At the end of World War One, there was a renewed interest in residential land and a number of estates opened up in the Municipality of Moorabbin. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. Altona is a suburb of Melbourne, 13 km south-west of Melbourne's CBD and located within the City of Hobsons Bay Altona Police Station opened as a temporary police station in 1919 in the Melbourne District. It was on the corner Sargood and Blyth Streets. It was staffed by one 1st Constable. The original police station was in a small room attached to the front of a 5-roomed weather-board dwelling with an iron roof on land measuring 66' x 165'. There was also a kitchen, vestibule, wash-house, office, one W.C. and a lock-up. In 1929 it became part of the Bourke District. On 31 March 1958 it moved into newly built government premises at 51-53 Blyth Street, on the corner of Bent Street. The building consisted of a cream brick veneer police residence and police station with cell. Staff was increased to a Sergeant in Charge and 3 Constables. A new police station was opened in Altona North on 7th October 1979. The Altona Police Station remained as a sub-station for a few a short time until the building was sold. July 2019 - a new police station is being constructed at 1 Galvin Street, Altona. Galvin Street was names after S/C Michael Arthur Galvin, 3651, who was appointed on 5 Jan 1886 and resigned on 4 Dec 1913. The sample of steel from the S.S. Julia Percy’s boiler was made has been tested, according to the attached label. The test involved heating the steel to blood red temperature (or dark red colour) then dipping it into water and bending it when it was cold. A “very severe test for quality” was written on the ticket by T.H. Osborne. (Mr Thomas Hamilton Osborne was the secretary for the Western Steam Navigation Co, established in Warrnambool in 1886. The company’s office was on the corner of Timor and Liebig Streets in Warrnambool and its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) Cold bending of steel in a press or through rollers is the typical method of curving steel for construction. The steel needs to be manufactured in such a way that it is strong enough yet still flexible enough not to crack when bent or rolled. The boiler on the Julia Percy could have been a Scotch Boiler, a design introduced in the 1870’s and still being used today. This design was more robust that previous boilers, generating higher working steam pressures. The design incorporate greater ability to roll iron plates, leading to greater strength, thicker plating and fewer riveted joints. They were originally made of iron then later incorporated steel sections until they were entirely constructed of steel. Many examples of this type of boiler can be found on wreck sites. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. Originally the ship was known as the SS Julia Percy and was later renamed as the Leeuwin. She was an iron passenger-cargo steam ship built in Glasgow by Thomas Wingate for the Warrnambool Steam Packet Company, which commissioned the ship for the steamship trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigaiton Co of Melbourne (1887). It was the manager of this company, Mr. T.H. Osborne, who tagged ths steel sample above. Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. She was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the Leeuwi but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The steel sample is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register. It is historically significant for being a rare artefact that has potential to interpret aspects of western Victoria’s 19th century steamship trade and Victorian cultural history, including the testing and manufacturing process associated with steam power. Leeuwin is listed on the Victorian heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. Her registered number is VHR S413. A sample of the steel from which the boiler of the "SS Julia Percy" (later named Leeuwin) was made. The piece of steel is a ‘C’ shape with the ends almost meeting. A luggage ticket is tied onto the steel and has an inscription on it. The steel is rusty.Ticket with typed information “Steel of which the Boiler of the “Julia Percy” (Warrnambool Steam Navigation Co) was made. By the later 1800s the dirt roads in the then out-lying areas of the City of Moorabbin became dangerous, and almost impassable due to huge potholes and muddy swampy areas. The heavily laden market gardener’s carts regularly broke axles and wheels, and horses foundered on their way to the Melbourne markets. Even worse, the heavier “iron maidens”, carrying their malodorous loads of sewage from Melbourne’s inner suburbs for dumping in the outlying areas of the City of Moorabbin, also got bogged in the mire. It was decided that a practical solution to this problem was to install a metal plateway on the side of the problematic roads. In about 1887 the Moorabbin Shire Centre Road, in the Brighton East area, two parallel metal rails were installed so that the wheels of carts could run along smoothly, the horse travelled in the filled, middle area between the rails. Point Nepean Road plateway was removed in 1930 and Centre Dandenong Road plateway was removed in 1934-35. The worn plateway along Centre Road, East Brighton (now known as Bentleigh), was gradually taken up in several pieces, commencing in the the1920s, when its condition deteriorated and it caused a hazard to bikes, pedestrians, motor-cycles and the few early cars. The early steel plateway, constructed by David Munro, and opened on 23rd March 1885 by Thomas Bent, was built along Nepean Highway, between Asling St. and Bay St. The Point Nepean Track was subsequently extended into Moorabbin with branches along Centre, Cumins, South, Wickham, and Keys Roads, the total length was 13 miles. In 1908-1909 plates were laid along Centre Dandenong Road to Ross Street Bentleigh This innovative solution proved successful and was used until gradually the main roads were upgraded, and motorised vehicles started to appear. Two parallel metal rails were installed in the right hand side of a few main roads in the Shire of Moorabbin so that the wheels of heavily-loaded market gardener's carts on their way to markets in Melbourne could run along smoothly. The horse pulling the carts travelled in the filled, middle area between the rails. The Steel Plateway was constructed by David Munro, and opened on 23rd March 1885 by Thomas Bent. The wheelway first only ran along Nepean Highway, but it soon extended from Centre Dandenong Road, along Nepean road to its junction with Chapel Street, St Kilda. Later branch lines were built along Centre Road, Bentleigh as far as Warrigal Road and, according to early photographs, along Wickham Road Moorabbin as well. This innovative solution proved successful and was used until gradually the main roads were upgraded, and motorised vehicles started to appear. There was a problem with the wheelway : there was only a single set of rails and this was established on the right-hand side of the Nepean Road, travelling towards the city. Traffic FROM the city travelled on the correct or left-hand side of the road. The exception to this rule was the malodorous iron-clads, heavily riveted iron carts, generally travelling in convoy, carrying several tons of human effluent out of Melbourne to be trenched-in in the sandy soil of the Moorabbin district. Gasometers resulted from complex engineering design evolving from primitive gasholders first used in 1824 in England to power street lights. The 20th century gasometer, (as used at the Highett Gasworks), was comprised of a series of large interconnected, telescopic, cylindrical vessels or lifts, which rose and fell depending on the volume of gas stored. The gasholder operated on a basic principle of a gas-filled floating vessel, rising and falling in a seal of water. The Highett Gasworks had its beginning in 1939 but its beginnings commenced sixty-two years earlier when the privately owned Brighton Gas Company was floated in 1877. By 1880 the company was performing well and making excellent profits. The company was welcomed by residents wanting to replace the shadowy light of a kerosene lamp with the bright luminescence of "modern" gas lamps. The land developers of the day were also keen supporters. But by 1884 people became disgrunted because either the gas had not reached them yet or because the quality of the supply had diminished due to the increasing use. In 1885 a second private gas company, the Central Brighton and Moorabbin Gas Co, Chaired by "Tommy" Bent was floated and for many years the two gas companies enjoyed a shared monopoly in supplying gas from their New Street Works. In the 1930s the company expanded its gas production facilities to Highett where it had purchased 45 acres of land adjacent to the Melbourne-Frankston railway line. A gasholder with a capacity of 750,000 cubic feet was erected on the Highett land in 1927 and connected with high pressure mains to the Brighton works. Three years later the company directors decided to proceed with the construction of a vertical retort house and coal store. Following a "lull" during the Great Depression work recommenced in 1936 and by 1939 the first complete gas-making plant was completed, and gas making commenced. Over the next twenty one years other significant extensions occurred, including an amenities block to accomodate 100 workers. In 1969 Esso commenced the introduction of natural gas to residents homes and the gradual decommissioning of the Highett Gasworks commenced. The City of Moorabbin existed from 1934 until 1994. Henry Dendy's Special Survey in 1841 of 5,120 acres in the Parish of Moorabbin , extended from Port Phillip Bay , then East to Boundary Road, South to South Road and North to North Road and became known as Brighton. 1859 Brighton became a Borough with its boundary Thomas Street ,and Bluff Road. In 1862 The Moorabbin Roads Board was formed and the extended area now included Cheltenham, Hampton, Sandringham, Black Rock, Beaumaris, Mentone and Mordialloc .and Little Brighton became known as Bentleigh. In 1871 the area became known as The Shire of Moorabbin. Gradually the area was separated into The Borough of Sandringham 1917, ( Black Rock, Beaumaris , Sandringham and Hampton ) Borough of Mentone and Mordialloc 1920, ( Parkdale ). In 1934 The City of Moorabbin was established for the area from South East corner of Thomas Street and North Road , East to Warrigal Road, Clayton Road, Kingston Road , Lower Dandenong Road, then South along Nepean Highway to Balcombe Road and along Bluff Road, Cummins Road, Nepean Highway, Thomas Street to North Road In the 1994 Amalgamation of Councils the City of Moorabbin was divided between the new City of Kingston in the South ( from South Road) and the new City of Glen Eira to the North . As Motor transport was increasing 1926 J L Smith built a small Garage on the opposite corner (Woolworths Supermarket 2005) , employed a good mechanic ( Reg Hunt ) and developed another successful business. The Grain Store was managed by family until 1930. In 1932 JL Smith assisted a man whose car had broken down, pushing it to the garage and sadly suffered a heart attack and died. He is buried in Cheltenham Cemetery. J.L.Smith was an early settler in East Brighton now Bentleigh and established successful Wood cutting, Grain & Chaff cutting and Motor garage businesses in Centre Road . 3 of 5 photographs of the Highett Gasworks c 1974 The Brighton Gas Company was established 1877 by local residents including Thomas Bent. Initially all went well for residents as gas light replaced kerosene lamps and street lights were installed. However disruption to supply, poor quality and failure to reach all house lead to dissatisfaction. Thomas Bent therefore began the Central Brighton and Moorabbin Gas Company 1885 and a price war ensued. This was unsustainable and the two companies amalgamated in 1877 supplying gas from the New Street Works site. 1930 this Company expanded to Highett where it had purchased 45 acres adjacent to the train line. 1927 a gas holder was built connected to the Brighton works 1936 construction began on a complete gas-making unit and the Highett Gasworks, Nepean Highway, began supply 1939. 1950 an extension program was completed. However by 1965 , with the discovery of Natural Gas offshore in Bass Strait, changes to Gas distribution were apparent. At first some of the facilities at Highett were used to distribute the gas piped from Sale, Gippsland. However after conversion of 450,000 homes to Natural Gas the Highett site was redundant. The gasometers were removed 1978. Moorabbin Council obtained part of the land for public recreation purposes. ( Dr. G Whitehead KCC Historian ) c2012 the Moorabbin Justice Centre / Magistrates Court of Victoria was built and further development of the area for apartments proceeds. 'Oak Bank ' , in Ann Street McKinnon, was originally owned by Mr Robert Smith. The house was later renamed 'The Whitehouse' and was still in use as a General Hospital in the 1950's, known as the Ann Street Hospital.. This small hospital handled some Surgery, Midwifery and general Medical cases from the fast growing Bentleigh / McKinnon area. As time progressed the Hospital became too small, and was unable to meet new medical standards When Moorabbin Community Hospital opened c1974 in Centre Road East Bentleigh, the Ann St Hospital closed. The Moorabbin Hospital is now a campus of Monash Medical Centre Clayton. Early settlers in the Parish of Moorabbin, County of Bourke, established market gardens and farms in the area of Henry Dendy's Special Survey 1841 Brighton. Small communities grew near Churches & Schools and shops and businesses were established. Following the opening of the Railway line from Caulfield to Mordialloc 1881 the shops and business moved from the Tucker Road /Centre Road ( East Brighton ) East Bentleigh area to be close to the transport. Shops, businesses and housing developed along Centre Road between Thomas Street and Jasper Road. Commonwealth Bank stored objects in Melbourne (c.1991). Negotiations between Portland Historical Society and Commonwealth Bank of Australia led to gift of works to People of Portland.
