The Mayoral Ball is long held tradition, usually held in the first few months of a new mayors election with proceeds going to a local charity. The 1972 Mayoral Charity Dinner Ball was held at the Bendigo City Town Hall with funds donated to St Luke's Toddlers' Home in White Hills. Photocopy of photo of George Sumner holding the halter of a cow. On document in writing photo taken of George Sumner in 19444, at the old Bendigo showgrounds at Easter. The cow was raffled, for the Bendigo Easter Assn. Tickets were a shilling, the prize was 10 pounds or the cow. All proceeds, to the Bendigo Benevolent Asylum, St. Luke's Toddlers Home, in later years tickets went to two shilling a ticket, the prize was then 20 pounds or the cow. F. The Northern District School of Nursing opened in 1950 in to address the issues around nurse recruitment, training and education that had previously been hospital based. The residential school was to provide theoretical and in-house education and practical training over three years. The students would also receive practical hands-on training in the wards of associated hospitals. The Northern District School of Nursing operated from Lister House, Rowan Street, Bendigo. It was the first independent school of nursing in Victoria and continued until it closed in 1989. The book "The First of its Kind" was published in 2015. Printed in Bendigo by "Bendigo Modern Press". 00356.1 Letter dated 12 March 1943 from Cyril Smith to Doug N. Craig of the Holmbush Committee about Miss Helen Giovesi as a possible cleaner for the Legacy Club Hostel. Copies of correspondence with Mr K Crouch asking for the history of Blamey House. Plus a photocopy of the history pages from the Blamey House roll that is kept in glass display cabinets at Legacy House. Blamey House was one of the residences used by Legacy as a home for Junior Legatees. The first few pages of the book (item 02298) explains the history and significance of the name Blamey House - which was photocopied and sent to Mr Crouch. Blamey House was originally the name of a hostel set up in World War 2 for servicemen that needed short term accommodation and food. It was originally situated in Melbourne CBD on the corner of King and Collins Streets in the Robbs Building (since demolished). When the hostel was no longer required after the war, the trustees of Blamey House donated money - almost 20,000 pounds, to Legacy for a children and toddlers' home which was established in Balcombe Road Beaumaris. The condition of donation was that the name Blamey House be used and when the Balcombe Road property was sold in 1956 the name was transferred to Holmbush, another Legacy residence. Blamey House was one of the residences used by Legacy as a home for Junior Legatees. The first few pages of this book explains the history and significance of the name Blamey House. Then it is like an honour roll and has pages to be inscribed with the name of each Junior Legatee that lives in the home plus their fathers name and service. There is a list of approximately 72 children in the book that lived in a Legacy home called Blamey House at some stage. The name Blamey House was transferred to three different homes run by Legacy until 1980. A document summarising events significant to Legacy in the year 1946. With the return to peacetime the question of eligibility arose. The fundamental rule on which Legacy was based 'that of honourable service overseas' was clear cut in the case of the 1914-1918 war 'but much more difficult to define in the many and varied fields of service in the war which commenced in 1939'. Discussions were continued through the war at Annual Conferences. Many members believed that membership should be open to 'any male person who served as a member of the Forces of the British Empire irrespective of whether or not overseas service was involved'. And a resolution was passed at the 18th Annual Conference in Adelaide in 1946. Similar discussions of eligibility of Junior Legacy benefits was also discussed and definitions evolved. There was an increased need to help young widows with young children. First mention of the need to have a 'toddler home' for children from age 3 to 8. A property was acquired in Balcombe road with donation from the Trustees of 'Blamey House' - a war time hostel for servicemen which was being wound up and balance of funds being donated to Legacy. (Property acquired was 'Mossgiel' in Balcombe rd but renamed Blamey house due to the terms of the donation). Also the former Red Cross property of 'Stanhope' was made ready for the first residents welcomed in December 1946. Dureau House was under 'constant consideration'. (It seems the Dental Clinic was transferred here and there other part made available to the Melbourne Technical College - but in the 1950s it was still not suitable for Legacy's headquarters and sold). Classes during the war had been difficult to find suitable halls, and 43 Market St was still being used by the Air Force. A superannuation scheme was instituted for the Legacy staff. The notation H18 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. A photo of Santa and Melbourne Legacy President Bill Braidie with children and gifts in one the residences (either Stanhope, Harelands or Blamey House - Kew) in 1974. Photo came from a folder marked Residences. Melbourne Legacy ran residences to take care of children whose deceased father had been a serviceman and the mother was unable to care for them herself or the child needed to be in city for education reasons. The first was Holmbush which started in 1942. Then Stanhope in 1945, these were for older children for education or vocational opportunities. There was a need for a toddler/younger child home so Blamey House was established in Beaumaris in 1947 for 3 to 9 year olds. Harelands was acquired in 1950. Then the property in Beaumaris was sold and the name Blamey House was transferred to Holmbush, at 1267 Burke Road Kew from 1956 to 1978. For much of the time from late 1950s to 1970s Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The children were cared for until they were old enough to become independent. Black and white photocopies of articles and information about the first Blamey House owned by Legacy between 1947 and 1956. It includes articles about the opening in November 1949 with Sir Thomas Blamey in attendance. It shows the property was described as "a home, a huge rambling weatherboard house with a swimming pool, flood-lit tennis court, and four acres of beautifully kept lawns and gardens." The title deed was handed over to Legacy by Sir Robert Knox, the chairman of trustees of Blamey House, Melbourne (the servicemen hostel that had been operating during the war). Other pages show the property had been built in 1930 as a holiday home for Toorak business man Mr Arthur Jack and his wife Ms Langlands-Jack. It was sold to James Picken by 1941 and it was known as 'Mossgiel'. The Pickens remained owners until 1947 when it was purchased on behalf of Legacy with money donated by the Blamey House Trustees (the servicemen hostel that operated during the war) to be used as a toddlers and childrens' home. When Legacy no longer required the property it was sold to the Beaumaris RSL (or it's precursor RSSALIA) as its clubrooms. There was controversy in 2015 when it was sold to developers for housing. Charles Gordon Watts-Phillips was born in 1849 at Forest Hill, Surrey, England, the son of Dramatic Author, Watts Phillips, and Lily Mariner. He departed England for Australia around 1874. His sister Roland was a favourite Australian actress of the early 1900s. Gordon as he was known, whilst residing in Goolwa, South Australia and working as a clerk met and married a widow, Jane Luxon (nee Miller) on the 7th August, 1876 at the Wesleyan Church in Strathalbyn, South Australia. Jane, Gordon’s elder by some 11 years was born in Ireland in 1838, the daughter of Robert Joseph Miller, a carpenter and Jane Miller. She had previously married Captain William Luxon in 1861 at Encounter Bay, South Australia at age 22 and they had four children: William (1864), George Robert (1865), Miriam Louisa (1867) and Harriet Jane (1869), all born at Encounter Bay. Gordon and Jane had two further children together: Caroline Roland Watts-Phillips (1877 Islington S.A.) and Charles Gordon Watts-Phillips (1879 Yatala, S.A.). At some stage, Jane then deserted her husband. Gordon obtained a master's certificate and was a part owner of a small trader. He had also been captain of one of the passenger boats on the Darling River. He was reputedly a popular coastal skipper. By 1891 Gordon was the Captain of the S.S Omeo operating around Sale, Victoria. In August of that year some of the heaviest flooding of the Thomson River ever experienced in twenty years occurred over the 3rd and 4th of August. Gordon, and others, rescued the lives of many families over that period for which he was awarded a Bronze Medal by the Royal Humane Society. By 1892 the S.S. Omeo had passed to another Captain and Gordon subsequently retired from the sea and moved to Melbourne. Whilst residing in Coburg, Victoria, Gordon met Mary Hilda Harvey Huxley who was living in Brunswick. Mary was born in Horsham, the daughter of George Harry Huxley, a miner, and Emma Deane. Having not heard from Jane for some years and believing her dead, Gordon and Mary marry at Carlton on Christmas Eve, 1900. Interestingly, an announcement of the marriage was not placed in The Age newspaper until September 1903, nearly three years after the event by which time Gordon and Mary had a son, Victor Gordon Watts-Phillips, born 8 February 1903 in Carlton. Within months of the placement of this marriage announcement, his former wife, Jane, makes a reappearance but apparently does not interfere and Mary and Gordon continue to live together as husband and wife. Around the same time in late 1903, Gordon’s brother, Basil Watts Phillip wrote from London to the Victoria Police seeking assistance to locate his brother. He had last heard from him in a letter dated Cunninghame, Gippsland, 1891. He indicated that about 1893 Gordon and Jane and their two children were living at Beaconsfield Parade, Albert Park but the whereabouts of all was now unknown. He mentioned Gordon had also been awarded 21 guineas by Judge Boucaut on the 26th February 1884, also a silver medal, for arresting two ruffians who had brutally assaulted a jockey (in South Australia) and that he had been awarded the Royal Humane Society's medal, London, and in 1891, was presented with the Royal Humane Society's certificate of merit (Victoria). Basil also stated his brother had lost the sight of one eye through a stab he received in New York and had a scar on his temple, one on the wrist, two under the shoulder blade, and one on the thigh, and two bullet wounds in the leg. Basil’s quest was published in the Melbourne Herald and assistance was soon forthcoming to the Police. In June 1906 Gordon made his Will, leaving all his estate to his youngest son Victor. Mary was appointed Executrix and it was witnessed by Olive Huxley, married woman, and James Huxley, a pottery maker. James was subsequently killed in France in May 1918. Gordon and Mary have a second son, Basil Douglas born in Carlton in 1911 but he dies as toddler in 1913. At some point Gordon and Mary made their home at Eltham though official electoral roll records record them at Little Flinders Street Melbourne, employed as a caretaker and from 1906 in Brunswick as a decorator then painter. Eltham may have been a ‘holiday’ home but it seems Mary was actively engaged in the community as a newspaper report in the Advertiser in 1922 not long after Gordon’s death indicates Mary was one of the best known and best liked ladies of the Eltham district. She was actively engaged in all matters, tending towards the welfare of the district. At the time of Gordon’s death Mary was president of the Ladies' Public Hall Committee, responsible for the conduct of numerous, and successful entertainments. Gordon’s first and only legal wife, Jane Luxon Watts-Phillips nee Miller, died 6 November 1921 and was buried 8 November 1921 at Springvale Cemetery. Jane had lived 34 years in South Australia and 30 years in Victoria. With Jane now dead, Gordon was now officially a widower and just three weeks later, the retired master mariner of Eltham at age 55 remarried Mary, 42, of 174 Hickford Street, East Brunswick on the 29th November 1921 in the Parish of St Cuthbert, East Brunswick. Gordon died at their home, ‘The Rest’, at 174 Hickford Street, East Brunswick on February 9, 1922 and was buried at Eltham Cemetery on February 11. An interesting link is established with the heavy floods of August 1891 by the erection of a tombstone in the Eltham cemetery. The stone bears the inscription: - “In loving memory of (Captain) Gordon, dearly beloved husband of Mary Watts Phillips. Died 9th February 1922, aged 62 years." Beside the stone is a replica, carved in a marble scroll, of the Royal Humane Society of Australia's Certificate of merit. Part of the wording of this certificate is as follows:- “At a general court of directors holder at the offices of the society at Melbourne on the 6th day of September 1891, it was resolved that the courage and humanity displayed by Gordon Watts Phillips aged 30-years captain of S.S. Omeo, Sale, in rescuing many families from drowning during the heavy floods on Thomson River on 3rd and 4th of August 1891 call for the admiration of the court, and justly entitles him to the certificate of merit of this society, which is hereby awarded." Unbeknownst to Gordon, his second and subsequent legal marriage to Mary initiated a revocation of his Will of 1906, which had solely benefited his son Victor. Consequently, Mary had to apply for Letters of Administration and the only legal beneficiaries would be Mary and his two children by Jane. On June 18, 1940, at age 61, Mary married 70-year-old Arthur Ernest Fenn in Melbourne. Unfortunately for her, Arthur died a year later in July 1941 and was buried in the Cohuna Cemetery near Echuca. Mary lived a further 8 years, passing away suddenly July 4, 1948 in Carlton, and was buried July 7 with her beloved husband Gordon, at Eltham Cemetery. In 1877 the Victorian Infant Asylum was founded in Kew. In 1881, the asylum relocated to Berry Street in East Melbourne. By 1908, it was called the Foundling Hospital and Infants Home. It was non-denominational and controlled by a committee of management. By 1956, Berry Street consisted of a Mothercraft Training Centre and two main residential units: Berry Street for infants aged zero to 18 months, and Vale Street for toddlers aged zero to two years old. In August 1956, Berry Street was declared an approved category 2 Children's Home. In 1960, Vale Street was converted to an adult nursing home. In 1964, the name was changed to Berry Street Babies Home and Hospital. Berry Street was also an approved adoption agency. By 1968, Berry Street comprised the Training School for Mothercraft Nurses, the adoption agency, an infant life-protection house, a long-stay home for children to three years of age (the toddlers’ wing) and a small house for unmarried mothers. The home's infant life-protection work was seen as a critical agency function, particularly where family illness was putting pressure on mothers and Berry Street was able to provide respite and support. By the late 1960s, 30–40 adoptions annually were being arranged from Berry Street. By 1974 the home's orientation had shifted. Four family group homes had been established (two in Burwood, one in Ashburton and one in St Kilda), the mothercraft training function had been phased out, the toddlers wing converted to day care, and the main building (containing the nursery, administration, kitchen, dining room and single mothers accommodation) was demolished in favour of four home units, which housed 24 children, supervised by cottage parents. Berry Street provided short term, emergency and residential care for 'protection of infant' cases and state wards. Two flats were also established for short-term family accommodation. The nurses’ home was converted to house the home’s administration function and a social work service. The social work service coordinated family aid and family counselling services, and a neighbourhood house. In 1975 Berry Street also provided short-term care for 42 Vietnamese children brought to Australia in the official government-sponsored airlift. In 1976 Berry Street made application to change its category 2 Children's Home classification to category 1, as it was now catering for a wider range of children. It had ceased to be a babies’ home and hospital, and had started providing child and family care, including residential care. In 1977 Berry Street to established a family group home in Richmond to house children affected by the closure of St Cuthbert's Children's Home in Colac. Berry Street changed its name to Berry Street Child and Family Care in 1977. In 1978, the range of services provided by Berry Street Child and Family Care consisted of a social work counselling service, a financial aide, a family aide program using volunteers, two temporary accommodation units each housing eight children, an information and referral service, a neighbourhood house in Richmond, a day care centre for 36 children, and four family group homes. In 1980–81 the family group homes in Burwood were sold and the resources moved to the Richmond area. In 1994, Sutherland Youth and Family Services Inc. amalgamated into Berry Street Inc. During the 1990s, Berry Street combined with the Sutherland Community Resource Centre in Watsonia in Melbourne’s northern region. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. This photograph shows one of the aspects of nursing care given by Royal District Nursing Service (RDNS), Sisters who worked in the community. The Sister attending had received instructions for care of this toddler's wound from a Doctor. The Sister is using a dressing tray which was sterilized at the RDNS centre. At the time of this photograph many hospitals provided wound dressings for their patients when they returned home. If not attached to a hospital, the family bought their own dressings, though the Sister carried spare dressings in their cases if needed at the time of their visit. The Trained nurses of the Melbourne District Nursing Society (MDNS), from its inception in 1885, provided wound care to their patients, who ranged in age from the very young to the elderly. As research developed better products and dressing materials the methods and medication applied to wounds changed. MDNS received Royal patronage in 1966 and as Royal District Nursing Service (RDNS), the Education department developed programs, such as Wound Care Programs, to provide their Trained nurses (Sisters)) with methods of best quality care. The Sisters liaised with the patient’s Doctors and hospitals to provide information on the progress of patient’s wounds and to receive any change of wound care from the Doctors. RDNS introduced Wound Care Specialists who carried out assessments and provided advice and support to the District Sisters working in the field.
