This photo was taken in 2004 and pictures Luke Bailey and Glen Scholfield, the Wooragee Landcare Group coordinator, outside Beechworth Prison. This was the last year Wooragee Landcare Group met with Beechworth Prison Farm and Industry Managers at the prison itself, where they discussed weed and rabbit control on the prison's 'Rockery' block. The weed and rabbit controls that were explored in this event aimed to educate people on how to manage common pests in the Wooragee landscape and improve the appearance of the Beechworth Prison. The Beechworth prison itself is significant as it was built between 1859 and 1864 and is designed using a radiating 'panopticon' method which had proved an efficient, cost-effective design for easy surveillance of prisoners by allowing guards to watch over a large area from a central observation point. The prison is historically significant for its association with the early development of Beechworth as the government administrative centre of north-eastern Victoria. It is part of a major precinct of public buildings and has links to numerous other places in Beechworth which used granite quarried and broken at the prison by male inmates. Annie Aurelia Jones was born on 22 November 1903 at Buninyong. She was appointed to the staff of the Ballarat School of Mines in 1921 as a Typist and retrenched on 31 December 1922. She was reappointed to the staff on 25 May 1923 as a junior clerk. She retired from the Ballarat School of Mines on 18 July 1962. Annie Jones died on 05 January 1984 at Melbourne, and is buried in Buninyong Cemetery. . Ruby Helen Lonie was born on 09 July 1895 at Ballarat, the daughter of Hugh Lonie of Rothesay, Scotland and Jan McLean from Ballarat. Ruby Lonie was employed on the administrative staff of the Ballarat School of Mines from 1914 to May 1960. She died on 23 December 1979 at Ballarat. The Ballarat School of Mines Annual Report 1935 reported: " I also desire to make special reference to the splendid work performed by Miss R.H. Lonie and Miss A.A. Jones in carrying on the work of the Office during the late Mr Robinson's illness and since his death. The highest praise is due to them for the excellent services they have rendered and I feel very strongly that every effort should be made to obtain a grant from the Department in recognition of the additional services they were called upon to perform."Four typed quarto pages relating to the salary of Miss Ruby Lonie and Miss Annie A. Smith of the Ballarat School of Mines. In 1948 Miss Lonie had been on the clerical staff for 34 years and Miss A.A. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. The Australian Cerebral Palsy Association ran the Miss Australia Quest and had various titles such as Miss Queensland and Miss Victoria. One branch of the Victorian state competition was the Miss Victorian Government Service Quest. Terri Cott was one of the MMBW’s most popular representatives in the running for the title of Miss Victorian Government Service Quest in 1977. At the time, 18 year old Terri was an Administrative Officer in the Accounts Payable Department and had been with the Board for a year. Terri was crowned as the winner for Miss Victorian Government Service as she was the second highest money raiser with $17,337.72. This also won her a holiday on Brampton Island. Terri was up against 12 other women from other state Government Departments.This staff newsletter highlights the historically significant achievement of Miss Terri Cott being one of the most popular representatives in the running for the title of Miss Victorian Government Service Quest in 1977. This captured achievement not only focuses on Terri's external beauty, but demonstrates her charitable efforts. This newsletter article has historic and social associations with the many women's rights movements in the 1970s. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a brass measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artefact was made sometime between George V reign (1910-1936) and gives us today a snapshot of how imperial weights and measures were checked by Government departments prior to decimalisation and how a standard for the various types of measurement was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. Jug brass haystack form with a deep lip and pouring spout, small neck and broad base. It displays a curved pistol handle. Inscription at base of handle top of jug stamped 61 GVR SM. These marks signify that the measure complied with the Victorian Government capacity liquid standard measurement. This file contains two items: 1/A printout of an article from the website of the Sydney Morning Herald, dated 18/09/2013 (albeit accessed on 28/01/2014), pertaining to the legal efforts on the part of Nicole and Eliezer Kornhauser to secure the rights to operate an (unnamed) Orthodox Jewish school out of their home at 8 Springfield Avenue, St. Kilda East. The Glen Eira City Council denied their application owing to complaints from neighbours pertaining to noise and traffic congestion associated with the facility. The decision was subsequently upheld by the Victorian Civil and Administrative Tribunal. Thus, the Kornhausers have now taken their case to the Supreme Court. 2/A clipping of a newspaper article from The Age, dated 12/01/2014, pertaining to a conflict between Nicole and Eliezer Kornhauser and their neighbours. Said parties were already at odds with another, owing to the neighbours requesting that the Glen Eira City Council deny the Kornhausers permission to extend their facility owing to the aforementioned issues of noise and traffic congestion. But matters came to a head when the couple issued unsolicited death threats to local resident Jannine Gross and her husband – especially in the light of the Council electing to permit the extension after all. There is a discrepancy between the first and second items. "Article compiled by Joan McEwan, great-granddaughter, researched by James Tibbett, great, great grandson." Richard Williams was born in St. Blazey, Cornwall in 1831 to James and Ann Williams. Married to Mary Thomas with whom he had 12 children: Eliza Ann "Lou" Thomas, Sarah Mary "Molly" Williams, Margaret "Peg" Williams (born 1858), Ellen Williams (1859-1860), George Williams (b. 1861), Richard Williams (b.1862), John Williams (1863-1866), Ellen Williams (b.1865), Stephen John Williams (b.1867), Albert James Williams (b. 1868), Michael Thomas Williams (b.1871) and Laura Williams (b.1872). Worked in the Cornish mines until he was 21 and sought work in America. Landed in Melbourne on 20 December 1857 in search of gold. Was given supervision of the work conducted in the 1864 Cinderella Claim belonging to Geroge Lansell, among others. Williams was later named manager of all of Lansell's mines. Williams later opposed Lansell in favour of better working conditions for miners. Williams was then in charge of the Johnson Reef Company until his retirement. He worked on the administrative council at the Bendigo School of Mines, was named Justice of the Peace and was a founding member of the California Hill Methodist Church. Melbourne University Old Physics Building (1889) was designed by Reed, Henderson and Smart. It later house the Univesity's Centre for Indigenous Education and a conference centre (2010).Colour photograph of the windows of the Melbourne University Old Physics Building.A plaque on the wall of this building states: In April, 1856 stonemasons woking on this building downed tools, marched to the city and inaugrated a movement which win the Eight Hour Day for building workers in Victoria. The victory became an international landmark in the history of the labour movement. Another plaque reads: This, the original building of the University was built of Tasmanian freestone between 1854 and 1857 to the design of F.M. White, architect. It was for many years the University's administrative centre, library, lecture rooms, and professorial residences. The east and west wings were extended in 1930 to the design of J.S. Gawler. In 1969, the quadrangle was completed by the addition of the southern wing which contains the council chamber, designed by R.E. Featherstone. A third plaque states: These cloisters, commenced in 1853 and extended in 1930 nd 1969 were completed in 1981 through the generosity of the late Edward Stevens, a member of Council from 1926 until 1939. Programme, Memorial Service Booklet for Hugh Dean Thomas Williamson, 1985
Hugh D.T. WIlliamson C.B.E. was born in Ballarat on 04 February 1901 and died on 20 December 1985. "He witnessed first-hand the difficulties of rural life exacerbated by a world war that had stripped whole towns of their young men, and the long, lean years of the Depression were to define the way he lived the rest of his life. Hard work, constancy, eschewing wastage of any kind along with a hunger to seize opportunities wherever they presented themselves were the principles that informed his life and career and which, in time, gave rise to a commitment to others and to organisations and communities in which he saw the same ideals. Hugh attained the rank of Honorary Colonel in the Salvation Army and attained its highest award in 1978 when he was presented with its Distinguished Service Medal. In his time with the Salvation Army, Hugh helped establish the Red Shield Appeal and established scholarships to support senior officers to obtain business management training at the Australian Administrative Staff College in Mt Eliza (operated from a property formerly owned by Sir Reginald Ansett). He began his working life at age 16 at the Ballarat Banking Company. He steadily worked his way up through the ranks of the banking industry to become General Manager of the ANZ Bank from which he retired in 1961. This SEC cook book was produced circa 1950s when the Kiewa Hydro Electricity Scheme and its Commission was in full swing. The Commission had constructed two settlements, Mount Beauty and Bogong Village to house construction workers and their families in a "closed" community. These "closed" communities were for SEC staff and construction workers only. Entry into these villages was restricted to "SEC pass" carrying construction staff and their families. All facilities such as retail, sporting and other community services was provided by the SEC. This created an isolated community in which limited individual choice or administrative family leeway was available. It was a typical company town (live and work for the company). The Company was in the Kiewa Valley constructing power stations for the Kiewa Hydro Electricity Scheme of Victoria. In one way the individual did not need to be concerned with living costs, educational needs for children, and recreational amenities and therefore "normal" community survival /living methods did not apply. This living, although restrictive, was quite simple. When the scheme was completed, in 1961, marking the end of company town, caused some of the employees, who had enjoyed the "controlled" township environment, a fair degree of angst in having the new 'laissez-faire" controls thrust upon them. This was magnified when both Mount Beauty and Bogong Village became meshed into the Bright Shire, vis-a-vis, local government. This cook book is a prime example of " the company is looking after you" and leave the worrying to us. This environment of a "company town", which creates the atmosphere of minimal personal responsibilities, is still present in a few remote mining towns in Australia at the beginning of the 21st Century.This book is a classical example of the psychological control in which the company had its construction workers families living in. The motto of many companies who had employees in isolated regions was "keep them happy". A happy and contented worker is a more productive worker. This was a period in time (1950s to 1970s) when social psychology was gaining recognition in the Australian workforce as well as internationally. At the end of the construction of all the power stations both the Mount Beauty settlement and the Bogong Village became more integrated into the main stream of rural Australia environment. Development of tourism in the region opened up not only interaction with a greater cross section of the ever expanding type of Australian but also the overseas based non rural culture tourist or immigrant. It allowed the intermingling of ideas in a non company controlled environment. The Mount Beauty and Bogong Village has, and even up to the 3000 Millennium, the same housing construction, as was built by the SEC. There has only been a very gradual change to modern domestic architectural home styles. This SEC cookbook has a folded cover with two staples at the spine, securing eight double sided pages. The white pages contain black print and sketches(3), and one black and white photograph (of the author). The front cover is mainly orange in colour with a gradual fading into yellow(at the top). The cover is approximately 210 g/m2 in thickness and each page is approximately 90 g/m2 thick. Front cover: top of page "SEC Cook Book of Family Favourites", in the middle a sketch, black on orange background, of a smiling mother walking from the kitchen to the dining table with a steaming rolled roast and vegetables in one hand and a gravy pot in the other. The furniture and decor relates to the 1950s. Below this sketch is printed"SEC TESTED RECIPES NO. 16" Inside cover: on top of the page is a black and white sketch of a pineapple, apple pear fish with scales, bunch of grapes with leaves a pork roll (head of pig one end and a roll ending on the other, on top of this food arrangement rests a fruit pie. Below this sketch are printed in black print the books contents.The first side of the first page is a black and white photograph Mary Dunne, the SEC Home Service supervisor who provided a signed foreword. The inside back cover has a promotional segment detailing a black and white photograph of a smiling (and happy) couple in the foreground with an electric stove in the distance. An account of the operations of The Allied Intelligence Bureau (AIB) better known as ‘Z’ Special Unit. Now a scarce and highly sought after title. The author’s personal experiences with Australian Special Forces (Services Reconnaissance Department) which involved guerrilla soldiering with the head-hunters of Japanese held Borneo during World War 2. Z Special Unit an administrative support unit of (also known as Special Operations Australia (SOA) or the Services Reconnaissance Department (SRD)) was a joint Allied special forces unit formed during the Second World War to operate behind Japanese lines in South East Asia. Predominantly Australian, SRD was a specialist reconnaissance and sabotage unit that included British, Dutch, New Zealand, Timorese and Indonesian members, predominantly operating on Borneo and the islands of the former Netherlands East Indies. The unit carried out a total of 81 covert operations in the South West Pacific theatre, with parties inserted by parachute or submarine to provide intelligence and conduct guerrilla warfare. The best known of these missions were Operation Jaywick and Operation RIMAU, both of which involved raids on Japanese shipping in Singapore Harbour; the latter of which resulted in the deaths of twenty-three commandos either in action or by execution after capture. The Lake Condah Mission site includes bluestone ruins and a reconstructed timber building, as well as the cemetery which were part of the original settlement. With European settlement in the 1830s came conflict. Gunditjmara people fought for their land during the Eumerella wars, which lasted more than 20 years. As this conflict drew to an end in the 1860s, many Aboriginal people were displaced and the Victorian government began to develop reserves to house them. Many Aboriginal people refused to move from their ancestral land and eventually the government agreed to build a mission at Lake Condah, close to some of the eel traps and within sight of Budj Bim (Mt Eccles). The mission opened in 1867. The Mission was formally closed in 1918, and Aboriginal people were forced off the Mission, some moving to Lake Tyers. The Gunditjmara protested against the Mission’s closure and many continued to reside in the buildings until the majority of the reserve land was handed over to the Soldier Settlement Scheme in the 1940s. The mission was destroyed by the government in the 1950s in an effort to force the integration of Gunditjmara people with the general community but the Gunditjmara people continued to live in the area and protect their heritage. The mission lands were returned to the Gunditjmara in 1987. Lake Condah Mission is a place with special meaning to the Gunditjmara community - as a community meeting place, an administrative centre, a symbol of political struggle and a link to family histories. As a result the Gunditjmara community do not want open public access to this site. "A plan to turn the Gregory Street silos into apartments is no more.Developers Eleveno Pty Ltd have abandoned plans to transform the Lake Wendouree silos into a giant apartment complex, despite previously being given the green light from the Victorian Civil and Administrative Tribunal.Director Richard Sykes yesterday confirmed the silos would be demolished."The plans are not proceeding. The plan now is to create residential houses," he said.The planning permit for an 18-lot subdivision was approved by Ballarat City Council on July 22, despite objections lodged against the application.Mr Sykes said it wasn't feasible to turn the silos into 27 units and there were many factors behind the decision."They're being demolished for various reasons, there were just better solutions," he said.Bold plans to transform the former Joe White Maltings silos into apartments were first submitted to Ballarat City Council in January 2007.However, developers took the proposal to VCAT in September 2008 after council failed to make a decision in the required 60-day timeframe.A hearing was held in early 2009 and the development was approved in March last year.Mr Sykes said it was found that the building would most likely be out of place in the region."We found the market didn't really want that sort of development," he said."They're probably more suited for inner-city development, rather than regional areas."Mr Sykes did not put a price on either the proposed development or the demolition, but said it would "cost a fair amount of money".He said once the demolition permit has been passed, works were expected to begin in November." The Bendigo School of Mines was opened in 1873 following the first report of the Technological Commission in 1869 which recommended the establishment of schools of design and science to meet the scientific and technical needs of the mining industry on the local gold fields. Initially mining, chemistry, geology, metallurgy and art were taught while a separate school of design was established in c. 1870 but incorporated into the School of Mines around 1883 when it was renamed as the School of Mines and Industry. In 1904 The Mechanics Institute was liquidated and its assets and buildings acquired by the School of Mines. Around 1907 a Junior Technical School commenced to operate at the School of Mines and Industry but ceased operating in 1961 with that function being transferred to the White Hills and Kangaroo Flat Technical Schools. The Bendigo School of Mines and Industry became known as the Bendigo Technical College from the 1st July 1959. It operated under that name until February 1967 when it became the Bendigo Institute of Technology (B.I.T.). Construction work commenced in c.1965 which saw the Institute progressively re-locate to new buildings at Flora Hill. He was elected a representative in the Mandurang riding in the Shire of Strathfieldsaye in 1887, served as Mayor of the City of Bendigo from 1917 - 1918 and was Secretary of the Bendigo Art Gallery for over 20 years. His father Joseph Abbot had been a member of the School of Mines Administrative Council and RH Abbott served as President of the School of Mines for two years and was a highly regarded business man within the local community.
