These badges were sold in Australia to aid the Red Cross war effort in World War One. The Australian Red Cross was founded as a branch of the British Red Cross in Melbourne in 1914. These scales came from the Nullawarre Post Office, Nullawarre being approximately 25 ks East of Warrnambool. It is a small centre for the local farming community and has some services including a store, school and hall. The Post Office has closed in more recent times and these scales are one of a number of items which came to the WDHS on its closure including a brass fire extinguisher and a 1969 telephone book. Charles Williams was a postmaster at one time and Vida Williams was post mistress. These scales are an interesting and common item with a strong connection to a local community area.These scales have a cast metal frame with a circular base and a circular vertical section which frames a brass measurement circular plate which is marked in increments up to 11 lbs and held in place with two screws. This booklet is the 98th Annual Report (1952) for the Warrnambool & District Base Hospital. The Warrnambool Hospital was established in 1854 and was then also a Benevolent Asylum for elderly people. In 1952 the centre for elderly people was at Alveston in Cramer Street, Warrnambool and was part of the services of the Warrnambool Hospital. This booklet is of interest as it is an annual report for the Warrnambool Hospital (1952) and will be useful for researchers. This is a booklet of 25 pages. The organization now known as the Country Fire Authority was established in 1945 as a volunteer and community-based organization providing fire fighting and emergency services in regional and rural areas in Victoria. These coasters depict scenes from Warrnambool – the Botanic Gardens, The Hopkins River mouth and the Wollaston Bridge. All are areas of historical and tourist interest. The coaster were produced to raise funds for Peters Project in Warrnambool, a charity organization dedicated to bringing improved cancer care services to Warrnambool. The organization was founded in 2008 by Vicki Jellie in memory of her husband Peter who died of cancer. The major aim of the organization was realized in 2016 when the South West Regional Cancer Care Centre was opened in a new building in Ryot Street and services to assist cancer patients in Warrnambool continue to be extended. On Saturday September 2, 2023, Russell Yeoman led a group of 22 society members and interested others on a walk following trhe bounadries of the original Shillingalw farm. Commencing at the corner of Panther Place and Library Place, we proceeded up to Shillinglaw Cafe then the Shillinglaw trees at the former Eltham Shire Office site then along Main Road to the fire station then throughh St Laurence Lane and uinder the railway line , along Diamond Street then return via the Diamond Creek trail behind Andrew Park. The actual farm boundary went past the creek and further up the hill. The original farm comprised lot 90 of Holloway’s 1851 subdivision of Little Eltham. Its area was 30 acres lying east of the Diamond Creek and north of Henry Street. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups. ELTHAM’S GROWTH HAS BEEN RAPID IN RECENT YEARS Unknown local paper c.1960s Recent years have seen a rapid change in the appearance of Eltham’s business centre - so rapid, in fact, that the growth of premises has been almost 300%. For more than thirty-five years Eltham had little more than a dozen traders - the town's business area spreading from Pryor Street in the north, to Pitt Street in the south. The greatest density of businesses - no more than a handful of shops - were situated in the present shopping centre but other essential services such as the Post Office, were located half a mile away. As the town's population grew and the need for more shops became apparent, the growth was centralised around the railway station and Shire hall. Few of the old premises are used for their original form of business today, though many are still in existence. One of the oldest (seen clearly in the illustration) still in use is now Ferrari's Greengrocery. This shop was Eltham's butchery in early days, conducted by Jim Ryan. Up to twenty years ago, Mr. Ryan ran his business from the shop. whilst his son toured Eltham in his horse and cart, cutting his customers' orders as he went from door to door. Another business - one of the few still trading in the same goods-was Burgoyne's Hardware. This is now owned by Mr. R. Clinton, a new shop has recently been added and shortly the old premises will disappear completely. The Burgoyne family were well known to Eltham's population. The Post Office and Store (then in Main Road, near Bridge Street) was run by Mr. and Mrs. Burgoyne. The Post Office was later moved, and attached to the hardware store. OLD HOTEL In this same area was the old Eltham Hotel, almost opposite the present hotel. The building still stands, but has been converted into a house. The hitching rail can still be seen by the roadside. Back in the township was Barber's Blue Gum store, later conducted by Mrs. Burges (mother of Garnet Burges) and claimed to be Eltham's oldest shop. Further down the road, just past the hardware store, was the barber shop and billiard saloon. Next door was E. J. Andrew's news agency, library and State Savings Bank. Eltham's original chemist's shop, or dispensary as it was called, is now an electrical repair shop. On this side of the street too, was Mrs. Monteith - Draper. Mr Monteith was the owner of Eltham' s bus service. This bus service had no regular route, but deposited passengers at the point nearest their homes - a. door to door taxi service. Next to Mrs. Monteith stood another grocery - and general store, and next again, the local blacksmith. Another of Butcher Ryan's sons was Eltham's blacksmith and obviously an enterprising man he conducted a timber business next door to his smithy's shop. These two premises are still run by one man - Garnet Burges. BOOM STARTS Twenty years ago, when Thompson's took over Eltham's pharmacy they occupied the old shop adjoining the Shire hall. The building of Thompson's new premises, from which· they operate today, was the beginning of Eltham's recent growth and development. With another grocery store and a bakery at the corner of York Street, a butcher near Franklin Street, a cobbler's shop opposite the State School (did you ever wonder what that-little building attached to one of Eltham's oldest houses had been?), and an estate agency conducted by Mr. Clark, now Eltham Real Estate - only one trader remained - and today, still carries on, the only original owner of one of Eltham's .oldest established businesses - Mr. Dave Lyon, of Lyon Bros. Garage, which was formerly located in what was later used as Chenowyth's Foundry in Main Road. From the early twenties until little more than six or seven years ago that was the picture of Eltham. Some businesses had changed hands - many years before Mr. C. Rains had acquired Andrew's news agency, Mrs. Monteith's drapery had become Mrs. R. Smith's home-made cake shop, to change again and again to many other types of business. But generally, Eltham was unchanged, for nearly thirty years. Then suddenly new shops mushroomed. The new news agency and drapery, the chemist and adjoining shops, a new butcher, a green grocer and several more. POPULATION DOUBLED In the space of a few years, fifteen new shops, two banks, a restaurant and a post office were built at Eltham. New types of businesses found a ready market in an area which was quickly almost doubling its population. A little over twelve months ago, another wave of progress hit Eltham. Since then eight more shops have been built - a cake shop and fish shop in Dalton [sic – Dudley] Street - for building areas are unprocurable in the Main Street shopping centre now – have been built by Mr. D. Kimball; a new ladies’ and children’s wear shop has been opened by Rains; Eltham Dry Cleaners have another of these new shops, and Mr. R. Clinton has built elaborate new premises. Further down the road, Mr. C. Campbell has built a new butcher's shop, and next door, at present under construction, are a self service store and a shop which Mr. J. Hodges will open on completion. In addition to these new shops, Mr. J. Millett has extended his grocery to almost twice its original size. FLOURISHING Outside the central area, other businesses are flourishing. Latimer's felt factory is being developed in a picturesque rustic setting; P. J. Timber and Trading Company have recently completed a large showroom and timber yard, and in the town itself Nicholson and Merritt are now completing the extension of their foot wear factory to double its former area. This is Eltham today. Progress is moving rapidly in this rural area on the fringe of the metropolis. Less than a decade has seen vast development. The years to complete that span of time will see even greater changes and greater prosperity in this heart: of the Diamond Valley. OLD LANDMARK GOES Perhaps the most famous landmark in Eltham's' business section disappeared last Wednesday when the towering blue gum in Pryor Street at the rear of Main Road shops was felled. The tree, stated to be more than 80 feet high, was the one for which the adjoining café was named, when that business was Eltham’s only provision store, long before the turn of the century. Mr. J. Millett, who now owns the property on which the tree stood, deeply regretted its removal, but was mindful of the need for expansion in the business area. The "Old Blue Gum" was removed by Mr. A. Wilson, expert tree feller, from Heidelberg. McDonald produced this record in the course of his responsibilities as Shire Engineer for Eltham Shire Council.Record of various Shire of Eltham infrastructure works undertaken during the period of 1952-1962 involving bridge and road reconstruction projects, sometimes with Eltham Shire Council Project Reference numbers quoted. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire. Living Memorial is Trust's Gift To A Shire Bathed in bright sunshine and now at its best, the Memorial Garden of the Eltham War Memorial provided a perfect setting for the handing over of the Memorial to the people of Eltham last Saturday afternoon. Speaking for the War Memorial Trust, Mr E. P. Harmer, chairman paid tribute to the unselfishh service given by its members , some for more than 20 years. Special tribute was paid to the late Mrs Ada Lyon, a foundation member who, Mr Harmer said, made the Trust her life. A memorial plaque to Mrs Lyon was unveiled by foundation members Mr N. Kerr. Facilities. An infant welfare centre, a pre-school cente and a children's library are built within the memorial. Funds for the buildings were raised by the Trust and theh women's auxiliary. Accepting the Memorial on behalf of the people of the Shire, the Shire President, Cr. L. C. Docksey, assessed the value at beyond £50,000. To make the transaction legal, Cr. Docksey paid the sum of £1 to the Trust. Many foundation members of the Trust and councillors of the Shire were among the official guests. The Shire of Eltham Brass Band provided suitable background music for the ceremony and at.
