This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. The SECV had chalets, cafes, mess halls and tea rooms all over Victoria including their construction sites. The SECV had a stores system which purchased thousands of sets of crockery and cutlery for use by personnel. There was a system of chefs, cooks, tea persons etc. to supply food and beverages to the workers. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. Bogong Camp - In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. Both Bogong Village and Mt Beauty were developed to accommodate workmen on the Kiewa Hydro Electric Scheme but have since become centres for tourism and a range of outdoor activities.1. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. In October 1947 construction was commenced on the erection of the workmen's camp at Rocky Valley. Also in 1947 construction of a stream diversion was commenced to allow excavation to commence for the dam wall. In the summer of 1948/49, stripping of the foundation area on both sides of the river was carried out. Weather conditions were not always favourable during the construction, particularly 1955/56 summer, and work would have to cease each year for the winter season due to the severe conditions. The dam is a earth and rock fill structure with a height of about 30.5 metres and crest length 518.16 metres and was completed in March, 1959.These photographs show the type of terrain in the area prior to the construction and filling of Rocky Valley Dam. Also of interest is the type of accommodation provided for those working on the construction and the early cranes available in the 1940/50's. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Bogong Primary School opened in 1941 to provide an education for the families of employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed circa 1970.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. All eight photographs have been taken at a workmen's camp erected by the State Electricity Commission to house workmen during the construction of the Kiewa Hydro Electric Scheme. These were established in close proximity to various work centres - Junction Camp at Bogong Village, three camps at Mt. Beauty, West Kiewa, Clover Dam and Clover Flat, Howman's sawmill and Howman's Gap, Rocky Valley, Langford's Gap, Pretty Valley, Mountain Creek and Big Hill. These photos have not been identified as to which camp they are taken but typical of the type of accommodation for wages personnel. They followed a general design and layout. There was a mess and recreation hall as well as a building for general trading and postal facilities (this conducted by proprietors of trading stores in Mt. Beauty and Bogong). Originally the rooms accommodated 2 men but later there was a demand for single rooms - the floor size then being 10 feet x 8 feet and furnished with a bed, small table and chair and cupboard with hanging space. This bottle of liquid floor polish was manufactured before 1960(taken over by Wattyl) in a period when most of the floors in high traffic areas were covered in linoleum. Most of the floors using this product during this period would have been kitchens and laundries. During this period the cleanliness of the kitchen, hallways and eateries had to appear clean (cleanliness was a sign of a bacteria free area). This was a priority for kitchens, mess areas(SEC Hydro Scheme facilities) and connecting walkways. The cleanliness attitude was enhanced in the rural areas due to the "dirty" farm work not impinging upon the residential home.When Mount Beauty was first inhabited all the residential and worker's facilities were a prime area for linoleum floor surfaces. The liquid floor polish was in great demand, "a polished floor is a clean floor".This bottle of liquid floor polish is very significant to the Kiewa Valley, not only that it covers the floors of every home and residential barracks of the first major development of a "town" now known as Mount Beauty but also it demonstrates that the "cleanliness" approach of early Australians living areas in the rural regions was "on par" with its city cousins. It is the smaller types of mores that underlie the "mushrooming" cultural and psyche "wholeness" of an ever expanding Australian culture.This brown opaque glass bottle with an oblong shape has a blue coloured "screw on" cap. It has a "wrap around" label glued firmly on the bottle and covers the front and sides.On the front main label under a red line, "SPARTAN" underneath in smaller print "For use on" below this, "LINOLEUM, RUBBER, COMPOSITION AND HARDWOOD FLOORS" besides this is an encircled Trade Mark of a "Spartan Warrior holding a spear and shield" these word follow the curviture of the circle and are below it "TRADE MARK REGISTERED" Below this are "SUPER FLOOR GLOSS" to the left in very small print "Nett Contents 16 Fluid Ounces". Below this on a blue background and in white print"LIQUID FLOOR WAX WATER REPELLENT". On the bottom of the label "Made under licence by HARDIE TRADING LIMITED for SPARTAN PAINTS PTY, LIMITED" below this in small print "Melbourne, Sydney, Adelaide, Brisbane, Perth, Hobart, Launceston, Geelong. Embossed on the bootm of the glass is" G/Mfloor cleaners, liquid polish, "hygienic" clean floors.

A branch of the Royal Antediluvian Order of Buffaloes was formed at Bogong by Grand Lodge Officers from Melbourne and other members. The ceremony was held at Lewis Camp Mess (Kiewa Hydro Electric Scheme) with a world record of 78 new members initiated and a world record of over 100 pounds was raised. Another branch, No. 150, was opened in Mt Beauty. The Bogong and Mt Beauty lodges combined in 1948 and organised a Christmas treat for all children of the State Electricity Commission of Victoria working on the Kiewa Hydro Electric Scheme.Historical: The Bogong R.A.O.B. was formed circa Sept. 1946 and the Mt Beauty R.A.O.B. in 1948. The Members Board, the 78 members initiated and the money raise indicate that it was a popular organisation in Bogong and then in Mt Beauty during the construction of the Kiewa Hydro Electric Scheme. This club also shows how important social clubs were in making up part of the community thus making it socially historic as well. This board has good interpretive capacity as it tells the story of this club which was important to the community at the time. Large hollow wooden box with 2 wooden doors at the front that open out the from centre to a hollow box. Attached to the front of the box, at the top, is a wooden decoration with curved edges along the top. In the centre of this are the letters R.A.O.B.- the letters having been carved out of the wood and then filled with a different wood. Both doors have steel attachments and a locked padlock hangs on the door on the left. Inside the box is a white paper sign with black writing backed onto masonite. The donor, Brian William John Bourke was a cook at the pub and other places around the town. He had lived in the area since the 1950s and passed away 2019 and is buried at Tawonga Cemetery.Small brown leather case with attached handle and sliding clips on each side. The corners are reinforced with steel.The hinge appears to be stitched on and is held by an attached leather strap on the right side. Inside: the lid has a material open gathered pocket holding 4 small books and 4 thin booklets / papers. The case holds 2 large leather red and gold cuffs, 1 red with gold decoration apron, 1 red ribboned necklace with a personal badge and 1 of the lodge and 2 short ribbons (one green and 1 blue) with badges attached including the Mt Beauty badge on horns. 1 cardboard roll with B W J Bourke / Mt Beauty on the outside and 4 certificates rolled inside. These are dated 1964, 1970, 1974, 1974 .
