Photograph - Johnson Ground Elevation Meter (JGEM) Survey Vehicle - Army Survey Regiment, Fortuna, Bendigo, c1960s

This is a set of 16 photograph of the Royal Australian Survey Corps’ Johnson Ground Elevation Meter (JGEM) Survey Vehicle taken at the Army Survey Regiment, Fortuna, Bendigo. The JGEM vehicle was extensively used by RA Svy within Australia from the late 1960s. A limited number of Ground Elevation Meter (GEM) station wagon type vehicles were manufactured by General Motors Corporation (GMC) in the USA for the United States Geological Survey, Canada’s mapping agencies, RA Svy and National Mapping (Natmap). The GEM was a four-wheel drive, four-wheel steer vehicle. Four-wheel steering was necessary to avoid systematic errors caused by non-tracking of front and rear wheels on conventionally steered vehicles. The manufacturer substituted the rear axle with a front axle and connected them to form the four-wheel steering mechanism. The two Australian GEM vehicles, referred to as Johnson GEMs (JGEMs) were converted into right-hand drive. After delivery in 1964, acceptance Natmap and RA Svy testing and operator training was undertaken at the Army's School of Military Survey located at Balcombe, Victoria. A small fifth wheel was mounted on a cantilever arm suspension midway between the front and rear wheels on the right side of the vehicle. It was lowered to and raised from its operating position by use of a constant pressure air cylinder. A telescopic bar, suspended between the front and rear axles, provided the reference datum for the angle measurement. The wheel provided the velocity or distance signal through a pulse generator system. A sensitive pendulum mounted on this bar provided the angle measurement for each minute distance traversed. The JGEM contained electromechanical instruments used to determine relative elevations, by trigonometric principles, along a traversed path. These relative elevations were obtained through apparatus which measures the instantaneous angle of inclination of the road and the instantaneous velocity of the meter along such a path. Road routes over which the JGEM operated were planned so that each started and ended as near as practicable to an existing point of known elevation (formally referred to as a level traverse bench mark). The difference in height from the bench mark and the road surface alongside the JGEM’s fifth wheel was measured with a level and staff. Along each route, mapping control photo reference points where new elevation values were required were identified on aerial photographs. Under favourable conditions it was possible to survey as much as 160km in an ordinary working day. The first of RA Svy’s JGEM operations was undertaken in 1:250,000 scale map areas of Queensland. CPL John Hook was the JGEM’s main operator in the early 1970s undertaking operations covering 1:250,000 scale map blocks over northern Victoria and central NSW, each requiring 36 points (9 runs of photography and 4 points across. SPR Lyn Thompson and SPR Bob McDonagh teamed with CPL Hook on some of these JGEM operations. When RA Svy was integrated into the Royal Australian Engineers in 1996, the JGEM vehicle with the Survey Corps collection was donated to its museum. It is believed to be the last of the original manufactured fleet in existence. The JGEM has undergone extensive refurbishment to achieve roadworthiness and is currently housed at The Australian Army Museum of Military Engineering, Hoslworthy Barracks, NSW. Frame Fragment, Frame Fragment from 1860 J Wilder, Late 19th century

Joseph Wilder, a professional photographer, came to Warrnambool in 1860 and took a series of photographs, two of which survive today. One was of the local Volunteer Corps and the other was a series of photographs taken from Cannon Hill showing Merri Street and the town and buildings beyond. It seems that copies of these last-mentioned photographs were framed to produce a large panoramic view of 1860 Warrnambool and one of these was given to the old Warrnambool Museum in the 1880s by James Astley Bromfield. He had established a chemist’s shop in Warrnambool in 1854 and showed his interest in the history of the young town by producing a map in 1856 showing the first landowners, a seminal resource today for historians. He again demonstrated this interest when he included the names of the people and places in the 1860 photograph he gave to the museum in the 1880s. The frame fragment was found amongst the collection of items from the old Museum at Flagstaff Hill Maritime Museum and brought to the Historical Society to accompany the original series of photographs. Bromfield went to live in Melbourne in the 1880s. It is presumed that the plastic cover has been placed on the frame fragment at a much later date than the 1880s.This frame fragment is interesting and very important for several reasons:- 1. It is one demonstration of the interest that James Astley Bromfield had in local history 2. It came from the old Warrnambool Museum and shows how that institution kept items of historical interest 3. It gives us the names of the people and places in the Joseph Wilder photographs of 1860 that placed together form a panorama that reveals what a major section of Warrnambool looked like only 13 years after its foundation. The list enables us to correctly identify the early places and people and so is invaluable for research purposes 4. It links a Museum exhibit of the 1880s with the original 1860 photographs which are held by the Historical Society This is a piece of wood broken from a frame containing a photograph. It has jagged edges. It contains the list of people and places depicted in the Joseph Wilder panorama photograph of Warrnambool in 1860. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance The hospital was originally located in Tawonga away from the majority of the patients as the Hospital and Charities Board was not prepared to have it within the SEC controlled area. Prior to this, residents had to travel to Beechworth, Wangaratta or Wodonga for care. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Souvenir Postcard Folder – Falls Creek Ski Village

After World War II, the Kiewa Hydroelectric Scheme was started in the Kiewa River valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the scheme. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Falls Creek Post Office opened on 9 June 1958 (with telegraph and telephone facilities only until 1964) .Despite strong opposition from the head of the Kiewa scheme, who didn't want tourists clogging up his roads and destroying his "dry" construction camps by bringing in booze, Falls Creek boomed as much as Hotham, partly owing to its relatively good access road. Early lodges included Bogong (c.1946), Skyline (1947), Albury (1949), Myrtleford (1949) and Dawn (c.1950).The souvenir postcard photographed and produced by an enterprising local businessman Mr S K Pearce, was produced as a memento for skiers and other visitors to the Falls Creek and Mt Beauty area to send to family and friends as a reminder of their visit to the region, or to keep as a personal souvenir. It presented an excellent promotional opportunity for enterprising local businessmen to promote the area to skiers and tourists near and far. Photographs and copies of photographs of the pack horses and early horsemen who transported supplies to outposts in the Bogong High Plains, via cattle tracks before access roads were made

In the mid to late 1930’s survey outposts were established to plot the early stages of the Kiewa Hydro Electric System for the SECV in the Bogong High Plains. Before any roads were built, the old cattleman’s tracks were used with packhorses to deliver supplies, wages and mail and collect timesheets and correspondence from the workmen and dam builders living in canvas tents and at the outlying survey posts. The trip up the mountain was long and hard and dangerous for both horse and man Most of the men of the survey teams were not bush-men and were often ill equipped for the harsh weather and living conditions of bush camping, often arriving in their city clothes ready for work. The tent city at Bogong was destroyed by bush fires in 1939 after which an access road was built from Mt Beauty to transport building materials for more permanent dwellings for workmen. Pack horses continued to be used for transporting goods etc. to workers further up the mountain.Without the work of horsemen and their pack horses providing supplies and communications for outlying outposts, surveying and early planning for the Kiewa Valley Hydro Electric scheme could not have gone ahead and the dams and power stations which support the system could not have been constructed. The Hydro-electric scheme, and the workers who planned and built it play a major part in the early history of the Kiewa Valley and many original families still remain living, or have ties with the local area.: Set of 21 black and white photographs and copies of photographs depicting the pack horses and the men who handled them, transporting supplies and correspondence to the outlying camps and survey posts in the Bogong High Plains, via the rough cattlemen’s tracks. These photos of the Bogong High Plains were all taken by Ronald George Thorn who was a cadet engineer with the State Electricity Commission. He worked on the Kiewa scheme from 1948 to 1950 doing overhead line construction and maintenance plus electrical design and drawing work. In 1977 a group of Mount Beauty cross country skiers formed the Birkebeiner Nordic Ski Club. In 1979, a version of the famous Birkebeiner race, the first Australian Birkebeiner was held at Falls Creek. In June 1990 representatives from Australia put their case for a southern hemisphere race in the series. Following a trial event in 1990. Australia became the 12th member of Worldloppet in the winter of 1991, with the first Kangaroo Hoppet. In 1991 a parade and commemorative torch lighting ceremony were organised in Mt Beauty as part of the celebrations to mark the first official Kangaroo Hoppett with participation from local community groups and commercial organisations, the Chamber of Commerce, local government representatives and individuals.Kangaroo Hoppet caters to diverse interests by offering a 42km and 21km event. It also offers a 7km event that attracts skiers, ranging from elite juniors to parents, grandparents, babies and first time skiers. It is recognised on the world cross country ski race calendar. It brings large numbers of participants and spectators to the area which support tourism, local businesses and employment. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. The following extract written by Karen Tyers Warrnambool Family history group explains the journey and background of the Warrnambool Pioneer Board. Warrnambool is fortunate to have a photographic record of some of its pioneers. They are commemorated on the Pioneers’ Board. The Pioneers’ Board with its elaborate frame measures approximately 2 metres by 3 metres and holds 204 photographs of Warrnambool’s early pioneers. In 1907 Edward Vidler, secretary of the Warrnambool & District Progress League and Chamber of Commerce and Industry, invited descendants of those who arrived in Warrnambool before 1860 to send photographs of their pioneer ancestors to commemorate the Diamond Jubilee of Warrnambool’s foundation in 1847. A charge of £1 for each photograph was set. Lillian Foyle of Foyle’s photographic studio, was engaged to colour the photographs and undertake the associated artwork. By December 1907 the honour board was on exhibition in Bernard’s Gallery, Melbourne. Unfortunately Vidler left Warrnambool in 1907 with the honour board expenses unpaid. The Progress League refused to take responsibility for the debt and the honour board remained with Foyle’s Studio for 17 years. In 1922 subscriptions were called for and £43 16s 6d was acknowledged. After a final determined effort was made in 1924, the £100 debt was collected and Charles Foyle, Lillian’s brother, accepted settlement of the debt. On 2 May 1924 the honour board was moved from Foyle’s Studio to the Art Gallery. For many years the honour board was in the entrance passage to the public library. After the library was demolished in 1975 the pictures were removed to the Art Gallery where it was restored by the Director of the Art Gallery, Jack Welsh. The board was later stored in an empty front room at Murweh and the dismantled frame stored in an outbuilding. By 1982 the honour board was in the foyer of the City Council offices. During the renovations of the interior of the council offices in 1997 the honour board was moved to the library where it remained until moved to HeritageWorks in March 2014. For a full list of names go to http://www.warrnamboolhistory.org.au/warrnambool-history/pioneers-board/ The Warrnambool pioneer Board is one of those rare items which can claim significance on most if not all of the primary and comparative significance criteria. As a collection of early pioneers in the district it provides a valuable resource for historians and researchers. It gives light to a social scene in the district much of which can be verified from diaries and other items held by the historical society and also available on websites such as Trove. It has relevance to this day with many family historians enquiring of people included on the board. The collation of the board is a story of great interest in itself. While there are images of 204 men on the board the only reference to a woman is Lillian Foyle the artist who was responsible for much of the artistic work on the board. It compares well in size and quality with a number of montages, and collations of images from around the state of Victoria. It is by no means a complete list of pioneers of the district but there are many well- known ones included. They come from a wide range of backgrounds and as such presents a cross section of our earliest settlers in the district from 1840's to 1860’s.Cardboard folder with black and grey mottled cover with 3 metal studs along spine and white paper label with the word negative printed in black on front cover. Inside is a printed index of pioneers with reference relating to board number and negative number. There are three loose strips of negatives and 20 pages with pockets to hold strips of negatives. Artefact, G.W.Scott & Sons, Picnic Case, 1930s

This is a car picnic set made by the English firm of G. W. Scott and Sons who were producers of wickerwork crafts, basketry and luxury leather goods. The business was founded in 1661 and ceased operations in 1967. The picnic set belonged to Dr Horace Iles Holmes (1877-1959) who was born and educated in Tasmania and completed a medical degree at Melbourne University. He commenced a practice in Warrnambool in 1906 and was the Honorary Medical Officer at the Warrnambool Hospital and Warrnambool’s Health Officer. His practice was at ‘Ierne’ at the corner of Spence and Kepler Streets. He was an early member of the Royal Australian College of Surgeons and was prominent in Warrnambool community affairs (Foundation President of Warrnmbool Rotary Club, a member of the local Masonic Lodge for over 50 years, Warrnambool Hospital Committee member, long-term Trustee of the Warrnambool Methodist Church and President of the Lyndoch Hostel for the Aged Committee). Dr Holmes also had agricultural interests and enjoyed fishing, golf and bowls. He also had a motor car and this picnic set would have been used for family picnics. This picnic set is of considerable significance because: 1. It is a good example of the luxury picnic sets owned by more affluent people in the 1930s and 40s. 2. It has important local provenance as it belonged to Horace Holmes, a doctor associated with the professional and community life of Warrnambool for over 50 years. This is a rectangular wooden box with a leather covering. It has metal hinges on the corners of the box and two two metal catches on the side with a leather belt and metal buckle on one of these catches with one leather belt missing on the other side. These leather straps were to attach the picnic box to the running board of the car. There are also two metal catches or locks on the front of the box. Inside the box there is a white lining with a plaited wickerwork insert containing spaces for the following: 1. large china container with a silver top 2. smaller metal container with a silver lid 3. small rectangular metal tin with a silver lid. This container still has some loose tea leaves inside 4. four china cups 5. two circular china dishes for jam and butter 6. four china saucers 7. one glass bottle with a silver top 8. one metal phial, silver-coloured 9. one amber-coloured glass bottle (probably not an original) 10. four nickel silver spoons 11. three metal forks 12. three white enamel plates, blue edged Numbers 10,11 and 12 are held in place by leather straps on the inside of the lid of the box 13. two loose metal straps 14. one metal kettle with a handle with cane strapping, a brass lid, a brass spout with an end chain and a metal inscription 15. Map - Maps, Soldiers Settlement WW2, Circa 1950

The soldiers' settlement scheme operated after the first and second world wars in an effort to more closely settle the land and also give opportunities to returned soldiers. Crown land and other larger estates were acquired for the purpose. Most of these maps relate to the area north of Warrnambool where many of the subdivisions were parts of larger estates.These maps pertaining to the Soldiers' Settlement program, relate to an interesting part of Australian and local history. As such they have historic and social interest and significance.A collection of 25 paper maps which relate to to the soldiers settlement post World War 2. Some have details of the people allocated the land and some smaller maps have the printed details of the applicants requirements.Text is black on white paper which in some cases is quite aged. In 1868 John Rowley opened a soda water manufactory attached to the Corio Brewery and this was renamed the Warrnambool Steam Aerated Works in 1872. By the 1880s his factory at the corner of Timor and Banyan Streets was occupying half an acre of land , employing 13 people and manufacturing 20 varieties of drinks. Following Rowley's death the factory and plant was sold but the cordial manufacturing business continued for some years. In 1888 it was reported in "Victoria and its Metropolis" that John Fletcher carried on the business of a manufacturer of aerated waters, cordials, hop bitters, etc. in Warrnambool, and traded throughout the Western District. The establishment was started by a Mr. J. Davis with whom Mr. Fletcher was connected from its commencement, and whom he succeeded in 1885. His business continued until 1930. The Warrnambool and District Historical Society has a collection of bottles used by John Fletcher to contain his products. Multiple Labels, Kennedy, Early 20th century

Richard Kennedy (1826-1903), a wholesale , retail and manufacturing chemist in Timor Street, came to Warrnambool in 1880 and had what was described in "Cyclopedia of Victoria' as the "largest and best appointed pharmacy in Victoria'. Kennedy was Vice President of the Pharmaceutical Society of Victoria, on the Pharmacy Board and was prominent in community affairs in Warrnambool. He was for some time President of the Mechanics Institute and the Warrnambool Hospital and a foundation member of the Warrnambool Bowls Club. He also made locally perfumes with many varieties named after people or events of the time-Federation, Nellie Melba etc.. His pharmacy building in Timor Street and his house 55 Canterbury Road "Ivanhoe" still stands (2019) The use of a lighthouse in his advertising and on his bottles is of particular interest. Top Hat and Bowler Hat, Woodrow & Sons, Early 20th century (.1 Top Hat)

This top hat, with the initials J.H.H., belonged to John Hunter Henderson, a doctor who practised in Warrnambool from 1904 to 1939. For many years he was a member of the Warrnambool Hospital Board of Management. On his retirement in 1939 he went to live in Melbourne where he died aged 81. The John Hunter Henderson fund was established at the Warrnambool Hospital to develop the training facilities for medical and nursing staff. The bowler hat belonged to his driver (name unknown) and it is presumed that he drove a horse and buggy in the early years of the 20th century. These items are of considerable significance as they are associated with Dr Henderson, a long-serving doctor in Warrnambool and they show the status and comparative affluence of doctors in the first half of the 20th century. .1 This is a black top hat with the crown covered in beaver fur or felt of some kind. The upturned brim is slightly worn on one edge. The crown has a black corded band with a bow on one side. There is a stud with an air hole on the crown. Inside there is a brown leather lining with information on the maker on the inside base and a crown image. .2 This is a bowler hat made of black felt with lining on the edges of black cotton material. The brim is slightly turned up on the sides. The crown has a black corded band with a bow at one side. There is a circle of air holes on the side of the hat. Inside there is leather lining with some information on the maker on the inside base. .3 This is a hat box lid with a leather covering over cardboard. It is a spherical shape with some side damage where the leather is peeling. There is a leather strap handle with a metal buckle. There are remnants of travel labels pasted on to the lid. .4 This is a hat box made of leather with a metal lock on one side. It has remnants of paper travel labels on the sides. Inside the box is an insert made of maroon-coloured cardboard for storing the top hat. This insert has a leather strap to stabilize the hat. There is a name on the base of the box written on a piece of adhesive plaster. .1 J.H.H. Documents, Childer's Cove, 1920-1940's

Childers Cove is situated about 15 ks east of Warrnambool in the area known as Mepunga. It is named after the shipwreck of 'The Children.The documents relate to the running of the Childer's Cove Progress Association. There are a number of social activities including gymkhanas, racing meetings, making of roads and improving with planting trees There are many names which are still familiar with the area nearly 100 years later, including Wallace, McDowall, Burleigh, Murnane, Bonnett, Abraham Laidlaw Keogh Holloway and Palmer. Some of the meetings were held at the Mepunga South School with others held at Eckers Hotel Warrnambool and some at the race course. Fundraising events were held also from athletic meetings and district school children's races. This collection of papers is representative of many small communities around Australia where people came together and worked to improve their community facilities. Safeway carpark, Commercial Place, Eltham Fred Mitchell 1988 Entrant No. 5 Ref: Series 34, Items 3, 4, 46-49 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later.
