Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. In 1919 J.B. North, a violinist with the then Melbourne Symphonic Orchestra, and Monsieur Leon Lambert, a French architect, who later designed the Glaciarium Ice Skating Rink, purchased three available farms, Looker's, Wright's and Taylor's, approximately 60 acres, the area running along the creek and being bordered by the present day Ryans Road, Karingal Drive and Sherbourne Road. The farms were used for orchards and market gardens. Leon Lambert designed and built two homes on the farm site, one for the North family, ‘Tralford’, and the other, ‘Glen Ellen’, for himself and his wife. The homes were considered as "brother and sister" and they each included in their design an identical bay window in the main living area. "Glen Ellen" originally comprised kitchen, lounge room, inglenook, dining room, bath room and sleepout. Although the home has been extended over the years, much of the original architecture has been retained including timber panelling and three fireplaces. The land was subdivided in approximately 1966 with "Glen Ellen" retaining approximately one half acre of land fronting Meruka Drive. The property then passed from the Charleston family to Gerald and Margaret Sutton in 1976 and again was sold in 1980 and lastly sold again in 1994. The Norths named their house 'Tralford'. According to Marjorie North, the name Meruka was suggested by Alan Gardner and so was apparently not used by the North family. The name appears to be of Indian origin and its connection with the land is not known. ‘Tralford’ stayed in the North family for many years. Eltham Council acquired the house to create Meruka Park. The house was used for some years by the Council as a community arts facility and as emergency accommodation. It fell into disrepair and was demolished about 1990. The Meruka Child Care Centre has been built on the site and incorporates some of the architectural features of the old house. The Co-op was opened in April 1994. The original drive flanked by large old cypress trees remains. These trees are considered to be of local heritage significance and for this reason Meruka Park is covered by a Heritage Overlay under the Nillumbik Planning Scheme. Part of the park has been preserved as habitat for rare local flora. Fred Moylan OAM born in Melbourne 1923, founded Moylan Woolen in 1950, at the beginning of an extended period of prosperity for the Australian wool industry. Moylan Woollens initial main focus was in the wholesale wool trade. In 1958-1959 the business diversified into angora farming and distribution. In 1967 the company merged with Debenhams Australia to form Debenham and Moylan Woollen Co Pty Ltd, later in 1980 the company was sold to Richard Allen. Moylan was a key business figure in the formation of the Australian Wool Bureau and Woolmark. He was awared the Member of the Order of Australia in 1997 for his contribution to the Australian and international wool industry. In 1977 residents of Cockatoo built a kindergarten in McBride Street Cockatoo to service the growing population in the area. The building was officially opened on the 22nd of November of that year. Residents formed a Co-op, raised all the money to build the kinder along with lawn bowls and tennis sporting facilities for the town. No small feat, let alone for a town with a population of around 3000. The land was provided by the council for the kinder to use and that was their sole contribution to the building of the kinder. The unique building, was designed by Richard Allen and depicted a children's carousel. The design was to provide a feeling of enjoyment and friendship to the children who used the building. The large glass windows that were installed on the north-eastern side of the building made up 1/3 of the exterior wall. This overlooked the playground of the kinder making it easy to see the children at play from inside. The site of the building is in a dominant position and is highly visible to all who travel through Cockatoo. It was used as a child care facility right up until 2005. The kindergarten has recently been granted heritage listing after Cardinia Council started demolishing the building. The local community were successful in putting a halt to the demolition and saved the building. It will become an integral part of the Cockatoo Ash Wednesday memorial. Ernest Richard Reynolds was born June 1877, the son of Richard Reynolds and Sophia Allen. He married Elsie Mary Prior in 1913, the daughter of Thomas John Prior and Keziah Nutt. Ernest and Elsie had three children: Margaret Winifred (1914), Richard John (1915) and Ivy Beatrice (1917). The Reynolds family home was located at what is now 106 Thompson Crescent near the corner of Reynolds Road and Main Road. Reynolds Road was named after the family. Many historic photos of the district which now form part of the Reynolds/Prior and Shire of Eltham Pioneers Photograph collections were taken by Elsie’s brother, Henry Thomas (Tom) Edmond Prior and give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. He was very innovative and made his own camera, using the black cloth hood to exclude the light. ESCAPE TO ELTHAM traces the family of John and Anna Lane who lived in Shanagolden in County Limerick during the early and middle parts of the 1800s. They lived during a time of conflict and famine. This story follows the movements of their son, Richard, and daughter, Anne, who migrated to Australia. The marriage of Anne to Tobias Butler and Richard's life establishing his farm on the Yarra River in the 1850s are explored. Marriage, children, deaths and a murder in 1861 are changes forced on the family. Richard's son, Patrick, marries a young Bridget Carrucan but when the global recession of the 1890s decimates Patrick's businesses he heads to the arid Western Australian goldfields to 'make his fortune'. The large family follows and settles in Boulder where the behaviour of a couple of the boys gets them into scapes with the law. As well as the usual Prefects’ duties, their assistance was required for frequent special occasions at the school in its early years, some involving overseas visitors who were given tours of the new school, it being the first co-ed technical school in Victoria and of a unique design. The school, known locally as Ringwood Tech School, Ringwood Tech, Ringy Tech, Ringers Tech, The Tech and RTS, began in 1958 and was hosted at various district schools until 1960, when the new school was completed at Heathmont. It was the first co-ed technical school in Victoria.
