The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a brass measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artefact was made sometime between George V reign (1910-1936) and gives us today a snapshot of how imperial weights and measures were checked by Government departments prior to decimalisation and how a standard for the various types of measurement was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. Jug brass haystack form with a deep lip and pouring spout, small neck and broad base. It displays a curved pistol handle. Inscription at base of handle top of jug stamped 61 GVR SM. These marks signify that the measure complied with the Victorian Government capacity liquid standard measurement. Furniture - Chair, 1900-1914
Bentwood furniture is a type of furniture made by bending wooden rods into the required shape after they have been heated with steam. Mundus bentwood chairs are among the most successful examples of early mass-produced furniture. The inventor of manufacturing chairs using this method was Gebrüder Thonet. The subject item was made at Josef Jaworek small factory that produced bentwood chairs and was the only Polish member associated with the Mundus furniture company of Vienna. This company was founded in 1907 and Mundus went on to merge with J & J Kohn in August of 1914. Mundus furniture was a significant manufacturing company, active in several places in the Austro Hungarian Empire, at the end of the 19th century and early 20th century. Factories seem to have existed in multiple locations including Poland. Their products carry diverse labels, such as "Budapest", "Borlova", "Czechoslovakia", etc, some of the furniture was co-signed with "Jacob and Josef Kohn". Mundus also merged with Gebrüder Thonet in 1922 the inventor of the bentwood chair.The subject item is believed to be associated with the original Warrnambool Town Hall and would have been part of the buildings furnishings. The town Hall played a significant role in both local government and social events of local and district areas. It was not only a place for Council meetings but community events and social events. The item is significant as it is an early example of mass-produced manufactured furniture from a company in Austria that pioneered this type of furniture around the turn of the late 19th and early 20th centuries. This item is now regarded as a collector's piece giving it additional significance and interest.Bentwood chair (2 of 4), painted black, inner back is curled loop. Seat has leather cover, attached with studs. Ventilation holes under seat in star pattern. Splayed legs with bracing ring. Gun Emplacement, 1890's
The Warrnambool Battery on Flagstaff Hill has embankments for 3 guns. Those on the left and right still have cannon in place but in the centre is an empty embankment, apart from this concrete ring with metal threaded studs. In 1898 a 5 inch breech loading gun (BL) was installed here. The gun had a hydro-pneumatic disappearing carriage (hence the sign on the concrete wall "5" BL HP").. This type of gun was faster to load and fire that the 80 pound RML’s installed on either side of it. Its arrival spelt the end of the 80 pound RML guns’ useful life, although they continued to be used for practice sessions. The 5 inch BL was the main defensive weapon of the Warrnambool Battery until the Battery was downgraded in importance. It was removed in 1904 and recalled to Melbourne in 1910. The gun emplacement ring is all that remains of the mounting for a 5 inch Armstrong rifled breech loading gun. HISTOR of the WARRNAMBOOL GUNS & CANNON In the years following the Crimean War (1854-1857J) there was a great concern in the Colony that Imperial Russia would attempt an invasion. Coastal defences in the colony of Victoria were greatly strengthened by the Government as a result. Warrnambool was originally protected by cannons at Cannon Hill, approximately 1 kilometer west of the Flagstaff Hill Fortifications. The cannons included two 1866 guns, both 80 Pound Rifled Muzzle Loaders (RML) purchased by Victoria’s Colonial Government. They were part of a shipment of 26 such guns sent from England in December 1866. They are registered as No. 23 (80cwt-2qr-0lbs) - Gun 1, and No.13 (81cwt-1qr-12lbs) - Gun 2. They were cast at the Royal Gun Factory, Woolwich Arsenal, in 1866 and have a 6.3 inch bore. Both barrels carry the Royal Cypher of Queen Victoria, Insignia of the Royal Engineers, within the Garter and Motto surmounted by the Crown, with the Royal Cypher of Queen Victoria within the Garter (letters in centre “VR”, motto “HONI SOIT QUI MAL Y PENSE”, "Shame be to him who thinks evil of it."). The guns were originally supplied with wooden carriages. (The Royal Arsenal at Woolwich, England, was established eleven years after the Restoration of King Charles II. It was the principal supplier of armaments to the British and Empire Governments. At the height of its operations during World War One the factory covered 1300 acres and employed very nearly 80,000 workers. Woolwich was the Headquarters of the Royal Artillery since the raising of that Regiment in 1716. The Arsenal was closed in the late 1960’s.) These two 80pdr cannons were transferred to the Warrnambool Garrison Artillery Battery Fortifications erected at Flagstaff Hill in 1887 as part of Victoria’s Coastal Defences. The original wooden carriages were subsequently replaced with the present iron garrison carriages in 1888. They are a “C” pivot. The ‘racers’ or curved track set into the floor of the gun emplacement (which enabled the guns to be traversed more quickly) are as specified for guns up to 10 inch, being of wrought iron 2.78 inches wide. A temporary third gun, now no longer on Flagstaff Hill’s site, was the 5 inch Rifled Breech Loading (BL) Armstrong gun mounted on an Elswick hydro pneumatic disappearing carriage and installed in this very concrete base or pad. The State of Victoria took over the ownership of the guns at the time of Australian Federation in 1901. In about 1901/1902 the Garrison Battery was converted to the Warrnambool Battery of the Australian Field Artillery (No 4 Field Battery). It was equipped with 4.7 inch naval guns mounted on field carriages. They were now a mobile unit but continued to use the Warrnambool Garrison area at Flagstaff Hill for practice. When the Fortifications were declared obsolete the two 80 Pounder RML were relocated to Cannon Hill in 1910. On the outbreak of World War One the 4.7 inch guns were recalled to Melbourne, and the Battery was disbanded. Most of the personnel probably re-enlisted in the local 4th Australian Light Horse Regiment. The two 80 Pounder RML were moved back to the Fortifications in 1973. They were both fully restored by Army First Year Apprentices at the Ordinance Factory in Bendigo in time for the centenary year of the fortifications in 1987. The guns are capable of firing 80 pound (32.3kg) armour piercing exploding shells 3.65kms out to sea. They were originally manned by volunteers before a paid Garrison was established. Now the Guns are again fired by volunteers on Special Event days. Since restoration the Gun Number 1 had been fired on a regular basis but Gun Number 2 hadn’t been fired since the mid 1990’s. In April 2015 Gun Number 2 was serviced in preparation for the firing of both cannons on the ANZAC Centenary commemorations on April 25th 2015. Other guns from the original Cannon Hill location were obsolete by the time the 1887 Warrnambool Garrison Artillery Battery was built. These guns are (1) a 32 Pounder Muzzle Loading Smooth Bore (SB) cast in 1813 at the famous Carron Foundry, number 80837 and now located in the Warrnambool Botanic Gardens. It is now mounted on a replica carriage due to the original carriage being in a fragile condition (the original carriage stored under cover at Flagstaff Hill). (2) a 68 Pounder Muzzle Loading Smooth Bore cast in 1861 at the equally august Low Moor Foundry, number 10310 and now located on the lawn area at the entrance to Flagstaff Hill Maritime Village. It is still mounted on its original wooden garrison carriage. Its wooden slide compressor mechanism is fragile and now kept in Flagstaff Hill’s storage. There are only seven 32 Pounder SB made by Carron and fifteen 68 Pounder SB made at Low Moor known to exist in the State of Victoria [references; Flagstaff Hill Maritime Village interpretation boards, information sheets and other documents; South Western Victoria Guns and Cannon report, May 2008, ref W/F/08] The Gun embankment is contained within the heritage listed Lady Bay Lighthouse Comples, on the Victorian Heritage Register VHR H1520. The gun emplacement base is evidence of the last defences installed on this stretch of coastline. The Warrnambool Garrison has been added to the Victorian Heritage Register H1250 “for its intact battery and guns, a strong reminder of Victoria’s wealth and determination to protect itself from the perceived threat of invasion in the 1880’s.” The City of Warrnambool is one of several custodians of a collection of artillery pieces of heritage significance at a state, national and international level. These pieces are directly related to the defence of south-west Victoria in the 19th century. The care and preservation come under the Heritage Act 1995. Gun emplacement; the remains of the mounting platform of a temporary third gun installed in 1898 in the centre of the battery. This consists of a circular concrete well or sump surrounded by two rings of mounting bolts, the inner of 10 and the outer of 20. The base once held a 5 inch Armstrong rifled breech loading gun with hydro-pneumatic disappearing. In the centre of the ring on the ground is a keyhole shaped space. Weapon - Cannon, 1813
This 1813 cannon is classified as a carronade, having been made by the Carron Ironworks foundry in Stirling, Scotland in 1813. It is a large calibre, short range, gun mainly used on ships. The carronade model of cannon was first used when introduced into the British Royal Navy in the American War of the Revolution (1775-1883). This cannon was originally a 28pdr, 48cwt, 8ft gun. The date ‘1837’ on the barrel probably indicates the date that the Board of Ordinance accepted the change in size to a 32pdr. It may originally have been a naval gun and the conversion undertaken when it was brought ashore. It is very probably one of the 15 guns that are known to have constituted the defences of Victoria in 1860. This group of 32pdrs was the shorter model of the 4800width and 8ft length cannon and as such are different from the 32pdrs found in NSW. It was originally located on Cannon Hill in Warrnambool when it was the site of the Warrnambool Battery Western Artillery, formed in 1866. It was obsolete by the time of the 1887 fortifications, and was moved from the Warrnambool Fortifications to the Botanic Gardens in 1910, when the Fortifications were declared obsolete. The original carriage (circa 1860) was removed for restoration and is now located at Flagstaff Hill Maritime Village. There are only seven 32 Pounder SB made by Carron known to exist in the State of Victoria and this is one of them. On a world level, this cannon represents a high level of rarity. Further, as it has been modified (bored up) it is representative of the historical process of amending artillery in order to ensure a longer usefulness of each piece despite rapidly advancing artillery technology. The number of surviving carriages with traversing slides in this group in South Western Victoria is unique in Australia and probably in the World. Out of 10 such platforms surviving in Australia, the South Western Victorian group has half. Several survive around the world but probably not in such a large group. The wooden sliding compressor mechanism belonging to this cannon is extremely rare, and the only one in this South Western Victorian group of Guns and Cannons. As a whole, this cannon has undergone very little restoration or modification, giving it a high level of integrity. The City of Warrnambool is one of several custodians of a collection of artillery pieces of heritage significance at a state, national and international level. These pieces are directly related to the defence of south-west Victoria in the 19th century. The care and preservation come under the Heritage Act 1995. (Reference; Victorian Guns and Cannons, South Western Victoria Assessment, May 2008).Cannon, or carronade, 32pdr with wheels. Muzzle loading smooth bore (SB) cannon. Cannon has original wooden Burmese Teak carriage and slide with wrought iron fittings and iron wheels. Manufactured by Carron in Scotland, in 1813. It has been converted from a 28pdr. There is a loop for a rope on the cascabel, which was part of the original casting. Re-bored in 1837. Marks include Serial Number, Royal Cypher of King George III, broad arrow of proofing, and numbers to represent the weight. NOTE: The cannon is displayed in the Warrnambool Botanic Gardens and is mounted on a replica wooden carriage; the original wooden carriage is now stored under cover at Flagstaff Hill Maritime Village. This carriage has 4 wheels on swivel attachments and a central gear that allows the wheels to turn on rails. Pressed into left trunnion “80837 / CARRON / 1813”, cast on barrel“symbol (Royal Cypher of King George III”, “symbol (broad arrow of proofing)” and numbers “45-3-24 / 1837” . Cascable “CV” and marks with gradations from nought to three in quarters on each side, On the carriage the end of one of the main slide members carries the mark “W symbol (broad arrow) D” incised into the timber. This is a document showing the state of the accounts in 1944-5 of the Warrnambool Woollen Mill, a significant commercial business in Warrnambool for several decades that was well-known nationally, particularly during World War Two. The Warrnambool Woollen Mill operated in South Warrnambool off McDonald Street from 1910 to 2001 and produced mainly woollen blankets and flannels. Some of the old Woollen Mill buildings today are heritage-listed. The item shows that there was a reduced turnover in 1944-5 because of fewer Government contracts but the company was still making a profit. The Federal Government was a major buyer of Warrnambool Woollen Mill products with the factory supplying blankets for the Armed Forces in World War Two.This is an important document which forms part of a larger collection of Warrnambool Woollen Mill material in the archives of the Warrnambool and District Historical Society. The Warrnambool Woollen Mill was a major industry in Warrnambool , employing at its peak several hundred people and it was a significant building in the city, with the social and economic ramifications connected to a major business in a regional centre. The document shows the state of the business during World War Two.This is a document of 14 pages produced for the Warrnambool Woollen Mill Company Limited by Edward V. In 1901, with the involvement of John Alderdice, the Downing brothers began the Alderdice Brassfounders Company situated at 64 Henna Street in Warrnambool, the site of an old cordial factory. The manufacturer's name "GROSVENOR" and the defence symbol of the broad arrow indicates that the equipment was produced by an external company.This set is representative of a typical set issued to contemporary servicemen and women and as such, has social significance as a ubiquitous relic of service. The set has strong interpretive capacity, being able to draw on issues of equipment, food, technological shifts over time. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon, the company ceased trading in 1993. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artefacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. On 15th December 1909, Bryant & May, Australia’s first match factory at Church Street, Richmond, Victoria. was opened by The Honourable Alfred Deakin, Prime Minister of Australia, and Mrs. Deakin. It was heralded by the first Commonwealth Government of newly-federated Australia because the government of the day was anxious to encourage secondary industry and pledged tariff protection of local manufacturers. The building was constructed in 1909 as the Empire Works to a design by prolific Melbourne architect William Pitt and was purchased soon after by British safety match manufacturer Bryant and May, who significantly expanded the building, adding another level and the landmark clock tower. Bryant and May were unique in that they operated as a model factory, providing workers with conditions and amenities that even today seem generous. These included a dining hall and sports facilities such as a tennis court and bowling green which were constructed in the 1920s. Bryant and May ceased Australian match manufacture in the early 1980s as a result of import competition. Their iconic Redheads matches are now imported from Sweden. The complex has since been converted for use as offices and showrooms but is extremely well preserved. It is listed on the Victorian Heritage Register. Bryant and May was a United Kingdom (UK) company created in the mid-nineteenth century specifically to make matches. Their original Bryant and May Factory was located in Bow, London. They later opened other match factories in the United Kingdom and Australia, such as the Bryant and May Factory, Melbourne; and owned match factories in other parts of the world. Bryant and May survived as an independent company for over seventy years, but went through a series of mergers with other match companies and later with consumer products companies. To protect its position Bryant and May merged with or took over its rivals. In 1971 the Northern Ireland factory, Maguire & Patterson closed down following a terrorist attack.. In the 1980s, factories in Gloucester and Glasgow closed too leaving Liverpool as the last match factory in the UK, until December 1994. . The registered trade name Bryant and May still exists and it is owned by Swedish Match, as are many of the other registered trade names of the other, formerly independent, companies within the Bryant and May group. Two French chemists, Henri Savene and Emile David Cahen, proved in 1898 that the addition of phosphorus sesquisulfide meant that the substance was not poisonous, that it could be used in a "strike-anywhere" match, and that the match heads were not explosive. British company Albright and Wilson, was the first company to produce phosphorus sesquisulfide ( Red Phosphorous) matches commercially. The company developed a safe means of making commercial quantities of phosphorus sesquisulfide in 1899 and started selling it to match manufacturers. Matches were first produced by Bryant & May in Australia in 1909. The Redhead name applies to the red striking heads of the matches which were introduced to Australia in 1946. The logo on the matchbox depicted the head and shoulder of a redheaded woman and has had four major updates since that time with a number of special issues depicting birds, animals and notable persons also produced.The Bryant & May Ltd factory in Church St Richmond is a listed building and has been converted to apartments following the closure of the Company 1980. Bryant & May's Ltd were influential in fighting against the dreadful disease known as Phossy jaw which was caused by white phosphorus used in the manufacture of the early matches. They were also the object of the 'Match Girls Strike' in London 1888, which won important improvements in working conditions and pay for the mostly female workforce working with the dangerous white phosphorus. Kraft-Walker Cheese Company commenced in Allansford in 1935 leasing the factory premises from Warrnambool Cheese and Butter Factory Company. Dairy companies entered competitions organised by the Dairy Industry Association and associated organisations and local agricultural societies to encourage improvement in products. Some of these awards are considered prestigious and highly regarded within the industry. The certificates were passed to Cheese World Museum by the factory management.This certificate was held by the factory management until transfer to Cheese World Museum. The certificate provides an insight into the dairy industry during the 1950s.Cream card certificate from Royal Agricultural Show has a plain line border on left, bottom and right side with inner border of green vine plant on left, top and right side. A sheaf of oats and a scene of haymaking complete the border design. The top of the certificate has the Department of Agriculture Victoria logo flanked by circular images of a sheep and cow on the left and a hen and horse on the right. This exercise book was donated by Donna Daly, who found it among her parents belongings. Her parents were Josie and Tich Kelly and she was unsure of the connection with A Carroll.This document is significant as it indicates records kept on-farm by some farmers. It records prices received for milk, calves, pigs and the amount of the government subsidy during this period which covers the time of World War II. It provides an interesting comparison with the Taylor milk passbook from 1895 and associated milk slips which are also held by Warrnambool Cheese & Butter Factory.Fawn coloured exercise book with pictures of old sewing machines on the front cover and Arithmetic tables on the back in blue printing. For many years the Heywood Cheese Factory was an important part of life for Heywood and district farming and a vital place of employment for up to 40 men and 10 women. The factory opened in 1939 as a subsidiary of the Portland Butter Factory before becoming a world renowned cheese making enterprise. It was felt important to document its history from the surviving factory workers, including dairy suppliers and milk truck drivers. We hear their stories of the long hours and hard work without penalty rates, travelling unsealed roads and mixed with their humour of the bygone days is an important acknowledgement of that era. Weapon - Cannon, 1866
In the years following the Crimean War (1854-1857J) there was a great concern in the Colony that Imperial Russia would attempt an invasion. Coastal defences in the colony of Victoria were greatly strengthened by the Government as a result. Warrnambool was originally protected by cannons at Cannon Hill, approximately 1 kilometer west of the Flagstaff Hill Fortifications. These cannons included two 1866 guns, both 80 Pound Rifled Muzzle Loaders (RML) purchased by Victoria’s Colonial Government. They were part of a shipment of 26 such guns sent from England in December 1866. They are registered as No. 23 (80cwt-2qr-0lbs) - Gun 1, and No.13 (81cwt-1qr-12lbs) - Gun 2. They were cast at the Royal Gun Factory, Woolwich Arsenal, in 1866 and have a 6.3 inch bore. Both barrels carry the Royal Cypher of Queen Victoria, Insignia of the Royal Engineers, within the Garter and Motto surmounted by the Crown, with the Royal Cypher of Queen Victoria within the Garter (letters in centre “VR”, motto “HONI SOIT QUI MAL Y PENSE”, "Shame be to him who thinks evil of it."). The guns were originally supplied with wooden carriages. (The Royal Arsenal at Woolwich, England, was established eleven years after the Restoration of King Charles II. It was the principal supplier of armaments to the British and Empire Governments. At the height of its operations during World War One the factory covered 1300 acres and employed very nearly 80,000 workers. Woolwich was the Headquarters of the Royal Artillery since the raising of that Regiment in 1716. The Arsenal was closed in the late 1960’s.) These two cannons were transferred to the Warrnambool Garrison Artillery Battery Fortifications erected at Flagstaff Hill in 1887 as part of Victoria’s Coastal Defences. The original wooden carriages were subsequently replaced with the present iron garrison carriages in 1888. They are a “C” pivot. The ‘racers’ or curved track set into the floor of the gun emplacement (which enabled the guns to be traversed more quickly) are as specified for guns up to 10 inch, being of wrought iron 2.78 inches wide. A temporary third gun, now no longer on Flagstaff Hill’s site, was a 5 inch Rifled Breech Loading (BL) Armstrong gun mounted on an Elswick hydro pneumatic disappearing carriage It was faster to load and fire than the 80 pound RMLs and its arrival spelt the end of the older 80 pound guns’ useful life, apart from being used for practice sessions. The 5 inch BL gun was the main defensive weapon of the Warrnambool Battery until the Battery was downgraded in importance and the gun was recalled to Melbourne in 1910. The State of Victoria took over the ownership of the guns at the time of Australian Federation in 1901. In about 1901/1902 the Garrison Battery was converted to the Warrnambool Battery of the Australian Field Artillery (No 4 Field Battery). It was equipped with 4.7 inch naval guns mounted on field carriages. They were now a mobile unit but continued to use the Warrnambool Garrison area at Flagstaff Hill for practice. When the Fortifications were declared obsolete the two 80 Pounder RML were relocated to Cannon Hill in 1910. On the outbreak of World War One the 4.7 inch guns were recalled to Melbourne, and the Battery was disbanded. Most of the personnel probably re-enlisted in the local 4th Australian Light Horse Regiment. The two 80 Pounder RML were moved back to the Fortifications in 1973. They were both fully restored by Army First Year Apprentices at the Ordinance Factory in Bendigo in time for the centenary year of the fortifications in 1987. The guns are capable of firing 80 pound (32.3kg) armour piercing exploding shells 3.65kms out to sea. They were original manned by volunteers before a paid Garrison was established. Now the Guns are again fired by volunteers on Special Event days. Since restoration the Gun Number 1 had been fired on a regular basis but Gun Number 2 hadn’t been fired since the mid 1990’s. In April 2015 Gun Number 2 was serviced in preparation for the firing of both cannons on the ANZAC Centenary commemorations on April 25th 2015. Other guns from the original Cannon Hill location were obsolete by the time the 1887 Warrnambool Garrison Artillery Battery was built. These guns are (1) a 32 Pounder Muzzle Loading Smooth Bore (SB) cast in 1813 at the famous Carron Foundry, number 80837 and now located in the Warrnambool Botanic Gardens (2) a 68 Pounder Muzzle Loading Smooth Bore cast in 1861 at the equally august Low Moor Foundry, number 10310 and now located on the lawn area at the entrance to Flagstaff Hill Maritime Village. Both of these guns are mounted on their original wooden garrison carriages. There are only seven 32 Pounder SB made by Carron and fifteen 68 Pounder SB made at Low Moor known to exist in the State of Victoria (Conservation Management Plan for Victorian Guns and Cannon, South Western Victoria, May 2008, ref W/F/04)The Warrnambool Garrison has been added to the Victorian Heritage Register H1250 “for its intact battery and guns, a strong reminder of Victoria’s wealth and determination to protect itself from the perceived threat of invasion in the 1880’s.” The City of Warrnambool is one of several custodians of a collection of artillery pieces of heritage significance at a state, national and international level. These pieces are directly related to the defence of south-west Victoria in the 19th century. The care and preservation come under the Heritage Act 1995. Domestic object - Clock, late 1900s early 20th Century
In 1850 the Ansonia Clock Company was formed as a subsidiary of the Ansonia Brass Company by Phelps and two Bristol Connecticut clock makers, Theodore Terry and Franklin C. Andrews. Terry & Andrews were the largest clock manufacturers in Bristol at the time with more than 50 employees using 58 tons of brass in the production of about 25,000 clocks in 1849. Phelps decided to get into the clock making business to expand the market for his brass, while Terry and Andrews got access to better quality brass at better prices. They had then sold 50% of their business to Phelps and moved the business to Ansonia, Connecticut. In 1877 the clock company purchased a factory in New York and moved most of its production thereafter being spun off from the brass company. Henry J. Davies of Brooklyn, himself a clock maker, inventor and case designer, joined the newly reconstituted company as one of its founders. As President, he is thought to have been largely responsible for the figurine clocks, swing clocks and other unusual and desirable novelties for which the Ansonia firm became known. By 1879, a second factory was opened in Brooklyn, New York and by June 1880 employed 360 workers, while the Connecticut factory continued producing clocks as well with a workforce of 100 men and 25 women. Hence, clocks marked "Connecticut" were generally produced before 1879, while those marked "New York" were all produced after 1880 After the New York factory burnt down in 1880 the company rebuilt the factory on the same site, and reopened the expanded factory in 1881, with a capacity to exceed that of the Connecticut factory which by 1883 had closed. By 1886, the company had sales offices in New York, Chicago and London, with more than 225 different clock models being manufactured. In 1899, Phelps' grandson William Earle Dodge Stokes commissioned architect Duboy to build the "greatest and grandest hotel in Manhattan, New York” which became the city's first air-conditioned building. In 1929 the majority of the timekeeping machinery and tooling was sold to the Soviet government's US trading company Amtorg, just before the stock market crash. The parts, machinery and key skilled workers were shipped out of the USA to form the basis, along with the remains of a watch company purchased a year later, of the clock and watch industry in Moscow such as Poljot and Sekonda. In 1969, the rights to the use of the name, trademarks, and goodwill were transferred to Ansonia Clock Co., Inc., Lynnwood, Washington. The item marks the beginning of mass produced clocks in the United States, cheaply priced and available to all. The company had many innervation's during it’s life regards clock and later wrist watch making that led the way for other companies in many different countries to emulate.Clock, pendulum mantle model. Domestic object - Razor and case, Ford & Medley (F & M), ca 1900-1928
This straight edge razor, The F & M Wake, was made by Ford & Medley in Sheffield, England. This style or razor was a popular choice for men's shaving in the late 19th and early 20th centuries. Ford & Medley were cutlers by trade and registered their first silver mark in 1900. The firm were also did electroplating. The firm was contracted to the government during World War I. The company was using the trademarks EMU and WIZARD as well as the logo of 'knotted ropes' with the letters "F M"by the end of that war at their factory called Emu Works. The firm's most popular razor was The Arrow. In 1928 the firm closed down. The Ford & Medley razor is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus (1901-1970), surgeon and oculist. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II Dr Angus served as a Military Doctor. He was a Surgeon Captain for the Australian Defence Forces, Army Medical Corps, stationed in Ballarat, Victoria, and in Bonegilla, N.S.W. He completed his service just before the end of the war due to suffering from a heart attack. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This razor is an example of men's shaving equipment used in the early 20th century. It is significant for its association with the local doctor, W.R. Angus. Dr W R Angus (1901-1970), surgeon and oculist, collected a range of military objects including those he personally used during his time as Surgeon Captain in the Australian Defence Forces in World War II. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. Machine - Treadle Lathe, 1920-1923
The lathe-making business incorporated in 1902 as Drummond Bros Ltd originated in the fertile mind of Mr Arthur Drummond, said to have been living at that time at Pinks Hill, on the southern edge of Broad Street Common, west of Guildford. Mr Drummond, whose accomplishments included several pictures hung in the Royal Academy, was unable to find a lathe suitable for use in model engineering. In 1896 he designed for himself a ‘small centre lathe … which had a compound slide rest with feed-screws and adjustable slides’. He also designed and built ‘lathes of 4.5 inch and 5 inch centre height, which had beds of a special form whereby the use of a gap piece was eliminated but the advantages of a gap-bed lathe were retained’. Assisted by his brother, Mr Frank Drummond, who had served an apprenticeship to an engineering firm at Tunbridge Wells, the first lathes were made in a workshop adjoining Arthur Drummond’s house. The demand that speedily built up led to the decision to form a company and manufacture the lathes for sale commercially. Land was acquired nearby, at Rydes Hill, and the first factory built. The enterprise was a success, and the company quickly established ‘a high reputation in this country and abroad for multi-tool and copying lathes, and gear-cutting machines’. Other lathes were added to the range, including the first of the ’round bed’ machines for which the firm became widely known. A Drummond 3.5 inch lathe was among the equipment of Captain Scott’s 1912 expedition to the South Pole, and large numbers of 3.5 inch and 4 inch designs were exported to Australia, Canada and India. By the outbreak of war in 1914, 5 inch, 6 inch and 7 inch screw cutting lathes, arranged for power drive, were on sale. Large orders were received from the government for 3.5 inch lathes, for use in destroyers and submarines, and 5 inch lathes for the mechanised section of the Army Service Corps. The latter were used in mobile workshops. The factory worked night and day to supply the forces’ needs, until production was disrupted by a fire which destroyed a large part of the works in May 1915. As soon as rebuilding was complete work restarted. At the end of the war the entire production was being taken by the Government departments, a special feature being a precision screw lathe, bought by the Ministry of Munitions in 1918. Between the wars Drummond Bros Ltd introduced new machines for the motor vehicle, and later the aircraft industry, and the works were extended on many occasions to fulfill the increasing orders. The Maxicut multi-tool lathe (1925), designed for high-production turning operations, was one of the first machines of this type to be built in England. It was followed (1928) by an hydraulic version for turning gear blanks, and similar work. Further developments provided machines which, during the Second World War, turned all the crankshafts and propeller shafts for Bristol engines. Others, ordered by the Ministry of Supply were employed in turning shells, and many other specific needs of vehicle and aircraft manufacture were catered for by new types of Drummond lathes. Production of the small centre lathes ceased during the war when the company needed to concentrate on building multi-tool lathes and gear shapers. After the war a completely new Maxicut range was introduced, replacing the older versions, and fully automatic. The types were continually developed, and new versions manufactured until the end of the company’s life in 1980. The disappearance from the scene of Mr Arthur Drummond in 1946, and the end of the company’s autonomous existence in 1953 when the company was acquired by William Asquith Ltd, which was in turn bought by Staveley in 1966, meant that the factory at Rydes Hill became one – albeit very effective – part of a large national engineering company. Achievements at the Guildford works during its last years included the development of automated Maxicut gear-shapers in what was ‘probably the most fully automated gear shop in the country’, while a machine from Guildford was sent to the Osaka Fair in 1962. In 1963 an agreement was signed with Hindustan Machine Tools for the manufacture of Maxicut gear-shapers in state owned factories in Bangalore and Chandigarh. During 1963 the two largest multi-tool lathes ever made in the UK were installed in Ambrose Shardlow’s works in Sheffield for handling cranks up to 14 foot long. In 1976 Drummond lathes were included in Staveley’s £14,000,000 installation in Moscow of an automated production line for Zil motor cars. Up to the end invention continued at Guildford: a new Drummond Multi-turn memory-controlled machine was shown at the International Machine Tool Exhibition in 1977. This could not save the works from the pressures of the late 1970s, and Staveley Industries closed its Guildford site in 1980.An early example of a lathe that was designed primarily for the hobbyist model maker. It is in good condition and sought today by collectors as many of it's attributes were innovative at the time and lead to further development and incorporation of some of its features into more industrial models of production machinery. Equipment - Standard measure, Mid to late 19th Century
The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artifacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. Westclox had a highly successful factory in Scotland situated in the Vale of Leven Industrial Estate, in Dumbarton, around twenty miles from the City of Glasgow. Westclox had originally planned to start production in Scotland in 1939 but the War intervened and it was not until 1948 that they were able to fully commission their factory in Dumbarton. Westclox Scotland produced its first clock on the 21st September 1948; a spring wound alarm with a 4 inch dial. The Westclox factory in Scotland was a full manufacturing plant with all their clocks assembled from start to finish with only the basic raw materials being brought in by outside suppliers. 95% of the staff were local people and the firm trained their employees from scratch to a high level of skill and had an annual apprenticeship for toolmakers and classes in horology. By 1949 Westclox Scotland were making 10,000 clocks a week, and by 1950, 1,000,000 clocks had been produced since its opening. No home in the Dunbartonshire Vale was without at least one Westclox clock, nor any raffle complete without a clock as one of the prizes! Many of these clocks are still around today. So successful was the Dumbarton factory that in the mid 1950’s Westclox had to expand into adjoining buildings. The factory then added watches to what they made as well as timing devices for other sectors. By the mid 1960’s, employment levels at the Scottish plant were around 1100. Over a third of the clocks manufactured in Scotland were exported to some 110 countries across the globe. Difficult times came in 1967/68 when 400 workers were laid off and the future of the plant was in doubt primarily due to cheap clocks from the then communist countries. However, strong petitions to the UK Government produced the passing of an anti-dumping law allowed production from the factory to pick up. In 1968 General Time was bought out by Talley Industries, which was best known as a manufacturer of timing equipment, such as factory time clocks to various industries. Westclox in Scotland enjoyed several boom years under the then Managing Director, John Santos. Westclox Scotland in October 1974 hosted a Space Seminar for the Astronaut, Neil Armstrong and British Astronomer, Sir Patrick Moore. Both visited the Scottish factory to promote the introduction of Quartz time-keeping. In 1976 the Westclox plant in Dumbarton became the Headquarters of General Time (International Operations) Ltd. John Santos retired from General Time and Westclox in the early 1980s and by 1988 the future of Westclox in Scotland was almost over. The advent of Quartz clock technology, developed largely by General Time for use in the Apollo 11 Command Module, resulted in the reduction of mechanical clock production and sales, and the factory fully closed in 1988.The Westclox factory building in Dumbarton has been converted and is now home to many thriving small businesses. The item marks a time when clock production in the United Kingdom was at it’s peak producing clocks for sale in over a 110 countries, they were keenly priced and available to all. The company had many innervation's during it’s life regards clock and later wrist watch making.
