Document, History & purposes of residences
A paper which was delivered to the Legacy in Victoria Conference in 1980, detailing Melbourne Legacy's involvement in housing the children of Legacy widows since 1942. By 1950 Melbourne Legacy administered four houses - Holmbush, Stanhope, Blamey House and Harelands - and cared for approximately 100 children. The houses were designed to be as homely as possible, and each one was largely autonomous. Children, many of whom came from country Victoria, would go to their own homes during school holidays and the Christmas season. The stated objectives were to 'pass out into the world young men and women with high ideals of citizenship, who are self-reliant and self-supporting.' Also 'to provide affection, security and a future goal and essential discipline.' The country Clubs and Groups would send provisions such as preserved fruit, cheese, eggs, honey, citrus fruit, butter, and potatoes throughout the year to support the residences. Numbers of residents declined during the 70s, and in 1975 a Residences Committee recommended that Blamey House and Harelands should be closed, leaving only Stanhope in operation, the first Blamey House having closed in 1955 with Holmbush being renamed the second Blamey House. By 1980 the only remaining house was Stanhope with an average occupancy of 20. See Cat. Minutes of the meeting held on 28th February 1975 which updated the information in Cat. No. 01693. Red Cross, which owned Stanhope and leased it to Melbourne Legacy, had been approached to consider Legacy's request to modify the residence. The numbers of children 16 years and under had averaged 35-40 with 26 currently in residence. The Committee now proposed that Harelands should be sold and Stanhope should become co-ed and modified to accommodate 40 children. Chairman Legatee Quayle undertook to ring other Committee members for their approval to pass these recommendations to the Junior Legacy Club. Items are part of a collection of Legacy items from Valma Hutchinson (nee Wigg), a former junior legatee. Valma was accepted into Junior Legacy club in 1940 when she was about 10 years old. She had collected the newspaper clippings of notices in the newspapers for Miss Carre's 90th birthday and also her death notices. The sentiments expressed show how much she was respected by the former Junior Legacy girls. The photocopy includes a picture of 90th birthday celebrations for Miss Carre at Legacy house. A copy of the photo of the girls at Mt Evelyn camp had already been received from Valma Hutchinson (nee Wigg) and is at 01437. It is mentioned that she and her good friend June were in the photo and would have been 16 at the time. Miss Carre is also seen, seated wearing red, in the photo of L/- Grattan's 100th. More photos of Legatee Grattan's 100th are at 00964. A note sent to Legacy with the items mentions Legatee Grattan walked Valma down the aisle at her wedding and that Valma and her daughter would frequently put flowers on his plot in Springvale cemetery.An example of the long term friendship of Junior Legatees that they attend reunions and stay in contact. Items for sale included home made food items like relish and jams, and craft items. Legacy House held craft lessons throughout the year and often the items made were sold at the fetes or at a stall outside Legacy House during Legacy Week for fundraising. The lady in red is Billie Sims who has been President of the Widows Club. It is likely to be 1988 due to the photographers reference number meaning 17 November 1988 (ref no. 881117). One photo shows Legatee Eddie Jowett dancing with Billie Sims (who was President of the widows club), he would also lead the singing. Six school girls from Siena College came to Legacy house to meet the weekly gathering of the stamp ladies. They had chosen Legacy as a cause they wanted to help and decided to collect stamps, they donated over 5,000 stamps. The widows clubs have sorted used stamps and sold to a stamp dealer for many years to the present day. It raises funds and provides a purpose for gathering together. Photos included Beryl Billing, with two school girls from Siena College and a lot of loose letters. Also a cake and sandwiches enjoyed by the gathering. Beryl Billing was the co-ordinator of the stamp sorting for many years. For many years Legacy was invited to bring junior legatees to Government House for for an enjoyable Legacy Christmas party. There were entertainers, carousels and often a train ride. And the joy of a Christmas present for each child. This photo was published in the March 1945 newsletter so was from the party in December 1944. The caption says 'Oscar the bull was a great success with the children at the Junior Legacy Club's Christmas party in Government House grounds. The fact that Oscar wore boots did not in the least detract from his popularity, judging by the expressions of glee.' The governor at the time was His Excellency Sir Frederick Mann. This photo shows an entertainer dressed as a cow and the children on the lawn of Government House. From an article in The Answer newsletter December 1995 edition there was a Remembrance tour to Canberra for widows in 1995. 1995 was the 50th Anniversary of the end of World War II and there were remembrance events all over Australia as part of 'Australia Remembers'. The ladies are standing at the Changi War Memorial, Duntroon. The article says: "On 5th August, 32 members of various Legacy Clubs journeyed to Canberra on a 4 day Remembrance Tour. A wonderful time was had by all. The whole tour was wonderfully organised. We got off to a very cold and wet start, even to snow on the way, but by the time we reached our Motel the sun was out and it remained out all the time were were there. The highlights of my trip personally were Duntroon, The War Museum and Parliament House. It was great to met all the other Club Members and to establish friendships. A Legatee Grat Grattan with the President of the Melbourne Legacy Widows Club, Mrs Irene Noll, on the occasion of his 100th birthday celebrations at Legacy House. This photo was used in a newspaper article in 'Vetaffairs' October 1994. The article says Oriel John Grattan was born in WA and enlisted in the First AIF in 1916. He served in France and Belgium before he was wounded near Menin Gate. As a Legatee he was widely respected, he was 'something of a father figure - many of the girls were given away at their weddings by this kindly Legatee'. It continues with an interesting piece on the acquisition of Legacy house. It says: 'Perhaps his most lasting monument is Melbourne Legacy House. Through his friendship with one of the principals of the firm, Brown and Dureau, Legacy was given a donation of 30,000 pounds in 1944. A condition of the donation was that Legacy had only eight days in which to buy a building. A building across the road from the Royal Melbourne Institute of Technology was bought for 18,000 pounds and the balance invested. The building was sold in the early '50s and the proceeds plus the invested money enabled Legacy to buy its headquarters, Dureau House, in Swanston Street in 1955." Vetaffairs is a newspaper for the veteran community published monthly. This photo of President David Ford and a widow with an envelope was taken on the same film as celebrations for the 80th Anniversary of Legacy in the grounds of Government House in 2003. It could be the widow passing over funds raised by the widows clubs to President Ford.There was a strong relationship between Legatees and the widows clubs. Document, Lists of past residents for reunions
Lists of Junior Legatees that were compiled by Alison Ball (nee Wisdom) and passed to Legacy in 2018. As the lists contain contact addresses and phone numbers not all pages have been scanned and most are kept private. Alison contacted Legacy in 2018 about giving the lists to Legacy for archiving. She had been very active in committees that organised reunions over the years. The lists include attendees and apologies from the 1973 reunion. Also a list titled 'Stanhope and Harelands Resident's Address List' from 1984 there are photos of the 1984 reunion at Kooyong Tennis Club at 01837. There are lists for 1991 and 1993. The large list for 2001 is titled Former Junior Legatees and is 19 typed pages, which may include more than just past residents of the Legacy Homes. Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950) were residences run by Melbourne Legacy to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself, or they needed to stay in Melbourne for further education. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The children were cared for until they were old enough to become independent. A record that past residents kept in contact through regular reunions. Two photos of widows with a handcrafts stall at Flinders Street Station in 1990. Widows met regularly at Legacy House for craft gatherings lessons. Some of the items the Widows produced were entered into an annual craft contest and exhibition. Many items were also donated to the annual Badge Week stall that widows organised. The stall was often outside Legacy House but in these photos from 1990 the stall was set up at Flinders Street Station. A regular event for the widows was a concert in Fitzroy gardens performed by the Police Band. Usually held in March each year. The police horse Gendarme was a regular favourite and his horse float can be seen in the background. These photos show the widows enjoying the music and performers. President of the Melbourne Widows Club Irene Noll is seen in the first photo in floral top and black skirt. Legatees Geoff Swan and Charles Munnerley are standing by the microphone as Legatee Eddie Jowett reads something. Legatee Jowett regularly hosted and sang at monthly concerts at Legacy House. An article in the Answer in June 1994 shows Irene Noll at the concert in the same clothes so the date is assumed to be 1994. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 4 October 1977. He discusses the beginnings of Legacy. He starts with Legatee Savige's tip to Hobart and Sir John Gellibrand's Remembrance Club. Then a meeting of the 24th Battalion at Phair's Hotel in 1923 and the men there agreeing to start a similar club, he mentions Sandy Lowe as a member at the meeting in 1977 that was at the initial meeting in 1923. He also mentions other at that initial meeting were Savige, Frank Selleck, Ted Pittard, Bob Irving, and 'Babe' Norman. He relates the approach made to Sir John Monash to be the first president. It was when Savige was in Frank Meldrum's dentist chair that the plan was hatched for Meldrum, (who was playing tennis with Monash's son-in-law, Gershon Bennett), to approach Monash to be president. It shows the nature of relations between high ranking ex servicemen. Instead Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. The speech mentions that Sir Gellibrand was appointed Patron of Legacy and later Monash and Sir Harry Chauvel were chosen. Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Citing some slightly different dates to those in a later speech about the start of Legacy (at 02029) he says it was July 1926 that they met with widows and a couple of weeks later 142 boys were to attend Anzac House for a Literary and Debating class. Ballarat and Geelong had formed clubs by 1925 and Legatee Hilmer Smith was transferred with his work to Sydney and started a Legacy Club there in 1926. The first Conference was held in November 1926. The first Government House Christmas party for children was held in 1926, when the Governor General of Australia was still residing there. His final words were about his war experiences and relates a speech made by Legatee Brian Armstrong on 28th February 1961 (02502) that also spoke of the area around the Pozieres Windmill that was part of the battle of the Somme in July/August 1916, where so many of the early legatees fought.. The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. Document - Eulogy, Legatee Francis John Doolan
Information on the life of Legatee Frank Doolan from a eulogy in 1988. Legatee Doolan was a very active Legatee, starting within the first year of Legacy when he was nominated by Bill Laver and Charles Copp in 1924. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton designed to bring skills back to Australia. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was Legacy's link to the Big Brother movement that was sponsoring bereft children in England to be sympathetically housed in Australia. He was a foundation member of the the first boys' gymnasium class and of the literary and debating class. He worked with the Intermediate Legacy Club for it's entirety He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving in 1976 by positioning two mirrors. For this he was awarded the British Empire Medal. Born in 1896 at Armadale he was educated in Ballarat and South Melbourne. He obtained his qualification as a licensed surveyor at the Working Men's College (now RMIT) in 1919 on returning from war. He was partner in 'Doolan and Goodchild' through the hardships of the Great Depression. Then joined firm of Mendell, Gillespie and Charleman - being supported by Legatee Jim Gillespie. He went on to Lecturer of surveying at the Working Men's College from 1926 to 1938. Then he was assisted by Legatee Alan Murray to a position with the Valuers Section of the Department of Interior. In 1953 he was promoted to be Chief Property Officer for Victoria retiring in 1961. The page from the Bulletin from 18 August 1988 shows the names of many donors that had paid tribute to Frank. A few sentiments were included by some: 'A quiet, loveable and outstanding Legatee.' 'He was my friend, guide and mentor during the 14 happy years I spent in Legacy.' The information was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. Keesing Photographers took a series of photos on the same day of various ladies and some were committee members at different clubs. Presumably there had a been a meeting at Legacy House of members from the many clubs (including Hampton, Highett, Caufield). Pg 3 means the photo was used in an issue of The Answer.
