Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. This life jacket was issued by the Australian Government's General Naval Store in N.S.W.. It was inspected in 1940. Life Jackets - Life jackets were part of the equipment carried by the Life Saving Rescue Crew of South Western Victoria, including Warrnambool, from around 1858 until the 1950s. The purpose of a life jacket is to keep the wearer afloat until he or she is rescued from the water. Life jackets were first invented in 1854 by Captain Ward of the Royal National Lifeboat Institution in Britain. The early life jackets were filled with cork, which is very buoyant. However, many times he cork caused the jacket to rise up quickly with a force that caused unconsciousness, sometimes turning the person face down in the water , causing them to drown. After the tragic loss of the ship RMS Titanic in 1912 and the lost lives of those onboard, a woman named Orpheus Newman designed the Salvus life jacket (Salvus means safe), which was filled with kapok instead of cork. Kapok comes from seed pods of the Ceiba Pentandra tree and is waterproof as well as buoyant. These Salvus jackets were used by the Royal Navy until new synthetic materials became available around the time of World War II.This life jacket is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Life jacket, canvas covered, with two padded compartments filled with kapok. Designed to slip over the head. it has shoulder straps and straps for tying under the arms. An inscription and symbol is stamped on one shoulder strap. This copper penny token was issued in Geelong by ironmonger R. Parker. Richard Parker was an early settler in Victoria. He had a general store in Elizabeth Street, then Collins Street, Melbourne for five years before moving to Geelong in 1844. He soon established several branches of his ironmonger business in towns around Victoria. He encouraged trade by providing customers with the small change of penny tokens in exchange for their more valuable and less convenient silver coins. The token carried a surcharge and was overstamped with the mane of W. Kernot. William Charles Kernot was a chemist at Chillwell, Geelong. The token is of historical significance, representing a form of currency used in Australia's colonial era before Australia had official currency.Token coin; a round copper one penny token. Obverse had promotional text and a sketch and was overstamped with a name. Reverse had the image of a woman holding up a set of balance scales in one hand and a cornucopia in the other, standing beside the sea, with a three-masted sailing ship in the background, There is a formed hole in the metal; on the obverse, it is on the top of the design, on the reverse it is on the bottom of the design. Female Relative Badges were issued to the nearest female relative (usually wives or mothers) of those who engaged in active service overseas during the First and Second World Wars. Two Female Relative Badges were issued during the First World War. One was issued to the nearest female relative of soldiers, airmen, nurses, and masseuses who left Australia for active service abroad; the other to the nearest female relative of members of the Royal Australian Navy (RAN) who had enlisted for general naval sea service for at least a period of the war, and who performed service outside Australian waters. A bar was suspended below the badge to indicate additional relatives involved in the war effort. The Female Relatives Badge was promulgated under Military Order 280 of 1917 and superseded by Military Order 1818 of 1918.
