The first newsletter of the Society was issued May 1978 and has been published continuously ever since on a bi-monthly basis. He was an excellent mark for his size and lacked nothing in courage and determination. His ability to rush to space to create a viable target for a team-mate was another of his trademarks. Occasionally, he was moved forward with success, where he took great delight in booting important goals. Opposition coaches experienced difficulty in finding suitable match-up opponents to counter him. In a match at Kardinia Park against Port Adelaide in 1997 he scored a match-winning five goals after spending the first half on the bench. He won the club most improved player award in 1999. Tragically, a shocking leg injury sustained at the MCG prematurely terminated his highly promising career. He used courage and determination to win the ball, negate an opponent or block for a team-mate. Often, his repeated efforts would inspire his fellow Cats. Although effective disposal by foot did not come easy for him, he worked hard on the training track to improve. Undoubtedly, he became one of the code’s all-time greats. His ability to make perfect position, fix eyes on the ball at all costs, seize the ball in packs, mark with vice-like fingers and dispose by hand and foot on either side of his body to bring team-mates into the play made him a nightmare opponent. He delighted in applying gorilla-like tackles and bone-shattering bumps to open up opportunities for his allies. During the last few seasons of his career a severely damaged knee saw him ignore agonizing pain to continue to contribute. He just loved footy! He knew how to restrict talented opponents with disciplined manning-up, while having a positive influence on play himself. A series of injuries terminated his career prematurely. His versatility allowed him to be effective anywhere on the field. Reliable marking, sure ball handling and accurate disposals were features of his play. In 1999 he was appointed captain but a serious knee injury sustained in a pre-season practice match caused him to miss that season. He left the club in controversial circumstances. His first match for the Cats was a hectic one at full-back opposed to a rampant Jason Dunstall. The selectors showed faith in the strong red-headed defender and he rewarded them with a long string of highly serviceable performances. His determination, safe marking, sound defensive skills and leadership qualities were great assets. Often, he was able to outpoint champion opponents. Around the club he was a valuable role-model with his general attitude. Excellent positioning, agility, magnificent marking, a mean streak and endless determination were his trademarks. He was able to bring crumbing team-mates into the play and score goals regularly. He was sufficiently versatile to play successfully in any key position or as a relief ruckman. Tragically, in 1994 a badly broken leg severely restricted his mobility and kicking power. Despite such restrictions, he retained his effectiveness by developing additional team skills. His exceptional strength, reliable marking and considerable mobility made him a difficult opponent who did not lack courage. His performances in finals matches were outstanding. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. Jocelyn Hall indicated in notes that the gentleman could possibly be an estate agent. This was confirmed by a grandson of the original owners. (REF: Email 1/8/2020) The original photos is thought to have been a publicity photo for the real estate agency. Carl Theodore Offszanka (1874-1944) was born in Germany. He is listed in electoral rolls at 44 Guildford Road from 1915, occupation furrier, with his wife Ida (nee Schade, 1882-1963), also born in Germany. They were married in Victoria in 1908. In later electoral rolls at the same address are Erna Helena (b 1913; d 1996) and Maria Eliese (b 1910; m Benedict Francis Rieusset in 1936). Both daughters are listed as typists. Also listed is Bernard George (b 1914; d 1987) who in later electoral rolls is described as a process worker. He served in the AIF in the Second World War. Not listed is Carl Bernard b 1909. The Offszanka family lived at 44 Guildford Road from 1913 until post-1980; they came to Surrey Hills from Richmond. Their home was called 'Westfalia' (ref: 1919 electoral roll), presumably after the region in NW Germany. It is not known when Carl and Ida migrated from Germany. This home has had a 2nd storey added to it in late 1990s. According to a family descendant (REF: Email 1/8/20 from grandson) Carl Theodor Offszanka purchased the home in 1913 for £616. He also purchased the adjoining vacant block of land at 42 Guildford Road and ran a large orchard on it before later selling it. This appears to have been between 1920-1930. The family continued to occupy the house until after 1980 when Erna Helena and Bernard George are listed in the electoral rolls. Our property register lists Erna Helena Offszanka as the last member there. She died on 5 May 1996. The Offszanka family occupied this home from its beginning for over 70 years. The P. S. Edwards was built in May 1875 by J. M. Webb, Echuca. Official number 73287, made of wood, with paddle wheels at the side. 78 gross tons, 27 nett tons. It was altered in 1916 , after cabin removed 48 gross ton. It had 7 different owners before being purchased by R. J. Evans, of Evans Bros. Saw Mill, Echuca, in 1919. The P. S. Edwards was sunk at Echuca in the spring of 1958 and then raised in January 1981 and then was being restored by Geoff Evans in 1985 (Parsons, Ronald. Ships of the Island Rivers. 3rd ed. 1996. p.67) The barge Ada was built in 1899 at Echuca by the Permewan Wright Company. The Ada hull was built of part wood and part steel, to protect the wool from becoming wet on the voyage down the Darling River to the Echuca Wharf. The Ada was used as a logging insider barge as well as a wool barge with the Pevensey on the Darling River.The P. S. Edwards has historical and social significance being a paddle boat built in Echuca. The P. S. Edwards was built in May 1875 by J. M. Webb, Echuca. This pamphlet was published by the Army Survey Regiment as an overview of the Royal Australian Survey Corps (RASvy), its role and unit structure circa 1991, prior to RASvy’s disbandment in 1996. The pamphlet comprehensively detailed the eight steps of topographic map production: Establish Survey Control, Aerial Photography, Aerotriangulation, Stereoplotting, Field Verification, Cartography, Printing and Storage/Map Distribution. Leading technologies used by RA Svy in 1991 included GPS control surveys, 5 colour printing on the Speedmaster offset press and bulk map packaging using the Map Handling Station (with guillotine). Digital map production was operating on the AUTOMAP 2 system, before the “Newheart” system upgrade two years later. Printed on the pamphlet cover was a portion of the plane tabled “four inches to a mile” map of Newcastle. This was compiled and surveyed in 1910 by LCPL A. Barrett, a member of the RAE Detachment, as part of the first major topographic mapping effort of Australia.This is a Royal Australian Survey Corp pamphlet with a historical map printed in colour on cardboard on both sides of the cover. There are 16 pages printed in colour on gloss paper, with photos, diagrams and descriptions. The pamphlet is bounded by two staples on its spine. Each of the 17 images were scanned at 300 dpi in JPEG (.jpg) format and stored on the attached 16 Gb USB memory stick. Official opening of Eltham Library; The Hon. Rupert. J. Hamer, E.D., M.P. (left) and Cr. G.C. Chief Secretary of Victoria, 17 August 1971" on the exterior bluestone wall. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. The library and Shire Offices were demolished exactly 25 years later in 1996. The current library was opened in 1994. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. Participants gave a four minute prepared speech and a two minute impromptu response to a topic. This badge was awarded to participants in the Preliminary Final. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. The Mordialloc-Cheltenham Community Hospital was a hospital in the suburb of Parkdale. Residents of Mordialloc and Chelsea worked towards a community hospital from the late 1930s. Having a community hospital meant residents who required routine surgery did not need to travel into Melbourne to the larger established hospitals. This was important at a time when few people had their own transport. For many years the Mordialloc Carnival Committee contributed to the cost of building the hospital, with one of its contributions to the ‘opening day’ appeal amounting to one thousand pounds, adding to the several thousand already committed. Construction work commenced on the Mordialloc-Cheltenham Community Hospital in 1950. on a site between Booth St and Carrier Ave on the Nepean Highway in Parkdale. The hospital opened in 1953 and serviced the community until 1996. On 1 August 1995, the hospital became a part of the Southern Health Care Network. Margaret Olley (24 June 1923 – 26 July 2011) Born Lismore, New South Wales In 1941 Margaret commenced classes at Brisbane Central Technical College. In 1943 Olley moved to Sydney and enrolled in an art Diploma course at East Sydney Technical College graduating in 1945 with A-class honours. She is known as a still-life and interior painters Margaret who drew inspiration from her home and studio, and the beauty of the everyday objects she gathered around her. Her paintings often feature arrangements of fruits and flowers, set amid domestic ware art and souvenirs of her travels. For her service as an artist and to the promotion of art, she was awarded the Order of Australia in 1991 and made a Companion of the Order of Australia in 1996. This item is part of the Federation University Art Collection. The most common technique to measure fuel moisture content in Victorian forests until recently was the Speedy Moisture Meter. Originally developed in England during the 1920s for measuring moisture in wheat and other grains it was adapted for Australian forest fuels in the 1950s. Fuel was first ground using a Spong mincer, often attached to the bullbar of a vehicle, and a small sample placed into the Speedy together with a measure of calcium carbide and then sealed. A chemical reaction created gas pressure which was read on the external dial. There were important techniques with cleaning, mincing and using the chemicals with the Speedy to give reliable readings, but it was quick, inexpensive, robust, portable and practical in the field. It was used routinely before igniting a fuel reduction burn or measuring fuel moisture differentials on slash burns. Percy Alfred William (1910- ), Stanley Bertram (1912-1996) and Jessie Eleanor (1915-2008) were the children of Percy Henry (Harry) Pledger (1884-1954) and Eleanor Elizabeth George (1888-1963). Percy was a tailor in Barnet, Middlesex and the family migrated to Australia in 1923, arriving in Brisbane on 11 December 1923. They settled in Surrey Hills. Percy had a tailoring and later knitwear business at 418 Canterbury Road, almost opposite Alexandra Avenue (? also at another time in Hansen's Terrace in Canterbury Road). The family was musical. After leaving school son Percy joined the staff at Allan’s Music House and rose to become their chief accountant. He also taught and played the violin in a number of orchestras. (See individual entry for him - SH1207) Jessie married Arthur John Marston Bate (1906-1994) in 1941; he was born in Birmingham and his father was also a tailor. Arthur gained BA and MA from the University of New Zealand. He was also primarily a musician, but worked in theatre, broadcasting and teaching in New Zealand and at the State Theatre in Melbourne and the ABC. He was a pilot during WW2 (SERN 255363), rising to the rank of Flight Lieutenant and also a RAAF Chaplain. Jessie and Arthur lived in Hawthorn, Ashwood and Mount Waverley. They are buried in Box Hill Cemetery (CE-213-0029) along with daughter Christine Elizabeth. In the 1920s Stanley Bertram Pledger, along with Harold Sydserf, assisted Stan's brother Percy to establish the Surrey Hills Musical Club. It soon increased to 12 or 15 members, giving 4 concerts a year. They combined with the Surrey Hills Dramatic Society to produce operettas. In time the group expanded to a total of 30 players and became the Camberwell Symphony Orchestra. Stanley Bertram Pledger (1912-1996) is listed in electoral rolls at a number of addresses around Surrey Hills: 1927 - 36 Suffolk Road; 1940s - Essex Road; 1977 - Burwood. All entries consistently give his occupation as manufacturer and it is assumed that this was with the family business. Prior to the digital revolution the only medium by which cartographic information could be reproduced and distributed on mass was via printed media. The final negatives (repromat) used to produce the printed products were the culmination of a complex cartographic process and were therefore carefully preserved and stored. Preservation of the so-called final negatives enabled subsequent reprinting with minimal cartographic intervention. Since the arrival of the Land Headquarters Cartographic Company at Fortuna in 1942 the repromat for all products produced by the Australian Survey Corps were carefully stored. With the disbandment of the Army Survey Regiment in 1996 the Defence Imagery and Geospatial Organisation (DIGO) inherited that repromat archive. It was immanent that the support for film based printing was ending so on 25 October 2004 a review was required to determine the way ahead for the repromat and paper maps stored in the DIGO Map Libraries. Most of these maps were produced by the Royal Australian Survey Corps. This report is the result of that review. The report recommends the disposal of the repromat and the retention of single map copies. This is a document requesting a donation for the Fortuna Pipes and Drums for the update of some of their equipment. The members of the band are shown and named in the accompanying photo. Information about the Fortuna Pipes and Drums is also in Valerie Loyejoy's book " Mapmakers of Fortuna, A History of the Army Survey Regiment" ISBN 0-646-42120-4 and included in the Victorian Collection as item 6000. The Band was originally formed in 1993 from members of the local Masonic Lodge and first played for the Survey Corps Day Parade in 1994 after a request from the then RSM WO1 Phil Meagher. The Army was able to provide the original "Black Watch" tartan kilts. Using an original Survey Corps Badge c. 1915 provided by former WO1 Keith "Aki" Barber, a number of replica metal Survey Corps theodolite badges were struck and used along with the purple Survey Corps lanyard by the band.
