Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames. This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. Herbert J. Henty, Mayor of Kew 1868-9. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. The inscription identifies the name of the mayor and the year/s that he/she served.Herbert J. Henty, Mayor [of Kew] 1868-9mayor of kew, cr. herbert j henty, kew (vic.) — municipal collection

The Warrnambool Examiner was founded by John Wilkinson and Richard Osburne in 1851. After a gap of a couple of years Richard Osburne resumed publication in October 1853 and continued until 1867. William Fairfax and Henry Laurie then leased the paper (1867 to 1872) before Richard Osburne again became the proprietor from October 1872 to April 1878 and from December 1879 to December 1880 when publication ceased. Richard Osburne was a pioneer settler in Warrnambool, arriving in 1847. He was prominent in community activities in the town and was a most important early historian, publishing his seminal work, ‘The History of Warrnambool’ in 1887, using the Warrnambool Examiner newspapers to assist with the history. Fairfax and Laurie were the proprietors when the papers describe herein were printed. William Fairfax was a member of the Fairfax family which were, and still are, associated with the publication of many Australian newspapers. Henry Laurie later became well-known as a Melbourne University Philosophy Professor. These original newspapers are most important because they contain much information on Warrnambool’s early history and are a primary source for historians. These papers are also of importance because some parts of these papers were not filmed and are not currently available on microfilm. These papers were in a Warrnambool City Council storage area and it is surmised that they have come from the old Warrnambool Museum which no longer exists. These are original copies of the Warrnambool Examiner newspapers from 3rd April 1868 to 29th September 1868 inclusive (two copies of each). They are broadsheets of two pages per newspaper printed on the four sides. Both sets are bound with plain cardboard folders, green binding and string. One set cover is broken and this set is unmarked and a bit crumpled. The other set is marked with the editor’s red and blue pencil marks but otherwise the papers are in good condition.warrnambool examiner, richard osburne, henry laurie

Blue shaded area marked on Department of Lands & Survey map highlighting portion of allotment 27B applied for by James Forbes. Torn edges.L3922. Photo-lighographed at DL&S, Melbourne by J. Noone, June 8th, 1868. Signature of Assistant Surveyor M. Callanan dated 26.7.1875. Noted on R72 by H. Robinson, 1.10.1875.

At some stage in the photo’s timeline it had information written on the back. It was stuck down, then later removed leaving residue all over the writing making it essentially impossible to read. With the photo was a handwritten note which has been verified is what can be made out on the back of the photo. This note appears to be written to Nellie by Annie Sweeney of Culla Hill, Eltham. Annie died in 1869 at age 21 so the photo must predate 1869 and is consistent with it most likely being the wedding day of John and Ellen (Nellie) Sweeney, November 10, 1868."To Dear Nellie Annie Sweeney With fondest love from your E. de Nc Annie la Sweeney Culla Hill Eltham, Victoria"annie sweeney, culla hill, eltham, ellen mary sweeney (nee kenney), john francis sweeney
