A photo of a large group of teenage boys and men from Big Camp, January 1970. Big camp was for older junior Legatees. One of the men appears to be Sir Rohan Delacombe, the Governor of Victoria and patron of Legacy (fourth from the left centre road). Melbourne Legacy provided camps for junior legatees - the children of deceased servicemen. It started with outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring. Permanent camp buildings were built and with an association with Lord Somers (Governor of Victoria) it was called Somers Camp. The camps gave the children an opportunity of a summer beach holiday with other Legacy children. It came from an envelope with other Big camp photos. The Legacy envelope was marked "P5 Power House" in red pen, and Box 15 in blue pen. An interesting article from the Digest of World Reading about Canadian John McCrae and his famous poem "In Flanders Field". It tells of his war service and how the poem was published in Punch on 8 December 1915. He was in the medical service when he succumbed to pneumonia in January 1918. The journal article was sent to the Legacy Co-Ordinating Council who sent it to the archive. The notation H25 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. Collected by an earlier archive committee which shows the poem was important to the Legatees. In the report on the work of Legacy in 1953 (see item 01491) it was mentioned that the education of Legatees was seen as something that needed to be addressed and a formal induction process with proper training would be necessary. A two page report was included as attachment 'C'. This is the report. It mentions the Board of Management decided to inaugurate a course of classes, over six Monday evenings. The topics covered: 1) The structure of Legacy and the nature of contact work. 2) Welfare Committee and Welfare assistance available from statutory sources. 3) Education and Employment Committee 4) Residences, Housing and Accommodation, Camp and Holidays Committees. 5) The Medical, Dental, Boys' and Girls' Group Committees. 6) Personnel and Comradeship. The Fundamentals of Legacy was a paper offered to the Fortieth Annual Conference of the Legacy Clubs of Australia, held in Ballarat from 7th to 10th November 1968, by the Sydney Legacy Club. It was presented by Legatee Daniel S. Aarons, past president of the Legacy Club of Sydney (1946-47). By resolution of the Conference it was printed by Legacy Co-ordinating Council for distribution upon their request to Legacy Clubs. The first part of the brochure examines birth of Legacy growing from the seeds of comradeship that were sown in war service. Comradeship from the deep friendship forged in war time. The second part examines the personal service that is fundamental to Legacy. It includes a story of burial after a fierce battle at Pozieres in August 1916 where the writer witnessed a mate pledge to the deceased "don't worry, our friends, we will look after your widows and children". The final words of the of the brochure. "Legacy is a magnificent monument whose foundations made from everlasting materials, Mateship, Comradeship, and Friendship. The edifice upon that foundation was erected by the dedicated, personal service of a mere few thousand Legatees of whom it may truly be said, that, Never in the history of social service Has so much been done for so many By so few." This circular was issued to both Legacy Club of Melbourne and The 'Carry On' Club of Melbourne, and signed by presidents: JHB Armstrong for Legacy and WL Sinclair for Carry On. It was after a series of annual conferences between the two clubs and shows an agreement between the clubs on the spheres of work carried out by each club to prevent duplication of effort. As a general rule, Legacy would concentrate on the care of widows and children of DECEASED servicemen; the 'Carry On' Club would focus on the LIVING ex-servicemen and their dependents. A note was made that the Intermediate Legacy Club was a group formed of sons of deceased soldiers who had progressed through the Junior Legacy Club and now 'interest themselves in the physical well-being of totally and permanently incapacitated ex-servicemen.' When an ex-serviceman dies leaving dependents the case will be transferred from the Carry On Club to Legacy, with the occasional exception. Employment: 'Legacy will pass to 'Carry On' the employment opportunities or vacancies that can be filled by ex-servicemen or their dependents in instances were Legacy is unable to fill such vacancies from it's own register' and vice versa. Welfare: close liaison is important and copies of reports will be transferred when transferring cases. These resolutions and discussions about them are shown in the minutes of the "Combined Meeting of Members of Legacy and 'Carry On' Clubs held at Legacy Club Rooms on 27 May 1937, which is the second document included here. Present for Legacy were Legatees Armstrong, Russell, Birrell, Kemsley, Clements. And present for the 'Carry On' Club were Messrs Hall, Pears, Masterson, Neil and Ramsay. A record that Legacy was in contact with similar clubs with the intent of sharing the work load and not duplicating effort. The camps gave the children an opportunity of a summer beach holiday with other Legacy children. It started with camps on the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring, close to the beach. Permanent camp buildings were built in 1930. In 1930 Lord Somers (Governor of Victoria) also started a camp at a nearby property and the area was renamed Somers. Legacy Somers Camps continued intermittently at Stan's property until it was decided in 1951 to make other arrangements for holidays. Including two other camps in the Somers area: Lord Somers Camp and the Somers School Camp (owned by the Education Department). It came from an envelope with other Big camp photos. The Legacy envelope was marked "P5 Power House" in red pen, and Box 15 in blue pen. The contents will be items 00427 to 00430. The Bendigo Easter Carnival was a Fund Raiser for the Bendigo Sub Branch for many years. The list of names of the volunteers there are many who were tireless workers for the Sub Branch over many years. Name in red pen. A document summarising events significant to Legacy in the year 1946. With the return to peacetime the question of eligibility arose. The fundamental rule on which Legacy was based 'that of honourable service overseas' was clear cut in the case of the 1914-1918 war 'but much more difficult to define in the many and varied fields of service in the war which commenced in 1939'. Discussions were continued through the war at Annual Conferences. Many members believed that membership should be open to 'any male person who served as a member of the Forces of the British Empire irrespective of whether or not overseas service was involved'. And a resolution was passed at the 18th Annual Conference in Adelaide in 1946. Similar discussions of eligibility of Junior Legacy benefits was also discussed and definitions evolved. There was an increased need to help young widows with young children. First mention of the need to have a 'toddler home' for children from age 3 to 8. A property was acquired in Balcombe road with donation from the Trustees of 'Blamey House' - a war time hostel for servicemen which was being wound up and balance of funds being donated to Legacy. (Property acquired was 'Mossgiel' in Balcombe rd but renamed Blamey house due to the terms of the donation). Also the former Red Cross property of 'Stanhope' was made ready for the first residents welcomed in December 1946. Dureau House was under 'constant consideration'. (It seems the Dental Clinic was transferred here and there other part made available to the Melbourne Technical College - but in the 1950s it was still not suitable for Legacy's headquarters and sold). Classes during the war had been difficult to find suitable halls, and 43 Market St was still being used by the Air Force. A superannuation scheme was instituted for the Legacy staff. A copy of an address given to a Legacy luncheon by Legatee Frank Doolan. He speaks of the 24th Battalion and their role at Gallipoli and in France. The story of the withdrawal from Gallipoli is interesting. Legatees Savige and HC Brinsmead were two of the three last lieutenants on the peninsula. Both were foundation members as was John Anderson who was also mentioned. He digresses to relate a story of an evening when he was with a 'VC mate' (assumed to be L/ Donovan Joynt) and they decided to speak to the editor of the Argus, Allan Spowers, about the newspaper's stance against the building of the Shrine of Remembrance. He related the paper published an article two days later in favour of the Shrine project and shortly after so did 'The Age'. The address also relates the return to war in 1939 and the formation of the 2/24th and it fighting in Tobruk. It was absorbed into the 9th division and later a new 2/24th was formed to wear the 'Red and White Diamond'. 'This unit consisted of younger men who had served with the CNF between the wars and included several sons of Legatees and several Junior Legatees. Our President Don, was attached for a short time.' (referring to L/ Don Simonson who was president in 1970). It went on to fight in New Guinea. Legatee Doolan's aim had been to link the 24th battalion with Legacy and suggests the book about the history of the 24th Battalion by Bob Serle was worth reading. He then introduced two other speakers, Squadron Leader Hicks, Conductor of the Royal Australian Air Force Band and Mr John Anderson of AWA. From the speakers record this event was in June 1970.
