The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. Photos of the 50th Anniversary Dinner on 6 October 1973 held at Chaucers. It shows a table with Ivan Layton and Matron Vivian Bullwinkel. Ivan was the CEO of Legacy for 30 years. Matron Bullwinkel was a good friend of his. The wellness centre at Legacy House was named after Vivian Bullwinkel in 2020. The Comradeship committee gathered photos of events and compiled them in a Comradeship photo album for Legatees to look through. 01033.1 A photo of legatees seated around tables. The photos show President Geoff Handbury making a speech and his wife Helen (in black gloves), Dame Mary Herring and Sir Edmund Herring to the right hand side of the photo. Also views from a balcony down on the attendees. In 1993 Geoffrey Swan was the president and was about to hand over to George Woodward. His report shows pictures from many of the activities the widows are involved in such as concerts and gatherings at Legacy House. The report also recaps events through the year such as outings and camps for the junior legatees, handicapped dependents, legacy week and the school students Anzac commemoration service. Up to the 1980s the annual report would usually contain pages containing the Presidents report and photos of significant events of the year. Between 1987 and 1990 these were published in a separate document called 'Highlights from the Annual Report'. This could be used in promoting Legacy in different ways, without all the financial information normally held in an annual report. In following years it became called 'Report from the President' then 'Highlights from the President', before becoming 'Melbourne Legacy Highlights' which was published twice a year from 2007. It was eventually renamed, 'The Torch, Melbourne Legacy Highlights' in 2012. 'The Torch' is still published twice a year. Other annual reports in 00027, 01095, 01096 and 01097, 01098, 01310 and 01311. A group of widows at Legacy House preparing trays of rosemary to be given to the public on Anzac Day and worn as a sign of remembrance. Names unknown. In The Answer in 1995 an articles says: "Operation Rosemary. Since 1982 Legacy ladies have volunteered to make rosemary sprigs for the Anzac Day marchers. At a later date they also made sprigs for the Schools Shrine Service. . . don't worry, there are ladies here to show you how to make them and it's a chance to hav a chat and cuppa whilst you work together. Any day day that you can spare . . . please ring Joan Miller." A note on yellow paper from 01046 explains the source of the rosemary. It says the rosemary donated to Legacy each year for the sprigs of rosemary handed out to the public comes from nurseryman, Peter Hannah, who sourced a cutting from a bush in Frankston which was said to come from a cutting brought home from Gallipoli by a wounded soldier. The photo shows Legatees Pat Hanna (left) and Frank Doolan (right) with a wreath at a war memorial on Anzac Day in 1936. The wreath was an interesting design with a torch to resemble the Legacy logo. From the pencil note on the reverse it was thought it might be the cenotaph in Whitehall, London. Pat Hanna lived in London for a number of years. It might also be the cenotaph that was in Spring St, near Parliament house, until the Shrine of Remembrance was dedicated in 1937. (see photo at 01371). The two were very similar in design as the Victorian one was a half size replica of the London one. Pat Hanna (born George Patrick Hanna; 18 March 1888 in Whitianga, New Zealand) was a New Zealand-born film producer ; he was a soldier of the First World War who entertained postwar audiences with the stage show 'Diggers', that was adapted to a film of the same title in 1931.An early Anzac day ceremony with a Legacy laying a wreath. ... of Parliament House. An early Anzac day ceremony held at the cenotaph ...The photo shows the cenotaph on the steps of Parliament House in Spring St after a wreath laying ceremony. There was a picket fence around the area which was erected for occasions (see the newspaper clipping from Anzac Day in 1928 copied from item no 01204). It is possible that the stamp on the reverse, '4 24', means April 1924, also see similar photos at 01203. From articles in Trove: The temporary cenotaph was the original first world war memorial until the Shrine of Remembrance was dedicated in 1937. The cenotaph was a half size replica of the London Symbol of Remembrance in Whitehall. It was made from timber and plaster and was initially meant to only last for the 1926 Anzac day service and be removed. Patsy Adam Smith had a long relationship with Legacy and has been present at different functions (such as 00752). She helped promote Legacy during Legacy Week as celebrity of the year in 1994. This photo was published in the Answer in August 1994. It is possibly from a military deployment though the details are not known. Appears to be a 'Dugout Night' where Legatees gather for a comradeship event close to Anzac Day in April. The date is approximately 1991 as it was stored with a lot of items from 1990 and 1991. There is a display of military hats as well. Likely to be a 'Dugout Night' where Legatees have a comradeship event around the time of Anzac Day in April. As well as flags there are signs such as 'Tiger Balm, Arrack, Jack Juice, Rice Wine, Suez Canal Water'. Two photos of journalist Edwin Maher signing copies of his books for Legatees at Legacy House. Presumably he had attended a Tuesday lunch meeting as a guest speaker. The books appear to be 'Stop the World I want to get on: How to drive yourself sane' (published 1993) and 'The Edwin Maher Scrapbook' (published 1990). Edwin Maher is a New Zealand born TV journalist who was a former ABC presenter. He helped present the Legacy Anzac Commemoration for Students in 1998.A record of a well known person attending Legacy House. Possibly produced for display or commemoration purposes. There are 10 torches in sliver colour and one in gold gilt colour. Can be used for future projects where the torch symbol is required. A similar one has been used on the Centenary of ANZAC Street Art Mural on the back of Legacy House, Melbourne. The torch that has a gold gilt colour has two screws in the back for attachment. The badge of Legacy is the Torch and Wreath of Laurel. The Torch signifies the undying flame of service and sacrifice of those who gave their lives for their country. Document - Report, The 73rd Report from the President - 1996, 1996
In 1996 Legacy featured Beatrice Gay, a World War One widow on the cover toasting at the annual WW1 Widows lunch. The president was Ray Ward. The report also recaps events through the year such as the school students' Anzac commemoration service, legacy week and the public speaking contest. One article showcases Welfare and Housing with one widow, Mabel, having her house painted after receiving paint donated by the Gas and Fuel Corporation and the painting done by Legatees. Another article is about the Alma Doepel and the experience of Junior Legatee Kim Anderson. There is an article showing Daryl Somers opening Legacy week at with Hazel McKean, Lynne Scott, Elaine Ward and Junior Legatee Kim Anderson in attendance. Up to the 1980s the annual report would usually contain pages containing the Presidents report and photos of significant events of the year. Between 1987 and 1990 these were published in a separate document called 'Highlights from the Annual Report'. This could be used in promoting Legacy in different ways, without all the financial information normally held in an annual report. In following years it became called 'Report from the President' then 'Highlights from the President', before becoming 'Melbourne Legacy Highlights' which was published twice a year from 2007. It was eventually renamed, 'The Torch, Melbourne Legacy Highlights' in 2012. Photo during Badge Week in September 2002. Some widows at their craft stall outside Legacy House. The widows clubs ran fundraising stalls during Badge Week for many years. Gwen Gunn was a very active Legacy widow and organised Operation Rosemay for many years where Rosemary trays were prepared to give to the public on Anzac days. A group of widows at Legacy House preparing trays of rosemary to be given to the public on Anzac Day and worn as a sign of remembrance. The trays say "Rosemary, A gift from Legacy". The lady in blue is Gwen Gunn who was one of the organisers of the Rosemary trays for many years. Other names unknown. The widows clubs have been preparing trays of rosemary sprigs In The Answer in 1995 an articles says: "Operation Rosemary. Since 1982 Legacy ladies have volunteered to make rosemary sprigs for the Anzac Day marchers. At a later date they also made sprigs for the Schools Shrine Service. . . don't worry, there are ladies here to show you how to make them and it's a chance to hav a chat and cuppa whilst you work together. Any day day that you can spare . . . please ring Joan Miller." A note on yellow paper from 01046 explains the source of the rosemary. It says the rosemary donated to Legacy each year for the sprigs of rosemary handed out to the public comes from nurseryman, Peter Hannah, who sourced a cutting from a bush in Frankston which was said to come from a cutting brought home by a wounded soldier.A record of widows preparing rosemary as gifts for the public. The newsletter from October 1955. It featured a serviceman and a toddler on the cover. The president's introduction from Arthur Amies talked about the 40th Anzac Day. The was an obituary for Miss Edith Charlotte Onians OBE the first female special magistrate for the Children's Court. There was an article introducing the staff at Legacy House, including Ivan Layton, Mrs A Briggs, Mrs Clytie Darby, Miss Mavis Skinner (former JL), Keith Wilkinson, Miss Judith Farnbach, Miss Joy Malcolm, Mr Robert Hood. There was news from the boys groups. The news from the residences included an outing to Eildon Weir. A newsletter published by Legacy in this format for many years from 1942. It mentions "Issued from time to time for Private Circulation among the Sons and Daughters of Deceased Service men and Merchant Seamen who served their Country during the War of 1914-18, or the present War". Many articles on the work of Legacy, including features on boys classes, girls classes, camps, the residences and where their past residents ended up. There are some suggestion for careers and some general interest articles. The Answer is a newsletter in magazine format that is sent to the widows that are helped by Melbourne Legacy. For the widows who are sight impaired a copy of the newsletter is audio described onto CD by Vision Australia and posted to them. It contains information about meetings and activities. This edition contained articles on the Legacy Anzac Biscuit Bake Off, the opening of the Vivian Bullwinkel Veterans and Families Wellbeing Centre, and a planting of a Lone Pine seedling at Cobram Secondary College. Plus photos of our programs such as the Student Anzac ceremony, Path of the Horse family day, the walking group, the stamp ladies, adults with a disability program days, widows club gatherings. The Vivian Bullwinkel Veterans and Families Wellbeing Centre on the 3rd floor of Legacy House was opened on the 13 April 2021. It provides the veterans and their families a safe haven to access essential support services such as advocacy, case management and referral pathways whilst inviting them to relax within a 'club' like environment equipped with lounging and children's play areas, and both kitchen and bathroom facilities. It was named in honour of an Australian Army nurse who was the lone survivor of the Bangka Island massacre, and who dedicated her life to nursing. The exceptional portrait of Vivian Bullwinkel on the cover was painted by George Petrou. Series of four Black and White Photographs cable trams in Melbourne at the Bridge Road terminus or city during the mid 1920's/ .1 - Bridge road terminus with the car house or depot on the left hand side with the destination of Spencer St. .2 - Gripman possibly checking his watch with a depot worker? stepping off the tram. .3 - family stepping off the tram with cable trailer 368 in the view - Elizabeth St, near Flinders St? See Brian Weedon's notes re the photo and the trailer. .4 - As for .1 - with an X marked above the lady and a very large motor car passing. Printed on Kodak Paper. Adam Chandler advised by email 5/8/2020: " note there's a destination box fitted to the grip - from memory, these started to be used from the mid-1920s with the dummy and trailer repaints into the brown colour? That also looks to be either a 1925 or 26 Buick - the "moustache" shape at the top of the front radiator grille and the distinctly angled lower sash of the windscreen are further hints. Given the Richmond line closed in 1927 for conversion I'd say some time between 1924 and 29 June 1927." The Little Bank Building at the corner of Anzac Avenue, formerly a Commercial Bank of Australia branch, was moved to Hurstbridge around 1917. It was one of a few portable branch buildings, towed by horse or bullock team to a site as required. The branch operated until the early 1980s. In 1985 it was moved about 42 metres south to the Allwood House grounds to become part of the Hurstbridge Neighbourhood House. Covered under Heritage Overlay, Nillumbik Planning Scheme.
