This sign points has two different messages. The first states Public Works Office, which was operational in Victoria between 1855 and 1987 dealt with many aspects of the states infrastructure. It had many different reponsibilities and roles from building government accommodation and fit out of buildings, licences for unused roads and water ways, main roads and bridges, ports and harbour,and water supplies. Much of this work was managed through local offices such as the one at Warrnambool. The sign on the reverse which states Witnesses Waiting Room relates to the court house which is where this sign originated.The Warrnambool court house was built in 1870-71 by the Victorian Public Works department and it is possible that this sign relates to that period.It is one of a number of public buildings built in the period 1870-1890 including the Police station and stables and police quarters, the Post Office and drill Hall , all in the same vicinity. This building reflects the growth of the town and also the importance it held at the time from a state level. The building while no longer used as a court house is a building of significance to Warrnambool as well as to the state of Victoria, being one of six around the state which were built in free classical style. This sign denotes the waiting room for witnesses which was situated on the western side of the building.A tangible link which provides historical and social significance to Warrnambool.Rectangular wooden sign with rounded corners. The State Electricity Commission was established in 1920 with the development of the Yallourn Power Station and brown coal was used for 90% of Victoria’s electricity supplies. In the 1990s the Commission was abolished and electricity companies were privatized. In Warrnambool electricity was officially connected to the city in 1924. This plate is one taken from a Warrnambool power station. One power station in Warrnambool today being located in Botanic Road.This plate is of some interest as a reminder of the times when the State Electricity Commission controlled power supplies in Victoria.This is a small rectangular metal plate with four holes at each corner for attachment to a Warrnambool Power Station. Pen and ink sets were common household and business items in the 19th century and up to the mid 20th century (prior to the introduction of ballpoint pens). They would have been placed on a writing desk or table. The items here are attractive ones and would have been a relatively expensive purchase.These items are connected to the Toleman family from Warrnambool and may have been used by the donor’s father who was an accountant. These are four items:- .1 An oblong glass dish, partly rounded at the ends and with a criss-cross pattern on the base. Inside the dish, towards the ends, are two ridges for holding four pens or pencils. .2 An oblong polished black stone tray with a curved front and a ridge for holding a pen. On the oblong section are two square metal bases with four side clips on each to hold the inkwells. These metal pieces are attached to the black tray with metal screws. .3 & .4 Two glass (crystal?) cubes with a hollow inside for holding ink. The tops of the cubes are metal with circular openings. These gramophone needles were manufactured by The Gramophone Company Limited for use in gramophones that had an arm in which to insert a needle to play an old shellac record. The Gramophone Company was an early recording company based in the United Kingdom and was the parent organization for the His Master’s Voice label of recording devices. The company was founded in 1897 and merged in 1931 with another company to form E.M.I. (Electric and Musical Industries) but the name The Gramophone Company continued in Britain until the 1970s. Gramophones were a popular household item from the late 19th century until the mid 20th century when more sophisticated recording and playing devices were invented. These gramophone needles is of some interest as an example of entertainment devices of the past. It will be useful for display. .1This is a metal box with a lid containing an image of a dog and a phonograph (‘His Master’s Voice’) painted in white and brown on a dark blue background. Inside the tin are about 150 metal gramophone needles, most of them being a little rusted. The needles are covered with a sheet of brown paper with yellow printing. The tin itself is rusted and the printing is discoloured. There is a paper sticker on the back of the box with an early catalogue number (almost obliterated). .2 Small rectangular plastic container with picture of white polar bear with blue background. This set of books was given to Cornelius (Con) O’Mahony in 1883 when he won the Bowen Prize Essay Competition awarded by the University of Melbourne. The Bowen Prize was established in 1874 by the Governor of Victoria, Sir George Bowen. This was then awarded annually to the person who was a student or ex-student of the University of Melbourne who wrote the best essay on matters relating to British and British Empire history or literature. Con O’Mahony’s essay was on the Federation of the Australian Colonies. Con O’Mahony, born in Bendigo, studied at Melbourne University in the early 1880s. He was a lawyer in Kepler Street, Warrnambool from the late 1880s to his death in 1920, firstly in partnership with E. Klingender and later operating under the name of O’Mahony and Murray. These books are most important because: 1. They are a very attractive set of books with considerable antiquarian value. 2. They were given as the prize for winning the 1883 Bowen Prize at Melbourne University – a prestigious award still today. 3. They were given for a prize-winning essay on the advantages of Federation in Australia. The essay was written 17 years before Federation and so they forms an interesting part of the Australia-wide campaign for Federation. 4. The prize books were awarded to Con O’Mahony who played his part in Warrnambool’s late 19th century and early 20th century history as a prominent lawyer in the town for over 30 years.These ten volumes of books have hard covers in a dark red colour with a gold leather spine and leather reinforcements on the edges of the front and back covers. The front cover has an embossed gold emblem of the University of Melbourne and the spine has ornamental gold, black and red patterning and gold lettering. The insides of the cover have blue, red and orange mottled patterning and this is repeated on the edging of the pages. There are approximately 400 pages in each volume. A typed page on the Bowen Prize is inserted in the front of the first volume and the inscription on every volume is handwritten in black ink. The covers are a little scuffed and slightly torn in some volumes. The Kiewa Hydroelectric Scheme is the largest hydro-electric scheme in Victoria and the second largest in mainland Australia after the Snowy Mountains Scheme. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area. After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River Valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built in 1951 at Falls Creek and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges. The area became a popular tourist destination for both winter and summer sports.: Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. In the 1830’s, European pastoralists started moving south from NSW into the Alps. In 1836, cattle grazing began around Omeo and the runs spread out into the foothills. The higher country was used for summer grazing and huts were built for shelter and storage during stock mustering. The lure of gold brought many people to the Alps from around 1850 to 1900. Bushfires destroyed the forests around Melbourne in 1939 and the boom in house-building after World War II ked to increased demand for timber from the Alps. This resulted in the building of a network of roads which helped open up access to the Alps. The early 1940’s brought the first of many workers to the Alps for the planning and construction of the Hydro-Electric Scheme. These were the pioneers and early settlers of the Kiewa Valley and provided a wealth of characters and a tapestry of stories and adventures to be handed down to future generations.These 3 posters, which were most likely produced for promotional purposes provide a glimpse into the early lives of the pioneer families of the Kiewa Valley through pictures and verse. They show their lifestyle and outline the hardships they had to endure in living and working in the Alpine region. They also highlight the early arguments regarding grazing in the high country which would ultimately lead to the end of the long traditions of the high country cattle men. Construction of Bogong Village was commenced in 1940 and was the Field Headquarters for the early part of the construction of the Kiewa Hydro Electric Scheme. In all, a total of 36 houses, medical centre, police station, trading store and primary school were built. As well, there was a hostel for staff personnel and prefabricated units, each 10 feet x 8 feet, with separate dining and recreational facilities for the worker's. This camp was closed in 1962.These photos show the type of accommodation, available in this period, as well as the benched layout of the village. The damage of the 1939 bushfires is still evident.1. The Blue Duck Hotel stands at the confluence of 3 trout rivers - Cobungra, Bundarra and Mitta Mitta, called Angler's Rest. The original 1900's building was of slab construction and operated as a butcher shop, servicing miners on the track from Omeo to Mt. Wills. In 1912 it was purchased by a miner, Billy O'Connell, and he obtained a hotel license. In the early 1920's he transported 2 houses from Omeo on Horse drays. One is the main building of the Blue Duck and the other was a residence where Billy and his wife raised their nine children. The small log structure behind the pub is State School No.4286 where the children attended school. A teacher was shared with Glen Wills. By the late 1920's the hotel was discovered and patronized by keen anglers. Sir Harold Clapp (head of the railways) was one and he had the bronze blue duck cast and presented to the owners in the 1930's. This stands at the entrance to the premises.These photographs are of a building, in a remote area, that has provided a service to miners, anglers and travellers for over 100 years and continues to do so today. It also played a vital role in the history of the Mt. Bowling in the Kiewa Valley is a popular sport with clubs in each town along the Kiewa Valley. Tawonga Bowling Club is well established with many local men and women involved. Bowling is a popular sport enabling locals to socialise and compete with each other and visit other clubs. Players formed teams representing the Tawonga Club and traveled to other clubs and on occasion represented their area eg. The town of Tawonga is in the Kiewa Valley surrounded by farmland. It is adjacent to Mt Beauty (built from 1946), an SECV town built for the workers on the Kiewa Hydro Electric Scheme which was being constructed from 1911 to 1961. Tawonga consisted of essential amenities including a store, school, Butter factory, sporting facilities, post office, hall and hotel. The town of Tawonga is in the Kiewa Valley surrounded by farmland. It is adjacent to Mt Beauty (built from 1946), an SECV town built for workers on the SECV's Kiewa Hydro Electric Scheme, which was being constructed from 1911-1961. Tawonga consists of essential amenities including a store, school, post office, butter factory, sporting facilities, hall and hotel. The Kiewa Valley has been a farming district from early settlement of white people. This has continued until the present although the nature of farming has varied over the years. Access to information has improved with transport and technology. The journals kept the farmers informed and up to date.These booklets and journals were one of the few sources of information during the 1950s for the isolated farmers of the Kiewa Valley. The Kiewa Hydro Electric Scheme improved both transport and technology during the scheme's construction from the 1940s. The ink rolls were used in an addressograph machine. The addressograph machine used plates that contained names, addresses and classifications of each State Electricity Commission of Victoria employee working on the Kiewa Hydro Electric Scheme. The plates were put through the machine stamped in ink onto pay envelopes. The township of Mt. Beauty was built to provide family accommodation for personnel working on the construction of the Kiewa Scheme. construction commenced in 1946. Photo 1 is looking towards the corner of Lakeside Ave. and Kiewa Crescent. The Post Office is on the corner and the original building housing the Co op store was in Kiewa Crescent. Photo 2 is taken at a later date as the garden in front of the Post Office is well established. The Community Centre is centre left of the photo and the back buildings are the staff accommodation called "The Chalet". Photo 3. Farming country taken from Wallacedale. The Wallaces were one of he early farming families in the Kiewa Valley. Photo 4. This photo is of Junction Camp at Bogong Village and was commenced late in 1939 and by 1940 accommodated 96 men who were engaged in work on Junction Dam. Sleeping accommodation was provided in hutments, each of four rooms, each room being approx. 12 feet by 10 feet and provided for the accommodation of 2 men. This camp remained in use until November 1962.These photos have both historical and social significance. They show the type of accommodation available for workers during the construction of the SEC Kiewa Hydro Scheme as well as early streetscape views of Mt. Beauty.
