Australia (I) was the centrepiece of the 'Fleet Unit', whose acquisition signalled the RAN's arrival as a credible ocean-going force. The Commonwealth Government decided upon the name Australia, and it proved a popular choice, carefully avoiding any suggestion of favouritism towards any one Australian State. Notwithstanding some construction delays, John Brown delivered Australia £295 000 under budget. Following successful gun, torpedo and machinery trials she commissioned as an Australian unit at Portsmouth, England, on 21 June 1913 under the command of Captain Stephen H. Radcliffe, RN. Two days later the ship hoisted the flag of Rear Admiral George Edwin Patey, MVO (later Vice Admiral Sir George Patey, KCMG, KCVO), who had been selected to command the Australian Fleet. In company with the new light cruiser HMAS Sydney (I), Australia sailed from Portsmouth on 21 July 1913, and their voyage home was seen as a further opportunity to stimulate public awareness and naval sentiment around the British Empire. Arrangements were made at the first opportunity for the flagship to visit many of the principal Australian ports. On the outbreak of World War I Australia (I) operated (with other ships of the Australian Fleet) as a counter to the German East Asiatic Cruiser Squadron under Admiral Graf von Spee. On 11 November 1918, the signing of the Armistice brought the fighting in Europe to an end. On 21 November, the Grand Fleet came out from the Firth-of-Forth in two divisions to meet the German High Seas Fleet steaming across the North Sea to be interned at Scapa Flow. Australia (I) had the honour of leading the port line at the head of her squadron. After returning home Australia (I) resumed the role of RAN flagship. A year later she played the leading part in the naval activities associated with the visit of the Prince of Wales in HMS Renown, but her time was rapidly running out. In November 1921 she returned to Sydney and the following month was paid off into reserve on 12 December 1921. Less than three years later she was prepared for scuttling to comply with the terms of the Washington Naval Treaty of 1922, which provided for a reduction in naval strengths. The RAN had already removed some of the ship's equipment for use in other warships, and now began the deliberate scrapping of Australia (I) by extracting piping and other small fittings. She was towed to sea by tugs and sunk along with her main armament in position 095 degrees, 24 miles from Inner South Head, Sydney, on 12 April 1924. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. George Alfred Yung, known as Alf, pictured in the second row, 10th from the left, enlisted on 25/02/1916; embarked on 19/02/1917; was killed during the battle of Menin Gate at Yrpres, Belgium on 20/09/1917. https://www.awm.gov.au/collection/U51447 The 7th Battalion was among the first infantry units raised for the AIF during the First World War. Like the 5th, 6th and 8th Battalions, it was recruited from Victoria and, together with these battalions, formed the 2nd Brigade. The battalion was raised by Lieutenant Colonel H. E. "Pompey" Elliott within a fortnight of the declaration of war in August 1914 and embarked just two months later. After a brief stop in Albany, Western Australia, the battalion proceeded to Egypt, arriving on 2 December. It later took part in the ANZAC landing on 25 April 1915, as part of the second wave. Ten days after the landing, the 2nd Brigade was transferred from ANZAC to Cape Helles to help in the attack on the village of Krithia. The attack captured little ground but cost the brigade almost a third of its strength. The Victorian battalions returned to ANZAC to help defend the beachhead, and in August the 2nd Brigade fought at the battle of Lone Pine. While holding positions captured by the 1st Brigade, four members of the 7th Battalion, Corporal A. S. Burton, Acting Corporal W. Dunstan, Lieutenant W. Symons and Captain F. H. Tubb, earned the Victoria Cross - Burton posthumously. The battalion served at ANZAC until the evacuation in December. After the withdrawal from Gallipoli in December 1915, the battalion returned to Egypt. In March 1916, it sailed for France and the Western Front and entered the front line trenches for the first time on 3 May. The battalion's first major action in France was at Pozieres in the Somme valley where it fought between 23-27 July and 15-21 August. After Pozieres the battalion manned trenches in the Ypres salient in Belgium, before returning to the Somme valley. It saw out the horrendous winter of 1916-1917 rotating between training, working parties and duty in the trenches. In early 1917, the Germans withdrew to the Hindenburg Line and the 7th Battalion participated in the brief advance that followed and then came to a grinding halt before Bullecourt. The battalion was withdrawn from the front line for training on 9 May 1917 and did not return to action until the Ypres offensive of September and October. It fought major battles at Menin Road on 20 September and Broodseinde on 4 October, and then spent much of ensuing winter in the Ypres mud. In March and April 1918 the 7th helped stop the German spring offensive in northern France and later participated in the Allies' own great offensive of 1918, that began with the battle of Amiens on 8 August. The advance by British and empire troops on 8 August was the greatest success in a single day on the Western Front, one that German General Erich Ludendorff described as, "the black day of the German Army in this war". The battalion continued operations until late September 1918. At 11 am on 11 November 1918, the guns fell silent. The November armistice was followed by the peace treaty of Versailles signed on 28 June 1919. In November 1918 members of the AIF began to return to Australia for demobilisation and discharge. In March, the battalion was so reduced that it and the 6th Battalion were amalgamated to form a composite battalion. Robert Green advised by email 20-1-2018: "The tram in Russell Street was unveiled by the Premier, R J Hamer, on 1 May 1975. The ceremony was attended by F R Kirby, the Chairman of the M&MTB, and the Chairman (Judge Leckie) and Director (R H Fowler) of the Science Museum of Victoria." The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It remains the most recent comprehenesive publication devoted to the Shire's history connecting local residents to the past.
