He died during his last term of office and Councilor G.C.Stewart took over the balance of his term. James Richmond was born at Hamilton ,Lanarkshire in Scotland on 24th November 1840.He migrated to Australia at age 21, on the sailing vessel "City of Melbourne", arriving 23rd July,1862.He made his way to the Ballarat district and secured a position as head teacher at Weatherboard Hill State School. On 25th April 1866 he was selected as the first full time Shire Secretary, at a starting salary of 250 pounds per annum, (the previous position having only been part time). On February 26th 1867 James married Annie Dobson and they had four sons and two daughters. Their residence was a dwelling attached to the original Shire Offices at Learmonth.During his term he took on various other roles. In July 1873 "Richmond Park" on the foreshore of Lake Learmonth was named in his honour.James Richmond died on 29th December,1879 (while still in office),from a severe attack of rheumatic fever at age 39, leaving Annie to raise their six children.First fulltime Shire Secretary of the Ballarat shire,1866-1879. This book outlines the history and development of the Shire over the 100 years.Councilor Charles Edward (Ted) Brown was at the time Shire President.The District Roads Board was created on 7th October 1856 and on 24th November 1863 was proclaimed a Shire,thus making it the first Shire in Victoria. John Waghorn was an amateur historian, an authority on the history of Victoria's postal services. He could tell you how mail was delivered in the high country in the 1880s, where the town of Gobur was, or when the overland Melbourne-Sydney mail service began. He admitted that his hobby has got a little out of hand. He had 30 filing cabinets, and indexes of more than 70,000 postal workers over the past 160 years crammed into three rooms at his home. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. The time capsule should have been opened in 2020, the 150th anniversary of the establishment of the Ballarat School of Mines, but was postponed due to successive lockdowns during the Covid19 pandemic. This publication consists of many Decades which contain "figuers and descriptions of the fossil organic remains to be used for the determination of the geological ages of the different geological formations of the country." (p. 3). Frederick McCoy was born in Dublin, Ireland in 1817. He was a Professor of Natural Sciences, University of Melbourne 1854-1899. McCoy lectured in geology, zoology, chemistry, mineralogy, geography and botany. In 1858 He became the Director of the National Museum of Victoria and the President of the Royal Society of Victoria in 1864. In 1888, McCoy was awarded FRS for work in Palaeontology in Ireland, England and Australia. He died in his office while correcting examination papers in 1899.A Paperback cover book. Decade v. The booklet comprises of a series of papers published in the Ballarat Star, with some revisions. The Administrative Council hoped the publication would increase interest in Technical Education, especially the Art of Mining. He would also hope the public would recognise the Ballarat School of Mines as an institution adapted to supply technical education. The Ballarat School of Mines Council listed at the front of the book includes: Redmond Barry (President and Trustee), Judge Rogers (Vice-President), Somerville Livingstone Learmonth (Trustee), Rivett Henry Bland (Trustee), Charles Gavan Duffy, John A. MacPherson (MLA), William McLellan (MLA), Duncan Gillies (MLA), F. McCoy (University of Melbourne), John I. Bleasdale, W.H. Barnard, James M. Bickett, Henry Richards Caselli, P. Chauncy, J.M. Davey, Joseph Flude, R.F. Hudson, Robert Lewis, James Oddie, Robert M. Serjeant, J. F. Usher, John Walker, J. Williamson, Mayor of the City of Ballaarat, chairman (for the time being) of each of the seven Mining Boards of Victoria. The President of Examiners was Judge Rogers, and the Honorary Auditor was Richard Ford.Stapled, brown soft covered booklet of 48 pages. Section I outlines the establishment of the Ballarat School of Mines, the buildings and land used by the school, describes in detail the former Ballarat Circuit Court and describes the lecture rooms. Section II describes the Ballarat School of Mines Museum, including a description of exhibits. Section III describes the lecture hall, and the apartments on either side of the hall, including the office of the registrar W.H. Barnard, mathematical classroom, chemical laboratory, and metallurgical laboratory. Section IV outlines the subjects offered by the Ballarat School of Mines, including Mathematics taught by John Victor of Grenville College, who had been educated at Trinity College Dublin. Mining and Land Surveying was taught by C.W. Thomas. Mr Croll taught mechanical drawing, followed by Jonathan Robinson of the Union Foundry, and finally S. Keast. It then lists some text books used in the school. Section V mentions the School Council, lack of funds, future directions, mining laboratory. Vi- Describes the land and out buildings, and the proposed building for metal and wood turning, brass foundry, blacksmith, working engine, etc. This section describes some large donations to the school - 50 pounds from the Misses Meglin of Melbourne, 10 pounds 10 shillings to the 'Pyrites fund' by the Walhalla and Long Tunnel Companies in Gippsland. Section VII covers the teaching of chemistry by Joseph Flude. Section VIII outlines the metallurgy classes and the process of assaying. Section IX covers telegraphy taught by Mr Bechervaise Section X describes the examination process at the Ballarat School of Mines. Examiners in mathematics were G.J. The tent model mentioned in the letters was displayed in the Ballarat School of Mines Museum. During the 1960s it was transferred to the Ballarat Historical Society. Hitchcock regarding the death of James Oddie and early gold mining at Ballarat, 1910 and 1911 48 The Memorial Hall Farringdon St London Dec1/10 The Secretary Ballarat Museum Dear Sir, I am just now sending you this line, i anticipation of further correspondence later on, simply to forward you a Post Card of the 1st mining tent erected 1851 on the site of he then newly proclaimed Township of Ballarat, which, as the sole survivor of the party who built the original, I have had the pleasure in making, and have decided to present it to your museum, Sir Jno Lasenor out Agent General for Victoria came to a Bazaar recently held in London. where I had it on view in the museum from 3 days, - and desired I would allow its [ ? ] exhibited in the first large window of the beautiful new building of the Victoria Agency situate in the Strand. It is there for the past few days and he may wish it to remain a week or two longer, I know of no other exhibition of it to delay it being packed and shipped to my relatives in Geelong (Mr [?] Bright of Hitchock's Firm) who may wish to show it in one of their windows before forwarding it to your museum - I have had an itemised pane glass case made for it with drop down end and [?} it stands on a plateau of moss, to represent grass 32 x 13 x 13 high and chimney 14 1/2 - the case is made 34 x 26 x 20 high inside - I shall have it very carefully packed - tent emptied tools, beds, &c &c in separate packing and insured for 50 pounds - I will send you full details later on. I hope and believe your President will accept it in due time Meantime believe me to be very truly Cat Walter Hitchcock G.F.B. 48 The Memorial Hall Farringdon St London March 15th 1911 The Secretary Ballarat School of Mines Dear Sir, Thanks for your letter received last week – I have unaccountably mislaid it, so cannot address you personally, shall no doubt find it among office papers. The model is being fetched today from Victorian Agent General’s (Sir John [Lavernor?] office window in the Strand where many thousands, he tells me, have stopped in passing to see it (their first peep of Ballaarat). It will be on view at Blackheath (Kent) for a week, then packed and shipped without further delay. I shall enclose in the glass case (which is 26 x 34 x 16 in high) some spare minced moss and gas (smoke) in case in transit the plateau suffers by shaking (though it is well glued down). All the tools, mining appliances, cradle, windlass, &c will be separately packed enclosed – which you can easily place in respective positions. HRH Prince of Wales has graciously accepted a photo of it – and in my letter to him when sending it for his acceptance I said – as he would probably ere long visit Australia as did his grandfather and father, which ought to (and certainly will) include at least a day or two in seeing your beautiful City, and also something of your mines &c instead of the hurried visit of his father (2 hours) when he, as Duke of York, unveiled a statue to the memory of those slain in the sad Boer War, which now is admitted by almost everybody to have been a big political mistake, - though in the future with England’s present wise policy towards that country it will prove for Africa’s welfare. It may interest you to know that when I ascertained that Geelong was not to be visited by the Royal Pair – I went up to St James’s Palace by appointed time the Duke’s private Secy Sir Arthur Bigge – taking with me a specially illustrated paper issued in Melb. showing many pictures of the beauties and industries of Geelong – Sir Arthur was impressed but said all the arrangements for the Royal stay in Victoria (10 days) were made locally, by Lord Hopetoun and collegues and committee, and were practically closed – which meant that only a brief trip to Ballarat to uncover the memorial was intended outside Melbourne. Perhaps if we were Melbourne residents we should have succumbed to the prevailing spirit of selfishness – forgetting (or trying to forget) that there are many beauty spots in Victoria and centres of great interest - Ballarat, Geelong, Bendigo, &c that ought to have been visited instead of Melbourne only. Finding Sir Arthur favorably impressed about Geelong I thanked him and returned to City work again. I at once called to Geelong whose mayor and friends had been twice unsuccessful in trying for the Melbourne functions programme being altered to include a visit to Geelong and lovely spots in the Western District, reporting my interview with Sir A B and his favourable reception of my representations, but that any alteration to the programme of engagements during the Royal visit must be made locally and by the local authorities. This had the desired success for on receipt of my message the Geelong mayor and colleagues again reopened the question and went to Melbourne, resulting in a concession (but what an altogether inadequate one) and they graciously ? consented to the train, on its way with the Duke and Duchess to your city, to stop at the Geelong stn (15 minutes) and so it came about that by a hasty local effort, 3,000 school children, and not a few of the leading people including the Mayor &c were gathered to welcome them in Geelong. The National anthem being sung, an Address read and presented and kindly replied to. Now Ballarat should doubtless has influence. See to it when our P. Of Wales visits Victoria – an unselfish ¬ programme is fixed up – and HRH afforded ample opportunity of visiting leisurely your city, Geelong, Bendigo and other centres of beauty and importance. The Prince himself will be the gainer by such an equitable and enlightened programme, - and come back with all the more favourable views of the marvellous development ever since our family first settled in Geelong in 1850. A far preferable result of such a visit than night after night having Melbourne Banquets and the visiting of its undoubted attractions - whilst all the rest of the State remained unvisited. Such an official mistake must not be made again. I will write you again, stating name of steamer of which the model is shipped and date of departure – it is firmly built on a backing of 3/8 in oak tall uprights so through the 7/8 in plateau and am entrusting the packing be very careful. I expressed firm – so that except possibly any breakage in glass case – it should reach you in due time all right. The top of case will be screwed so that it can be readily removed temporarily to enable my [ ? ] firm to show it in one of their windows. Believe me Yours very truly Captn Walter M. Hitchcock regarding the death of James Oddie and early gold mining at Ballarat, 1911 48 The Memorial Hall Farringdon St London April 20th 1911 My Dear Sir, It is with no ordinary feeling of regret that I received the tidings of the death of my good friend, your fellow citizen for many years, Mr James Oddie. Living at Geelong from March 1850 I came to know him there as carrying on a foundry business in Ashby. With the discovery of gold at Ballarat started off almost of the working people, as well as of all other classes of the male population. Mr Oddie arrived in Ballarat I believe on or about September 1st 1851. My three comrades and I arrived October 1st 1851 – among the many thousands soon gathered within a mile or so of Golden Point – my friend Oddie and I often met. I returning to Geelong after a year mining – my friend on the other hand remaining at Ballarat ever since – a marvellous record, and I am sure his life has been one of unique value to your City in many ways, - his age (87) naturally prepared me for his call home – and only two mails before the news came I received from him on of his kindly chatty letters in which amongst other things – he referred with pleasure to having received from me two 10 x 12 photos – one being of my model and that he was arranging to have it placed in a shop window in your city. I am interested in the fact of your having known each of my three comrades of 1851/52. It was J.M. Garrett and I who got permission to conduct public Sunday morning service in their large Marquee – used all the week for issue of Licenses in the absence of any church buildings, and it being on wet Sundays impossible to have services as usual under the trees – Ballarat then was more like a Gentleman’s Park – than bush country – but the axe soon did its work – and all were felled for our cooking, and hencewith to make our kindling etc. Shafting of holes not being at first done because too shallow – our deepest (at Eureka) was only 115 ft. Bendigo I hear had now mines of 4,000 ft in depth (deeper than our tin or coal mines here). I fortunately have, in excellent state of preservation, my last of 12 licenses dated October 1 1852 and have recently purchased here a Miner’s Right dated 1864, to that when explaining on matters re Gold Licensing I can show sample of each. Please send me receipts in duplicate, one for my brother, the other for the Customs, Geelong, as being donated to your institution, after some little correspondence it was admitted [??] any payment for duty. The Chancellor is the head of the university and presides over meetings of Council. The Chancellor is also an ex officio member of all other bodies of the University. As well as being the traditional colour of embellishment on a Chancellor's gown, gold also provides a tangible link between the new university and its Ballarat ancestry. Academic gowns distinguish between the university's senior office holders, The design of the Chancellor's gown at the University of Ballarat is based on an Oxford and Cambridge tradition for university Chancellors' robes. It is made after the style of an English Queen's Counsel gown, with appropriate traditional adornment (chevrons) on the sleeves and edges. The decorative braiding is in gold oak-leaf braid. The velvet trencher with gold tassel is the traditional headwear for a Chancellor. Black and white 16 page booklet with a primarily black cover. The booklet is the programme for the installation of Emeritus Professor Geoffrey Blainey as the foundation Chancellor of the University of Ballarat. On 29 February 1892 'The Argus' reported on the first Annual Meeting of the Clunes School of Mines. "The annual meeting of the council of the Clunes School of Mines was held last evening at the town-hall. In place of members of the council retiring by effluxion of time the following were elected: — Rev. Elder Gray, Messrs. John Beveridge, R. Nichol, J. Bryant, W. T. Pitcher, J. H. Daley, and T. Gilbert. The first annual report, showing remarkable progress, was received and adopted. The following officers were elected for the ensuing year: — Rev. E. Grey, president; Rev. Father John Barrett and Dr. Gordon, vice- presidents; Mr. Joseph Bryant, hon. director; Mr. W. Y. Witherden, hon. treasurer, Mr. H. E. Sando retained the office of secretary, and the officers for the time being were appointed trustees." Great satisfaction was expressed with the success of the school, and the progress and extent of the classes. It was referred to a sub committee to make arrangements for allowing the free inclusion, in certain classes, of a limited number of boys and girls of 14 and upward, who on examination qualified themselves for the privilege. An offer by an anonymous resident to pay the fees for four miners for admission to any class in the school was announced by the president, and received with thanks.Two photographs showing the exterior of a weatherboard building known as the former Ballarat School of Mines Clunes campus. Geoffrey Blainey was the inaugural Chancellor of the University of Ballarat. It is assumed this is the first graduation in 1995 at the Chancellor does not wear the University of Ballarat Chancellor's Academic regalia. Another possibility is when Geoffrey Blainey was awarded an honorary doctorate. Academic gowns distinguish between the University's senior office holders and our graduates. Federation University's Chancellor wears a blue robe that is trimmed with gold and features a gold embroidered frog at the shoulder and gold oak-leaf braid below the arm hole. The Deputy Chancellor and the Vice-Chancellor also wear blue robes, with gold trims and different designs inclorporating the gold oak-leaf braid, ord or tassels. The members of the university Council wear black robes with a sole of gold. Our graduates wear black robes, with either a black trancher cap or bonnet (for professional octorate) with stoles, linings or trims in the colour of their discipline. The Ballarat School of Mines was established to educate in the branches of the science related to mining. The aim was to 'make the School thoroughly practical and accessible to all parties' by establishing both day and evening classes with the resident master assisted by Professors, Lecturers and Examiners of the highest scientific attainments. William Corbould was the son of a Ballarat tailor. He attended Ballarat College, and obtained certificates in assaying and metallurgy at the Ballarat School of Mines (SMB) in 1883, studying under the revered Professor Mica Smith. Corbould was not a born student and remembered his first experience at SMB: 'From the Registrar's Office I was led to be introduced to the Professor of Chemistry, one Mica Smith. The initial encounter gave me little encouragement - his large laboratory was filled with hundreds of bottles bearing strange labels with queer symbols on them. My heart sank. At the first opportunity I grabbed my hat and made for the door, but the good professor called me back. I pointed out that I was never any good at school ... so it was no use pretending to be clever enough to understand all those weird symbols! The Professor told me not to worry about that and took me to one of the benches where he found a blowpipe and a charcoal block. Mixing together two powders from bottles on the shelf he transferred a sample to the charcoal and directed the bunsen flame onto it. Soon it began to melt and a white bead appeared in front of my eyes. He then took a test tube and added a little colourless liquid from each of two bottles. A beautiful dark blue colour appeared. My interest was won.' During Corbould's mining career he travelled to Europe twice, and visited most of Australia's main mining fields. Corbould started his career as an assayer at Pinnacle Silver Mine, Silverton, and was then a self-employed assayer at Broken Hill. Corbould became an assayer for the infant BHP mine, and later worked in Kalgoorlie and Coolgardie, including managing Hannan's Reward, the oldest gold mine on the Kalgoorlie gold field. He spent 13 years at the Mount Elliott copper fields as general manager. In 1923, at the age of 57, Corbould went to Mount Isa and reported on options, experimented with new metallurgical processes and floated a company. John Carden of CRA said: 'Corbould was the man who brought Urquhart to Mount Isa. He was the man who made it all possible. He is tremendously important in the Mount Isa story, because he was the first technical man, the first professional man on the scene. He was responsible as I said, for bringing finance to the place, but I think even more importantly he was the first man to recognise the need to put all the little claims in the Mount Isa discovery together. I think perhaps his major contribution to Mount Isa was this amalgamation on the various claims. He recognised that the ore bodies at Mount Isa were not as rich as Broken Hill and they would never have survived had it been fragmented, so he was terribly important.' After completing major financial negotiations for Mt Isa Mine from London in 1927 Corbould remained in Europe where he remained until his death. Corbould was awarded the Legion of Honour of the American Institute of Mining and Metallurigical Engineers for fifty years service. Corbould died at Monaco in 1949 at the age of 82. The new Manufacturing Technology Training Centre (MTTC), a part of the proposed Building Construction Training Centre (BCTC), will be a purpose-built, stand-alone, fully fitted-out industry-standard facility. This new space will accommodate current course provision along with specialist training spaces for developing skill requirements in manufacturing technology such as robotics, mechatronics, engineering and industrial automation. Project funding was provided by the Education Investment Fund from the Australian Government Department of Education, Employment and Workplace Relations. The project budget is $18.09m, and the resulting building will have a floor space of 4,755m2. The Manufacturing Technology Training Centre is being built in conjunction with the Technical Education Centre (UBTec). While the buildings will have separate street identities the buildings will be joined with shared amenities areas. UBTec will provide a facility including individual learning spaces, learning studios, administration/office space, circulation, open plan learning space, staff common areas, computer rooms, meeting rooms, staff work areas and kitchen areas as well as car parking and site-wide amenities. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it.
